Our main story is the governments response to the latest evidence of failings in the Prison System in england and wales. The Justice Secretary, liz truss, in her first major speech today on sentencing has said there can be no quick fix to reduce the Prison Population. She spoke as her officials launched an urgent investigation into evidence of Security Failings at the privately run northumberland prison, filmed by an undercover reporter from the bbcs panorama programme. He secretly recorded widespread drug abuse and major security lapses. Our special correspondent ed thomas has more details. Undercover in one of our biggestjails. For two months, bbc panorama filmed the drugs feeding addiction inside. And staff pushed to their limits. Hmp northumberland is a private jail run by the French Company sodexo and home to more than 1,300 inmates. On the undercover reporters first day inside, 2. 5 kilograms of spice, an illegal high with a prison value of £250,000, was found in two cells. Despite this, panorama was told there was no lockdown, so the block could be completely searched. The bbc secretly filmed inmates high on drugs. This man had taken spice. And then theres the violence. Cctv cameras recorded an inmate being stamped on. At one point, panoramas undercover reporter was threatened by an inmate. During filming, the bbc discovered a serious security breach, as alarms on two doors werent working. Nearby, officers found wire Cutting Tools and later a hole in an inner security fence. It meant drugs could have been passed into the jail. The reporter asked the governor what went wrong. Sodexo, the company that runs the prison, said the safety of staff and inmates is their top priority. The Ministry Ofjustice said it would urgently investigate the bbcs footage and that the government is determined to reform our prisons. In herfirst major speech on sentencing the Justice Secretary, liz truss, rejected calls to cut the number of inmates with what she calls dangerous quick fix solutions. Our home affairs correspondent, danny shaw, was listening. Your sense of what the minister had to say, and any specific responses to say, and any specific responses to what we have been broadcasting today . In terms of what she has had today . In terms of what she has had to say i dont think liz truss has outlined any new policy Initiative Oi outlined any new Policy Initiative or Sweeping Change in direction. She is really saying that the number of the risen population has been relatively stable since 2010 but there are problems in prisons and they need to be sorted out not through a change in sentencing so that people get shorter sentencing 01 that people get shorter Sentencing Ora Cap in that people get shorter sentencing or a cap in numbers but by more effective rehabilitation and programmes of reform to stop offenders reoffending. That is the big problems she has identified, not that first time criminals are entering the system in Great Numbers on the butt that offenders in the system continue repeating their crimes over and over again. In Great Numbers, but that. This is what she said just a short time ago. I want to see the Prison Population go down because her majestys prison and Probation Service has got better at reforming offenders. I want to see it go down because we have got wetter as a society at intervening earlier before people commit the crimes that take them to prison. Have got better. I want to see the population go down because we have got better at managing the Prison Population injails. Reductions by cap or quota or sweeping sentence reductions, they are not a magic bullet, they are dangerous attempt ata bullet, they are dangerous attempt at a quick fix. Liz truss had raised hopes that she might bring an end to the number of people injail serving indeterminate sentences, people who have been in prison for many years beyond the minimum term. She said although she was increasing resources to tackle the backlog they will only be let out if it is safe to do so. She has announced one thing today, eight beefed up prison inspector, with teeth, as she put it, so that the recommendations that inspectors make in england and wales will be acted upon and theJustice Secretary will be held to account to ensure that those recommendations are followed through. That will be quite a significant change when it comes in. Lets speak now to conservative mp iain duncan smith, chairman and founder of the centre for socialjustice. Your reports have touched on many of theissues your reports have touched on many of the issues which liz truss was talking about the late. What are you is the main thing . She said and this is the point she made that prison numbers, whilst people think they are higher, they have been pretty sta ble are higher, they have been pretty stable and they have not gone out for some time, and the number of people coming into prisons remains pretty sta ble. People coming into prisons remains pretty stable. The problem they have in terms of first time offenders, the real problem in prisons at the moment, is the number of repeat offenders. That has been on a rising