Andy burnham wants greater Financial Support if the strictest measures are imposed and hes accused the Prime Minister borisjohnson of exaggerating the severity of coronavirus in the area. The Cabinet Office minister michael gove accused mr burnham of inconsistency in his approach. Heres our deputy Political Editor vicki young. I know covids notjust going to disappear overnight, but people who work, whether it be in pay as you go unemployment, self employed, businesses, they all need help, otherwise. Youve still got bills to pay. For days, politicians here and in london have been trying to reach an agreement. The regions labour mayor, andy burnham, has accused the government of exaggerating manchesters rise in covid cases and says more restrictions must mean more Financial Support. What we need is a fair Financial Framework if the government are going to insist on tier 3. At the moment, theyre doing side deals with individual councils. That isnt good enough for me. Lets remember, the places theyre trying to close in tier 3 pubs, bookies, gyms these are places where people are on low wages. And what were saying is you cannot take away their place of work and not give them support. Mr burnham says he hasnt seen any Scientific Evidence that extra measures would work, but ministers insist action is needed soon. The fundamental incoherence of the position of andy burnham is that, on the one hand, as i say, he says, actually, the virus is not spreading at a rate that merits these restrictions, and then hes saying, but actually, i will have them if i have the money. If he were being truly concerned about public health, then he would say, lets have these restrictions now. And the other thing is, the earlier we have the restrictions, in those areas where there is high incidence, the better for the economy of those areas because we stop the infection spreading in a way which will do further damage to the economy as well as to public health. Certainly, the members of parliament of both parties, the Council Leaders of both parties and the mayor of Greater Manchester have been resisting a move to tier 3 on the basis that we simply havent been given the evidence that it would be effective. The Armenian Defence ministry released this footage, which it claims shows the azeri forces advancing on armenian positions early on sunday, in violation of a ceasefire agreed the day before. But things were quieter on sunday in civilian areas in the disputed Nagorno Karabakh region. They have been under constant bombardment from azerbaijan in recent days. Dozens of civilians and more than 700 armenian servicemen, many of them young recruits, have been killed. Translation there are children dying, women, elderly people. Steven gallant was on day release when he intervened to end usman khans attack, which left two people dead. Daniella relph reports. In the group pursuing him was steven gallant, himself a convicted murderer out on licence for the day. He was one of the group to wrestle the attacker to the ground before khan was shot dead by armed police. Steven gallant had been working with jack merritt, one of the victims, on a prisoner rehabilitation programme. His courage that day, and his behaviour injail mean he will now be considered for parole ten months early. Some outbreaks of rain into parts of northern england, particularly, to begin with. And there may be a bit of a lull in the rain first thing in Northern Ireland, but it will come back. Heavy, persistent rain. Outbreaks of rain across scotland, heaviest and most persistent in the west. So, through western scotland and Northern Ireland, as the rain continues into monday night, there is a risk of some flooding and some travel disruption. See some rain pushing back in towards north west england into the afternoon. Patchy rain reaching into parts of wales, whereas elsewhere a bit of hazy brightness around. Temperatures just creeping up a few degrees, but its getting windier. As we just look into monday evening, this area of rain will start to just push in across parts of south west england. Overnight monday into tuesday, well, its this weather front that will bring a splash of rain across those parts of england and wales that stayed dry during monday. And the rain continuing in scotland and Northern Ireland, though by end of the night, it should be easing from Northern Ireland. So, on tuesday, then, some early rain affecting parts of Eastern England slowly pulling away. Further heavy and perhaps prolonged downpours running in towards particularly Northern Ireland and scotland, just fringing north wales and north west england as well. Windy and wet still across the far north of scotland and northern isles, easterly winds here. Mild south westerlies elsewhere, and temperatures, particularly across much of england and wales, into the mid to high teens with sunny spells and a few showers. But gales through the irish sea. As we look through tuesday night and into wednesday, focus for the heaviest rain will be shifting into parts of england and wales. Could well be some quite heavy rain moving through, exact position of this uncertain at this stage, but some of that may fringe northwards towards Northern Ireland and scotland again as we go through wednesday.
