Hello, youre watching afternoon live. Im simon mccoy. Today at 2. Were out of time and World Leaders need to make life or death decisions on Climate Change now a warning from Sir David Attenborough. We have been putting things off year after year. Weve been raising targets and saying, oh well, if we do it within the next 20 years or if we do it. The moment of crisis has come. Prince harry makes his first public appearance since announcing he and meghan will be stepping back from front line royal duties. The nhs condemns what it calls shameful tactics by betting companies to fuel gambling addiction. Coming up on afternoon live, all the sport with katie. Englands cricketers wobble after an impressive morning on the first day of the third test in Port Elizabeth. England are now 167 for four after tea, with south africa 168 168 for four after tea with south africa piling on the pressure. We have been so much to talk about today, the increasingly wet and windy weather and High Pressure, extraordinary pictures from the usa about micro bursts. And even tell us what they are . Also coming up a ban on headers in youth football could be in place in scotland in a matter of weeks over fears theyre linked to developing dementia. Hello, everyone this is afternoon live. Im simon mccoy. The naturalist and broadcaster Sir David Attenborough has told the bbc that the moment of crisis has come in efforts to tackle Climate Change. He said governments can no longer delay taking urgent action to address global warming. Sir david said there could be no greater evidence of the consequences of rising temperatures than the severe wildfires in australia. The moment of crisis has come. We can no longer prevaricate. As i speak, parts of australia are on fire. Why . Because the temperatures of the earth are increasing. That is a Major International catastrophe. And to say, oh it has nothing to do with the climate, is probably nonsense. And who has been affecting the climate, . We nonsense. And who has been affecting the climate, . We have. We know that avidly well. We have to realise this is not playing games. This is not just having nice little debates and arguments and then coming away with arguments and then coming away with a compromise, this is an urgent problem that has to be solved. What is more, we know how to do it. That is more, we know how to do it. That is the paradoxical thing, that we are refusing to take steps that we now have to be taken and every year that passes, makes those steps more and more difficult to achieve. What is your take on the degree of urgency that needs to be felt . We have to change and we have two changed not by appeals to different kinds of optimism, but deliberate, compelling, life and death decisions and so, where on a bigger scale these decisions to come next. The answer, china. China is the most populous country in the world and it is also having problems. It is also having problems with its climate. If the chinese come and say, not because we are worried about the world, but for our own reasons, we are going to take major steps to curb our carbon output because our climate is changing, we are going to do it, that would be the big change that one could hope wouldhappen what is your sense that people understand the importance to the lives of the functioning of the Natural World . The the Natural World is notjust an inanimate object. Which you can plunderfor your inanimate object. Which you can plunder for your food inanimate object. Which you can plunderfor yourfood in inanimate object. Which you can plunder for your food in your resources. Plunder for your food in your resources. We depend on it for every breath of air we take in every mouthful of that we take. That may sound extreme, but if you had the basic understanding of how the world works, the Natural World works, you know that we breathe oxygen is not renewed automatically. It comes from plants. If you rake the oceans, if you knock down at the forests if you knock down at the forests if you wreck the oceans, you decrease the amount of auction we have to be. We cannot afford to eat in the way we have because we cannot grow enough to do that. Image of oxygen enough to do that. Image of oxyg e n we enough to do that. Image of oxygen we have. If we are going to exploit the earth in the way that we need to do in order to get fed, the way to do that is to produce vegetable food. The steps that had taken place in this country in the last decade have been extraordinary. Many people never protected them. There has been a huge change in public opinion. People can see the problem, particularly young people can see the problem. That must force governments to take action. The nations of the well, particularly the young people of the nations of the young people of the nations of the world, can see the writing on the world, can see the writing on the well rather more clearly than perhaps elder people who are their ways and set in their opinions and do not want to shift and for whom it is easier to say, oh, no, do not want to shift and for whom it is easierto say, oh, no, dont worry about that, it will happen, etc. That no longer holds. Young people realise that is not the case. Young people realise that there are Serious Problems facing us unless we change our ways. And for that, we must thank the Younger Generation thatis must thank the Younger Generation that is coming on because my generation has made a mess of it. David attenborough talking there. Clare murdoch head of Mental Health services in england says the nhs cannot to be expected to pick up the pieces. Shes calling on the betting industry to end aggressive tactics which lock gamblers into a cycle of addiction. Heres our Health Editor hugh pym. The gambling industry is coming under increasing scrutiny. Addiction and Mental Health problems are creating concern among health leaders. 0nline gamblings links with major sporting bodies are a particular focus of attention. Thats the background to the latest strongly worded letterfrom nhs england to Gambling Companies, which calls for more action including restrictions on incentives such as tickets and vip treatment. This industry, which by the way invests more than £1. 11 billion a year in advertising alone and which helps it generate its £14 billion profits, invests amongst other things in aggressive advertising, the use of social media. When you have got problem gamblers who try to stop gambling, it becomes really difficult for them to get away from it. 0ne reformed gambler told us he started young on fruit machines and then was drawn into online gambling, including on his phone. His betting habits swallowed up 60 of his income, and he missed out on family holidays with his daughter. I think its important that we have got this message from the nhs because this sort of gambling is inherently linked to mental illnesses, and a lot of people have extreme mental illnesses, far more extreme than i have suffered. The betting and gaming council, representing the industry, said in response to the letter. Charities helping problem gamblers say the issue needs action from a range of parties, including government. Gambling disorder is a behavioural addiction recognised by the world health organisation, and it is incumbent upon us all to Work Together to make sure shine a spotlight on that hidden addiction. A ban on online betting with credit cards has been announced, but the nhs, which has to fund more addiction treatment, says a stronger response from the industry is urgently required. Hugh pym, bbc news. Justyn larcombe is a former gambling addict who now runs a Company Called epic risk management, which works with organisations to minimise the harm caused by gambling. Hejoins me now. Very good afternoon to you. Listening to Claire Murdoch this morning, she is clearly very angry about this. Do you share that anger . I do. It is about this. Do you share that anger . There are too many people suffering from the horrible effects of gambling addiction, which idid. Effects of gambling addiction, which i did. You refer to years old, watching a game of rugby on the telly, never placed it bit before in your life and then what happened . Your life and then what happened . You where a0 years old. Your life and then what happened . You where 40 years old. your life and then what happened . You where 40 years old. I had a £5 free bet, i saw one of those adverts. I had had a bit of trauma in my life just before that happened and at that stage was earning good money, worked in the city. My 11 month old son stopped breathing and arms and i had and he had a horrible epileptic fit and i just responded to that advert and i got my laptop and that was it. responded to that advert and i got my laptop and that was it. I was in. What happened over the next three yea rs . What happened over the next three years . I began to borrow. And i kept it all secret and the shame of getting myself into debtjust like me to chase my losses more and more, thinking that i could win it all back before anyone found out and the trouble with this addiction is that you do not actually see the symptoms, see the signs until it is too late. Until the damage has been done. Im just looking at the figure that you eventually lost over that three year period. Yeah, three quarters of £1 million £750,000. Period. Absolutely. Not just catch one of those adverts now. Absolutely. Notjust television, but social media as well. I managed to exclude myself the online sites, but i had exclude myself the online sites, but ihad an exclude myself the online sites, but i had an e mail about a month later from a different Gambling Company. I am delighted to say that there is one thing called gamstop and they are going to make it compulsory for all the operators to sign up for gamstop so that gamblers can press one button and exclude themselves from all the gabbling operators in the uk. The highrisk embers, those to you only have spent a lot of money, and Gambling Company terms, those are vips, people to nurture high risk gamblers. Those are vips, people to nurture highrisk gamblers. How sinister is that . It is horrible really. The gabbling companies are like any other, trying to deliver shareholder value for the customers, but the problem is that it is the vulnerable, the addicts, the people who cannot stop her providing the most profit dashing Gambling Companies. We do need to look at this now. I was contacted by a member of the vip team asking what sports i like, seeing if i would like tickets to live events, offering me free bets. Particularly, when they not see me very particularly when i had not placed a bet for a week or so. That would have been an unusual pattern for me. You were around skills, involved in education in preventing the very thing that has happened to you. Around schools. What response you get from youngsters . My concern is for youngsters. 0f get from youngsters . My concern is for youngsters. Of the gambling addicts in this country, of which there are about 360 5000, 50 5000 of them are between the age of 11 and 16 365,000 and 55,000 of them them are between the age of 11 and 16 365,000 and 55,000 of them are between age of 11 and 16. Many of them already have gabbling apps on their smartphones, which is really concerning. Through the game that they play, a lot of them will have been normalised to risk and reward at gambling are something thatjust happens all around them. What do you say to a gambling boss who may be watching right now, running one of these companies, who says that, were just trying to make living . would say that problem gambling and all the suicide that are associated with it, one in ten suicides in the uk is gambling related. Your 15 times more at risk of taking your own life if you are a problem gambler. Problem gambling is not great for business and i know, i know that the operators do want to do something about it, theyjust need to be doing more. Todays letter, i think it will go some way to do that. Finally, just any person 01 to do that. Finally, just any person or not, how are you now question mackay was like questioning things are great. I run a charity called the recovery course, which offers 15 free sessions of counselling to people who have got themselves into all kinds of different addictions. I have got lovely children, i can stop ipaid my have got lovely children, i can stop i paid my last penny of debt off and that really helped me. Life is a much better and i just that really helped me. Life is a much better and ijust need to share the message in a quite difficult, but on this way, that for some people, gambling can be really, really bad. Do you regard yourself as brave . Because i do. Probably. I am ex army, it is sometimes difficult to be honest about when you have really mucked up your life, but i think you have to be honest otherwise the message does not get through. I am really gratefulthat you have done that here. Thank you. Youre watching afternoon live, these are our headlines. Were out of time and World Leaders need to make life or death decisions on Climate Change now a warning from Sir David Attenborough. Prince harry makes his first public appearance since announcing he and meghan will be stepping back from front line royal duties. The nhs condemns what it calls shameful tactics by betting companies to fuel gambling addiction. And in Sport England are hoping to build a steady score in the first innings against south africa on the first day of the third test in Port Elizabeth. They are 177 for a. Children in scotland could be banned from heading footballs. The announcement is set to be made this month following a report linking head injuries to dementia. The draw for the first round of the Australian Open has brought together 15 year old coco gauff and Venus Williams again. The pair will meet six months after the american teenager knocked venus out of the opening round at wimbledon. Ill be back with more on those stores after half past 2. Foreign ministers from five countries whose citizens were on board the passenger plane shot down over iran last week have been holding talks in london. Before the talks began, the foreign secretary dominic raab joined a moment of reflection and lit a candle for the victims. Canada, ukraine, sweden, afghanistan and britain will seek to maintain pressure on iran for full access to any inqiry, and discuss seeking compensation for families. 