I was also taking a Reputational Risk, because ive got to go back to the community and tell everybody i work with Police Officers. An independent study found that involving ex cons doubled the numbers who engage, leading to an 80 reduction in reoffending. The approach is about supporting young people and people who commit violence, and what is the root cause of that, as a Public Health issue. What the Violence Reduction unit has done its work with various partners to look at how it can reduce stress and trauma in peoples lives. People who are involved in criminal activity such as violence, who inspires them to be like that . It comes from communities where there is poverty, unemployment, and the approach is to try to model whats going on because there are a lot of Mental Health issues involved as well. Do you think there is always an explanation for someone carrying a knife, whether its the way they were brought up, whether mum and dad didnt have money or they were in a single parent family, Mental Health issues, is there always an explanation . I think there is always an explanation. We deal with a lot of people who come from traumatic backgrounds, they have experienced adversity in their upbringings. Those childhood experiences. A lot of the young people we work with today have had really difficult upbringings, whether its because of bereavement, may be a parent has addiction, they could be abject poverty, Domestic Violence, many reasons. Many young people will carry a weapon out of fear, they are frightened of repercussions, sol think there usually is a reason behind it and it is usually trauma based. Behind it and it is usually trauma based. Which is where mentors like kevin, in . I think based. Which is where mentors like kevin, in . Ithink today based. Which is where mentors like kevin, in . I think today kevin is a reformed character and thats why he is so crucial, because he has been through some of that. Those young kids carrying knives can relate to him. Absolutely. If you told me 28 years ago when ijoined the police i would be working with a former armed robber and heroin addict, i wouldnt have believed you. The members we have in the vow team are invaluable assets and we couldnt do our jobs team are invaluable assets and we couldnt do ourjobs without them. There is a team of seven now, four Police Officers and three mentors and they are fantastic at what they do and their experience makes them crucial. Kevin, do you think perhaps fear of covid and the crisis we are in and hopefully emerging slowly from, could make these kind of issues worse . There will be a tsunami of Mental Health problems. There will be so much unemployment. Kids coming out of school looking for employment are going to have no opportunities because of covid. We need to be thinking smart and thinking ahead because in communities where there is poverty, young people can thrive by engaging with employment or eyeing the that or through criminal activity in order to survive. There is the massive Mental Health issue. We talk about violent crime, and there are lots of types of violent crime, not just knives, but hidden crimes like Domestic Violence and abuse. This will take a massive leap in the coming months and years ahead so we need to think smart and think ahead and need governments to back Violence Reduction units, back outreach centres and we need to invest in our children and the return on that will be ten fold in the future. Professor, hello. We do actually have a points based immigration system in the uk for people who are from outside of the European Union and it was brought in back in 2008. From next year it will be extended so eu and non eu citizens will be treated equally. Tell us how it works in australia. We have had a system for about 25 years and it has been modified from year to year, but it essentially works through two important aspects of a scheme like this. One is you get the occupation is you get the occupations right. The other is that you get the numbers right. Getting the occupation right means you have to do labourforce occupation right means you have to do labour force analysis, particularly predicting future demand for labour in particular and occupations. We have had troubles doing that over 25 years, mainly done by Government Departments but we have recently set up an independent body, the National Skills commission, to forecast skills commission, to forecast skills needs and they will speak to employers and unions and so on. I think thats likely to be a better system. In regard to numbers, its more of an economic modelling exercise. We get the economists to work out what numbers will maximise the growth of gdp per capita for instance. That was first done in australia about ten years ago and we have a migration range that came out of that research. Our numbers have stayed within that range over the last ten years or so. And you are talking about numbers of immigrants . Has it gone up or down since you had the points based system . Has it gone up or down since you had the pointsbased system . When it was first introduced the numbers were quite low, in fact. It was in the 19905 quite low, in fact. It was in the 1990s when the Economic Situation wasnt great, but the numbers expanded dramatically in the first decade, during the boom years, particularly during the mining boom in australia, but they have stayed up. They are running at somewhere like 200,000 per yearfor the up. They are running at somewhere like 200,000 per year for the last ten years. And your governments have wa nted ten years. And your governments have wanted more immigrants, whereas the government here is saying that treating eu and non eu citizens through this points based system will reduce overall levels of migration, although in 2019 in this country, the majority of people migrating to the uk for work were non eu citizens, people already subject to the points based system, so thats interesting if nothing else. How much do you think the new system will benefit students from countries like india . It adds as a sweetener for students applying to come to the uk. When a student comes here he is looking for his pathway, and they want to