Hello and welcome. Breaking news the last half hour or so. The Ministry Of Defence has confirmed to the bbc that it will provide the support of armed soldiers to the Metropolitan Police, after a large number of Firearms Officers handed in their weapons. They turned in their firearms permits after an armed officer was charged with the murder of 24 year old chris kaba who was shot and killed in south london last year. He was later found to be unarmed. Earlier, the Home Secretary, suella braverman, ordered a review of armed policing. Our Correspondentjoe Inwood has the latest. Tell us exactly what has been said by the mod. Any police force were keen to say that this is not the army on the streets by any means. What you have with a police force will be a Contingency Operations officers will be in reserve. With the Ministry Of Defence i spoke to them half an hour orso defence i spoke to them half an hour or so ago and keen to emphasise words that this service, that part of the operation so if there was a Major Incident or terrorist attack or something in london which is thankfully a rare event, that it would be the army, soldiers that would be the army, soldiers that would be the army, soldiers that would be responding to that. And a role that the police would normally fulfil. But i think it is worth pointing out that this is not usual, this is not a regular thing. We are not talking about the army on the streets, we are talking about the army for filling a role that should have been performed, normally, by Firearms Officers. Just for some background, and the uk unlike many of our views are on the road, we dont routinely have all orifices armed there is a small number, 6000 Police Officers armed in the uk. They have a number of them, many hundreds here in london said that they do not want to carry weapons any more. Because of the prosecution that has taken place of one of their numberfor that has taken place of one of their number for the that has taken place of one of their numberfor the killing of a man named chris kaba that took place in south london last year which has caused great controversy and a review has been launched with the Home Secretary. This announcement by the Ministry Of Defence that they will be offering their soldiers to help the police this is the latest development in this rapidly moving story. In development in this rapidly moving sto. ,. ,. , development in this rapidly moving sto. , story. In the last 24 hours a so we have seen story. In the last 24 hours a so we have seen other story. In the last 24 hours a so we have seen other police story. In the last 24 hours a so we have seen other Police Forces story. In the last 24 hours a so we j have seen other Police Forces such as in kents police having to send their offices to london to offer firearms support. For the people of the capital, what does this mean in practice . Will be see soldiers patrolling on the streets . Its patrolling on the streets . Its worth saying. Patrolling on the streets . It s worth saying, thankfully we will need to probably very little in practical terms. Need to probably very little in practicalterms. Most need to probably very little in practical terms. Most people to interact with Firearms Officers that often. Of course in the case of chris kaba in small others that they do with tragic consequences but generally the police here are not armed. What and especially when it comes to addressing the army, that is highly, highly unlikely. I think is highly, highly unlikely. I think is more likely that you will interact with from an officer from a Different Force but again sharing between regions and forces is not that unusual. For the most part, i think its probably fair to say that peoples interactions with the police will not be affected by this. What it does as it gets down to something slightly deeper, a deeper problem we have within the police. The lack of trust with communities and a feeling within the police force of resentment about the way that they feel that they are being judged for doing theirjobs. You have on the other hand, communities which fuel over police. See if a very difficult situation here. Both sides clearly feeling to some extent that they are in the right or they are being wronged here. I think what is interesting as the sounds we have got from the Home Secretary, suella braverman, herannouncement got from the Home Secretary, suella braverman, her announcement of a review, and announcing that review she basically made it quite clear that the police have personal word, she is a Home Secretary known for having views very much in line with law in order it could be described and it was very clear in her statement, announcing this review, that she is on the side of the police here. I think that to something at a time when there are greater calls for accountability, of Police Officers into special how they interact with minority communities here in the uk, i think to have a Review Launch to where it has been suggested by the Home Secretary in advance that she stands with the police is going to cause some disquiet. Ailtlur with the police is going to cause some disquiet. Our Correspondent Monitorin some disquiet. Our