0ur Diplomatic Correspondent, James Landale was there a warning this does contain some flash photography. Before the talks here at the Canadian Embassy in london, they held a brief ceremony just to mark the moment and commemorate the dead. They lit a candle and stood for a period of silence in front of a plaque of all those. The names of all those who died. Part of the discussions are issues to deal with the loved ones and the families of those who died. How do you help support them, give them help . Consular issues, visas, information, all of that side of things. The other side of the debate is going to be what pressure they put on iran over the investigation. These ministers, as i understand it, will be calling for an open, transparent investigation. They want to make sure that their officials can get access to all the information on the ground. There is sort of, you know, the details about these issues how do you identify the dead . How do you repatriate the remains back to the right countries . All of those kind of issues that need to be sorted out. Ultimately, there will also be discussions about when and whether iran is going to take formal responsibility because then there are legal issues about compensation, so a lot to discuss. The problem theyve got is discussing all of this stuff and dealing with iran at a time of acute national crisis, only recently after the american assassination of a top iranian general and also the continuing dispute over the iran nuclear deal, so the discussions theyve got, as well as all the usual complications of a major air crash on top of the problems in the region, so its a difficult discussion. Tv cameras are to be allowed to film in crown courts in england and wales for the first time. The broadcasts will be restricted to the sentencing remarks the judge makes at the end of a trial. But some barristers have warned that tv coverage could lead to unfair this is a moment of history. This is the first time that weve been allowed to broadcast Television Pictures from court number one at the old bailey the most famous criminal court in the world. Its here that people like the kray twins; ruth ellis the last woman to be hanged in britain; the wartime traitor, lord haw haw; and the yorkshire ripper, Peter Sutcliffe were tried and sentenced. But when they were sentenced, the only members of the public who got to see it were a few people sitting up there in the public gallery. New laws will allow Television Cameras to film judges sentencing, remarks in murder, terrorism and other serious high profile cases. Its a radical extension to the operation of open justice and has been welcomed by thejudiciary. There are two reasons, i think. The first is that its important that the justice system, what happens in our courts is as transparent as is possible and is consistent with the interests ofjustice. And the second is that it aids public understanding of what the courts are doing. The new measures will apply to crown courts in england and wales. Filming in the scottish courts has been allowed since 1992, subject to strict conditions. Edward and avril jones, you may be seated. You were convicted after trial of the murder of margaret fleming. So is there an unequivocal welcome for filming judges passing sentence . If the public see their face in the living room and are able to identify them more readily, then unfortunately theyre more likely we think to be personally attacked and possibly details published about them, which shouldnt be. The change in the law, doesnt mean that television and online audiences will experience the full drama and turbulence of a criminal trials tike that in americas 1995 trial of oj simpson for the murder of his ex wife nicole and herfriend ron goldman. We, the jury in the above entitled action find the defendant, 0renthal james simpson, not guilty of the crime of the murder victims. Witnesses, lawyers, jurors, none of those will be seen. But it does mean that for the first time, millions of viewers will get to see and hear the sentencing remarks ofjudges in some of the most serious criminal cases that come before the courts. Clive coleman, bbc news. Time for a look at the weather with phil. I have given up on forecasting the future. I am taking you back. Then youre in the wrong job as i politely put it. It is working with you, my confidence is shattered this was a star brendan back on monday. Did you get involved with that . Where you affected . Sturm brendan. That was monday, sturm brendan. That was monday, sturm brendan came in through. That was the second burst of the wet and windy affair on thursday. No signs of High Pressure until. 0n saturday. We had not seen Something Like that across the British Isles. We are struggling for the whole of this month so far. It seems to be one thing after another, low pressures , one thing after another, low pressures, and windy. 1050 . Shall be put in some context. We will go back into your territory any moment. Put in some context. We will go back into your territory any momentm this millibars . Exactly right. The last time we had 1000 party is an importantaim of last time we had 1000 party is an important aim ofjanuary last time we had 1000 party is an important aim of january 1992. Last time we had 1000 party is an important aim ofjanuary1992. Last 1050, if we get there, was 1957, a bit before my time. And mine. I do not think we are going to get there, the all time record with january 1902. We could say are his getting these extremes because of Climate Change, but i wonder if we would have had the conversation about Climate Change had we been here, 1053 millibars back in 1902. Probably not. Im not linking the straightaway to Climate Change. Very much the bed was buzzword at the moment. But we could be heading back to that sort of territory again this coming weekend. I will show you what the effects are of that honour weather. That would suggest that this is just weather. That would suggest that this isjust a normal weather. That would suggest that this is just a normal pattern because we are talking about the similar distance. It has a fairly normal pattern, other than we have not seen much of a High Pressure to give us any sort of illness back any sort of thing like that. Have you had any time to have to scrape your car this winter . None. It was a glorious start to the day across the north east of england. Somebody has to work with him down towards the south and west, it was like that and this is the regime that is going to wind at her simply because, through the rest of the day, we are going to push the wind and rain and cloud. If you have not seen it yet, you will. It will push to the father of the east and there is a yellow warning it because some of the screen is very heavy and persistent, especially in the south east. Perhaps a0 mil metres of rain in some spots. Into the wee small hours, that same weather front is still around. Clearing skies behind give some northern and western parts a fairly cool start to friday. It has that cool a regime that will ultimately wind out as you will see. The weather front disappears, then we have got successions of little mini troughs, many weather fronts, working their way across the British Isles. Some decent spells of sunshine interspersed. When the across the north and at this point it becomes less of a future across the British Isles. Into the weekend, it will go much colder, much brighter in many spots. It is thanks to that belt of High Pressure that i was talking about. It takes the time to become established, slowly but surely and it comes. But it is the other face of winter. No surely and it comes. But it is the otherface of winter. No more surely and it comes. But it is the other face of winter. No more the 12a0 degrees by day, it is chilly, frosty starts. But it is a glorious, sunny start to the weekend 12 or 14 sunny start to the weekend 12 or 1a degrees by days. It is exactly the sort of weather to get out and about ten. No more the 12 or 1a, more like six or 78 degrees. Sunday morning, a touch of frost. A bit of mist and fog six or seven or 8 degrees. You will be scraping your ka rt degrees. You will be scraping your kart racing on sunday. The weekend is very much a weekend to get out and about scraping your car on sunday. To the northern and western hours, we get onto the latter part of sunday it is still seven to nine across the piece. Sunday into monday, that High Pressure still the dominant driver of weather. Except for the very far north, where we had those weather fronts close by. Monday morning, they commute morning, perhaps for you. That could be really quite a foggy day across many parts of the British Isles. Especially in the centre of that high, so that is a good part of england and wales. A glorious weekend to come, a complete contrast to where we have been in recent days. This is bbc news. Our latest headlines were out of time on Climate Change and World Leaders need to make life or death decisions now a warning from Sir David Attenborough. Prince harry makes his first public appearance since announcing he and Meghan Markle would be stepping back from front line royal duties. The nhs condemns what it calls shameful tactics by betting companies to fuel gambling addiction. The number of knife crimes in england and wales are the highest theyve been in a decade. An aide to Donald Trumps lawyer claims the president knew exactly what was going on when ukraine was pressured to investigate one of his political rivals. Sport now on afternoon live with katie sha na han. Lets start with the cricket. How are england getting on against south africa on the first day of the third test in Port Elizabeth . Well, england are 188 for four against south africa for the first day of the third test in Port Elizabeth. Captain joe root won the toss and chose to bat. England had a great morning session, without losing a wicket, thanks to a Strong Partnership between openers dom sibley and zak crawley. They put on a 70 run Partnership Together before, Kagiso Rabada finally made the breakthrough, sibley gone for 36 thanks to dean elgars low catch. And then. There was a brilliant catch from rassie van der dussen which dismissed crawley for aajust as he looked set to reach a patient 50. England have since lostjoe denly for 25 and captainjoe root bowled by rabada for 27. They are currently 188 for four. You can follow our coverage on the cricket social on the bbc sport website. Anyway, lets move on. Lets talk about scotland because there is a move there to ban headers in the youth game. This is a real step forward and shows how seriously the scottish fa are taking the issue between football and dementia. It follows a report which found that former players are three and half times more likely of dying from the disease. The ban could be introduced in the next few weeks, but for now it would be for under 12s in training only, as there tends to be more heading there than in a game. In the us, theyve banned children from heading the ball for the past 5 years. But scotland would become the first european country to impose a restriction on head contact. Headway, the Brain Injury Association fully support this move. Looking at this in more detail for us, is our sports correspondent, Chris Mclaughlin. Billy mcneill scoring for celtic in 1969. Typically with a header. The clubs former captain and manager died last year after suffering from dementia. Thisjust months before a study revealed former players are three and a half times more likely to die of the disease. They have been discussing the issue here at the National Stadium four months and although there is no Firm Evidence linking heading a ball to dementia, the scottish fa are taking no chances. And children under the age of 12 will be banned from heading in training. We need to take some sensible, pragmatic steps at the moment and that is likely going to be to try and reduce that overall burden, the number of times that Young Players head and heading in training is much more common than in matches. Carl mcculloch does one to one youth coaching. He is also coached in the us but a ban on children heading the ball has been in place since 2015. They see players like rinaldo on tv scoring wonderful goals with his head. That may be the problem here is how we try and and coach them. There has been some serious situations where players have lost their lives, explosions and players have gone on to get dementia in things like this. Lam glad to get dementia in things like this. I am glad the sfa are leading the re st of foot ball i am glad the sfa are leading the rest of football and doing Something Like this because it very important. The draw for the first round of the Australian Open has been made ahead of the first grand slam of the year starting next week in melbourne. In the womens draw england will face brazil, Papua New Guinea and canada in the group stages. There are more details of that and the draw for the wheelchair competition all on the bbc sport website. Thats all the sport for now. The number of people cautioned or convicted for carrying knives in england and wales has reached its highest level for more than a decade. There were more than 1a,000 offences in the year to september 2019 the most since the data was first compiled in 2007. Our Home Affairs Correspondent danny shaw gave us some more insight into the figures. This does not include cases where someone is attacked with a knife, for instance, or cases of murder involving knives. So its possession offences and these are people who are dealt with by the police and the courts for these offences. In fact, these offences have been compiled in this way since 2007 and what they show is that knife possession is at an all time high, 1a,135 cases in the year to september as you say. When you add in other types of weapons as well, its the highest figure for about a decade. Now, what is happening to these people is that more of them are going to prison. 38 were sent to prison immediately, with an average prison term ofjust over eight months. That has been on the increase, but what is concerning the government is an increasing proportion are repeat offenders, people who have been caught before carrying a knife or a weapon. Approaching a third had already been cautioned or convicted before. The number of cases being looked into by an independent inquiry into Maternity Care at shrewsbury and Telford Hospital trust has risen to 900. The cases include the deaths and serious injuries of babies and women, and those where families have concerns about the care they received. Some date back a0 years. The government is putting forward new laws under which farmers will be rewarded for protecting the environment, tackling Climate Change and boosting wildlife. The new agriculture bill will replace eu rules which mean farmers are paid according to how much land they own. 0ur environment analyst Roger Harrabin explained how significant the change will be. Probably the biggest change in the countryside and countryside policy since the second world war. Since then we have been trying to encourage more and more Food Production but that has had devastating effects on wildlife, has caused a lot of pollution in water and online and in the air. The is trying to change the subsidies, throw away the subsidies after brexit and have a different sort of subsidy for doing things that benefit the public. There is one major new clause got into this bill today, it was around before in the last parliament, there is one major new clause going into day in which farmers will be rewarded for protecting soil. We have massive soil loss in this country, is a serious issue. This legislation so far has been generally very well received by both the nfu, the farmers union, and environmentalists. The agricultural bill is radical in terms of how we approach farming in this country. What is important is the new measures on soils. We need healthy soils notjust to measures on soils. We need healthy soils not just to deliver food measures on soils. We need healthy soils notjust to deliver food on our plates but to tackle the Climate Emergency and restore nature. What we want to see now is support for farmers to implement this bill and make it a reality, that means proper advice and support and monitoring. This is a broad bill, farmers are also going to be rewarded for protecting water supplies, helping ca ptu re protecting water supplies, helping capture water on the line to stop flooding, cutting pollution, for encouraging wildlife, incentives for new forestry. We will see a very different looking countryside in yea rs different looking countryside in years to come. More on that as we get it. The last decade was the hottest ever measured on earth. One of the places most affected is antarctica one of the fastest warming parts of the planet. Now scientists have travelled to remote islands to study the impact on wildlife in the area, and in particular the effect on chinstrap penguin populations. Cbs newss roxana saberi joined them. Elephant island is so far flung, few people have set foot on these rocky shores. Researchers are travelling on greenpeace ships from island to island across the antarctic peninsula. They are comparing different penguin populations to see how they are adapting to Climate Change here. It may not look like it but this is one of the fastest warming areas on earth. 