complement the education in the uk with real world experience and its an added an incentive. Ultimately, based on articles ive read, its only valid for about two years in the case of masters and potentially three years for phd students. I think i would choose the word immigrant very carefully when you are talking about people like Indian Students. Why is that . Because when a student comes here and he or she has the chance to complement it with a further few years of working experience for two or three years, they dont become immigrants straightaway. So we do call them international students. When this new system treats eu citizens and non eu citizens equally, will the uk become a more attractive place for Indian Students than somewhere like the usa . Based on what we are hearing, especially in relation to the covid situation, i think potentially a student in the us, if the studies go online, they will lose their visa to remain in the us, so, yes, that adds a sweetener to come to the uk, but potentially that will not happen if a second wave arrives and they have the chance to complement education with further experience. One of the biggest areas Indian Students come for is phd, so demand meets supply out there so i think it is a win win situation for both. Peter, have there been any issues with a points based system . There been any issues with a points based system . You talked about them not potentially getting the right occupations when you wa nted the right occupations when you wanted to boost numbers. Yeah, it was really bad around 2010 when the whole programme consisted of chefs, hairdressers and accountants. So the system hairdressers and accountants. So the syste m ha d hairdressers and accountants. So the system had to be abandoned and revamped at that point. That was the really low point. But generally it works pretty well. They set the points relatively low so they get a lot of applicants. Thats the points that you require in order to put in an application. So we get loads and loads of applications and then they choose from those that they get. You need to add up to 70 before you can apply. Thousands of current and former asda employees are taking the supermarket to the Supreme Court today over a dispute about equal pay. Its really important that the Supreme Court exams that issue. And you are fighting this case so you know that asda say retail and distribution are two different Industry Sectors and we pay collea g u es Industry Sectors and we pay colleagues the market rates for these sectors. How do you argue against that . I think thats based ona against that . I think thats based on a common misconception that equal pay can only be brought in cases where people are doing the same job. But since the legislation has come into force in 1970 you have been able to compare differentjobs. What we are saying is that asda shouldnt be able to avoid the scrutiny of the legislation, they shouldnt be able to get out of sex discrimination just because they choose to have men in different locations and with separate pay processes. Uefa found city guilty of this, originally banned them from european football for two years and gave them a hefty fine as well. City insisted that the allegations were false and that the process had not been independent. The appeal to the court of arbitration for sport. There was a hearing last month and that hearing has now produced a fantastic result as far as Manchester City are concerned because that two year ban that they originally had been given has been lifted. The court of arbitration for sport said that Manchester City did not disguise funding as sponsorship contributions as had been alleged. They said they did fail to co operate with the way authorities, so be it decision was at their exclusion from participation in European Competitions was lifted. They still had a fine, but it was reduced to 10 Million Euros. As i say, that will be a huge relief to Manchester City fans. Had they been excluded from european football for the next two seasons, as was originally the case, they would have lost millions of pounds, potentially £100 million a season. On top of that, there would have been issues perhaps with recruitment. Would players have wanted to come to Manchester City . What about their manager Pep Guardiola . And there was potential damage to the reputation of the Football Club. This is a club that has dominated english football over the last decade or so. The government enforces it, and then it is for local authorities and police. I know they are under pressure as well. We have seen more and more again that retail workers on the front line end up getting abused and assaulted, and that cant be right. We need to ensure that the enforcement measures are by local authority and police are not by retail members themselves. That is one point. Youre watching closely in scotland. Do you have a sense of how this is working . The early indications are that it is working well and it is welcomed. It is seen as another tool in the armoury of defeating the virus. Along with the social distance and the sanitising. All is part and parcel of the war against this virus. And lets not be complacent. It is a deadly virus. It is still out there. We need to be on guard. We needs to make sure that we do everything to protect ourselves and our communities. I think throughout the easing of restrictions there has beena easing of restrictions there has been a town of mens needs come first, and the fact that you can trim a beard can go ahead but we cant do any treatments on the face, it does seem very unfair. I really feel like the policymakers dont really understand what goes on in the salons. I dont think they have really made any attempt at. I have not seen them attempt at. I have not seen them at any salons. Id invite them to my salon if they want to see how we can work safely. We will obviously hope that many people are watching and wishing to get a better understanding. You are sitting behind your clients for your work so you are not seeing them face to face . We sit behind them to do the treatment, and actually osteopaths have gone back. They sit in exactly the same position. So do massage therapists. If youre working across therapists. If youre working across the pectoral muscles you are sitting at the same position. Given your position on that, what do you think will happen . Do you think the government will listen . If so, when . I became aware of the insults and aggression that were addressed towards the people who work in very public Services Like transport or the London Ambulance service. I really think that our amazing ambulance workers, they do deserve proper protection from people who are going to be abusive or racist or prejudiced in any way. And thats why we are increasing the sentences and doubling the sentence for those who are violent towards people who are trying to save their lives. Mosques. What we said for a while now is that we do think that masks have a great deal of value. 