Government in Northern Ireland expires injust under two hours, with no agreement in sight. Sinn fein is refusing to be part of an Executive Led by the Democratic Unionist leader, Arlene Foster. The Northern Ireland secretary will have to decide whether to call a Snap Election. And the new £1 coin is released tomorrow but are these everyday machines ready for it . Good afternoon and welcome to bbc news. Theresa may will meet Nicola Sturgeon in scotland later for the First Time Since the snp announced their proposals for a second independence referendum. At the beginning of a week that will see article 50 triggered on wednesday, the Prime Minister will say she wants to build a more united nation. Tomorrow, the Scottish Parliament is expected to pass a vote in favour of seeking a new Scottish Independence referendum, which ms sturgeon wants to hold in autumn 2018 or spring 2019. Theresa may, though, has said now is not the time for it. Our scotland correspondent lorna gordon reports. It is a week in which two unions will dominate the Prime Ministers agenda. One, the eu that the country is leaving, the other the uk, a Union Theresa may wants to keep together. The precious, precious bond between england, scotland, wales and Northern Ireland. My position isnt going to change, which is that now isnt the time to be talking about a second independence referendum, because it wouldnt be fair on the scottish people to ask them to make that decision when the facts arent clear, and also because now is the time when we need to pull together to make sure we get the best possible deal for the uk, including the people of scotland. A majority of voters in scotland opted to remain. I believe it would be wrong for scotland to be taken down a path that it has no control over. Nicola sturgeon says her government has met a brick wall of intransigence in the negotiations to protect scotlands place in europe. If theresa may didnt want the union to become looser, she isnt going a good way about it. She needs to treat scotland as a partnership of equals. She needs not to disregard the will of the people of scotland when it comes to a future relationship with europe. The Scottish Government sought compromise with the uk government, it is now up to them to respond to that compromise. Tomorrow at the Scottish Parliament, the snp and the greens are expected to vote in favour of the right to call a second independence referendum. Both sides in this debate on scotlands future appears as far apart as ever. Little sign yet on how this constitutional disagreement will be resolved. Joining me now from our edinburgh studio is the leader of the Scottish Labour Party kezia dugdale. How do you think this meeting should be approached by theresa may this afternoon . I hope that both theresa may and Nicola Sturgeon are both collectively focused on getting the best possible deal for scotland out of the fact that we are about to leave the European Union and i have set out what i think should happen ina set out what i think should happen in a letter to the Prime Minister over the weekend. There are five key points in that letter but i will mention three. Access to the Single Market which is extremely important for scottish jobs and i want to make sure there are guarantees in place for all eu nationals that live here in scotland and also currently that there is support for our universities because they are very heavily reliant on eu funding and you networks in terms of the development and growth of our universities, so i would like to see bobby brown minister and the First Minister devoting all of the effort is 100 on getting the best possible deal following brexit. Access to the Single Market. The Prime Minister has already said that will not happen. Is that enough to derail the talks as far as youre concerned . What i have said very clearly is that i want to see the best possible dealfor that i want to see the best possible deal for scotland that i want to see the best possible Dealfor Scotland in that i want to see the best possible deal for scotland in the that i want to see the best possible Dealfor Scotland in the uk that i want to see the best possible deal for scotland in the uk with a close relationship with europe and in the package you displayed i heard the Prime Minister saying how important it was to her, this union, this family of nations across the whole of the uk. It she really believes that wants to protect the uk then she needs to listen to the devolved administrations across the country, whether that be scotland or the welsh assembly. Similar arguments have been made from the welsh assembly. We need the ability to access the Single Market. If theresa may is not able to deliver on that commitment that we are asking for then she is just making herjob that bit harder, so i hope she is in scotland today to listen. Likewise, Nicola Sturgeon needs to listen as well because the vast majority of people in scotland dont wa nt to majority of people in scotland dont want to be dragged back to the arguments of the past with the second independence referendum and i cant help but feel that Nicola Sturgeon is desperate for these talks to fail. Shes desperate to ta ke scotla nd talks to fail. Shes desperate to take scotland back to dudleys were we talk about is independence. And you think that deal that you talk