Countries in europe. The controversial leader hussain raises violence in karachi. In the program a, unforgettable aaron is talking about being forgotten. Theres a right passed saying we all have the right to be forgotten on the web. Heres the problem . Who should implement it and who should fit the bill . Well ask who will be the winners and losers with the law . Hello. Sit midday in london, 7 00 a. M. Washington, 2 00 p. M. In the syrian capital damascus where despite three years of civil wars, tens of thousands dead, millions displaced, president ial elections are held. Theres little doubt about who will win. President Bashar Alassad seeking another term casts his vote. Its the first time in decades more than one name has appeared on the ballot paper. The other names are hardly known. Critics say theyre unable to campaign. Many call the election a sham. Some areas will not take part. No votes are cast in opposition held areas in the north and east of the country. More than 9,000 polling stations have been set up in government controlled parts of the country. The interior ministry is expecting a large turn youll. Jeremy bowen reports from the polling station. Reporter buses have been coming and going all morning. This is the National Water company. These men, all ive spoken to, say they work for the water company. There have been a few women. They get ushered straight in to vote. Everyone i spoke to said he or she is voting for president assad. This election has been criticized by syrians who have taken arms against the president and syrian politicians in exile. Its been criticized by western leaders. The british secretary William Hague called it parity of democracy. Now the people ive spoke ton in and around the regime say it is democracy. Look at this, people are voting in secret. Here is a ballot paper. Two candidates as well as president assad and this is all the promise of a better life. Now president a assad has genuine support. He would not have weathered everything hes gone through since the war started without that support. They buy those arguments. As far as the president is concerned, this is good politics. Jeremy bowen in central damascus. Lets speak to public advisor to the coalition president. Why are you boycotting elections . Democratic path is the only way forward . The Democratic Path is what the opposition has been asking for the vast majority of the plan now in power 44 years. This is not democracy. This is not a process that should be dignified with a response. Since theres interest shown, we have to remind viewers that democracy is not limited to voting. This voting is limited to areas under control by the regime. Even syrians who fled syria even supported by the regime, without the proper stamping at the border are unable to vote. We are looking at granting legitimacy indirectly to a genocidal maniac throwing barrel bombs to people and gassing children, starving people to death. Let us not talk about these elections. Let us talk rather about why the opposition and everybody who stands against this genocide is standing against elections. Isnt it a fact the opposition isnt united . Theres no way to form political front yourself . Were not discussing the unity of opposition. For 40 years it was unable to meet or discuss ideas. We are talking about the fact theres a regime, a plan ruling syria 44 years. For the last 44 years it has been assad. For the past three years he has been waging war on the people of syria. Those that rose democratic and peacefully the first nine months of the revolution. Who in the regime responded with bombs, sniping and torture. This is widely documented. This is what we must focus on whether or not the opposition is united. Nobody is saying the opposition should walts in and take over. Theres a process, a transitional governing body which the community is vouching for. This is what we must focus on not the fact we have the best opposition to focus on. 14 years ago assad stood unopposed. Now there are other candidates. This is progress isnt it . If you know about syrian politics, i dont know these have to be approved by the parliament which itself is a joke. It was changed several times over the course of the past 15 years. Everything was done in order to insure everybody if fake elections they could only be one winner. Let us not forget that North Koreans have votes and other genocidal killers in history held votes and elections in a number of countries. Let us not consider that voting means change, means reform. Look at the areas that are being allowed to vote. We cannot say this is more. I think its more. Its an offense to our Human Dignity that while these songs and dances are happening outside the voting booths. Assad is throwing barrel bombs. There are children who dont have leaves left from the trees to eat and are starved to death. Let alone the gas, the cities, entire destruction of the most vibrant parts of the area where the society used to live hundreds of centuries before assad came in power. Thank you for joining us in power. Thank you for having me. For more on the elections, go to the website. Plenty more information. Find out what the world has to say about the polls as well. A visit to poland, president obama is unveiling a 1 billion plan to strengthen the military presence in europe. In the opening remarks, president obama described americas commitment to the region as sacrosanct. Weve begun with additional troops and aircraft into poland. This is going to help our forces to train together. Its going to help our forces support nato air missions. Its also part of natos stepped up presence across central and eastern europe. President obama speaking in warsaw moments ago. Lets discuss this with bbc defense correspondent. Interesting the polish president said they would decrease defense spending to 2 of gdp. Is there any guarantee congress is going to support this . What difference is it going to make . Theres no guarantee congress will support. These are difficult times. With that said, its unlikely they would block this. There are republicans as well as democrats who see russia as a problem. In fact republicans who are rather annoyed u. S. Commitment to europe last year i went on the nato exercise. 