Correspondent Monitoring that some disquiet. Our correspondent i monitoring that story, thank you for that. Live now to perry benton a former metropolitan Police Detective chief inspector. Very grateful for you giving very gratefulfor you giving us very grateful for you giving us your time. I want to come on talking about the Army Patrolling The Streets Of London in a moment, but first of all, as we have heard, dozens of Fires Arms Officers have handed in their weapons and their firearms permits in support of their colleagues. How do you see their actions, do you support their decision to hand in their weapons . I decision to hand in their weapons . I 100 fully support all officers that have decided to lay down their firearms. I think this is a very difficult situation for everybody my thoughts are with the officer affected. At the end of the day the officer went to work to do his job and he had to make a split second decision. The decision is now being poured over by lawyers and the public for what he did that day. He obviously went to work that they not intending to shoot anyone, not intending to shoot anyone, not intending to shoot anyone, not intending to kill anyone get you now faces the most serious consequences. So i fully support officers and i think all Fires Arms Officers, we have some of the best in the country, they are fully trained, they know their decisions will be scrutinised daily and that split second decision will be scrutinised. I certainly support them because they want to go to work and protect the public and keep the public safe, yet a decision they now make is going to be potentially cost their livelihoods and families. So i fully support the officers. Its fully support the officers. Its important fully support the officers. Its important to fully support the officers. Its important to stress here that the officer who is being charged with the murder of chris kaba has not been found guilty this is a prosecution case so there is no verdict on this case as of yet. Also important to stress that the officers who carry out this Additional Task do so voluntarily they dont get paid any extra. But there is a need, sadly in modern society, for some officers to carry live firearms. And there will be, potentially, for a reduction in the number of officers out there on the streets with this lethal force at the disposal. Do you think that these officers are potentially putting the very public this were to protect address . This putting the very public this were to protect address . Putting the very public this were to protect address . As you said it is a voluntary role. Protect address . As you said it is a voluntary role. The protect address . As you said it is a voluntary role. The officers protect address . As you said it is a voluntary role. The officers are voluntary role. The officers are fully trained and know their decisions will be scrutinised but it is a voluntary role. They want to do what they can for the public and the still will be Police Officers supporting public and looking after the public but if they are in a situation again where they have to use lethal force, they will be put their own lives at risk and their own families lives at risk so it is difficult decision to make. A difficult decision to make. A difficult situation. I can say all Police Officers go to work day in and day out to protect the cello protect the public and honestly we dont know the full facts in this case it because there will be a trial and all evidence will be for thejury to decide. Trial and all evidence will be for the jury to decide. From the Body Cam Footage and from what we know about chris kaba and his lifestyle. But under the public will be slightly concerned that the offices are likely to be carry out their duties but the Metropolitan Police as you say will have resources from other forces, as you say will have resources from otherforces, we as you say will have resources from other forces, we now know the Ministry Ofjustice has offered their support, Ministry Ofjustice has offered theirsupport, i Ministry Ofjustice has offered their support, i dont think that is going to have soldiers on the streets per se, but i think its going to be a difficult conversation to have with those Fires Arms Officers because they dont want to lose their lives. They dont leave their livelihood. Because of one split second they couldve been shot or killed if they possible stub so thatis or killed if they possible stub so that is very difficult and there will have to be lots of talks between the police and i would like to see the Senior Leadership of the met coming out and supporting their Fires Arms Officers especially the sops are facing charges. They have come out and blatantly put out the statement about how their thoughts are with everyone affected Blanket Leave but i would like to see them, and support the that split second decision. We see them, and support the that splitsecond decision. We believe it there. Splitsecond decision. We believe it there thank splitsecond decision. We believe it there. Thank you splitsecond decision. We believe it there. Thank you very splitsecond decision. We believe it there. Thank you very