curve, and she pointed out that people coming in once and then again and again, we have perhaps the highest proportion in the western world of people who actually offend again and come back to prison. The stress and pressure on prisons is not getting rid of people now, it is trying to stop people coming in the second and third time, which is where the effort has been poor in prisons, and drugs, they are hugely pa rt prisons, and drugs, they are hugely part of that process. We will come to drugs in a moment. Just where is the process of rehabilitation breaking down . This has been identified time and again, that people are not rehabilitating efficiently. Where is the main breakdown in that process . M efficiently. Where is the main breakdown in that process . It is not commonplace across all prisons. Some prisons are pretty good at it. This goes back to Jonathan Aitkens report in 2008, other prisons Pay Lip Service to this and short sentencing of a few months is no good because there is not enough time to do anything with people. If anything they almost encourage people to come back to prison. You wa nt people to come back to prison. You want a balanced sentence that allows you to get straight to the individual. A lot of them are on drugs and need education programmes. Half of prisoners have the reading and writing age of an infant child, they can hardly read documents and they can hardly read documents and they certainly can do not much more than write their name. They cant enter the world of work so they go back to crime. Prison is a number 1 chance to get them educated to a level where they can actually do something. There is no systematic programming and she was very good that, she said that is what the inspector is there to do. If prisons falling down on rehabilitation, she made it clear that she wants to see that changed. Why isnt she announcing today, thinking that people have been asking this question, that she is spending millions of pounds beefing up the process of education, the process of preparing for work, literacy and numerous eat skills, the things you have pinpointed . The first change she made today, she has identified the programme and the problem and she is putting prisons on notice that they cant Pay Lip Service to these key essentials. When labour did that, you release them early but they go straight back into crime because they have had nothing done to them, and they go back to prison. Prison population rose as a result of that. You can foresee a statement from the Justice Secretary at some point saying that where she sees Good Practice there will be extra resources and it has to be millions of pounds diverted into some of these areas, if people are, if we are talking about thousands of prisoners, having literacy and numerate skills transformed, it cant happen without the money, surely . It cant, but it has to start with the structures. We have written about this endlessly and we setting up a special Prison Reform commit commission and it will watch and shadow everything in this department because we are concerned that too much has too little has taken place in the past. We want her to recognise that there are some basic essentials. Risen as arrived at the to drugs and they should be immediately tested. Prisoners arrive addicted to drugs. They should be tested and go straight into rehabilitation from drugs. Close down the things that allow prisoners to avoid their responsibilities, set them on their responsibilities, set them on the road to recovery, then provide mentoring once they leave, get them on the programmes and get them work experiences experience even before they leave prison. What are your thoughts on the images from northumberland, which appears to be a complete breakdown of security in some areas, clearly the drug problem of which you talked. We are told this is by no means a one off, it is a privately owned prison, some say thatis a privately owned prison, some say that is a factor. What are your thoughts . Inexcusable, ithink the Justice Secretary said so this morning, that this needs to be investigated fully. I have no doubt it is happening elsewhere. It is a process of Turning A Blind Eye sometimes to drug taking, sometimes drugs are being smuggled in, one or two Prison Officers have been complicit. In other words, two Prison Officers have been complicit. In otherwords, prisons have to sort themselves out first before they can sort out the prisoners. If you have a regime that is very tolerant of prisoners getting away with things they will absolutely taking over the running of the prison. Privately owned, a factor . I dont think so. If this we re factor . I dont think so. If this were only in a privately run prison, you would say there was a problem with privately run prisons. This is pretty much in loads of prisons and many are not privately run. It is a culture that says, you know what, we cant do something about it so we wont do anything. She was clear today that that has to stop, lets have that investigation and then make sure that prison is run properly. If it is run tightly, if prisoners cant get hold of drugs and