It will be a wet and windy start across scotland and northern ireland. The odd, fleeting bit of rain to the south, thats not the issue. What is the issue is the strength of the wind, as that rain just keeps on coming. Anywhere across the northern part of britain, between 50 70, and in exposure across North Western scotland, 80 mph. And it is all coming in from the south so everybody in double figures, some possibly up to 16 degrees. Alan shearer has praised the first use of a pitch side var screen this season. Referee michael 0liver used the screen to send off crystal palaces luka milivjevic in their fa cup defeat to derby. Shearer says the premier league needs to take note. It is about time it happened because it cant be a coincidence that it has never happened in the premier league. We started in august, now in january, not one referee has been to the pitch side monitor and that is what is needed. I am not saying he should go there regularly, but in terms of making and getting the correct decision and his on field decision, i think it is a key and hopefully that is the first of many. The draw for the fourth round of the fa cup will take place tonight, ahead of arsenals game against leeds united. Lets get more now on our top story huge crowds have gathered in tehran as the country prepares for the funeral of general qasem soleimani. The Senior Iranian commander was assassinated in a us drone strike last week. It comes as President Trump has said hell impose harsh sanctions on iraq if the government there tries to make American Forces leave. Oil prices have risen since friday, in response to tension in the region. Earlier we spoke to our Business Correspondent dominic oconnell. Oil prices are up 4 on friday. If you if you look at the brink crude index, which is one thats most followed in the uk, then overnight in asia, last night, they were up again past 70 a barrel. These are oil futures contracts which tell you where where people think the oil price is going to go. So past 70 a barrel. Just to put that into context, it sounds high because oil was around about 60 for most of last year, but it spiked up to 74 a barrel back in september. When you remember, we had that drone attack on a big Saudi Arabian production facility. It was responsible for about 5 of the worlds oil output. So when you have actual disruption to oil supplies, they go higher. So far, we havent had any disruption, which explains why actually the oil price reaction has been fairly muted so far. The big one thats moving, though, is gold. Golds been trading at around 1300 an ounce for most of last year. Its up to nearly 1600 overnight. Its been edging steadily up, but the big move has come in the last week or so on the back of this. The traditional thing when it looks like theres going tobe trouble in the world, investors head for safe havens. So thats gold, the swiss franc, the japanese yen. Those kind of safe haven investments are on the move. So how volatile might it be . What might happen . Well, we havent yet, as i said, had a disruption to actual oil supplies, and that would be what would focus traders minds. So far, its talking about hostility, not actual hostility. Well, apart from what weve already had. But its not disrupting the oil supply yet. All eyes are on the straits of hormuz. The royal navy has sent two ships the hms montrose, hms defender there to protect british shipping. That accounts for about a fifth. Actually, about 23 of all the Worlds Oil Production goes through that narrow stretch of water between iran and oman. Its there that iran could really have a big effect on the World Oil Price if it chose to disrupt shipping in that stretch of water. The mother of a british teenager found guilty of lying about being gang raped in cyprus has backed calls for a tourism boycott of the country. The 19 year olds mother said she wanted foreign secretary dominic raab to get involved personally in the case, which could see her daughterjailed for as long as a year. Lucy williamson reports. Why a british teenager came to cyprus for a holiday last summer isnt hard to see. Why shes been kept here since then is a question thats divided the island. Last week she was convicted of lying to police after she withdrew a rape accusation against 12 israeli men. Shes due to be sentenced on tuesday. 0ne formerjustice minister believes it was too harsh to prosecute and convict her for retracting a rape allegation. Hes called for the attorney general to show leniency. We believe that she has been punished enough. Shes suffered enough. Therefore, its time that her case is being closed and the young lady returns to her home in england. But others believe this isnt about a single case, but a deeper problem in cyprus that police here routinely encourage women to drop allegations of sexual or domestic violence. I feel ashamed, i feel embarrassed, i feel angry. I feel that the withdrawal of her testimony, what is called retraction was obtained under immense force and all of us in the network, talking with women, victims of rape, have seen this happening again and again and again. The adults only hotel where the british woman stayed is now closed for the winter. Reportedly costing as little as 10 euros per night, it attracts groups of young people from across the world, drawn to ayia napas famous party culture. But the teenagers mother says this area is not safe. Supporters have called for a boycott of cyprus and some people here on the island fear that a long appeals process 01 an the island fear that a long appeals process or an investigation into policing could harm cypruss reputation and the tourism economy. On tuesday, well hear whether the Legal Process that has gripped this island is over. Will it end with the judgement of one british woman or the judgement of cyprus itself . Lucy williamson, bbc news, cyprus. Officials in australia have warned the bushfires could continue for months with concerns of the huge fires in victoria and New South Wales could meet to create a larger mega blaze. A second day of light rain and lower temperatures is giving firefighters a brief reprieve and respite. This weekend so some of the worst days of the crisis so far with hundreds more property is destroyed. 