We will make sure there is an absolute limit on what people need to pay. And you will never have to go below £100,000 of your savings, so you will always have something to pass on to yourfamily. And that is quite a change, because currently in england you pay for care if you have assets worth more than £23,250. Under the new plan, as the Prime Minister said, that will go up to £100,000, so nobody with assets less than that will have to pay. The new calculation will include the value of your house even if you are cared for at home. But now a significant shift from what is in here, the Conservative Manifesto. There will be an upper limit on the bills families can face. But, and this is a huge but, theresa may will not say what that upper limit will be. Has she done another u turn, jeremy . Apparently, yes, apparently. Blimey, you cant trust this woman campaigning in whole, the labour Leaderjeremy Corbyn said they havent said what the cap is. They havent explained to the millions of people who are desperately worried at the moment about what kind of care they going to get in the future, desperately worried for children as well about how their parents are going to be looked after stop this is a government in chaos and confusion. First, it was recommended that there should be a cap, and it was looked into, David Cameron adopted that in the run up to the 2015 action, but the conservatives left it out last week. The idea of what came out last week was that if you have a relatively valuable home, say worth £350,000, you could run that down to £100,000 before the state steps in. So if the conservatives plan something much higher very few people would benefit from it. So what you think it should be . The thinking is what you want to avoid is the people who draw the long straw, the people who live for long periods in Residential Care where the amount can build up considerably, the idea of a good policy would be a bit like insurance, we have Car Insurance so that if one of us has a catastrophe and a write off we all pay a bit and it is smooth. And that was the idea, that we all share it and. But 72,000 is quite a high number. The private companies arent willing to get involved, they are not willing to offer insurance, the kind of policies that might be useful. Doesnt the government need to move in that direction . Trying to make this a viable for the Insurance Industry . That would have been one of the consequences if the deal not cap had been implemented. The Insurance Industry would say that is a product that we can create. But the insurers thought they were not convinced it would happen, and did not want to spend time and money to helping products that would never come into force. The challenge for insurers is that they do not know what they are insuring against because the government are not being clear. But the key to all this working is local authorities being able to recoup payments that have been deferred by individuals once they die. So that those costs for they die. So that those costs for the care they have two provide, particularly in care homes, can be recouped once a house is sold after someone passes on. You turns climb down, social care was always going to be a big issue, now it is front and centre in a big political row, last week, the Conservative Manifesto said that anybody receiving long term social ca re anybody receiving long term social care in england would be able to keep £100,000 of their assets, including the value of their home. Last week the conservatives also rolled out introducing any cap, or maximum amount that people would be asked to pay for the social care once the first Hundred Thousand had been taken into consideration. If your house was worth £300,000, you or those who inherited the estate would in theory under those proposals have two contribute £200,000. A major report from social care, written by this man, andrew dilnot, published in 2011, suggests there should be a cap on how much anyone can be asked to pay for care, and in 2015, the Tory Manifesto supported the idea of the cap, which at that point was said to be £72,000. When asked about a proposed cap now, in 2017, here is what the health secretary, jeremy hunt, told the bbc last thursday not only are we dropping it but we are dropping it ahead of the general election and we are being explicit in the manifesto that we are dropping it and we are dropping it because we have looked again at the proposal and we do not think it is fair. Several days of awkward conversations on the doorstep. And four days later, a rather different message from the Prime Minister, today she said we will make sure there will be an absolute limit on what people will need to pay for care. But some lucky visitors have been given a preview of the shows highlights which include a Tasty Garden Collaboration between dj chris evans and cooking guru mary berry. Our reporter sara smith went to meet them im here among the rhubarb, lettuces and beans of radio 2, one of the five feel good gardens. It is part of their 50th anniversary celebrations. Now, this is one of the gardens, theres jo wileys scent garden, theres zoe balls listening garden. This is the chris evans taste garden. Now, he has spent the morning here, broadcasting his breakfast show, and he is here today to tell us a bit more about it, along with somebody who definitely knows what to do with the produce of this garden, mary berry. Chris, first, tell us a bit about this garden. Well, as you say, its one of our five feel good gardens. Ours is taste. So, to be honest, im a bit of a fraud, the first time i saw it was this morning. Marys been much more involved in it than i have. But it is marvellous. The thing that i was most surprised by is i thought amongst the show gardens i might get lost, but the creators of the gardens have really gone for it, and they really hold their own, so we can only be grateful to those guys. But mary has been involved in this. So, fair to say you havent been down on your hands and knees creating this . No, i was willing but i never got the call quite wisely, i imagine. But, mary, you do love gardening, dont you . I do, and this is making use of a very small plot. I would like this as my front garden. Its all the sort of vegetables that i like. And theyre all absolutely at their prime. Wonderful tomatoes. And unusual things, like a little miniature mulberry tree, that would fit into anybodys garden. But once you get out into a garden like this you feel better, you know . All those aches and pains go, and for children to, get them out and get them gardening. And whats extraordinary is that they bring it all to fruition all at the same time, everything here looks perfect. Thats skill. John wheatley has done that. How hes done it i really dont know. Even celeriac, hes got there. And courgettes, beans, all sorts of things. Hes worked hard. Do you hope that it might encourage people, even with a very small space, to grow something that they can eat themselves . But what they can do within 11 acres, and then what every individual exhibitor does within their 23 by 23 foot plot, is amazing, and that is sort of a testament to what we can do at home. And you talk about what you can achieve, there is a guy who specialises in indoor gardens the people who havent even got a garden. And hes got this living Orchid Shower Curtain i mean, thats worth coming for on its own, isnt it . There are some extraordinary things here.