0ne nearby island is actually called penguin island. 0ver island is actually called penguin island. Over the past four decades, its chinstrap population has plunged by 75 . The numbers have dropped across the region as temperatures have soared. By more than 5 degrees over 50 years. That is about five times the global average. When we see Climate Change impacting things down here, glacial melt, warming oceans, more acidic oceans, penguins do really interact with all of those things. So do krill, chin straps favourite food. They depend on sea ice to survive. After days of canteen chin straps on elephant island, the scientist invited us onto their ship. To watch them crunch numbers from one nesting site. They have lost 50 . That fits the pattern they are seeing on the island so far. A decline of around 150,000 chinstraps since the last major survey of 50 years ago. Another sign this penguin operation is collapsing across the region. Another sign this penguin operation is collapsing across the regionm is collapsing across the regionm is dramatic to have a wildlife population declined by 50 and an exploited wildlife population. And you think Climate Change is the main reason . It is driving almost all of the processes down here now in a way that they have never experienced before. Penguins are a lot like people. They need food and a Good Environment to thrive. These researchers say if the world continues to warm, these birds can show us how other species, even human beings, will be affected by Climate Change. Theres been some respite for firefighters battling the bushfires in australia. Rain has fallen on parts of south eastern australia, up to 80 millimetres of it in some areas with more expected. But the rain brings its own problems there are fears that ash and other debris from the fires could taint Drinking Water supplies. 0ur correspondent Shaimaa Khalil is in balmoral in new south wales. For the firefighters that have been working nonstop to control blazes across victoria and here in new south wales, rainfall has come as a much welcome respite. Here in the town of balmoral, up until three days ago, some of these trees were still smouldering. Yes, the rain has come as a much needed change in the weather but can it actually help with the fires that still burning . We at least want another couple of days minimum of decent rain. That would have a big effect on the fire itself, potentially if not stop it then quieted down quite dramatically. Luckily for us the clean up comes to a standstill because the machinery working in the mud causes its own problems, the risk of trees falling over, the risk is high again with the wet ground and the wind. There are concerns that wet weather could bring about landslides and flash flooding and in fire affected areas, rain could then push debris of soil, rocks and of ash into reserves and contaminate water. Yes, cooler weather is a relief for so many people but heavy rainfall can bring about its own set of problems. Dozens of injured koalas have arrived at the Kangaroo Island wildlife parks makeshift animal hospital. The Australian Environment minister has said the countrys koala population had taken an extraordinary hit as a result of bushfires and warned they could be listed as endangered for the first time. These koalas are being saved by a government rescue programme that is intended to care for those injured and exhausted by the fires. In a moment well have all the Business News. The uk Housing Market got a boost after the general election according to a regular monthly survey. The Royal Institution of chartered surveyors said its members saw increased interest from new buyers in december. But there were some quite stark differences across the country. More in a moment. Major supermarkets have reported their slowest Festive Season in years. Shoppers generally cut back on spending late last year. But primarks owner says sales rose as a result of it Opening New Stores. And halfords sold a Record Number of childrens bikes the week before christmas. Also loose produce such as cucumbers and mushrooms not plastic flowers flowers wrapped in plastic. Anyway. Also loose produce such as cucumbers and mushrooms without plastic packaging. Its a trial for at least three months then depending on feedback theyll decide whether to keep it and expand it. This is becoming something of a trend theyre not the first supermarket to do Something Like this are they . Single use plastic has become a major topic for discussion after the bbcs blue planet ii highlighted its effect on the oceans. Major supermarkets have since pledged to cut down on their plastic waste. Waitrose has introduced refills for wine, beer, cleaning materials, and loose fruit and vegetables free from packaging across four stores. Do you always have one of those Reusable Bags in your car . A good place to go to that, the new york stock exchange. Samira hussain is at the new york stock exchange. To occur through the figures. Look, if you look at what we have seen from the commerce department, we saw that retail sales we re department, we saw that retail sales were up by 0. 3 from the month of december and they were also revised upwards for november by 0. 3 . That is good especially when you look at the way some retailers have been saying that they did over the holiday period. One retailer, target, said that actually they missed their holiday sales targets. 0ther missed their holiday sales targets. Other us retailer said something similarsoa lot other us retailer said something similar so a lot of economies were starting to worry that perhaps we are seeing a broader slowdown in terms of spending when it came to consumers. But this recent data from the Us Government suggest otherwise. That said, if you look back to december of last year and you see what retail sales were, it was up 5. 8 , so yes, we have seen an increase by 0. 3 but it is not the blockbuster numbers we have seen in yea rs before. Blockbuster numbers we have seen in years before. I suppose that is the crucial question. That if it has been such a torrid year for retailers, they really needed that crucial Christmas Period to bring in the box. They absolutely did and so there is as some analysts are suggesting that look, it could have been that some of these particular retailers have done to not really draw in as many people to go and shop at their particular stores. We are still waiting to from other retailers like walmart which is the biggest here in the United States and worldwide and so i think that would really give people a better idea, but if you look at online retailers like amazon, they said they had the best christmas ever. Retailers like amazon, they said they had the best christmas evenm someone sent you plastic flowers, what would you say . Who is this and why are they even in my life . . Behind me was the scene off the shores of clacton and even moving further north and east, a glorious start to the day. But out to was the worst it has gone downhill very rapidly indeed and it is this regime that will win out because we have this weather front spreading increasingly wet and windy weather. The met office have a yellow warning out for the south eastern quarter because it will hammer down and it will be quite persistent as well. Some places will cut up to a0 millimetres because that started around seven oclock, it finishes three oclock, thatis oclock, it finishes three oclock, that is why we get to 20 30 millimetres widely. Sky is clear behind it. It will turn that bit chillier. A cool start to friday. Wet and windy across the north and west of scotland. Further south, bands of showers working their way towards the east. I dont think anybody will escape those. But in the mix we have got some sunshine as well. Well be speaking to the owner of this book shop after a tweet about a quiet day sent sales through the roof. Hello, everyone this is afternoon live, im simon mccoy. Hes been speaking to our science editor david shukman. The moment of crisis has come. We can no longer prevaricate. As i speak, south east australia is on fire. Why . Because the temperatures of the earth are increasing. That is a Major International catastrophe. And to say, oh, its nothing to do with the climate, is palpably nonsense. And who has been affecting the climate . We have. We know that perfectly well. So that we have to realise that this is not playing games. This is notjust having nice little debates and arguments and coming away with a compromise. This is an urgent problem that has to be solved. And what is more, we know how to do it. That is the paradoxical thing. We are refusing to take steps that we know have to be taken and, every year that passes makes those steps more difficult to achieve. What is your take on the degree of urgency that needs to be felt now . We have to change and we have to change not by appeals to different kinds of optimism, but to deliberate, compelling, life or death decisions. And so where on a bigger scale to these decisions needed to come next . Scale to these decisions answer china. Scale to these decisions china is the most populous country in the world and it is also having problems. It is also having problems with its climate. If the chinese come and say not because we are worried about the world, but for our own reasons we are going to take major steps to curb. Are carbon output because our climate is changing, we are going to do it. That would be the big change that would happen. From your observations and travels, what is your sense about whether people understand the importance to their own lives of the functioning of the Natural World . The Natural World is not just an inanimate object from which you can plunder riches and plunderfood and which is whatever you require. We actually depend upon the Natural World for every breath of air we take and every mouthful of food that we eat. That may sound extreme, but if you have the basic understanding of the way the world works, the Natural World, you know that we breathe oxygen and that oxygen isnt renewed automatically, it comes from plants. And if you wreck the oceans and knock down the forests, you reduce the amount of oxygen there is in the atmosphere for us to breathe. We depend upon the oceans more and more. As the human population increases, we cannot afford to eat in the way that we have. Because we cant grow enough to do that. If we are going to exploit the earth in the way we need to do in order to get food, the way to do that is to produce vegetable food. The steps that have taken place in this country in the past decade have been extraordinary. Many people would never have predicted them. There has been a huge change in public opinion. People can see the problem, particularly young people can see the problem. That must force governments to take action. The nations of the world, particularly young people in the nations of the world, can see the writing on the wall more clearly than perhaps older people who are set in their ways and set in their opinions and do not want to shift and for whom it is easier to say, dont worry about that. Itll happen. That no longer holds. Young people realise that is not the case. There are Serious Problems facing us unless we change our ways. And for that we must thank the Younger Generation that is coming along, because my generation has made a mess of it. Bbc news will be in glasgow tomorrow, focusing on Climate Change. Hes expected to join his wife in canada in the not too distant future. Helen wilkinson, bbc news. A senior figure in the National Health service has labelled betting companies shameful for targeting problem gamblers. Thats the background to the latest strongly worded letter from nhs england to Gambling Companies, which calls for more action including restrictions on incentives such as tickets and vip treatment. This industry, which by the way invests more than £1. A billion a year in advertising alone and which helps it generate its £1a billion profits, invests amongst other things in aggressive advertising, the use of social media. Earlier i spoke to former gambling addictjustyn larcombe, who lost approximately three quarters of a millions pounds through his addiction. He thinks the action taken by the nhs is vital in addressing problem gambling. I do absolutely welcome this. It is a Public Health issue. Its a Mental Health issue. And theres too many people suffering from the horrible effects of gambling addiction as i did. You were, i think, a0 years old. Youre watching a game of rugby on the telly. Youve never placed a bet before in your life. Then it changed. What happened . Well, i had a £5 free bet. I saw one of those adverts. I got my credit card without even thinking about it. Id had a bit of trauma in my life just before that happened. And at that stage, i was earning good money. Id worked in the city. My 11 month old son stopped breathing in my arms. Had a horrible epileptic fit and for some reason ijust responded to the advert. I got my laptop. And that was it. Iwas in. What happened . Tell me what happened over the next three years . Well, i went from that £5 free bet to slowly but gradually someone who was completely immersed in this habit. I had a six figure salary at the time, but i used all that up. I used the equity in our house. Id begun to borrow. And i kept it all a