0ur correspondent has spent the day in the fire ravaged town of nowra. Im standing in the command centre and they are getting ready for the night shift, it is quite quiet but on some of the hotter, busier days when the crisis had a grip, the room was full of people monitoring what was full of people monitoring what was happening. Here is ian smith, it has been cooler today and a bit of rain. Has that helped or hindered you . The rain has been good because it has acquired into the fired down but it has had the opposite impact in that we werent able to do a lot of oui that we werent able to do a lot of our back burning operations we were planning to do before the next onset of bad weather in about five days. What is back burning . Where we go back to control lines and use a fire to work back towards mainfires, burning and use a fire to work back towards main fires, burning out are the vegetation between our control line and the main fire. So it is firefighting fire . What do expect to hear of the next few days . We hear the temperatures are set to rise. Yes, it will be a bit cooler in the next few days, no rain, but moist so we will continue with trying to do the back burning. Then we are getting to another cycle of a warm, windy weather towards the weekend and we will go through those cycles about every seven days. How philosophical are you when you hear it is coming . How exhausted do you feel . We plan for this, we work well together in this control centre, we are used to watch the fire is doing so we are are used to watch the fire is doing so we are working through our training in ourjob and looking forward to having the upper hand at some stage. When do you think that could be . This could go on for months. We are in the cycle of a very dry weather, unprecedented runs of fire last saturday and new years eve where we had 12 kilometre runs in a southerly wind direction and that is not common but it is what we are dealing with at the moment. Thank you. Still some fires burning across New South Wales despite the cooler conditions and people looking at the neighbouring state of victoria is well where there are two huge fires and the real fear is those fires will merge to form a mega blaze. Still very much a state of alert here in australia. The labour mp Angela Rayner has officially announced her bid to become the next deputy leader of the labour party. She gave a speech in stockport this morning at a Community Centre she used to use when she was a new mum 0ur coalition, the foundation of our party is broken. Some blame brexit, some blame the leadership. But we all know that both of these things came up time and time again. Not least in seats like this one and my own. Yet neither will be the defining issue at the next general election. Politics makes for short memories, but this crisis has been a long time coming. It is the biggest challenge in our history. But nor are we alone. Across Europe Social democratic parties are collapsing, the once mighty german spd, the biggest and oldest social Democratic Party in the world, is now on 11 . The combined forces of the French Centre left parties are on 6 . We are now in danger of the same fate. This is not an era of change, so much as a change of an era. A few new policies will not put things right. A quick fix or a new individual as a leader will not be enough. We must rethink and renew our purpose on how we convince people to share it. Either we face up to these new times or we become irrelevant. The next five years will be the fight of our lives. And i am standing here today because i dont run away from a fight. That is why i am announcing today that i will stand for the deputy leadership of our party. The headlines on bbc news. Reynhard sinaga, the most prolific rapist in british criminal history, has been sentenced to life in prison with huge crowds have packed tehran for commander Qasem Soleimanis funeral. Britain urges restraint as both sides issue fresh threats against each other. There are fears the bushfires in the australian states of victoria and New South Wales could have merged to create a mega blaze. The number of new cars registered in the uk last year fell to their lowest level since 2013, according to the society of Motor Manufacturers and traders. It was the third Consecutive Year of decline, and that trend is expected to continue in 2020. The organisation blames Weak Consumer Confidence and confusion over clean air legislation, but also says the fallout from brexit remains the biggest clear and present danger to the uk motor industry. Earlier, business and transport correspondent theo leggett told my colleague Joanna Gosling why registrations are continuing to fall. The biggest factors seem to be political and economic uncertainty. So, buying a car is a big thing. It costs a lot of money, people do not do that lightly. If they are worried about whether they are going to be keeping a job or whatever, they are not likely to buy a new car. They will hang on to their old one. So, that is a factor. Another major factor is decline in demand for diesel. Diesel car sales of the last three years have fallen off a cliff. Half of the car sales in this country back in 2016 were diesels. Now it is 25 . So that is an enormous drop. The reason there seems to be that people are worried by the clean air legislation. So, cities saying you have to pay if you bring your car into town or, as in the case of bristol, threatened to ban them altogether. People do not really know what is going on. The ssmt says that although the latest diesels, these so called euro 6 diesels, are very clean and should not be affected by clean air legislation, people do not really believe that. So, theyre holding off buying, keeping their old car a little bit longer until they can find out whats happening. And the chief executive of the ssmt also specifically talking about concerns about brexit. Yes, now brexit is going to happen. At the end of this month we leave the european union, then there is a transition period until the end of the year. The concern for the ssmt is what happens after that . Whether there are going to be tariffs on imports and exports of whole cars and whether there are going to be tariffs on car parks and whether there will be any blockages at borders after the transition period. The government says it will have a comprehensive trade deal in place by then. There is a certain amount of scepticism within the industry about whether or not that can happen. So, according to the chief executive of the ssmt, that is what keeps him awake at the moment. He says it is still a clear and present danger. And just in terms of where the market is going, you mention the uncertainty about new technology, Electric Vehicle sales are actually increasing dramatically, but they are still a tiny proportion of overall sales. They still make up only 1. 