they are on rehabilitation and education programmes, we have the chance. The single biggest reason that we have overcrowding is that people keep coming back again and again. Stop that, you turn off the tap. Iain duncan smith, very good of you to come in. The group was buried after the wall of snow swept across an off piste area. It happened at the ski resort of tignes in south eastern france. The loss of life could have been greater five people failed to turn up for the days skiing this morning. British holidaymaker Alice Masuyer is in tignes the avalanche happened on the mountain in front of her. Around 11am there was an emergency recorded on the walkie talkie. I could see the trace of the avalanche that had just happened. Helicopters arrived. Back in the chalet i could see they had closed some slopes and ski lifts. I could see a huge amount of Mountain Rescue at the top of a 100 metre large hollow where the snow fell. There was apparently six metres of snow above there. They we re metres of snow above there. They were digging and trying to find the others. We have seen people skiing down, stopping where the avalanche was, so they are maybe trying to set explosives to get rid of the remains. An Undercover Team visited 50 branches across england over a three month period. Tesco says its working to make sure its prices are accurate. 0ur correspondent Jonathan Gibson reports. If we see a special offer on the supermarket shelves, we expect to pay that price at the till. But that doesnt always happen at tesco. And heres why. The bbcs inside out programme visited 50 tesco Stores Across england and found out of date special offers in 33 of them. At some stores, staff say its a recurring problem. And at another store a worker blames the error on being short staffed. In most stores, workers removed the Label Straightaway but not everywhere. At this store the cashier refunds the difference but doesnt remove the label, so its still on display when we go back in the next day, the next week, and one month later. The fourth cashier finally removes it. There are obviously major problems with the control of the special offers. Special offers bring customers in, make people reach for more and maybe spend more than they meant to when they came into the store, so that is very, very worrying. Throughout our investigation, tesco did refund the difference when informed about the discrepancies. The company wouldnt provide anyone for interview but, after reviewing the bbcs evidence, said. Following our investigation, britains biggest supermarket has said it will be double checking the accuracy of every price in every store. Thats more than 3,500 Stores Across britain. In pakistan a bomb has exploded at a Protest Rally in the City Of Lahore, killing at least 11 people and injuring more than 80. Killing at least 13 people. The attack has been claimed by a breakaway taliban faction. Its reported that two Senior Police officers including a former Counterterrorism Chief were among those killed. 0ur pakistan correspondent, secunder kermani, joins us from islamabad what more do we know . Some more details first on what happened in the actual arming itself. What basically happened was that there had been a large protest planned by many members of pakistans pharmaceutical companies, who were demonstrating against changes to Drug Regulations that we re changes to Drug Regulations that were taking place. Because of that demonstration there was also a large number of police and journalists present at the punjab Regional Government assembly, right in the heart of lahore, pakistans second largest city. A large number of tv channels were rolling as the explosion happened and we saw dramatic ditches of what appeared to bea dramatic ditches of what appeared to be a Vehicle Bursting into flames and hundreds of people running for their lives and in terror. We know that around 11 people have been killed, a significant majority of them police. Significant number. I mentioned the breakaway taliban faction, do we know more about them . Yes, this faction were responsible for another very large attack in the same City Of Lahore last year in march when Suicide Bombers targeted a Park On Easter when people were celebrating and around 70 people we re celebrating and around 70 people were killed in the attack. Having said that, in the past few years the number of People Killed in Terrorist Attacks here has dramatically reduced and this City Of Lahore had been hoping that because the Security Situation was improving they would be able to host the pakistan domestic cricket league, which at the moment happens in the uae. After this attack it looks like that may well not happen. The prime minister, nawaz sharif, has condemned the attack and promised that pakistan will continue to fight what he calls the cancer of terrorism in pakistan. Thank you very much for the update on this Terrorist Attack in pakistan. The Bank Of England has welcomed the announcement that the Co Operative Bank is for sale. The bank which has four million customers has struggled to meet new rules on the amount of Capital Reserves which lenders must hold but insists it still has significant potential. The bank almost collapsed in 2013 after a series of financial problems. It was bailed out by american hedge funds but has struggled to strengthen its finances because of low interest rates. Lets look back at the banks troubled recent history. In august 2009 the Co Operative Bank and britannia agreed a merger. Just four years later injune 2013 the co op bank almost collapsed, after bad property loans contributed to a £1. 