I doesnt mean the membership of the European Union, but it brings ukraine much closer to the European Union and symbolically, economically for ukraine, it is a very important move. This is exactly the agreement that president yanukovych refused to sign under quite a lot of european pressure. This is something russia was quite unhappy with, still unhappy with, the implementation of this agreement is postponed, even though ukraine will have some unilateral trade preferences going on from the moment of signing. But the important thing also coming from the european commissioner was that this is the treaty where not a single letter will be changed. The only change that can be done will be by new parliament. Military last night that the first of a new phase of attacks against Islamic State socalled had been embarked upon, and that was some air strikes about ten, 15 miles southwest of baghdad. But this is not shock and awe. These are small scale strikes against artillery position here, a tank there, a few armored humvees on a hill top. And as you say, all in support of an iraqi army, which ran away in mosul. So the americans have sent around 500 personnel to baghdad to try to rebuild the iraqi armys command and control, because what the u. S. And other nations have said is that they will not send ground troops. This will be air power. The americans and perhaps some others, plus the kurds and the iraqis on the ground. So as gabriel said, this will be a slow and incremental process. Reporter well, its a 30nation coalition. I believe that the United Arab Emirates has indicated it might contribute strike aircraft. They helped the u. S. In the air war over libya along with britain and france. Possibly qatar as well might contribute. Saudi arabia, while not hinting at any contribution of forces, could be one of the places that syrian rebels, for instance, are trained. There are ten arab nations in the coalition, the coalition that all went to paris yesterday. I dont think theyre going to make a military contribution or a significant military contribution either in the air or on the ground, but this is vitally important for the propaganda war. Islamic state has tried to draw in the americans. For them, a battle in syria, a battle in iraq is a holy war and its very much part of their messaging to attract new recruits that they are engaged in a holy war. It is therefore vitally important for the u. S. To demonstrate it has many allies, and most importantly Sunni Arab Muslim allies. And what about the question in syria . Because if the west is refusing to engage with the assad regime, but it also wants to take on i. S. , is there really a middle ground of moderates that can be supported and put in place . Were hearing stories about rebels who were previously fighting them considering whether to swear allegiance to them, so while the americans are preparing their offensive using proxies, things are changing on the ground. The question is how historic and what will help next, but the fact that this agreement which set off the ukrainian crisis back in november last year, when the former president Viktor Yanukovych postponed the signing of the agreement and this sparked demonstrations, which eventually drove him from power. This created the situation of disturbance in ukraine. Of course, we had the annexation of crimea, now the fighting in the east, and now the Ukrainian Parliament as well as European Parliament have ratified these agreements. Now, it is also controversial, as you say. The agreement has two parts, political, making ukraine stick to a Reform Program for politics, but also trade, and apparently part of the trade agreement has been postponed, or the implementation has been postponed. Very crucially, the fourth section, which requires ukraine to drop its tariffs to european goods, to introduce european technical standards, other things like laws on public sorry, on public tenders. But in general, this is being seen as a major move forward, and president poroshenko has promised that the reform period will go forward. For them to say wait a minute, we dont want our markets to be flooded by eu goods . Reporter well, yes, but the eu has said that their markets wont be flooded by eu goods. I watched a very remarkable speech by jose Manuel Barosa over the weekend in kiev, who said the russians were wellinformed of the agreement, that the eu went through from the very beginning about what this agreement meant and that they were not in danger, and he actually used the word lying when he said that the russians said they were not informed. So there is some question about what exactly the russians what they object to. Some people think that its the fact that they do not want ukraine to introduce reforms at all, become more democratic, and move closer into the east and away from the corruption and undemocratic system, which has plagued it for the last 23 years. Nobody came to help us. Youre the first person from outside we have seen here. Reporter the center of srinagar has been utterly destroyed by this flood. Everywhere we go, we find buildings flattened, roads washed away. But whats most striking about this disaster is the amount of anger there is. And increasingly, thats becoming a backlash against the authorities. After decades of strife between kashmirs muslim majority and the government, the flood has brought old resentments back to the surface. We have not seen this. We are angry, yeah. Really, we are angry. And they are helping us like they draw up with Water Bottles and biscuits. They were expired. Water bottles, they were 2009. Biscuits, 2009, 2010. Reporter more aid is starting the come in, like this mobile Drinking Water service. And the authorities insist theyre doing all they can. The government is not capable and will never be capable of reaching 100 of all affected areas immediately, and therefore, we have tried to reach those areas that are most in need of it. If youve been able to reach an area, it means its accessible. And if people are able to take care of ourselves, our resources are better tasked in areas where you havent been able to reach, where there is still four or five feet of water accumulated. Reporter indians are well used to fending