secret and the shame of getting myself into debtjust led me to chase my losses more and more, thinking that i could win it all back before anyone found out. The trouble with this addiction is that you dont actually see the symptoms. You dont see the signs until its too late. Until the damage has been done. Im just looking at the figure that you eventually lost over that three year period. Yeah, its three quarters of a Million Pounds in three years. I lost my family, i lost my home. I lost my myjob. And at the end of it, i had nothing but two sacks of stuffs and pictures and some some clothes and £73,000 worth of debt. Its impossible watching television at any time of the day, it seems to me not to catch one of these adverts now. Absolutely. And not just television, but social media as well. I managed to exclude myself from the online sites, but i had an email about a month later from a different Gambling Company. Im delighted to say that theres one other thing called gamstop. And as part of the measures announced by the Game Commission this week, theyre going to make it compulsory for all the operators to sign up to gamstop, which would allow people to press one button and self exclude themselves from all the gambling operators in the uk. One thing that Clare Murdoch was particularly concerned about was the high risk gamblers, to you and me, those who spend a lot of money in gamblers terms, in Gambling Company terms, those are vips. Theyre people to be nurtured. I mean, how sinister does that get . Oh, its horrible, really. I mean, i know the Gambling Companies are like any other company trying to deliver shareholder value for their customers. But the problem is that its the vulnerable. Its the addicts. Its the people who cannot stop who are providing the most profit. And they really do need to look at this now. I remember the only time i was contacted was by a member of a vip team asking me what sports i liked, seeing if id like tickets to live events, offering me free bets, particularly when they hadnt seen me for a while, particularly when i hadnt placed a bet for a week or so, which would have been an unusual pattern for me. You go around schools, youre involved in education, in preventing the very thing thats happened to you. What response do you get, particularly from youngsters . What do they make of all this . Well, my concern actually is for youngsters. Of the gambling addicts in this country, and when i speak, i tend to speak at age 16. And by then, a lot of them have already got gambling apps on their smartphones, which is really concerning. And the problem is that through all the advertising, through the games that they play, actually a lot of them will have been normalised to risk and reward. And gambling is something thatjust happens all around them. What do you say to a gambling boss who may be watching you right now, one running one of these companies who says, look, were just trying to make a living . Id say that the problem gambling and all the suicides that are associated with it one in ten suicides in the uk is gambling related, you are 15 times more at risk from taking your own life if youre a problem gambler problem gambling is not great for business. And i know i know that the operators do want to do something about it. Theyjust need to be doing more. And todays letter, i think it will go some way to do that. Finally, im just on a personal note. How are you now . How hows life things . Great. I run a charity called the recovery course, which offers 15 free sessions of counseling to people whove got themselves into all kinds of different addictions. Ive got lovely children. I see them whenever i can. I paid my last penny of debt off and that really helped me. Life is so much better. Ijust need to share the message in a quite difficult but honest way that for some people, gambling can be really, really bad. Do you regard yourself as brave . Because i do. Yes, probably. I dont know. Im ex army. Its sometimes difficult to be honest about when youve really mucked up your life, but i think i have to be honest, otherwise, the message doesnt get through. Youre watching afternoon live, these are our headlines were out of time and World Leaders need to make life or death decisions on Climate Change now thats the warning from Sir David Attenborough. Prince harry makes his first public appearance since announcing he and meghan will be stepping back from front line royal duties. Foreign ministers from five countries whose citizens were on board the passenger plane shot down over iran last week have been holding talks in london. The foreign secretary, dominic raab, joined a moment of reflection and lit a candle for the victims. Canada, ukraine, sweden, afghanistan and britain will seek to maintain pressure on iran for full access to any inqiry, to any inqiry, inquiry and discuss seeking compensation for families. 0ur Diplomatic Correspondent, James Landale, was there. A warning his update does contain some flash photography. Before the talks here at the Canadian Embassy in london, they held a brief ceremonyjust to mark the moment and commemorate the dead. And in the next half hour were expecting to hear live from those talks at canada house in london, stay with us for that. As soon as that gets under way, we will return for that. Youre watching afternoon life. The government is putting forward new laws under which farmers will be rewarded for protecting the environment, tackling Climate Change and boosting wildlife. The new agriculture bill will replace eu rules which mean farmers are paid according to how much land they own. 0ur environment analyst Roger Harrabin is with me now. This is a really big deal, isnt it . Massive. A seismic change, some people are calling it. The biggest change in countryside policy since the second world war. Under the eu system, which was widely disliked in the uk, farmers were paid mainly depending on what land they own, irrespective of what they did with it. Michael gove, when he was environment secretary, said that after brexit, this has to end, we are going to pay the firm as per what good they differ society, so things like protecting water courses, stopping pay farmers for what could they do to society. To be paid properly anyway they were not before. It is a massive change, but it has already been widely welcomed by the National Farmers union and welcomed by the National Farmers union and i environment test alike. The agriculture bill is completely radical in terms of how we approach farming in this country. What is critically important as the new measures on soils, we need healthy soils notjust to measures on soils, we need healthy soils not just to deliver food measures on soils, we need healthy soils notjust to deliver food on our plates, but to tackle the Climate Emergency and restore nature. What we want to see from govern our support for farmers to implement this bill and make it a reality, that means proper advice and support and monitoring. The implementation, however farmers are reacting to it . And who is going to police it . The second part is extremely difficult. It looks like there will be some voluntary measures, some government measures, but the government has said that it does not want all the bureaucracy that was entailed in the Common Agricultural policy and, frankly, some of us who have been following this very well are finding it difficult to see how it will be enforced. Because without going to the firm, you do not know. That is exactly right. In terms of farmers, some farmers are welcoming this. Exactly right. In terms of farmers, some farmers are welcoming thism has to be said, typically younger farmers who see that they can make money by doing things that they can also improve the environment. And they can be proud of. Other also improve the environment. And they can be proud of. 0therfarmers, older farmers, they can be proud of. 0therfarmers, olderfarmers, typically, they can be proud of. 0therfarmers, older farmers, typically, and they can be proud of. 0therfarmers, olderfarmers, typically, and there area olderfarmers, typically, and there are a lot of other firms, are going to find these changes very, very difficult. Farmers. Some of them will surely choose retirement of a restructuring. Seven years ahead and tell the whole thing is completed, but if they are going to be seven bumpy years and at the back end of it, perhaps, we will have a more viable system for protecting the countryside. I mean not all firms are alike and some farmers are going to struggle at their land does not have the number of worms that the next firm has a farms. Have the number of worms that the next firm has a farms. There are ways a firm is bringing back firms to their land. There was a farm in newbury and to adjacent fields and when you put your hand into the cell, pulled it out and it was almost full of grit and sand and they one extra you could not put your hand into the soil, you had rich, deep soil with earthy smell. Fields are side by side, so farms can bring worms back, restore their soil. That is one of the big proposals and an awful lot of change however, been demanded and some may say, no thanks. Thank you very much. The number of cases being looked into by an independent inquiry to 900. The cases include the deaths and serious injuries of babies and women, and those where families have concerns about the care they received. Some date back a0 years. A ban on children heading footballs could come into force in just a few weeks time in scotland. Its being introduced because of fears of a link between head the ball and dementia. The Scottish Football Association is expected to announce the ban on under 12s heading the ball, after it highlighted a report that said former players are more at risk of dying from the disease. Frank kopel, the former Dundee United and Manchester United defender, died from vascular dementia in 201a. Im nowjoined by his wife amanda kopel who believes franks dementia was the direct result of heading footballs. Thank you very much for your time this afternoon. Thank you very much for having me on the programme. This afternoon. Thank you very much for having me on the programmem is great to see you. What evidence was there that heading was a contributory factor . Well, i think 12 years ago, when frank was first diagnosed with dementia and actually, he was diagnosed with masculine dementia, and he had been misdiagnosed as it turned out. Mass killer. Vascular. The day that we got the diagnosis i called up one of a neurologist friends in america and he was the first one whoever major to me about chronic traumatic inc a and he said, you will find that that is what probably caused franks dementia. We have been dealing with a lot of footballers across here, he says, who are actually have been diagnosed with dementia or who have died with dementia. And he began to send me a lot of details about cte, as it is called, and then i started to think, could this be a cause . The reason that i was so passionate about trying to find the answer was that frankie and i met when we were eight and ten years old, we were Young Children and we lived opposite each other. In falkirk. And i would watch this ten year old boy heading these hard, hard leather balls, practising them against and along the side of his house. I remember saying to him in time, frankly, does that not hurt your head . He just shrugged. Frankie. I look back on, identity dementia, orthe effects of that heading of the hard leather ball actually start in childhood . And that is why i am so passionate about trying to protect these children. That the sfa have come out with about the end of twelves. Because, in a nutshell, if you think of a babys brain, which is quite small, and as it grows and asa is quite small, and as it grows and as a child grows, up until they are about 12 or 13, that brain is still growing. And it is still quite vulnerable. Such actually, for the impact on that plane any childs head, there must be some damage somewhere. On that brain in a childs head. A lot of people think in the game that someone is heading a ball, but it goes further back than that and if we can protect these children, as a frankie was, andi these children, as a frankie was, and i admit, if i had said to him when i was a nature girl, and he was ten, in a0 years time, which seemed a lifetime away, if i said in a0 yea rs a lifetime away, if i said in a0 years time, youre going to be diagnosed with a horrible terminal disease that there is no known cure for if you keep heading that ball and if you want to going to football, the way that youre going to go into it, it would not have stopped my husband playing football. It was a game he loved. That is exactly something i wanted to pick up exactly something i wanted to pick up on. The natural next step is that you ban heading in the game per se and there are those that. No. I have had so many people, quite a lot of people, actually give me some quite unkind comments about things regarding that. It has never been about stopping heading football. Never. That will always go on for a lifetime. That will go on forever. It isa lifetime. That will go on forever. It is a natural instinct if they bothered coming to your head, youre going to get up and youre going to try and hide it. Sa ball is coming to your head. Im glad that the sfa have come out with that and they are going to be the first country in europe, scotland, who are going to do that, to stop the Young Players from heading the ball in training. And that is it. Because allowing them to actually hate these balls and that, and keeping head these balls. That is storing up problems for the future and we dont wa nt problems for the future and we dont want them. We do not want them to hear the word, i am sorry, you have dementia. Sorry to interrupt. A lot of people i just dementia. Sorry to interrupt. A lot of people ijust said it yourself, football is by their very nature by very different things, these big, bulky leather thing is that when they got wet were particularly heavy. And can ijust they got wet were particularly heavy. And can i just say they got wet were particularly heavy. And can ijust say as they got wet were particularly heavy. And can i just say as well, to just interrupt you, sorry. I heavy. And can i just say as well, tojust interrupt you, sorry. I know for a fact that a lot of these balls, were actually put any bath of cold water the match, so they were even double harder than they were. And if it was raining during the match, it was even worse. I would like to make the point that if you actually count how many times, maybe your defenders for instance, because frankie was a defender, he headed the ball in at 90 minutes. It was not really that much, but we are talking 60s training when these balls would be thrown at these players heads. Six days training. There are a lot of things, the childhood aspect, the 90 minutes and the training aspect. For anybody to say, theyre only wanting the heading stopped in football, no, thatis heading