5 billion hole in its finances. The chairman, paul flowers, resigned. A year later in april 2014 the Bank Reported further losses of £1. 3 billion. A month later us hedge funds took control of the bank in a rescue deal. However, at the end of the year the co op bank was the only lender to fail the Bank Of Englands key test of capital strength, which assesses the ability of major uk lenders to withstand another financial crisis. Last april the Bank Reported annual pre tax losses had doubled to £610 million, before putting itself up for sale today. The bank which has four million customers insists it still has significant potential. With me is financial journalist louise cooper. Are we surprised by the decision . M you look at bond markets, where the co ops debt trades, they have been saying the bank is in trouble for some weeks, and they are indicating that there is significant uncertainty about the future position of this bank. You said about the britannia acquisition. That was particularly toxic for the co op bank and has been one of the main contributors to its current demise, although clearly there were many others, paul flowers as the head of the bank, a series of problems. What has been discovered is that sorting out the issues of the past, just like rbs, is a lot more costly, complicated and difficult than anybody thought at the type. Who is likely to want to buy it . There are names in the frame, like tsb bought virgin money or metro bank. This is a unique business, it has an ethical brand, and does that Limit Profitability at some stage in the future . Secondly it has legacy issues and what have we learnt since the legacy issues since the financial crisis, you dont want to be saddled with them. They were in bed in the co op, they had the it systems had to be renewed. They hurt just had the it systems had to be renewed. They hurtjust been replaced when the bank was put up a sale. It tells you a lot about how urgently, or the sense of purpose that this bank that needs new capital has to get it in some shape orform. It is capital has to get it in some shape or form. The question of the ethical nature of the bank, there will be lots of noise made that this will be an ethical bank, that this will be an ethical bank, that keeps many of the 4 million customers with it. The question is, fundamentally, was it ever, given theissues fundamentally, was it ever, given the issues with the back and will it be more so in the future . The body that approves church law, the general synod of the Church Of England, has begun a week of meetings today. Much of the debate is likely to centre on the synods response to a report on same sex marriage, which upholds a traditional definition of marriage as being between a man and a woman. 14 former bishops, as well as a number of current bishops, have signed an open letter accusing the church of ignoring the views of gay christians. One of those who signed the letter is the right reverend dr alan wilson, bishop of buckingham and author of more Perfect Union understanding same sex christian marriage. Good evening. Good evening. What is at stake in these discussions this week . They are quite important i think. Theyve been spending two yea rs think. Theyve been spending two years talking insured conversations with people from all parts of the spectrum, about how gay people might fit into the church. Also lots of voices have been heard and people have been able to be themselves, sometimes taking great personal risk to do that. So thats the good story. The bad story is the bishops tried to turn this into a report. The report was produced by a group that contain nobody out and gay at all. The result was that everything stays the way as it is. We can talk but nothing is actually going to change but we are going to try and elevate the tone of the way we talk at gay people. That really is quite at gay people. That really is quite a bizarre result when you look at it that way. Particular coming from a group with nobody gay involved with it. Very different, too, from the experience many people have in Church Of England churches, which are very often safe and affirming places. I think therefore its very disappointing this report doesnt reflect that. When you talk about change, what kind of change are you talking about . Weve got to come to a place where people respect each others perceptions of themselves and their sense of their range humanity and sexual identity, and learn how to live together. At an earlier stage we were talking about the disagreement, the fact that for kristian is jesus the disagreement, the fact that for Kristian Isjesus Christ comes first and questions of culture come second. 