about, if that was agreed, would that be enough for the people of scotla nd that be enough for the people of scotland to say that that was far enough . We dont need another referendum. I dont think it would be an offer Nicola Sturgeon and that is what this is about because the people of scotland dont want another referendum. All of the recent polls very clearly state that people who voted both yes and no are opposed to a second independence referendum. It is Nicola Sturgeon determined to pursue that second independence referendum and am not sure anything the Brave Minister would say would ever be quite enough for her. What about the personalities of the two women involved . How personalities of the two women involved . How important personalities of the two women involved . How important is that they should get along . I do not know what you think they do at the moment. Should get along . I do not know what you think they do at the momentlj be you think they do at the moment. be very described in either would describe the other as a friend. They are both formidable women in positions of leadership. They have all models to be born across the country. The best way they can exert those skills and apparently have a small models is to engage in the constructive dialogue with the interests of the people first and foremost. So i appeal to Theresa May Coup D Tat Hard Approach to brexit. Likewise, i appeal to Nicola Sergent to ditch her approach to independence. The vast majority of people want neither extreme. They wa nt scotla nd people want neither extreme. They want scotland to remain part of the uk Have Scotland to the uk to have as close a relationship as is physically possible. That is why i have said that when we leave the European Union because we are leaving and that is going to start in the next 48 hours what we need to do is to focus on and concentrate on talking about what happens to those powers that will come back from brussels to britain. Where do they go . I would like to see many of those powers come to the Scottish Parliament so that we can do what we have always wanted to do, which is to ta ke have always wanted to do, which is to take their own decisions here in scotla nd to take their own decisions here in scotland in the best interests of the people of scotland but also to be part of that wider uk family, something that we just reaffirmed oui something that we just reaffirmed our commitment to two and a half yea rs our commitment to two and a half years ago in the 2014 referendum which we were told was a lifetime, once ina which we were told was a lifetime, once in a generation event. Briefly, do you agree with theresa may that actually the whole brexit negotiations and indeed the act of leaving is an opportunity for the nations of the uk to come together and that they could do . Well, i think that hard right brexit, which is what we are getting, is creating it renders them out of division in a country and uncertainty and what i have been very clear about is the last thing we need is even more uncertainty and division, which we would get from independence, so i wa nt to would get from independence, so i want to see the Prime Minister and the First Minister focus on getting the First Minister focus on getting the best possible deal and concentrate first and foremost on getting a Better Future for our economy and opportunities for people within it. I think one thing we can stay ahead of theresa may triggering article 50 on wednesday is that she is not short of advice, is she . Lots of people coming forward with their ideas. Lots of parties coming forward with new rules that they say she must adhere to. The ukip leader was saying that they must make sure the conservative government does not go back on its promise and must not be handing over any cash. When it comes to labour, their spokesman talk today about six full 30 will hold the government to, otherwise he says labour may not support the final deal that she comes back with the most crucial of those is that britain should have the exact same benefits as the country has now in a Single Market and the customs union. Once a small minority in the conservative party, the brexiteers are now in office and in power. This ideologically driven approach to brexit would be disastrous and divisive. And it would stand as a roadblock to continued cooperation in the important fields of technology, research, medicine, security, science, art and culture. The Prime Minister needs to face down these brexiteers. Labour laying down what they want to see from theresa may as she enters these negotiations. I am joined by ben bradshaw, who was a labour backbencher. Is it not a bit late in the day . The spokesman said in the commons if you weeks ago that the government was giving great concessions. Now he seems to be changing the rules that he will judge theresa may by. It is certainly not too late. These are the most of the cult negotiations that have faced any government in the world in history and i think he is absolutely right to make labours position more coherent. It is a position more coherent. It is a position that a number of us have been asking for. If you believe that the hard right brexit that the government is pursuing will damage our economy and destroy ourjobs and Living Standards that is the logical place to have. But