stopped in football, no, that is not what were trying to do. We are trying to protect the children of the future. The footballers of the future. It is really good to talk to. Thank you very much for your this afternoon. Thank you for listening. Time for a look at the weather. Heres phil avery. We are starting indoors. we are starting indoors. I hesitate to ask. It sports hall and a little y93 to ask. It sports hall and a little yoga class going on. Yes, the downward dog. Watch what happens. It is indoors. Not any more. And what is indoors. Not any more. And what is out there is the outdoors, which has come indoors. And there are no more students. I think that is quite extraordinary. And that is all down to the power of the weather. That makes it all again. What has happened here, the complete reverse of what we are talking about are their own with High Pressure settling, nothing going on really come a bit of fog and frost, yes, it was that bad. The camera got wiped out. It wiped the parade. Let me move on to the next graphic very swiftly it wiped the power out. You can imagine a senior. It looked like a microbus. A micro burst. As they are goes up through the core of the thunderstorm, so it cools and what you end up with is an accretion of, a coming together, of water droplets and ice,. You have those big driving up gas in the cloud and thatis big driving up gas in the cloud and that is all fine, but if some mechanism comes along and suddenly cuts off that updraught, what you end up with is an awful lot of ice way up in the cloud and nothing to support it, down it comes. You will do yourself an injury if you do that again. I was in that yoga class. It will come down, i make this an allergy stand on platform two and maidenhead station, comes through the last rain, and you get that real wish of the year, that is exactly the mechanism where you get that ice falling down through the cloud and you get that burst of air. Generating, i do not know where i need to go for this. 80 to 85 miles per gusts. That is why it came in. That force was only on the ground for a quarter of a mile and was only 600 yards wide. So the school here just happen to be right in the wrong place at the wrong time. Its got the whole force of the 80 to 85 miles per. The lesson, ladies and gentlemen, is do not do yoga laughter. Shall we move on . Are not quite as wild and woolly here, but at least you have had some wind, a bit of blue sky, but this is the region thatis blue sky, but this is the region that is going to wind it. Wind out. If you have not got it already, i assure you will get it. Youre going to getan assure you will get it. Youre going to get an awful lot of rain for the next few hours, the south east could see 20 to 30 millimetres quite widely. A0 millimetres in some locations because, through the rest of the evening into the small hours of the evening into the small hours of friday, that is where we end up with all that rainfall until it moves away. For the most part, because the British Isles temperatures are well down into single figures, but at least that means friday is going to be a brighter affair. Provided you do not get caught up in some of the showers. There are plenty across scotla nd showers. There are plenty across scotland and northern ireland, fewer across england and other wells. 0ne or two of these could be quite sharp, temperatures down into single figures for the most part. Last of the amountair figures for the most part. Last of the amount air trapped across south eastern quarter. At least for a time,. A quick read but we can, but simon has a breaking news. We will take you to canada house. The ukrainian airline. Hasjoined that. For also tending to dos reading. Iwant that. For also tending to dos reading. I want to recognise our friend the minister of Foreign Affairs for the netherlands who was with us also today. We stand before you on behalf of the victims of Ukrainian Airlines flight 752 and wa nt to Ukrainian Airlines flight 752 and want to offer our deepest condolences. To their families and their loved ones. We are here to pursue closure, accountability, transparency and justice for the victims. The ukrainian, swedish, afghan, british, canadian as well as iranian, toa afghan, british, canadian as well as iranian, to a full, complete and Transparent International investigation. In the wake of such a horrific tragedy, there are many, many questions. Families want a nswe rs. Many questions. Families want answers. All of the countries assembled here today want answers and the International Community want a nswe rs. And the International Community want answers. The world is waiting for those answers and we will not rest until we get them. He speaks french. Can hosting this event in london because after ukrainian victims, there were more canadians killed in that crash. Four britons killed. Dominic rob hosting this News Conference. We will stay with this and continue hearing from the Canadian Foreign minister. That will guide our engagement with the iranian authorities to ensure first, full and unhindered access for officials. To and within iran to provide Consular Services. Second, ensure that the victim identification process is conducted with dignity, transparency and according to International Standards, and that the wishes of the families regarding repatriation are respected in all cases. Third, ensure a thorough and independent and Transparent International investigation, open to grieving nations, governed by the convention on International Civil aviation. For, ensure iran assumes full responsibility for the downing of flight ps responsibility for the downing of flight ps 752 and recognises its duties to the families of the victims, including compensation. Fifth, ensure accountability for those responsible to an independent criminal investigation, followed by transparent and impartial judicial proceedings which conform to International Standards of due process and human rights. We have seen cooperation from iran so far, but we continue to monitor on a daily basis and urge continue cooperation. We will continue to share information and Lessons Learned with each other, to stand in solidarity and to speak with one voice as we pursue justice for the victims of this horrific tragedy. We will now be placed to take your questions. Minister, could i ask you about the repatriation of bodies. Could you bring us up to date on that situation and could you tell us how this criminal investigation would work peshmerga where you would pursue it, what charges you might consider pursuing at the same time and what International Body with this happen in or would it be in iran . The repatriation of bodies, as you know, the first order that we did was obviously to cooperate with each other, with the identification of the remains. As you know that is why we call on irans cooperation to ensure that the process to identify the bodies and remains would proceed in accordance with International Standards. When it comes to repatriation, it will depend nation by nation because in Different Cases repatriation will come at different times. The urgency we have now was to ensure Consular Services being provided, making sure that the remains would be identified through International Protocol to identify the body of the victims and when it comes to repatriation, this will be organised and arranged on a nation by nation basis because you will understand the different nations would have different arrangements in place. But our first and foremost priority has been to provide Consular Services to the families of the victims and their loved ones. Consular services to the families of the victims and their loved onesm youll allow to ask in french and reply in french. I will do whatever you want. What we have heard in the last few minutes is canada, ukraine, sweden and uk are calling for a criminal investigation with impartial judicial proceedings against those responsible for the iranian plane crash. Canada saying it will not accept the situation as it stands at the moment, make no mistakes about it, canada will get to the bottom of what went wrong. The group of countries once all those responsible held to account and arrangements made to ensure the dignified repatriation of the victims to their families across the world. Questions asked about that. Lets return to the News Conference. We will have to Work Together for months and possibly years to come to bring closure, transparency, accountability and justice. This is accountability and justice. This is a process that will take a number of months and i think even a number of yea rs. The complicating factor for some of these government representatives is that many of the foreign nationals killed are believed to have held dual nationality. Canada concerned about alleged pressure on iranian canadian families not to repatriate remains. Lets return. Iran has admitted full responsibility for the downing of the aircraft but the investigation will lead to the exact course and taking full account of all those who would be responsible for this horrific tragedy. Minister, there was an unexplained one hour delay of the departure of ps 752 from tehran and there are now rumours starting to circulate that up rumours starting to circulate that up to four people either love the aircraft or didnt board, hence luggage needed to be removed accounting for that delay. Can you confirm any of those reports . accounting for that delay. Can you confirm any of those reports . I am not ina confirm any of those reports . I am not in a position, that is why we need a full Transparent International investigation. There are international investigation. There a re Facts International investigation. There are facts that are coming like that, day after day that we want a full investigation to assess that and to make sure that those who would be responsible would be held to account. That is why we are calling as the grieving nations for allowing International Experts to participate in all aspects, in the aspect of of identifying the remains with dna experts, also experts when it comes to the investigation. What the world is asking for todays full accountability. And full transparency. And full cooperation by iran. This is really what we are asking but i think that is what the World Committee would be expecting from iran these days. And the a nswe rs from iran these days. And the a nswers to from iran these days. And the answers to your questions and the many questions that the family would have would only come to a very, thorough and credible investigation. Are you considering inviting the dutch into the investigation . We are very grateful for the dutch contribution. We have taken the Lessons Learned of the netherlands, spending a good part of the day with us about Lessons Learned because tragically mh 17, us about Lessons Learned because tragically mh17, there were some learning and we certainly want to apply those Lessons Learned to work and cooperation. We even asked the dutch government if they would agree to have an observer in our different working groups that we have decided to set up because we want to make sure that and i think the families of the victims and loved ones deserve that use the best possible expertise that you can find around the world and the Lesson Learned in mh17, because one of the things that the International Community wa nts that the International Community wants is obviously want to get to the bottom of things, but also, as they world community, the world would like us to think about measures to prevent incidents like that from ever happening again. Not only is there a reflection about what is happening today, but we also as the International Community needs to make sure that we learn from mh 17 and ps 752 and implement the measures to International Organisation for incidents like that. Tragedies like that, never to happen again. The reigning official, you keep saying you want iran to claim responsibility but the iranian officials have been blamed the us, saying they started this. If they wanted to use this logic not to comply to what you are requesting from them, what tools do you have on hand to get justice for the victims who died . I would say today is not the day for blame. Today is the day for answers. I think that if you we re for answers. I think that if you were to talk to the victims, like all of us are to be families of victims, what they have is grief, anger and they want us to stand for them like we are doing today to seek a nswe rs them like we are doing today to seek answers and the truth and justice. I would think today is not the day to assign blame. It is the day for us to Work Together to ensure that we would have answers to the questions. The iranian government has accepted full responsibility but when you accept full responsibility there is consequences coming from that and that is what we are going to be pursuing. The Canadian Foreign minister there on behalf of ukraine, sweden, afghanistan and the united kingdom calling for an independent criminal investigation into the downing of that ukrainian jet over tirana last week. Downing of that ukrainian jet over tira na last week. James downing of that ukrainian jet over tirana last week. James landale is at that News Conference and we will be talking to him later on. An independent book shop in hampshire that tweeted about not making a single sale in a day for the first time in its 100 year history has been inundated with orders, after the tweet went viral. Petersfield book shop posted a picture of the empty store, saying tumbleweed. Not a single book sold today. The author neil gaiman retweeted the post and the orders started flooding in. The store manager said he was overwhelmed by the response. We can now speak to the owner of the book shop John Westwood whojoins us from petersfield in hampshire. Thank you for your time. The tumbleweed moment, what made you write that in the first place . Tumbleweed moment, what made you write that in the first place . M was actually rob running the shop downstairs and i said, have we taken anything . I knew we had had storm brendan and it had been a miserable day and he said, no, but brendan and it had been a miserable day and he said, no, but i sent this tweet out. We had a response from a london book dealer who bought a book for £15 and we thought, at least we have £15 from the tweed and three hours later, he has mentioned all these numbers and things about so many thousand views and followers. I am nota many thousand views and followers. I am not a social media person at all, iam old am not a social media person at all, i am old school. And then the next day we came in and we had 105 orders, we have had television, radio, everything, all the media coming in. 105 orders we would normally have two or three orders in a day and then 36 hours later, we have had about 250 orders and it has gone mad. Youve found news of a big rock . The second biggest diamond ever found is reportedly being polished up and sold to louis vuitton. The french Luxury Fashion house, known for its leather handbags, this was found in botswana. It is over 1000 carats. It is roughly the size of a tennis ball. I thought you had it with you. It is roughly that size. That was the only thing in the office we could find that was equivalent to the size. It gives you an impression. Please put it down. How big is the biggest . The wilds largest diamond was found back in 1905 in pretoria, south africa. It is three times louder than any other gem quality diamond discovered but reading up on this, there is an interesting piece, the Financial Times explains why selling diamonds can be so difficult. That diamond backin can be so difficult. That diamond back in the date was shown to prospective they failed to find anyone to buy it. The reason being they didnt know how to cut such a large stone. It was given as a birthday present to king edward vii. It is in the crown jewels. For louis vuitton, with this one, the second largest diamond found, the main benefit will be publicity. It wants to branch into jewellery so the halo effect of the publicity around it will get people to think of louis vuitton. Will get people to think of louis vuitton. 