for themselves. Yet in the heart of this historic city, many people feel their government has taken their resilience for granted. Theyre going to be responsible for training as many as 500 headquarters each week. The troops will also be building 17 medical facilities with at least 100 beds each. And 50,000 Home Health Care kits are going to be sent out to households in liberia. The World Health Organization says the outbreak has now killed more than 2,400 people since it began in march. And killing well over 2,000 people, including Health Workers, battling against the odds to help those most in need. For months, the International Community have been accused of not doing enough. Now ahead of two key meetings of the United Nations, and the u. N. Security council, the u. S. Ambassador made this plea. We can contain this. We know how to do it. And we must avoid panic and fear. But our collective response to date has not been sufficient. We must move forward aggressively in a coordinated fashion and together. Reporter its highly unusual for the United Nations Security Council to meet and discuss Public Health issues. But this Ebola Outbreak is unprecedented, and has become the deadliest on record. One key factor being blamed on the rapid spread of the virus is a shortage of protective equipment. The United Nations is calling for 600 million to deal with the crisis and is asking countries to send supplies, including trucks, beds, and doctors to the worst affected areas. The latest move is said to come from president obama, who is expected to send 3,000 troops to help build hospitals and train doctors. International efforts to combat the virus have been welcomed by the president of ghana, who has been critical of the response so far. With ebola, i mean, its a scary disease, so when it started, you know, getting people to come in and assist has not been easy. I do believe that the International Response was slow, but happily, its picking up. Reporter but in countries where Health Systems were already fragile, the promise of help couldnt come soon enough. And the Ukrainian Parliaments have strengthened a landmark deal. 12 nigerian soldiers have been sentenced to death for mutiny and attempted murder after shots were fired at their Commanding Officer in the northeastern city in may. The soldiers were angry after a convoy was ambushed on a road frequently targeted by islamist boko haram militants. Five soldiers were acquitted and one was convicted on another count, all denied the charge. Will ross is there following the story. Is it too simplistic to say these soldiers basically were worried about taking on i. S. Militants and thats the heart of whats happened here . Can you take us through the details . Reporter well, the boko haram fighters were know are very wellarmed and determined, and of course, many of them are brainwashed, so hardly fear death at all. So for the nigerian soldiers, they are always going to face a difficult challenge, and what theyve always been saying is we need better equipment. Now, this particular case goes back to may, when there was this extraordinary outburst of anger by the soldiers. As you say, they were upset because some of their colleagues had gone out on this journey and they saw that road as very dangerous. They were reluctant to go. They were forced to go. And when the dead bodies were brought into the barracks, these soldiers were so angry, they shot into the air, and then they even shot at the commander of the forces in the region. So turning your own guns, of course, on your own commander would be punished very severely anywhere in the world. But i think it points to some real key issues in the Nigerian Military, issues of low morale, and also weve had a lot of complaints from soldiers telling the bbc that they dont have the equipment to fight boko haram. Weve also had demonstrations by wives of soldiers saying dont send our husbands to the front lines, they dont have the equipment to take on boko haram. Too many are being killed. So its a severe problem the Nigerian Military faces right now, and the military is saying that this tribunal is a sign that it is a professional army that has rules and regulations, but for many nigerians, its just a very public example of the problems that are really undermining the fight against boko haram. The 200 schoolgirls were abducted earlier this year. Sentencing these men to death, you can understand it may be from a Military Point of view, theyre trying to say look, were going to take this very seriously, we dont want this to happen anymore, but at the same time theres going to be surely a massive reaction to that. Yeah, i understand the sentences can be appealed by the soldiers who all denied the charges, but yes, it is likely to send some shock waves through the military. There have been other examples of soldiers really almost staging a mutiny. Some of them have refused to go to the front lines. So there are clearly real problems that need to be addressed. And this will send out a shock wave, but i think from the militarys point of view, they had to really take a strong line to ensure that such incidences dent happen again. This was a very extreme case, but as i say, there are other examples that really show that the problems are undermining the fight against boko haram. Were also hearing reports of hundreds of soldiers that were on the way to the northeast. They were ambushed far further south. Were told none of the soldiers were killed, but a real sign of the problems of taking on boko haram, even getting trooped to the yir of operation, is proving tough. That is obviously extremely alarming for any government to hear. Can you just update us quickly on news of the 200 schoolgirls . Any sign of a return . Im afraid absolutely no news whatsoever from the Nigerian Militarys point of view. They say we are still determined to find them. The parents are obviously still absolutely desperate for any news. But all were hearing is that they were divided into much smaller groups and were spread out possibly over a large area, so it will be a very difficult task to get them back, even now, and no news from the International Forces that have been trying to help the Nigerian Military.