is he now saying that labours position is that the uk must stay in the Single Market . He says it must have the exact same benefits. My interpretation of what he says was that it amounts to a Single Market membership if we will get all of the benefits. That is Single Market membership and i welcome that. It is what i and many others have been calling on for quite some time. I am confident that we can make some changes around Freedom Of Movement which has never been Freedom Of Movement. It is freedom of labour. I think our partners will listen to that and we can Geta Partners will listen to that and we can get a deal that does not damage our economy, jobs and was buried to the way that the hard tory Brexit Theresa may is pursuing bolded. The Liberal Democrats and the snp are saying this is all a bit late. The Iraqi City Of Mosul has had an agonising weekend. The jihadists of so called Islamic State seem determined to fight to the death. It is now clear that at least 100 and maybe many more were killed in an airstrike on the 17th of march. Yalda hakim has been talking to some of the mosul residents who survived the militant snipers and coalition airstrikes. They arrived with what little they could carry. These are the tired, desperate and hungry survivors of the caliphate. Theyve managed to flee notjust isis snipers, but also coalition and iraqi airstrikes. This is the entrance to the Hammam Al Alil refugee camp. These buses bring people to the actual camp. As soon as people start to arrive, the men and the women are separated, because they want to screen some of the men to make sure they arent isis fighters or sympathisers. Near a makeshift school, i meet 12 year old mohammed. Mohammed tells me first isis snipers killed his father, and then his mother, as they tried to get away. He fled here with his two brothers. The camp, now home for the orphans. Hammam al alil is overflowing, and people are being asked to either go to one of the other camps or to east mosul. We travelled to the east, where injanuary, after a battle that lasted 100 days, the jihadis were driven out. 0n the side of the road in the east, 0mar, his wife, and two daughters are waiting for a relative to pick them up. Iraqi forces may be fighting to free the people of mosul from the tyranny of the so called Islamic State and their caliphate, but an even more complex task lies ahead. Reuniting a very divided city. My colleague yalda hakim is in mosulfor us. You are there in one of these huge refugee camps. Tell us about the conditions there. As the battle intensifies, we are seeing a humanitarian disaster take place here in and around mosul. The first line is just here in and around mosul. We are hearing from the United Nations that more than 200,000 people have fled the fighting is. 400,000 others are still trapped in west mosul and they are expecting more than 300,000 others to turn up at camps like this. The Islamic State are using snipers, using people as Human Shields as they try to get away. These people have two choices. If they stay, they are killed because of the snipers or fighters entering their homes, and those who tried to flee could get caught in the crossfire and could die on the way here. And it is worth pointing out that there are still many questions over an hour strike that took place several days ago, in which over 100 people are about to have died. The americans have said that planes from their coalition where in the area at the time, but still many questions as to exactly who was responsible and as to how many people died. Exactly. I have been speaking to people about this in the past few days, about the murkiness of all of this. Coalition forces say that they conduct the air strikes based on the request of iraqi forces, that they do not go out and do this just randomly. All morning we had been seeing and hearing the choppers overhead just going towards west mosul. There is still so much fog. It is very difficult for others to verify how many civilians were killed in the area. There was some acknowledgement from Coalition Forces when they issued a statement and said that they are launching an investigation into these allegations that up to 200 people were killed. 0ur middle east editor has also been speaking to people in west mosul, whove been trying to flee, they have told him that there have been nonstop air strikes. They are angry about this and they are also angry about ifi tours using them as Human Shields and positioning themselves on their rooftops as they tried to attack. 0k. Many thanks. Indeed, the refusal to let the Secretary Of State Chair at the talks resulted in a total lack of structure. Any further discussions will have to be built on more solid foundations. Michelle 0neill leader of sein fein then addressed the Press Conference, responding to the comments made by the dup leader and defending her partys actions in these talks. We came at the discussion fully engaged and wanting to do with the issues. We said consistently that we needed to see implementations of issues that were previously agreed. That was a major stomping block. The dup did not approach it with the right attitude. They were not prepared to bring forward mechanisms and deal with the issues and make sure that we have full implementation. The British Government did not play their role in the way that they