0h, will get people to think of louis vuitton. Oh, my will get people to think of louis vuitton. Oh, my how much . We dont know but the last time a diamond that was not even quite as big was sold, it went for Something Like between 53 million and 63 million. Start saving your pennies now. Christmas, you are going to talk about. It feels like a long time ago but cast your mind back. Did you cut back on spending this year at all . I think people got presents for me would probably say yes. As they do every year. Many will have cut back spending appeared in the shops or online partly because of the uncertainty and peoples finances being tighter. Several big retailers that their december rigours, a mixed picture. Supermarkets having a very lacklustre period which should be one of the best weeks of the year. 0n the other hand, prine mark said Opening New Stores sold saw their sales rise. A very mixed picture as far as retailers are concerned. I spoke to Catherine Shuttleworth from the Retail Agency savvy about who the Retail Agency savvy about who the main winners and losers were. Mixed bag of performances but in terms of winners, the discount retailers have done really well. We saw some of the online only fashion businesses that do well. But we saw warnings as well, so there is a real change across the market and Consumer Spending is definitely changing. When we look across the market we are seeing people are spending more money on big things, important things. As we say, health and sales are up this morning in bikes and electrical bikes. But we have stopped buying high end electrical items like stereo systems for cars. A bit of that going on. We are also spending more money going out and enjoying ourselves, so in the entertainment sector we have seen good results from some of the bar chains. What is happening is we are not buying as much stuff but if we are younger, we are still buying stuff. It depends on how old you are, where you are in your lifestyle but we are being more mindful about how and where we are spending our money. We look at the Department Store sector, people like debenhams, house of fraser, john lewis, that is critical to their performance at the rest of the year and they have had a tough time. 0ut rest of the year and they have had a tough time. Out of that there will be store closures. Some of those ones have been there for years and yea rs. Ones have been there for years and years. It is absolutely critical and if you dont get christmas right, it is very difficult to pick up your performance through the rest of the year. We will see a massive change, it will still be tough times, we will still see warnings and sadly most was closing, but the ones in the right place could have quite a positive year but the retailers have got to accept that Consumer Spending is changing for good and what we will spend our money on looks different. It certainly does because people rather than buying things are perhaps doing things. People are going out to eat rather than drink beer. Spending more on doing stuff and buying stuff and the latest stats from the office for National Statistics show that the number of uk pubs increased, pubs and bars increase for the first time last year, first time in a decade. Total number rose by 315 and that is quite a change around. We often talk about pubs closing but the thing helping them is more of us choosing to eat out. The other interesting stat from the employment figures shows that bars now employ more staff to serve customers food rather than drinks. Not cupcakes though. That could be the next development. Watch this space. Now its time for a look at the weather with phil. It was a bright enough start for many about the cloud has to from the west and that is because slowly but surely it is this weather front that will win out across all parts of the British Isles. A combination of pretty wet and windy weather. Through the evening the rain hanging ona through the evening the rain hanging on a cross south eastern quarter. A met Office Weather warning associated with some of that heavy rain. Some will see a0 millimetres before that system is away. Clearing skies, temperatures will dip away across northern parts and friday sees a succession of showers working their way across most parts. It stays pretty wet and windy in the north but some sunshine in the mix as well. It is on the cooler side, 69 as well. It is on the cooler side, 6 9 for many, milder in the far south and east. The other face of winter as we get on through the weekend. Some dry, fine weather by day but it will be pretty chilly both by day and by night. Hello. Youre watching afternoon live. Im simon mccoy. A certified genius. This 10 Year Old Girl from essex is one of the youngest people to join mensa and shes already got an iq higher than albert einstein. You can find out all about that in our nationwide series at half past. Hello, everyone. This is afternoon live. Answer china. China is the most populous country in the world and it is also having problems. It is also having problems with its climate. If the chinese come and say not because we are worried about the world, but for our own reasons we are going to take major steps to curb. Because our climate is changing. We are going to do it. Sir David Attenborough. The duke of sussex has been at Buckingham Palace hosting the draw for next years Rugby League World cup. Meghan is currently in canada with their son archie, as intensive talks continue with royal officials about the couples future. Helena wilkinson reports. Prince harry looked relaxed as he returned to royal duty today. In the gardens of Buckingham Palace he spent time watching local schoolchildren play rugby and meeting them after. It is moments like this where his popularity as a leading royal is clear. It is where he shines, butjust how much more this will he be doing in the future . As part of todays engagement, prince harry went on to host the draw for the Rugby League World cup. Australia. Competition takes place late next year in 17 cities across england. There will be a Mental Fitness charter running alongside it which prince harry has involved in. For many years, it has been at the forefront of promoting and supporting good mentalfitness. He also appeared in an Invictus Games video last night. In 2022 and the Invictus Games will travel to another country. This comes weeks after prince harry and his wife meghan said that they want to step back from their rivals. She is currently in canada with her son archie. On tuesday, she spent time at a charity in vancouver which campaigns for teenage girls living in poverty. She also visited the Downtown Eastside womens center. Exactly what role the couple will have Going Forward is still very much unclear. Talks are continuing to take place behind closed doors. On monday, after a family meeting, the queen asked for decisions on the sussexes future to be made within days. At the moment, there are many Unanswered Questions as to how their new roles will work. Will prince harry, for example, be able to continue with his role as patron of the Rugby Football League if the couple spend a considerable time in canada . Today was a traditional royal engagement for prince harry. Its probably the last time well see him doing this sort of thing in the uk for a while. Hes expected to join his wife in canada in the not too distant future. Helena wilkinson, bbc news. And helena is at Buckingham Palace this afternoon. No evidence, it has to be said, of the huge pressure he must be under at the moment . No, he appeared a very relaxed. He was very engaged when he talked to those schoolchildren from a local primary school, but this is prince harry very much in his element. Hes very good with people, in particular schoolchildren. This was a very standard royal engagement for him, but of course, it attracted much more Media Attention than it normally would and we know why, given the fact that that this could possibly be the last time we see prince harry at such an event, in such a situation for a while here in the uk. He joked such a situation for a while here in the uk. Hejoked with some of such a situation for a while here in the uk. He joked with some of the children saying they needed to be careful on the lawn in the garden at Buckingham Palace otherwise he would get told off, presumably by his grandmother, the queen. And also a question was thrown to him by a reporter which is not the done thing, but he was asked how talks about his future were going. No surprise, prince harry didnt answer that question at all, he smiled and walked on but there are questions as to whether he can continue being patron of organisations like the one here today. We heard earlier on from the ceo of the organisation who actually didnt seem concerned. His impression was harry wanted to continue. Behind the scenes, of course, the talks are still going on in terms of trying to see how prince harry and megan are going to go forward in the future, but we know that the queen said on monday after that the queen said on monday after that meeting at sandringham that she wa nted a nswers that meeting at sandringham that she wanted answers in a matter of days. The pictures we are looking out, helena, underlined what it is the royals bring and why people want them to be patrons of charities, because of the interest which goes with it . Yes, and prince harry, again, very much, this was his thing today. He feels very passionate about sport, of course, as we know, in particular rugby. At this event today, hes played rugby since he was at school, there is also the Mental Health side of it, and mental health issues, his in particular, he has spoken about before and theres going to be the Mental Health charter that runs alongside this competition but, yes, very much he does attract the crowds and i think if he does have to give up being patron of some of these organisations, they will very much miss him. Helena wilkinson, thank you very much. Foreign ministers from five countries which had citizens on board the passenger plane shot down over iran last week have been meeting in london. Canada, ukraine, sweden, afghanistan and britain will seek to maintain pressure on iran for full access to the inquiry. Speaking at a press conference in the last hour, canadas foreign minister said the victims deserve closure, and a fully transparent investigation, and announced several key demands. First, full and unhindered access for officials to and within iran to provide Consular Services. Second, ensure that the victim identification process is conducted with dignity, transparency and according to International Standards, and that the wishes of the families regarding repatriation are respected in all cases. Third, ensure a thorough independent and Transparent International investigation open to grieving nations, governed by the convention on International Civil aviation. Four, ensure iran assumes full responsibility for the downing of flight 752 responsibility for the downing of flight 752 and recognises its duties to the families of the victims, including compensation. Fifth, ensure accountability for those responsible to an independent criminal investigation, followed by transparent and impartial judicial proceedings which conform to International Standards of due process and human rights. 0ur Diplomatic Correspondent James Landale is there. Thats the demand. Will iran listen . Well, simon, very good question. Its one that i put to the canadian minister. Essentially, his answer was this. He doesnt really know. However, he says the world is watching, and the world willjudge a run day by day on every bit of access that they get. Now, his optimistic view is iran has taken a step down a path by admitting responsibility. He said that was a good sign and therefore, by admitting that, but a certain consequences for iran, so hes expecting them to meet those demands he just outlined of access for officials, open transparent investigation, and particularly dignity and support for the families and the loved ones of the victims and the loved ones of the victims and with all the consular demands that have been made, all those issues like the dignified identification of the bodies, the remains being transported back home and things like that, all of which can be done sensitively and in other ways. Repatriation of the bodies it seems to be a bigger problem than perhaps thought because many of them held dual citizenship . Yes, loads of complications, not least for example the iranians do not have the embassy in tehran. So for them, theres an awful lot of complicated procedures to go through. And then youve got to go through. And then youve got to make sure that, without being too ghoulish about it, the right bodies are in the right place at the right time for the right people. And to make sure that happens in a dignified way, but there are certain organisations in the world who are professional about this, they know how to do this. They are International Organisations who have to be brought in from the outside to iran. The questions is, the iranians have to give in to those demands but the problem we have at the moment, as we know, there is an acute International Crisis including the United States and the row over the slow collapse of the iran nuclear deal, which makes this more complex. 0k,james, good to deal, which makes this more complex. 