0bviously, they are mandatory on Public Transport. But they have value in confined spaces where you are coming into contact with people you dont normally meet. What is been interesting on the Face Coverings issue is that the scientific evaluation of Face Coverings, and their importance in stopping aerosol droplets, that has been growing. So i do think that in shops it is very important to wear a Face Covering if you are going to be ina Face Covering if you are going to be in a confined space and you want to protect other people, and to receive protection in turn. Yes, Face Coverings, i think people should be wearing them in shops. In terms of how we do that, how we make it mandatory, we will be looking at the guidance, we will be saying a little bit more in the next few days. And i think that has got to be the key thing. It is where businesses have made a huge effort to make the workplace safe, i do think people should start to think about getting back to work, but provided we all continue to follow the precautions. Number one is washing your hands. Your government is making too big brexit related announcements. Today, us government, are saying that brexit might push up costs, whether it is running fees. You ask people to prepare for friction at the ports. Why are you making things cheaper with one hand when you are saying that things could get more expensive with the other. I think one of the Amazing Things about the last few months is that it has put all those questions very much into perspective and, actually, i dont think that the so called project fear with brexit would ever materialise in quite the way that some people did. I do think there are big opportunities for this country to do things differently and to do things better. Demand is high and every day, we are adding 25 to 30 patients every day, and patients now have a waiting period of 24 hours. The government announced only asymptomatic patients or those with mild symptoms could be treated at home. But whether you are in you are home or in a private apartment, it can be risky. If someone says that i have set up a centre in the Community Area or we have converted it into a covid sector, there will not be a medical person there to monitor these cases. That is a difficult area, particularly in relation to shops, and that is why it would have been better for the government to have really thought through what they we re really thought through what they were saying before trailing it. And making people anxious and having to wait several days or longer until that comes forward. If you are a small shop owner who has been closed for the best part of three months, you are getting your business back on its feet now, is it going to live with you to enforce that, and if you do not enforce it or cannot, what are the consequences . I think that will be the worry of retailers. So what do you think should happen . dont know, is the truth. Is it going to be a findable offence to not do it . In which case, we will need other people out and about in shopping areas enforcing that, such as the police and others. I dont think it would be fair to put that on the shoulders of small shop owners, to be policing these things. I think this would have to be something that the police would need to get involved in, if it is going to get involved in, if it is going to be subject to a fine. You have ticket offices, transport police and so on, there are systems in place for that already on Public Transport. It is not the same culture in retail. We welcome the move up we think it is something we would very much support, and that is the way the site has been going. And if that brings more confidence back into the system and encourages people to be able to go out and shop and get on with their daily lives, we very much supported. But it would be much better if the government properly for these things through. You have said that already, i will enter at that because you have made your point, but on the question of the police enforcement, the police will be saying, oh, my gosh, dont you think we have enough things to do . Exactly, so this is why we sit down with the police, retailers, local authorities, very early on and say, this is something we are considering, how might we go about doing it . Would it be legally enforceable . Doing it . Would it be legally enforcea ble . We doing it . Would it be legally enforceable . We do not know that, i still dont from listening to the Prime Minister today. Is he talking about a legal obligation or is he talking about a culture change where were going to very strongly encourage people to do this . I am still not clear. That is really the governmentsjob to still not clear. That is really the governments job to clarify that at the earliest opportunity. In terms of what you can clarify, i might correct an understanding that you think it should be mandatory, not a matter of encouraging culture change, but a mandatory thing . think from clarity of message purposes, saying it is mandatory is better than saying it is voluntary because the real benefits of Face Coverings comes from when you have the vast majority of people doing it because as the Prime Minister and others have said, it is not so much about protecting oneself, it is about protecting oneself, it is about protecting oneself, it is about protecting others from your own fluids and so on coming