should. They should have ensured that we had delivery on what had previously been agreed. Lets speak to our correspondent, chris page at stormont. How much of this is about Arlene Foster . Well, Arlene Fosters position is certainly one major issue in this. The other issues which had been at the centre of these negotiations have not been resolved and sinn fein said that they wanted these two issues to be resolved before they got to the matter of Arlene Foster. The two issues in question are legal recognition for the Irish Language will stop the nationalist parties wa nt will stop the nationalist parties want a National Language act which would protect the rights of irish speakers and give funding for those who wanted to learn the language, but the Unionist Party is not so happy about that. The second issue is one which has vexed the political process here for a long time and thatis process here for a long time and that is the operation of new agencies to investigate unsolved killings from the troubles. That issue remains unresolved. New agencies have been designed after Talks Process is over a number of yea rs Talks Process is over a number of years now but the details have not been ironed out so the agency is still not up and running. There is also been a row within that about funding for inquests into controversial killings from the troubles. So no agreement on that. Sinn fein are blaming the dup and the British Government for that, as you heard there. The dup very much blaming sinn fein for what has happened here and the dup saying that as far as they are concerned they did not think sinn fein were up foran they did not think sinn fein were up for an agreement at all, that that was not theiraim. For an agreement at all, that that was not their aim. 0k, for an agreement at all, that that was not theiraim. Ok, so 4pm is the deadline. Then what . Well, at 4pm time will officially runs out. We are expecting a statement from the Northern Ireland secretary, James Brokenshire. He has three options. As the law stands, he has to call another Snap Election to the stormont assembly. The last one as you may remember was just over three weeks ago at the previous election before that was just in may last year, so if you dont go for an election, it would be the third election, it would be the third election in a little over a year. 0therwise, election in a little over a year. Otherwise, he could pass Emergency Legislation at westminster which would enable the westminster government to impose what is known as direct rule, basically take over the running of Northern Ireland and that would mean the parliament he would be suspended. The third option which may be the middleweight and i suspect this is what he will go far, all the parties have said that unprincipled they are willing to go to another phase of docs. Some parties have mentioned they would have to be in another format and there would have to be a chair to breathe new life into the process. Mr brooke and shire could do that because the law says that he has to call an election within a reasonable period of time but there is no firm definition as to how long a reasonable period of time is. So that gives him some room to extend the process, starting new phase of discussions which would last for some days or weeks and i think that maybe the option that James Brokenshire and his officials are looking at most closely at the moment. Americans kurt and Melissa Cochran were hit by the car driven by Khalid Masood on Westminster Bridge last wednesday. Kurt died from his injuries with melissa steadily improving in hospital. The bbc has learned that Police Believe the car was travelling at up to 76 Miles Per Hour on Westminster Bridge where it hit and killed the three pedestrians. Business leaders in lancashire are calling for tough action against protestors who target companies supplying the Fracking Industry. A Protest Group is planning two weeks of Direct Action against businesses in the industry supply chain. 0ur Correspondent danny savage reports. A protest outside a company which supplies cement to the Fracking Industry, and its about to get ugly. Bleep. Hey, get out of your car get out bleep. The man at the wheel of the 4x4 was last week fined for his driving. The aim of the protest was to persuade the business to stop selling to a Fracking Company called quadrilla. Were going to be visiting every business that has owt to do with Fracking Orfacilitating it and were going to do exactly the same things everywhere we go. This is where the demonstration took place. Protesters say as a result a number of companies have now agreed to stop supplying the Fracking Industry here in lancashire. None of those companies would comment to us when we approached them. But the local Chamber Of Commerce say whats happened amounts to a campaign of intimidation and harassment. I think the real concern is that it could escalate very easily. So we could go from intimidation and harassment, and we could see confrontation and aggression escalate towards, you know, physical violence. Anti fracking protests are regular occu rences. A report out today by the Health Select committee argues that plans published by Government Ministers last year miss several important opportunities and dont go far enough. Heres our Health Correspondent dominic hughes. A levy on