0k, james, good to see you. James landau there at canada house. Youre watching afternoon live. These are our headlines. Were out of time and World Leaders need to make life or death decisions on Climate Change now. Thats the warning from Sir David Attenborough. Prince harry makes his first public appearance since announcing he and meghan will be stepping back from front line royal duties. The nhs condemns what it calls shameful tactics by betting companies to fuel gambling addiction. And to fuel gambling addiction. In spa, ben stokes stut ship and in spa, ben stokes studies the ship for england after south africa took four wickets after the first day of the first test in Port Elizabeth. England, 22a a. The draw for the first round of the Australian Open has brought together 15, Venus Williams, again. There will be 15 months after the teenager knocked out of wimbledon. The duke of sussex as don the draw for the Rugby World Cup which will be held in england next year. Scotland have been drawn in the same group as a defending champions australia. I will be back with more no stories after a 30pm. A senior figure in the National Health service has labelled betting companies shameful for targeting problem gamblers. Clare murdoch, head of Mental Health services in england, says the nhs cannot to be expected to pick up the pieces. A billion a year in advertising alone and which helps it generate its £1a billion profits, invests amongst other things in aggressive advertising, the use of social media. We take our responsibility to our customers incredibly seriously and we are determined to raise standards and improve safer gambling. We are currently working with a range of stakeholders on safer gambling initiatives. Charities helping problem gamblers say the issue needs action from a range of parties, including government. Gambling disorder is a behavioural addiction recognised by the world health organization, and it is incumbent upon us all to Work Together to make sure shine a spotlight on that hidden addiction. A ban on online betting with credit cards has been announced, but the nhs, which has to fund more addiction treatment, says a stronger response from the industry is urgently required. Hugh pym, bbc news. But not just now. I lost my family, i lost my home. I lost myjob. You are watching afternoon live on bbc news. Scottish League Two Side stenhousemuir introduced a ban for under 12s training with the club last year. Their chief executive jamie swinneyjoins me now. 0n on what evidence, jamie, did you bring the ban . You wear one of the first to do so. Yes, the First Research dates back to three or four yea rs Research Dates Back to three or four years ago, a university carried it out and subsequently since then there has been further Research Suggesting the link and we felt that since there was a potential for a link, it was best practice for us to make that decision last year so we implemented that decision last year. What reaction do get from the youngsters who presumably see heading as part of the fun of the game . The first thing we did as a board as we wanted to speak with our community staff, full time coaches and our volunteer coaches to get their understanding of it, but once we decided to implemented, we did get a lot of really positive feedback from parents. The key thing here to note is younger age groups in scotland, its for a side, five aside, seven a football, and heading is not a big part of the game of the younger age groups, the same as it would be in the adult form of the game, 11 aside, so taking it out of training practice, competitive heading drills, thats a huge shift change and is making sure were not doing to make potentially young people moving forward, hurting them. There is common sense steps, when young peoples brains are developing, their skulls are developing, repetitive banging of anything is not going to be good for it . Absolutely, and i think thats the key thing. There will still be times when the ball bounces in the air and someone heads the ball but if thats happening less frequently, up to the age of 12 and then their Brain Development at that point should have got to the end of its development, so they are now less likely to have any damage, so i think it will still happen from time to time, of course, but reducing the frequency in a repetitive training drill is certainly the way to do it in our opinion drill is certainly the way to do it in ouropinion and drill is certainly the way to do it in our opinion and i think the scottish fa are going to follow suit. What do you say to people who say a lot of people with dementia now when they were younger we are playing with balls made of leather, they were often wet, much, much heavier than the modern football. Ill be perhaps overreacting here . Quite possibly. I think theres more research to be carried out, but in our opinion, and the younger side of the game, the ball is not anywhere near the same weight it is, so set pieces and goalkeepers hands etc is not as frequent, so at the younger age groups, its not a huge part of the game and i think if there is any link at all think we should absolutely take the precautionary measures to make sure we are doing everything we can to safeguard young people at our club. Jamie, joining me from stenhousemuir, thank you so much for your time. Tv cameras are to be allowed to film in crown courts in england and wales for the first time. The broadcasts will be restricted to the sentencing remarks the judge makes at the end of a trial. But some barristers have warned that tv coverage could lead to unfair criticism ofjudges. Heres our legal correspondent, clive colman. This is a moment of history. The change in the law, doesnt mean that television and online audiences will experience the full drama and turbulence of a criminal trials. Like that in americas 1995 trial of oj simpson for the murder of his ex wife nicole and her friend ron goldman. We, the jury in the above entitled action find the defendant, 0renthaljames simpson, not guilty of the crime of the murder victims. Witnesses, lawyers, jurors, none of those will be seen. But it does mean that for the first time, millions of viewers will get to see and hear the sentencing remarks ofjudges in some of the most serious criminal cases that come before the courts. Clive coleman, bbc news. Now its time for a look at the weather with philip avery. Hello. It was a bright enough start for many, but the cloud has thickened all the while from the west and thats because, slowly but surely, this where the front thats going to win out across all parts of the British Isles. A combination of pretty wet, pretty windy weather. 0n through the evening, the rainjust hanging on throughout the south eastern corner, through east anglia. There is a met Office Weather warning associated with some of that heavy rain there. Some will see a0 millimetres before that system is away. Following on behind, clearing skies. Temperatures will dip away across northern and western parts of the British Isles and then friday sees a succession of bands of showers working their way across most parts. Low pressure not1 million miles away from the far north, so it stays pretty wet and windy here, but there some sunshine in the mix, as well. But its on the cool ish sort of side. 6 9, for many, a bit milder in the south and east. We see the other face of winter as we get on through the weekend. There will be some dry and fine weather by day but it will be pretty chilly both by day and by night. Bye bye. This is bbc news our latest headlines. And coming up. Calls for urgent reform of the Business Rates system as empty premises cost taxpayers a billion pounds a year. If you find a set of teeth, please do send them back to me and with the sport on afternoon live its katie sha na han. The cricket is all over . Yes, its been quite slow going for england on the first day of the third test. They reached 22a a at the close in Port Elizabeth after winning the toss and choosing to bat. 0peners zak crawley and dom sibley made a solid start getting through to lunch unbeaten, before both went to fine catches. Dom sibley fell to this superb one by dean elgar. Crawley went soon after. England then lostjoe denly for 25 and, crucially, captain joe root for 27. They were 1a8 a at that stage. But ben stokes fresh from being named International Cricketer of the year and ollie pope stopped the rot. Theyre both still there after adding 76 for the fifth wicket. Play starts at eight oclock tomorrow morning. You can hear coverage from day two of the third test on the cricket social or follow live text commentary, both of those you can find on the bbc sport website. So its not all over, they have just ended play for the day. I have overstated it that is good news. An interesting start to the tennis . Yes, so we will see coco gauff take on Venus Williams once again in the first round of the Australian Open. Now this will be good news for the american teenager, but maybe bad news for venus. As the 15 year old stunned the tennis world by knocking the seven time grand slam champion out of the first round of wimbledon. World by knocking the seven time grand slam champion out of the first this moment has transformed coco gauffs life, as she went from being the youngest player to qualify for wimbledon to reaching the last 16. Gauff could face her idol Serena Williams in the quarterfinals, which will always be surreal for the american, as she still has a poster of serena hanging up in her room. Britains johanna konta, seeded 12th for the tournament, will play tunisias 0ns jabeur. In the mens draw, british number one dan evans meets american mackenzie mcdonald. If he goes through, evans could end up facing defending champion Novak Djokovic in the third round. British number two, Cameron Norrie, plays frenchman pierre hugues herbert. While 2018 semi finalist kyle edmund has a tough opener against serbias 2ath seed dusan lajovic. Well, the draw comes as organisers say they are confident the tournament will still start and finish on time despite continuing Health Concerns over melbournes air quality from bushfires. This is after british Tennis Player liam broady described an email sent by organisers to players about air quality as a slap in the face. In a post on twitter broady says it boils his blood to think he was made to play a qualifying match on tuesday. He goes on to question whether conditons were healthy at a time when people were being warned to keep animals indoors. And another draw has been held, an important one too, as this was for the Rugby League World cup which will be held in england next year. The duke of sussex conducted the draw at Buckingham Palace, alongside former england internationaljason robinson and britains most decorated female 0lympian and current chair of uk sport Dame Katherine grainger. The hosts england have been drawn in group a. Scotland are in group b alongside defending champions australia. I feel i am still the same young man, but i definitely feel re energised and refreshed. Im feeling confident, a fully prepared, fully committed Conor Mcgregor. There is no one that can touch me i made this game what it is. So im going to go out there and remind everyone and show the world on january the 18th. Tonights quarterfinal is between ali carter and john higgins. You can watch that live on bbc two and on the bbc sport website and app. Thats all of the sport. Bye for now. Now on afternoon live, lets go nationwide and see whats happening around the country in our daily visit to the bbc newsrooms around the uk. Weve got Chris Mclaughlin in glasgow. Hell be telling us all about the decision that could be made by the scottish fa to ban heading the ball in games of football. And in norwich, Susie Fowler Watt with the story of a 10 Year Old Girl who has been branded a genius after becoming a member of mensa with a higher iq score than albert einstein. Nice to see you. Back with you shortly. But first, chris. The scottish fa are considering banning children from heading the ball in football. Tell us more. This has been coming for some time. Basically since this report back in 0ctober which highlighted for the very first time this link between football and dementia. It said that football and dementia. It said that Football Players or former Football Players are three and a half times more likely to die of dementia. Since then the sfa have been in a number of discussions with medical experts to talk about the best way forward. This was Scottish Research done at glasgow university, and i think the sfa were keen to lead on this. The experts have said that even though we dont know heading the ball has any impact with regards to possibly getting dementia later in life, it is probably not worth the risk. So they said why dont you ban heading for under 12 is, of course thats just related to training and not during matches. The sfa have not gone official with this, it is not an official announcement, but we do expect them to release guidelines in the coming weeks and months and that will be pa rt weeks and months and that will be part of it. And they will be gauging the reaction to it. What has that been . Within the game itself it has been . Within the game itself it has been fairly positive. I have spoken toa number of been fairly positive. I have spoken to a number of professionals and expert professionals who say if this is something we can try to do to safeguard the help of professional Football Players Going Forward, then lets try this. The sfa are basically saying that we dont know, why take the risk . And everybody else appears to be on board except the english fa, and they have been criticised on number of occasions with regards to their own approach to dementia in football. They are saying today, as far as they are concerned there is no evidence to suggest that banning heading in youth football will have any impact at all in terms of dementia. This is what the scottish fa doctor had to say. We need to take some sensible pragmatic steps at the moment, and thatis pragmatic steps at the moment, and that is largely going to be to try to reduce the overall burden, the overall number of times Young Players head. In training it is much more common than in matches, so putting on guidelines i have no doubt the grassroots game will follow because of their engagement so far in the process, and that will be limiting them much more significantly, the under 12 is for example, but allowing a gradual introduction as we get nearer 16 plus because at the moment heading is part of the adult game and while thatis is part of the adult game and while that is part of the adult game there isa that is part of the adult game there is a need to gradually reintroduce heading as the players get older. There has been a similar ban in place in the United States since 2015 but scotland will become the first european country to take this approach. It will be interesting to see who follows suit. Given the fact many people within the game think this is a progressive approach, Nothing Official yet from the sfa but we are expecting that in the coming weeks. Good to see you, thank you. Now, susie, youve got the story of the girl from essex whos become the youngest member of mensa after getting the highest possible score in the iq test. And the result makes her a certified genius. Yes, and eager isjust ten years yes, and eager is just ten years and seven months old and you cannot take the mensa test until you are ten and a half. She is a Normal School