6 of the market, but sales increased 14a last year. The problem is the Industry Needs them to increase much faster rate. Because new emissions rules controlling the amount of Carbon Dioxide that can be emitted by new cars come in this year and they enter into force fully next year. They are european rules, but as we understand as they will be taken on by the uk even after we leave. So, if we are relying solely on electric cars we would have to go up to 27 in a very short period of time. That is the nature of the challenge ahead. The ssmt says whats needed, we are building the cars now, they need incentives to encourage people to buy them. So, that means the government basically putting money up front to encourage this market to take off. Bosses of britains leading firms will be paid more within three working days of 2020 than the average employees annual wage, according to research. The average full time annual salary is £29,559 and the report from the chartered institute of personnel and development and the High Pay Centre says chief executives of ftse 100 companies only need to work untiljust before 5pm today to make the same amount of money that the typical full Time Employee does in the entire year. British talent enjoyed a night of celebration at the Golden Globes with Phoebe Waller bridge and Olivia Colman winning in the tv categories. Rocketman star Taron Egerton and 1917 director sam mendes were triumphant in the film awards. Netflix might have been disappointed with its performance from last night. Film critic it remains to be seen whether they do better later in the season. Yeah, a good night for british talent, a good night for traditional studios. A bad night for netflix, which had at 3a nominations but only took away two. A good night for sir sam mendes and the trench war movie 1917. Bad night for Martin Scorsese and the irishman, which took home no awards at all. Obviously this is the biggest, the first of the big awards ceremonies in the season and these movies are alljust about out now in this country, so fresh in the minds of anyone that has been perhaps going to the cinema over christmas. In terms of predicting whether the momentum stays with the winners at the globes, what does history tell us . Well, there is quite a spread, isnt there . I would say if you were a betting woman and i know you are you could do worse than put money on Renee Zellweger for best actress awards from here on in. She was a strong favourite in best comedy or musical and came through with her performance in judy. Alsojoaquin phoenix, who won best actor for the joker film, and again, he seems to be a bit of a shoe in. Elsewhere, though, there is still a lot to play for. As i say, the irishman got no awards at all at the Hollywood Foreign press awards. But, you know, he is well respected by the British Academy and the oscar voters, so that could change. 1917 is a really interesting one. It was screened relatively late and i wonder if that benefited the film, that you were seeing something fresh after long campaigns for the likes of the irishman and Quentin Tarantinos once upon a time in hollywood. It is also a tremendous artistic and technical accomplishment. So sam mendes has shot this adventure through the trenches of the First World War as if it is in one continuous take, and, you know, we all love a bit of difficulty against the odds. And this is certainly something very hard to pull off and that i do think works. It is out in the uk this week. And the awards themselves presented by a brit, Ricky Gervais. Controversial as ever. Yes. Would they have known the script before . Would the producers know the script before it gets delivered . Because there is quite a lot in there that was very punchy. Yeah, certainly they would be aware of most of the content. Who knows if he improvised any extra lines. It was interesting to see the response because Ricky Gervais was a real breath of fresh air when he first hosted the Golden Globes. This time around, interesting to see the room, as some of the guests looking almost worried about laughing at some of the more out there jokes. Maybe, maybe he has lost his audience. He has said this is going to be his last time, but he did say last time as well. Now lets take a look at the weather. No real change to the weather pattern over the next few days, rain, wind and very mild. Tomorrow will be exceptionally mild for some of us. The winds will also be a story thanks to the stormont south of iceland and this is the stars weather front crossing the uk in the last few hours, bringing rain is quite heavy but it moves swiftly, being pushed by a strong wind blowing out of the west or north west, so gales across northern and Western Areas through the course of this evening. The rain should clear to the south east this evening and the winds will temporarily ease, quite dramatically, almost complete flat calm and a touch of frost in some areas, no wind at all across this part of the country, but later in the night, the winds will pick up in the night, the winds will pick up in the north west as temperatures well rise and this is the next low pressure, the next stormont south of iceland are taking a similar track, and weather front moving. This one is drawing up some really mild air, really mild airfrom really mild air from the southern climes and it means that some of these North Western and Western Areas could have some high temperatures for january. The areas could have some high temperatures forjanuary. The gales and rain, the story across the north west of the uk during the course of tuesday, the winds could be disruptive in scotland, there are the east of england as well. Some areas, the winds could be in excess of 70 mph but costing around 40, 50 mph. Not so windy in the south east, temperatures here 13 degrees. In some spots in the far north of the country, it could get to around 16 degrees. Wednesdays weather, the low pressure degrees. Wednesdays weather, the low pressure moves degrees. Wednesdays weather, the low pressure moves out into scandinavia, the stormy area of weather, it does turn a bit colder, the colder winds blowing off the north atlantic, sliding in and across the northern half of the uk, so across the northern half of the uk, so single figures where as in the south we are hanging the milder air. In london, looks like the temperatures will ease down to what they should be at this time of the year. Bye bye. Hello, youre watching afternoon live im simon mccoy. Today at 2pm. Jailed for a minimum of 30 years the most prolific rapist in british history Reynhard Sinaga is described in court as an evil sexual predator and a monster.
