In terms of the investigation this is very important, isnt it, if he were deemed to be someone who was acting alone, you would not need to widen the net. That means potentially there are people linked to him still active in society and possibly in this area . It does seem very likely that there is intelligence that confirms that he did have links with other people who were actively involved in planning Terrorist Attacks and that would be the reason for raising the threat level to critical. Well, we dont know a huge amount at this time. One of the key questions is at what point was he radicalised . Was that a recent thing or a longer process that he has gone through . And at what point might somebody have intervened perhaps to have halted that process . One of the suggestions thats been talked about this morning that he recently returned from libya, having spent sometime there, having spent pretty much all his life in the uk until then, but may have recently returned from libya . That might have been the main motivation, but to what extent if at all was liaising with people with certain expertise and beliefs in libya the motivation for going or was that the by product of him going to libya for other reasons . Fans are being urged to get to the stadium early because there will be lengthy Security Checks on the way into the stadium. Jtac, who is independent, decided at the end of the day yesterday that we should be raised to this higher level of critical. We have given the Intelligence Services and police, who worked closely together, Additional Support to make sure they can continue their investigation. But at the moment, the really important thing, i believe, is to give the police and Investigation Services the support and space they need to conclude this operation, which as you rightly say, has taken our level of threat to critical. I am sure we will find out what level they knew in due course. But at the moment, they have confirmed they did know about him. And as i say, we will find out more when the operation is complete. When this operation is over, we will want to look at his background and what happened, how he became radicalised, and what support he might have been given. But at the moment, our attention is focused on the operation itself, which must be the operation itself, which must be the priority to keep everybody safe. You have mentioned jtac, who is on it . Keeping them safe is the best way to do that and making sure the operation ends. On the point of safety, this level being raised to critical, or does it mean in practical terms . One thing it means is we have begun Operation Tempora, which means the police can access Military Personnel and equipment when they need it in order to make sure they can step up levels of security. Over the next few days, there are a number of events, there is the great manchester run, a number of big Public Events taking place, and we want to make sure everybody feels safe. This will enable the police do have extra resources to give that evidential support at those events, so that people can carry on with their lives. We hope people will carry on. I would urge people to be more bitterly than usual, to be alert, not alarmed, to call the Terrorist Hotline or their local police force if they are concerned, but we mustnt let these sort of events stop our way of life. We will make sure these events are properly policed. The police have the support they need and Operation Tempora will allow additional Military Support so that people can carry on. You talk about Military Support, does that mean soldiers on our streets miz how many and for how long . It is up to the police to decide how they want to call those down. It is an operational matter. How long is quite important. I would expect this to be temporarily. We will see how long we need them for, but we will keep our careful eye on it, and when it is appropriate, we will end Operation Tempora, and go back to our different level. Days rather than weeks . I cant comment in any more detail because it is an operational matter. But i repeat, we expect this to be temporary. Thank you for your time. We know he is 22, we can speak to our Security Correspondent frank gardner, what more can you tell us this morning . The libyan connection is really the one that people are burying deep into. The big concern here is who helped him. The device was too sophisticated for one person to put together on their own. It was a viable and sophisticated device of a viable and sophisticated device of a completely different order to be ham fisted, low tech attacks that have taken place across Continental Europe in recent months. The fear, andi europe in recent months. The fear, and i dont want to alarm people unduly, but the worst Case Scenario is that there is a bomb maker, an expert bomb maker, somewhere at large in the uk, who helped him build this or built it for him. But thatis build this or built it for him. But that is only one possible theory. It is believed salman abedi is of libyan origin, his father was in opposition to colonel gaddafis regime in libya, that is why they left libya. He is believed, the bomber, to have spent some time recently in libya. There are a number of Training Camps there where he could have got this expertise. But if he only returned in the last few days, he will have had to have worked quickly to produce this device, which leads to other possibilities. Was it already prepared, or did somebody make it for him . That is why there is urgency to follow up all the leads, using forensics, that will be for the government Explosives Laboratory in kent. Gchq will chase up the digital links, and the questioning of witnesses, people that have known him, Friends And Family. Frank, we have been speaking to the Home Secretary here amber rudd. You witnesses every see them walking up and down the streets like the way the french did in reaction to their Terrorist Attack. They will free up the police to do more of their own patrols, to keep the public say. But they will stretch themselves to full resources , stretch themselves to full resources, which is why it is unlikely to last more than a few weeks to have this high visibility, high stretch approach.