girl in chelmsford and she wants to be an actress but she is also very bright and works extremely hard. If you look at the mensa website you can see the kind of questions they ask in this test. There is a mixture of spatial skills, patterns and verbal reasoning. But it was in the verbal test shes got 162 and apparently only 1 of those taking the test get that high a score. There were two tests, one was nonverbal, shapes and patterns, and the other was words. The shapes and patterns, the nonverbal one, was very hard. I didnt finish some of it so i had to guess, but the other one, that was the one i got the highest iq. guess, but the other one, that was the one i got the highest iq. I love the one i got the highest iq. I love the way they do that, they always put pandas in the background to make sure they dont look too geeky she is obsessed with pandas apparently. That is lovely. What do her family make of it all . Her older brother took the mensa test a few years ago and also got a very high score but anika was very pleased to say she did beat him. Both children work very hard. You can actuallyjoin both children work very hard. You can actually join mensa both children work very hard. You can actuallyjoin mensa under the age of ten, the youngest member is currently three, but it is all down toa currently three, but it is all down to a psychologist assessment and you dont take a test at that age. The good news is your iq doesnt tend to change as you get older, the tests are adjusted to take account of age and diminishing speed but those who are older make up for it by having more knowledge and experience to draw on apparently. The oldest member is 109 so it is never too late tojoin. Member is 109 so it is never too late to join. 0h member is 109 so it is never too late to join. Oh yes it is, they have hardly been banging down my door more tonight at 6 30pm. Thank you. Thats nationwide. If you would like to see more on any of those stories, you can access them via the bbc iplayer, and a reminder we go nationwide every afternoon at a 30pm on afternoon live. Britains most prolific rapist has had his 30 year minimum jail term referred to the court of appeal under the unduly lenient sentence scheme. Indonesian student reynhard sinaga, was sentenced to life imprisonment earlier this month and told he must spend at least 30 years behind bars. He was found guilty of 159 sex offences, most of them rapes. The attorney general geoffrey cox said sinaga had carried out an egregious number of attacks and that it would now be for appeal courtjudges to decide whether to increase his sentence. Empty Business Premises cost taxpayers a billion pounds a year and thats prompted calls for urgent reform of the Business Rates system. Analysis by bbc news has found some councils lose out on millions of pounds of potential income because of tax relief being granted on empty properties. The treasury said it would announce a review of Business Rates in due course. 0ur correspondent david rhodes reports from middlesbrough. Our high streets are in trouble. Shops and restaurants are shutting as more of us stay away from towns and city centres. In middlesbrough, this restaurant has been open forjust six months, but the burden of its Business Rates bill puts its future in danger. Wed factored in a rateable valuation of around £12,000, and we got our bill through, and theyd valued us at 18,000. The evaluation, which ultimately means the pounds and pence ratesa means the pounds and pence rate bill that we have to pay, that the business has to pay or we get taken to court, will see us close. Business rates are a form of tax. Half the money collected is kept by local councils, and the other half goes to central government. When a retail unit is empty, councils cant collect Business Rates for a period of up to three months. Last year, empty Properties Cost councils across the country nearly £1 billion in lost revenue, with councils in the north being hardest hit. Middlesbrough council needs to cut its budget next year by around £1 million. Now, that could affect local Services Like the library, and empty shops cost middlesbrough £2 million a year in lost Business Rates. If that money could be collected, it could go towards funding vital local services. Empty shops, empty offices, empty anything that is commercial is a nightmare for us. We do get rates on empty properties, but theres a window where we lose money, and that adds up to a lot. The stupid, crude nature of Business Rates damages places like middlesbrough. Its completely unfair, ungoverned, and it doesnt work, and we need to scrap Business Rates. The government says the Business Rates system is designed to redistribute income to the needs of local areas and that it will announce a review of Business Rates in due course. But for retailers on the high street, they face many problems, and Business Rates arejust one of them. David rhodes, bbc news, middlesbrough. Prince harry makes his first public appearance since announcing he and meghan will be stepping back from front line royal duties. The nhs condemns what it calls shameful tactics by betting companies to fuel gambling addiction. Heres your business headlines on afternoon live the uk Housing Market got a boost after the general election, according to a regular monthly survey. The Royal Institution of chartered surveyors said its members saw increased interest from new buyers in december. But there were some quite stark differences across the country. A supermarket in leeds plans to open a section where shoppers can bring their own containers to fill with food. You still have to pay though. Customers at the asda store will be able to use refill stations for own brand rice and pasta, as well as brands like kelloggs cereals and pg tips tea. Its the latest major grocer to launch an scheme to cut down on plastic packaging. Asda uses around 65,000 tonnes of plastic a year. It was a mixed Christmas Period for british retailers. Major supermarkets have reported their slowest Festive Season in years. Shoppers generally cut back on spending late last year. But primarks owner says sales rose as a result of it Opening New Stores. Halfords sold a Record Number of childrens bikes the week before christmas. How are the markets . Ftse100 is down at the end of the day. Three main factors affecting the markets generally. 0ne, investors moving a little cautiously because some details around the big us china deal remain unclear. Secondly the retail results i mentioned, some downward pressure coming from the education Publisher Pearson and whitbread which owns premier in. They are both among the a after some disappointing results. Thirdly the Housing Market. House builders performing well and providing some support to the index after that survey i mentioned from december, which has boosted shares in the likes of persimmon and berkeley homes. Lets analyse that in more detail. Shanti kelemen, investment director at brown shipley, joins me now. Lets start with the housing survey. Do you think we can really look at that as a reliable indicator of a trend or could potentially be a short term post election euphoric bounce . It is possible. We will need a bit more data. We had some reports at the end of december about housing and the london market picking up, but housing transactions take a long time so they said more people are looking to buy homes but its a question of do the new home sales come through in the next several months. I think Mortgage Rates could support that, given there is a lot of competition in the banking sector, and we will see the bank of england talk about lowering rates so that gives support to the market. wa nt to that gives support to the market. want to pick up on the retail results. A mixed bag really, ithink it is fairto results. A mixed bag really, ithink it is fair to say, but one interesting one is prime arc. Its owner saying fashion sales are up, but that has to take account of Opening New Stores so it is notjust a simple like for like comparison year on year. A simple like for like comparison yearonyear. Yes, prime arc has been expanding a lot, they have good cove rage been expanding a lot, they have good coverage in the uk but in other places in europe and the us they dont have a lot of floor space and they have been opening rapidly. Their sales were up a , their sugar business was also decent, supported by commodity prices. The interesting trend is the move towards Larger Stores for a lot of these retailers because they get better yields and sales per foot, having fewer big stores rather than a lot of smaller ones. Another interesting set of results from whitbread, various interests the company has. Premier inn and also the pub and bar side of things. Yes, whitbread said they had a slowdown in their demand and lower revenue. It is an interesting indicator of how the business and leisure market is going in the uk but also their business has a lot of lower cost labour, people who might be on lower wages. Those wages will be on lower wages. Those wages will be going up, which is great for those people who earn their wages, but it will also have an impact on the profits of businesses that employ a lot of people in those areas. Whitbread definitely fits into that category. 0k, thank you very much indeed. There is plenty more Business News on the website. I think we can finish by showing you a quick glimpse of the markets. Those who havent headed off to the website might still be tuning in. They can do more than one thing at once. Not all of us the ftse100 ending the day down. The dax performing a little better but nothing really to write home about. That is all the Business News for the afternoon. Thank you very much. Pleasure. Here in the town of balmoral, ive been told that up until only three days ago some of these trees were still smouldering. So, yes, the rain has come as a much needed change in the weather, but can it actually help with the fires that are still burning . So we still want at least another couple of days minimum of decent rain that weve had today. That would have a big effect on the fire itself, potentially, hopefully, to either if not stop it, quieten it down quite dramatically. Well, i guess, locally, for us here in balmoral, the clean up comes to a standstill, because the machinery working in the mud, i guess, causes its own problems, the risk of trees falling over, the risk is high again with the wet ground and the wind there. There are concerns that wet weather could bring about landslides and flash flooding, and in fire affected areas, rain could then push debris of soil, of rocks and of ash into reserves and contaminate water. So, yes, cooler weather is a relief for so many people, but heavy rainfall can bring about its own set of problems. The last decade was the hottest ever measured on earth. One of the places most affected is antarctica, one of the fastest warming parts of the planet. It may not look like it, but this is one of the fastest warming areas on earth. 0ne nearby island is actually called penguin island. Over the past four decades, its chinstrap population has plunged by 75 . The numbers have dropped across the region as temperatures have soared, by more than five degrees over 50 years. That is about five times the global average. When we see Climate Change impacting things down here, glacial melt, warming oceans, more acidic oceans, penguins do really interact with all of those things. So do krill, chinstraps favourite food. They depend on sea ice to survive. After days of counting chinstraps on elephant island, the scientists invited us onto their ship to watch them crunch numbers from one nesting site. They have lost already 50 . That fits the pattern they are seeing on the island so far. A decline of around 150,000 chinstraps since the last major survey 50 years ago. Another sign this penguin population is collapsing across the region. It is dramatic to have a wildlife population decline by 50 and an exploited wildlife population, theyre not hunted. And you think Climate Change is the main reason behind it . It is driving almost all of the processes down here now in a way that they have never experienced before. Penguins are a lot like people. They need food and a Good Environment to thrive. These researchers say, if the world continues to warm, these birds can show us how other species, even human beings, will be affected by Climate Change. Now its time for a look at the weather with philip avery. Hello, it was a pretty decent day across the British Isles. In the south west we have seen cloud and wind and rain and that is because the low pressure and associated fronts that is generating the cloud, wind and rain is close by to north west of scotland. Its quite inactive weather front as well and it will hang around perhaps for longest with heavy rain across the south east of england so they could bea south east of england so they could be a lot of surface water and spray around for a good portion of the afternoon and into the wee small hours before we see the last of that front clearing away. The veil of cloud will help keep temperatures up across the south eastern quarter. Friday sees bands of showers working their way from west to east across their way from west to east across the uk. Close to the low pressure, wind and rain, while showering the afternoon. Still the highest of those temperatures down towards that south eastern quarter. 0n into the weekend, it is a colder and brighter affairand for weekend, it is a colder and brighter affair and for that we have to thank High Pressure, something we havent talked about so far this week very much, in fact so far this month very much. So we get to see the other face of winter. There will be some chili starts during the course of the weekend but there will be a lot more in the way of drier and brighter weather, and a coolerfeel what wind there is coming across the top of the High Pressure so it is north westerly and putting a dent in the temperatures. Back to six, seven or eight. This will be the scene on sunday morning with quite a widespread frost. Following on from that, gloriously sunny day. I think you lose that sunshine across northern and Western Isles is the first signs of the weather front begin to creep in. But that is another super day for the outdoors if you can make it. With the High Pressure sitting over the top of us, a word to the wise. Monday morning could be a foggy affair more widely across the British Isles so bear that in mind if you are travelling first thing. Today at 5pm a warning on Climate Change that the world is at a moment of crisis. Sir David Attenborough says the International Community has to start making life or death decisions. We have been putting things off year after year. Weve been raising targets and saying, oh well, if we do it within the next 20 years or if we do it. The moment of crisis has come. Well hear more from Sir David Attenborough and talk to the director for the centre for Climate Change. The other main stories on bbc news at 5pm.