much, splitsecond decision. We believe it there. Thank you very much, mr there. Thank you very much, mr benton. The nasa probe which has spent the last seven years flying through space carrying the largest Asteroid Sample ever collected has just returned to earth. Nasas Osiris Rex Spacecraft landed on the salt planes of utah, carrying home samples it took from the surface of bennu. This is the moment is touched down. Touchdown, i repeat src has touched down. And touchdown of the osiris rex sample return capsule. A journey of a billion miles to Asteroid Bennu and back has come to an end. Marking americas First Sample Return Mission of its kind and opening a time capsule to our ancient solar system. Unofficial touchdown time 8 52 am mountain. And the team can now breathe an immense sigh of relief. We now have the sample return capsule, the src, containing pieces of the Asteroid Bennu. You see the reaction there just moments ago as they got that sample back on the ground. The team at lockheed celebrating that momentous achievement of getting that sample from the other side of the solar system at Asteroid Bennu. When we took that sample, we were over 200 million miles away from us here on earth. The long journey back, 1. 2 billion miles from Asteroid Bennu back to here with that sample. Lots of excited pictures there. Some live pictures now from utah. This is the craft itself being moved by that Recovery Team as he heard there it landed at 8 52am mountain time. On the salt plains of utah carrying around 250 grams. That is all it has on board. 250 grams of scientific material that will be now poured over and analysed by scientists around the world. This is a seven year long mission that has cost 1. 1 billion. This helicopter Recovery Team was on standby. We sought flying through the air monitoring it as it came in before touchdown. As i said, at 8 52 a m. Heres jonathan amos. The Asteroid Bennu was regarded as the most dangerous known asteroid in the most dangerous known asteroid in the solar system. That is the reason for that is in the next 300 years there is an outside chance that it could collide with earth. But more than that, if the scientific value of getting samples from an object like this. Two things that we are interested in, one is that it will retain the chemistry from the formation of the solar system. About four and a half billion years ago. We want to understand how the were put together, and asteroids like bennu are kind of like the left over, the builders rubble from that formation process. We also think there is a theory, that may be the important Carbon Chemistry to kick start Life On Earth was delivered by asteroids. If you go back to the early time of the solar system, the earth would have been this hot boiling rock, but it would have driven off all of the volatile elements so how is it that today, 70 of planet earth is covered in water, oceans . Where did the water come from was delivered by asteroids like bennu way back . May be, also those asteroids deliver Carbon Chemistry as well. Probably if you count them all up its count them all up its thousands across the world. Because once the sample is down on earth, its going to be distributed to scientists all across the globe. So many, many people will be working on it for years to come. Notjust in the next couple of years when the main studies will be done, but 75 of the Sample Blue Go straight into the archive. That will be preserved for scientists who are probably not important today to work in laboratories that are knighted and built today using instrumentation that we have not even thought of. So this is a very long term thing. If you go back to the apollo moon rocks, the astronauts bought back what was it 380 kilos of moon rock. They still have that in the archive. Some of that stuff has not even been touched yet. That is 50 years on from when they brought that material back. Next to the future of the uks Biggest Rail Project hs2. A senior Cabinet Minister says it would be crazy not to look again at its rising costs. The High Speed Line is intended to link london, with the midlands and the north of england. A decision on the future of the birmingham to manchester part of the line, is expected to be made by the government this week, following reports it will be scrapped. Hs2 has always been a controversial project as our reporter Nicky Schiller explains. Hs2 or high speed 2 is a massive project for a High Speed Rail Line linking london with the midlands and north of england. Now the idea actually dates back to the Labour Government in 2009. It published a plan in 2010, successive conservative governments backed the idea, but it was actually borisjohnson in 2020 that gave the construction the go ahead. The cabinet has given high speed rail, the green signal. We are going to get this done. The first phase of the project links london through to birmingham. Phase two would go from the West Midlands up to manchester. However, an original plan to extend the line to leeds has been scrapped. It will now end in the east midlands. Indeed, the project has always been controversial. Those in favour say that it will cut journey times as trains will go up to speeds of 225 