sugary drinks was the main element of the governments Childhood Obesity strategy when it was announced last year. While many Health Experts and campaigners said it was a start, they also thought the government could and should have gone further. Now a group of mps has agreed that much more needs to be done to tackle Childhood Obesity. In particular they want action to curb discounts and Price Promotions on unhealthy food. The Committee Also calls for clear goals on reducing overall levels of Childhood Obesity and for the levy on sugary drinks to be extended to milk based products that have added sugar. We know that one in three 11 year olds are overweight or obese, and thats notjust about individual choices, its about the environment that children are growing up in and really the key thing thats missing from the current strategy is regulation around marketing and the promotions to children. Representatives from the Food Industry itself told the committee that responsible retailers are being disadvantaged by those who continue to offer big discounts on food high in sugar and fat. In a statement, the Department Of Health in england defended its use of a largely voluntary approach from the Food Industry to the reduction of sugar and fat, and said ministers had not ruled out further measures if results are not seen. In the Business News this afternoon bt has been fined £42 million by the telecoms Regulator 0fcom for delays in installing high speed lines. Its the largest fine the regulator has ever imposed. It comes after bts 0penreach division cut how much it paid Telecoms Providers for delays in installing lines between 2013 and 2014. Banks need to prepare for a wide range of potential outcomes and avoid sudden changes to lending as the country gets ready to leave the European Union. The warning from the Bank Of England comes just two days before the Prime Minister plans to trigger article 50, the process of formally notifying the eu that britain is ready to start two years of exit talks. And more changes on the trains. A Hong Kong Firm has been awarded the franchise to run South West Trains for seven years from august, replacing stagecoach. Its joined forces with the uk transport firm first group. Mtr runs the Hong Kong Metro system and will operate londons crossrail line when it opens. Bt is the main company which can install the wires and its being fined for not paying compensation when it is to blame for delays. It relates to a very important part of the uk economy, so its basically the backbone of our digital network. And bt was found to have breached this contract with some of its customers, other Telecoms Providers such as vodafone and talktalk. 0ne provider said bt engineers turned up without six kilometres of cable they needed. On another occasion they didnt have the Emergency Traffic Lights that were required. Once, an engineer had forgotten his boots and that was an excuse for delay. Bt is being fined £42 million for not paying compensation for unjustifiable delays over 30 days. £300,000 for not giving the regulator all the information it needed to investigate. And £300 million in backdated compensation to the Telecoms Firms who deal with the end users. What were talking about are optical fibre cables which we need to carry huge amounts of information from office to the exchange, from one office to another office, even from mobile phone masts carrying our calls and information. And what bt is being accused of is not installing them for up to a year and then trying to wriggle out of responsibility for paying compensation. Vodafone led the complaints against bt and there are hundreds of other firms which provide phone and data links for businesses that depend on bt to link them swiftly to national networks. Businesses expect us to deliver on time and fix things on time. If were not able to do that because the provider we use is unable to deliver on the agreed timescales that they would promise us that they would deliver on, then of course we let our customers down. And that is a big problem. It means our brand is affected and those customers are financially impacted. We are saying that 30 of businesses in rural areas and 20 of businesses overall are telling us that they do not have reliable Broadband Connections. 0bviously that is something where providers, regulators and the government all play a role, but with that many businesses saying they cannot get a reliable connection to tra nsa ct cannot get a reliable connection to transact their business, that is affecting their productivity and the productivity of the uk with it. Broadband connection has been an issue for some time. Where are we compared to one year ago . Add connection but better than smaller businesses . Of all the things we look at at the Chamber Of Commerce across the uk, this is one that whether you are in an inner city or deep rural area, businesses get very upset about it. Digital connectivity. I dont think we have made enough progress fast enough. The government has made some welcome announcements like Broadband Connection vouchers for businesses trying to get new Fibre Connections in place, and the regulator being more and more active in holding the providers to account, businesses are still reporting services that are not up to standard and difficulties getting connected in the first place.