0nce and questions of culture come second. Once we realise that we can disagree with each other about things that go quite deep but still see jesus as things that go quite deep but still seejesus as more important. 0ne things that go quite deep but still seejesus as more important. One of the problems with the report is it narrows the bandwidth of that conversation, by Clamping Everything into the conclusion that nothing can actually change in the end. The church always started with marriage they lived reality outside, and responded to that in various ways, by affirming some aspects of marriage and not others. The whole idea this is a great question of dogma, actually it isnt. The creeds say nothing about marriage at all. Its a question of culture and society, and how we can be good news within that society. A bell ringer at Worcester Cathedral had to be rescued by the Emergency Services on saturday evening after his foot got caught in the rope and he was pulled upside down. It flipped him 180 degrees, so he came down headfirst, caught his head here. Then he caught his back and he landed across. A quite nasty accident. A lot of blood coming out of his head. Straightaway we got the first aid kit. We were concerned about his back. We got him co mforta ble, about his back. We got him comfortable, some of us are first aid trained. We phoned up the ambulance service, they were here in ten minutes. The paramedics assessed him and then the Rescue Services came. The Emergency Services operated highly well . Brilliant. The paramedics assessed in, then the fire brigade came to assess the situation. Theyd been here to do a lot of practices. The tower is open to the public so we know how to get them down if we need to. Then they brought a specialist rescue unit. They reaped some rights to the top of the tower, we opened up the trap doors to go down to the shop floor and he was lowered on one of the specialist stretchers. He was down in three orfour specialist stretchers. He was down in three or four minutes. They were just fantastic to watch and it was seamless. Thank you so much, mark. Ian was taken to hospital on saturday night, he received some stitches in his head and was x rayed for a potential Fracture Stitches in his head and was x rayed for a potentialfracture in his back. I panicked and started putting things in my car. Im a little bit scared. Were trying not to go near the Flooding Area so we can go home, but were going to be probably stuck down here. For the first time in 25 years, the National Guard has put out a state wide alert. Well be sending eight helicopters to assist with the Spillway Reconstruction Activities Beginning tomorrow. Those aircraft will also be available for Search And Rescue if we have to move into that mode. Were sending Military Police to assist with Law Enforcement and securing the evacuated areas. Were also going to be sending mass care and shelter units which can shelter either responders or displaced people. Engineers say the lakes water level has now dropped, meaning repair work can now start on the spillway. But the state governor said the situation remained complex and rapidly changing. With more water predicted later in the week, the people affected may not be allowed back to their homes for some time. There is a suspected case of bird flu in suffolk. These pensioners in harrow say money can still be tight. When you retire, youre fine. Seven years down the line, everythings gone up. My husband and i had Company Pensions and got the State Pension and we have paid more for our house, so quite comfortable. If i didnt have a private pension, no way could i be bowling. Going back to 2001 and after paying Housing Costs like rent and mortgage, Pensioner Households had £70 a week less on average to spend than working families. Then there was a big switchover four years ago so now Pensioner Householders are £20 a week better off. More cash in their pockets especially if they have paid off the mortgage. Whats pushing up Pensioner Incomes is this Younger Generation of pensioners born after the war who are now retiring with good Company Pension schemes, owning their own home, often with the mortgage paid off, and the challenge is if you look 20 years ahead that could be a real problem for Younger Generations who will not retire with the same advantages. So if its current pensioners who are winning, some say levels the Playing Field by being less generous about increases in the State Pension, but that would mean when todays younger people retire they would be up against it. Fewer own a home or have a quality private pension. Its important they have better pensions and find it easier to buy into the housing market. On the pension side of things they are saving much less than older generations. We think they need to save more. Government has a role in this because they set the default rate for savings. Were asking government to increase that over the next decade. Even today there is a growing divide among the elderly. Many newly retired people are wealthier, many older pensioners just scraping by.
