As critics touched on, the business backlash against this policy when the bbc news revealed it last night was remarkable because they had not heard the full policy and they had not heard the full policy and theyre normally a lot more diplomatic about government policy, some suggesting that maybe anticipation the government might change in the next couple of years is feeding into that, but i also think that many in business, having invested billions on the assumption of a certain pathway to net zero, are questioning if we have put those investments in the right place. They point out that ten, 15 years ago, when the conservative government under David Cameron rowed back on some net zero policies, we cut back on subsidies for insulation and had they been in place we would have saved a lot more money on our subsidies in the Energy Crisis which ended up eating the air outside peoples homes. You know, the employees and the general public, and on the trawlers, you know, there is only so far you can go with the fuel going up. While these costs are passed on to all of us, at home and in restaurants, on the Royal William Dock Front at least they say they can see a Turning Point after three years of inflationary shocks. And what about food prices . They were going up very rapidly. Have they sort of levelled off now . Yeah, they are. I think, again, we try and purchase everything fresh. They are starting to kind of naturally level out and plateau, hopefully. I think there has to be a point where they need to be capped. Todays figures showed the rate of overall price rises, or inflation, easing to 6. 7 , better than expectations of a rise. It is still the highest of the major economies. Crucially, though, underlying measures of inflation, core inflation, which strips out food and energy, fell back significantly after being stubbornly high for months. Along the coast on the other side of plymouth, imports of petrol and diesel arrive and the tankers line up to fill up for delivery to stations across the region. Inflation literally passes through these pipes as prices head back up again. Over three years, we have had a relentless series of Global Inflationary shocks arriving on our shores and then that Inflation Hanging round the british economy longer than it has done for other, similar economies. A metropolitan Police Officer is be charged with the murder of a 24 year Old Black Man who was shot in south london last year. Chris kaba died when he was hit by a bullet that went through the windscreen of the car he was driving. The Police Officer, who is due in court tomorrow, has not been named. Greg mckenzie reports. Almost exactly a year ago, chris kaba was shot dead by a metropolitan Police Officer in south london. He was 2a years old, just months away from becoming a father. His death sparked a number of protests. The audi car mr kaba was driving was not his vehicle. It had been flagged by a Police Automatic Number Plate Recognition camera as being linked to an incident the previous day. He was shot in the head. The 24 year old was unarmed. The independent office for Police Conduct investigated the shooting and handed their evidence file to the Crown Prosecution Service. The family of mr kaba spoke to the bbc earlier this month. Today, the Crown Prosecution Service has authorised a charge of murder against the officer who fired the gun. In a statement, the Deputy Assistant commissioner of the metropolitan police said todays announcement is a significant and serious development. For the first time in the history of the nhs, both consultants and Junior Doctors in england are on strike today in their dispute over pay. The walk out, by members of the british medical association, means Emergency Care will be provided but therell be Skeleton Levels of staffing elsewhere. The nhs has said it is having to pay millions of pounds to plug gaps in staffing caused by the strikes and theres No End In Sight to this dispute. Heres our health editor, hugh pym. A e on a double strike day. The same number of patients as usual but not so many doctors. They say Emergency Care is safely maintained but fewer medics elsewhere in the hospital causes bottlenecks. Our patients here in the department will have to wait longer to flow through the department to get into a bed. As a result, we may have delays in off loading ambulances and because ambulances cant off load, then they cant go out into the public and help other people. At the same time, we have more pressure in the department to see the patients who are backlogging in here. My role is to make sure that we are creating the right conditions. The Chief Executive told me just how many patients had been affected by all the strikes so far. Around 6,000 patients who weve had to cancel and re provide their booking for either outpatients or for some form of treatment and that has a really significant cumulative effect. This organisation has good teamwork and goodwill from our clinicians but clearly that is put under ongoing strain the longer the industrial action continues. This double walk out is for 2h hours. The list is by no means exhaustive. 