out. The resumption of organised sports and activities outdoors, places of worship being able to resume indoor services, when faith leaders are ready to do so, and the reopening of the majority of outdoor attractions. In the latest regulations we have also made changes to the two metre physical distance detail and this recognises there may be some occasions when it is not possible to maintain a two metre social distance, and the regulations set out the additional measures which businesses need to put in place to reduce the risk of coronavirus in those contexts. And these include maintaining safe hygiene standards, limiting close face to face interaction, and when, asi face to face interaction, and when, as i say, two metres cannot be maintained, other measures, physical barriers in place, rearranging the layout, organising the furniture, Safety Measures in the use of toilets and so on, all of those cannot be put in place to reduce close contact. Can i turn to the issue of Face Coverings . A matter which has a lot of public interest, but ijust which has a lot of public interest, but i just want which has a lot of public interest, but ijust want to see again in terms of the measures that can be taken, they are at the bottom, not the top end of things that can be done with effectiveness. Today we are announcing changes that have consequences for Public Transport, including taxis. Bus and train operators have introduced a wide range of measures to reduce the risk of coronavirus for passengers. As more people return to work and the economy reopens, there will be times when it is not always possible to maintaina two when it is not always possible to maintain a two metre distance when travelling on Public Transport. The amount of physical space on buses and trains is inevitably limited. That means it is harder for people to stay two metres apart, harder than in other public places. Often, people can be spending per ease of time travelling, without the option of leaving the vehicle periods of time. We have published guidance setting out the reasonable measures all operators will need to put in place when it is not possible for two metres social distancing to be met. That guidance was developed with stakeholders. We expect all operators will have these measures in place by the 27th ofjuly, and we are assured that some will be ready sooner than that. Now, are assured that some will be ready soonerthan that. Now, Public Transport moves across our porous border with england. They are, the use of Face Coverings is mandatory on Public Transport. And for the sake of simplicity and consistency, as well as being part of our plan to reduce the risk of transmission while on Public Transport, where it is not possible to maintain a two metre physical distance, it will become mandatory in wales for people to wear a three layer Face Covering while travelling on Public Transport, and that includes taxis. The requirement to wear face on Public Transport will come into effect in wales from the 27th of july. Now, the changes in our regulations in relation to two metres social distancing also has consequences for other premises including shops, and we will be writing to all major supermarkets this week, sure that they are aware of the changes in the Regulatory Regime in wales. Now, the Retail Sector has made huge efforts to introduce measures to maintain physical distancing, putting one way systems in place, limiting the numberof systems in place, limiting the number of people who can enter a shot at any one time, and putting up screens at checkouts. These measures become even more important as lockdown eases. At this point in time, when the prevalence of coronavirus is low, we are not mandating the use of Face Coverings in other public places. But many people of course choose to wear them and there is nothing to stop that from happening in wales. Ouradvice may change if cases of coronavirus begin to increase again and, where it is not possible to maintain a two metres social distance, some businesses may ask people to wear a Face Covering before they enter those premises. Now, we have been able to ease restrictions, because the indicators go on showing that the indicators go on showing that the spread of coronavirus in wales continues to slow down. We are seeing fewer deaths from coronavirus, no deaths in two of the la st coronavirus, no deaths in two of the last three days, but, as we know, that does not take away the pain and the loss felt by all those families who are already grieving today. So, in being clear, about the position in wales, while the position improves, coronavirus is still here. It is still in circulation. And every day, we hear reports from around the world of countries which have relaxed their guard and their restrictions, only to see a resurgence of the virus and new lockdown is being put in place. I urge everyone in wales to continue to take steps to protect themselves and their loved ones, and that means knowing the symptoms and knowing how to get tested. The symptoms of coronavirus are, as many of you will know, a high temperature, a new and persistent cough, and a loss or change in taste or smell. If you have any of these symptoms, you and your household and extended household should stay at home. If you have those symptoms, you should book coronavirus test, and it is very easy to do that now in wales. You can arrange to have a home testing kit sent to you, or you can book an appointment at one of the many drive through testing centres in wales, and all of the details and all of the Online Booking forms are available via the Welsh Government and the Public Health wales website. To date, we have carried out almost 300,000 tests in wales. And 17,000 of those have been positive. And the percentage of people in wales who are testing positive for coronavirus continues to reduce. Please continue to do those things, and protect you and your loved ones from coronavirus. Keep distance from one another, wash your hands frequently, only meet people from one other household or an extended household outdoors, and work from home wherever possible. We have seen a change in working patterns with more people working from home.