miles per hour. They also say it will mean a bigger capacity. More people will be able to get trains on what are already busy lines. Those in favour also say Thousands Ofjobs will be created by the project and investment will move from london to other parts of the united kingdom. Theres also a hope that more freight will be transported by train, thus meaning Carbon Emissions are cut. But the Environmental Impact is one of the big arguments from opponents of hs2. Campaigners say itll have a negative impact on green spaces and the countryside. As you can see from this drone footage, massive construction is already under way on the route to birmingham. Another criticism is the effect itll have on peoples homes. In some areas, properties will have to be demolished and people who dont want to leave arent happy. Critics also point to the spiralling cost of the project. In 2013, it was estimated to be £37. 5 billion. The latest estimate suggests that has risen to £71 billion, although that is based on 2019 prices. The other big criticism is the time that the project is taking. The original estimate for the section of line from london to birmingham to open was 2026. However, that has now slipped with an estimate of 2033. Indeed, it could be the mid 2040s before the final part of the project is complete. Lets talk now to nuno gil, professor of new Infrastructure Development at the Alliance Manchester business school. Delighted to have you with us. Is hsz delighted to have you with us. Is hs2 a failure . Ihlo delighted to have you with us. Is hs2 a failure . Hs2 a failure . No definitely not. No definitely not. When people think in terms of i hs2 a failure . No definitely not. I when people think in terms of cost of rails and delays but you cant think in those terms, that is a very obsolete framing. Because the purpose of the project evolved substantially in the last year since it was approved. So if you look to the latest part they mentioned seven goals and the increasing Railway Capacity and the connectivity is just one of seven strategic goals so although you dont change the name of the project, since it was approved, the fact is that what is happening is a different project from that one that has been approved. So from that point of view, it is a cheap shot to call it a fail therejust view, it is a cheap shot to call it a fail there just because there are delays and cost growth. You would not say if there were significant delays and overruns for the london olympics. Its parfor course in democratic societies that the Performance Targets will slip as the projects are negotiated with society and stakeholders will try to ensure the project will instill value and that it creates value by on the use or willingness to pay for the assets. What are the bigger benefits of hs2 . If part of the country. What are the bigger benefits of hs2 . Part of the country. What are the bigger benefits of hs2 . If you think about, you have to go back to the l about, you have to go back to the strategic goals. It is about tackling social inequality, stimulating economic growth, having decreased Environmental Impact as well full stops of as Technology Spills over that can come out of it. It changing, fundamentally, the health and Safety Standards in the construction industry. So that there way more beyond the railway. The railway is where it started but since then, it became an instrument to distribute value. So a lot of cities are assuming that once hs2 arrives, you can also improve regeneration. So there is so much more about the story of hs2, hs2 is just a catalyst for a number of attributes that are instruments to distribute value. The problem is that a lot of those benefits cannot, we dont know how to measure them in money terms as the project has been negotiated with society, more benefits have been created, but we cannot capture them easily in terms of money terms. Of course people see the cost growing and they see the cost of living crisis and they think, well thats the solution, lets just cut it. The National Budget is 1 trillion. We are talking about a couple of billion every year. So in the big scheme of things, hs2 is not such a big weight, commitment to the National Budget. Health officials said diabetic patients at a number of hospitals in lahore, multan, kasur, anthang, were treated with a locally made batch of the drug, avastin, used for retinal damage. They said many then succumbed to severe infections and lost their vision. Also the Counterfeit Medicine is a significant problem in pakistan most pakistanis do have and have any Health Insurance and do not make enough to afford medications needed for serious and complex health problems. This creates a ground for the traffickers of counter fruit medicine. This has not happened for the first time for example in 2012 more than 120 people died after they were administered with a fake medicine. Pakistan pakistani pharmacists say there is approximately four thousands licensed pharmacies in the country, but as many as 100,000 other illegal merchants selling these medications. Now that pakistani Drug Regulatory Authority keeps on cracking down to stop fake drug trade but the problem is still massive.