62 names all but one of them coaches with little detail given for the bans and expulsions, beyond the majority having criminal convictions. Those members currently only suspended and being investigated do not feature. The barrister behind the report, which revealed systemic abuse in gymnastics last year, told us she is surprised by the list� s lack of detail. Whilst any increase in transparency is to be welcomed, when you compare that scant level of information with the Information Available on the websites of many other governing bodies, then i suspect the community will consider that, so far, the information is not enough to inform the community that complaints are being quickly and adequately managed. Nicole pavier was the first gymnast to speak to the bbc, back in 2020. She said that daily weighing as a child made her bulimic. Her coach, who denied the allegations, was suspended but is not on the list. She says british gymnastics needs to speed up the processes for whistle blowers. They need to get investigations completed and really make it possible for people to speak up and feel supported in doing that. It is a lot for someone to take on, to bring up all of that trauma all over again, and actually, sometimes it is a lot easier just to walk away. British gymnastics says nothing is more important to them than the safety and well being of those in the sport. It says this list is merely the first step on the long road to reform. In a two day hearing, the Scottish Government argued the unprecedented decision was unlawful and politically motivated. Betty will never forget the terrifying moment she got trapped upstairs, in the middle of the thunderstorm. And there was somebody outside and he saw me with my torch, hanging out the window and i was saying, i cant get out, i cant get out so he broke in. More than 50 villagers pitched in with their shovels to help clear the mud. Its people that mean more to me than the damage thats been done to my house. Itll be months before betty can move back in and today, shes going to a respite home. Im so sad to be leaving haberton and that is. The worst part of it all, is leaving haberton. But youll be back . We said the green tree in North Yorkshire had closed for good but we are glad to say that after being closed for extensive renovations, it is in fact reopening for business in october. Our next story tonight is about Plastic Pollution in the sea. Marine biologists here at the University Of Plymouth have spent the past 20 years trying to identify the source of microplastics the tiny particles found on land and sea. Its long been known that many come from plastic bottles and bags, cosmetics, even clothing fibres. But the team has identified another kind of microplastic polluting these waters, and it has surprised them. Millions of vehicles use our roads in britain. Every time their wheels turn, the tyres leave something behind. Tiny particles of rubber. Now, marine biologists are trying to find outjust how many of them are ending up in the sea. Im holding a bag, about four kilograms of tiny bits of rubber. These are the particles generated when you drive along the road. Every time you put the brakes on, the friction will generate Tyre Particles. All of those particles are entering the environment, including the Marine Environment here. Beneath the surface here in plymouth, amongst the cuttlefish and lobsters, the Tyre Particles are so small, theyre impossible to see. So the scientists here have had to develop new tests to try to measure how many are ending up in the sea. Ive been sampling some sediments from Underneath Roadside Drains in the estuary, which is where when it rains, all the particles get washed into the waterways. Weve also been looking at what would fall out from the atmosphere right next to a roadway. And weve also been looking for tar particles in Surface Waters and seeing if theyre getting exported out to sea. So lets see what weve got in this first sample. Today, theyre Scooping Up Mud from the tamar estuary. When we get this back to the lab, we can work out what the proportion of Tyre Particles is amongst the natural mud that wed expect to be on the sea bed. And this is what theyll find under the microscope black, elongated rubber particles finer than a grain of sand. New chemical tests give the team a much better idea of how many there really are. Weve been Tracing Microplastics in the environment for 30 years. Weve been tracing the sources. Weve looked at the microbeads in cosmetics, the fibres coming from clothing. But, actually, ithink that the biggest proportion could be from Tyre Particles. It might even be as much as two thirds of all the microplastics entering the environment. So what about the impact on humans . Its a long way from getting the answers in terms of possible effects on human health, and i dont want to Ring The Alarm Bell on that, but certainly the concern is there, and thats why were probing into those questions a little bit more. Since the team started this research six years ago, theyve been looking at ways to reduce this form of Plastic Pollution. Were onlyjust learning about what the potential solutions to this emerging problem are. Theyre likely to lie in better driver behaviour, correct adjustment of the tyres. But probably most importantly, you can help to reduce the emissions of plastic to the environment by better design. Professor Richard Thompson talking to me about his research into microplastics that should be finished next year. Now lets go back to our main story and confirmation from the Prime Minister this evening that the government is delaying some its net zero environmental policies. Rishi sunak� s gamble is that changing tack on green policies will prove to be a vote winner. It would definitely influence the way i vote. At the moment, im not sure the government is doing enough. It is difficult at the moment. I think with the Cost Of Living crisis. But someone of my age, i think you just have to accept it. What theyre doing with the ulez stuff, doing more harm to the Working Class than anyone else. I think its good that theyre giving us more time now but this could have been stopped| and prevented in the past if they had educated us. More rain across Eastern England and some strong winds buffeted the hebrides in the highlands.