200 u. S. Troops involved post ukraine. Suddenly military exercising taking place this coming week. You have seen a step up in commitments of asset, military jets flown up in the Baltic States and poland as well. The promise from president obama they would put more men and equipment in european countries. It has changed. Something big has changed. A billionle sounds like a lot of money and is a lot of money, but you have to bear in mind the u. S. Has an annual budget of 600 billion. Its not massive in terms of u. S. Spending. It is significant. Thats another point isnt it . U. S. Spent three times what other members of nato spent on defense in terms of protection of europe. Will other countries raise their game as well . At the moment only four committed to that 2 . Yeah. In that News Conference with the polish prime minister, the president you saw, president obama saying every nato member has to invest to carry out their share of responsibility, capabilities in the alliance. A clear message from him. Weve heard a clear message from the British Defense secretary saying other countries have to contribute more. Weve had year on year Defense Budgets cut in europe and increasingly for frustration. We had robert gates the former defense secretary saying america is getting tired of this. Youve got to pay your way. I think the european countries, given whats happened in the ukraine are beginning to wake up to that. Where do we go from here . There are other nato countries very concerned about what theyve seen close by. Where does this move now in terms of crimea . Has nato accepted crimea is lost to russia . I dont think youre going to get a Public Acceptance but realistic acceptance is the battle is already lost. President obama said he wants to see an increased military capacity, the phrase he used, on those nations that sit on the borders. So ukraine, georgia, mal dove. Whats the reaction to that . Theyre not going to sit back and accept this. What will that commitment but in terms of u. S. Military. I think it will be more training having big exercises on the doorstep. There probably will be some of those too. What we dont know is the detail. We dont know how many president obama wants to put into europe. This isnt going to be like the cold war. There were 350,000 u. S. Troops in the heart of the cold war. Now theyre down. I dont think well see cold war era military spending in europe. With that said, theres a realization of nato members. Its given nato a new focus. Afghanistan was asking questions what it was there for. Theyre now going to argue states of nato should be spending that kind of money, 2 of gdp on defense. This will give president obama added pressure to that. Thanks very much. President obama has defended the prisoner swap, the deal with the taliban to free an american soldier held for five years. Sergeant Bowe Bergdahl was released over the weekend. In return the u. S. Freed five taliban detainees held at began t guantanamo may. He said he had obligation to free them no matter the way they were captured. Still to come on bbc. 25 years on, we remember the tin men square. Highly controversial figure, strong support base in karachi. He has 20 members of the national assembly. Hes a big figure in the city and has been for decades. In the uk for recent years hes been up against inquiries, violence inquiries, tax investigations, Money Laundering case, and as you say back in 2010 a Senior Member of the party was murdered in london. Theres been an enormous Police Investigation into that which has not resulted in any arrest. The arrest is on Money Laundering charges. Selfimposed exile because if he returned to pakistan he would be prosecuted . He theres two things that could happen. He could face legal cases where various relatives say they lost people and he was responsible. A lot of murder charges said to be amnesty. Theres a legal picture there. Also the question of his physical safety and whether given his history in the city, the party is accused of violence and extortion whether he would be at risk if he went back there. Thank you bennett. 25 years ago, Tiananmen Square was the scene of protests. Thousands camped out in the square for weeks until Chinese Security forces made their decisive move. Hundreds even thousands were killed. 1,600 others were arrested. We have one of those that spent 17 years for arson. Heres his story. Translator when students went to the streets in 1989, ordinary people in beijing felt inspi inspired and wanted to show support. I lived close to the square and went there everyday. On the evening of june 3rd, gunshots were fired. Many young people stood in front of military vehicles and criticized the soldiers. The soldiers answered by pouring bullets on the crowd. Those who survived dragged the bodies injured to the sides of the road. They were really brave. The next morning i saw a group of people attempting to take three military vehicles. I was asked to help so i set fire to two pieces. They were not enough to ignite the vehicle, however i was identified and taken in by police. The police beat me and threatened to kill me. They wanted to know who burned the vehicle. Unwilling to let more get arrested i confessed i alone was responsible. I was in prison over 17 years. 25 years on june 4th, its still a solemn and disturbing event in my memory. I dont regret what i did. People need to know what really happened. Society is now too materialistic. Those who died didnt sacrifice their lives for this. We shouldnt care less just because were now better off. We should never forget. The day after Spains King Juan Carlos announced he was abdicating, theres an extraordinary Cabinet Meeting to approve laws enabling counsel prince felipe to take over. Lets go to bbc joining us from the monastery near madrid. There were demonstrations last night with people calling for the chance to have a vote on this. Has this a waken some republican tendencies with a real debate about maybe not continuing with the monarchy . Reporter well, tim, its definitely a section of Spanish Society that would like spain to become a republic. Numbers of demonstrations werent that big. We were watching to see if huge crowds would turn up. They didnt. That tells you even though a lot of people in spain believe the country would be better off as the republic, maybe they dont feel it to be so passionate last night. Today is about this military parade. The first moment weve seen prince felipe and king carlos together since the king announced abdication yesterday. Were at the royal palace north of the spanish capital, a place all of spains kings and queens are buried including king carlos father who wasnt king. The day is carefully choreography. Not far from the valley of the fallen as well built, hollowed out of the mountain by republican prisoners during the civil war. Just on the constitutional changes though, what is being discussed . Does this mean for example felipes eldest daughter will inherit the thrown even if he has another child, perhaps a son . The process is going to take three to six weeks were told. From today the extraordinary Cabinet Meeting to the moment the law reaches the parliament and is approved. In the final form it will be approved. The ruling party have the ma majority in the parliament. If the party hypothetically called for that type of change you call for, succession of the royal doesnt mean men take over women. Yes there needs to be some kind of constitutional reforms in spain, but now is not the time. My sense is were not going to see that move. Socialists would push for it. In the next three to six weeks i think it will be a formality we see the next king of Spain King Felipe vi. Thank you very much indeed. Stay with us. Coming up in minutes, the right way of dying. Most of us hope when the time comes it will be as quick and peaceful as possible. New figures suggest around the world nearly 18 Million People died in unnecessary pain in 2012. In many countries its did difficult to get access to pain relief drugs like morphine. Our Global Health correspondent examines this issue starting in central uganda. Reporter death is an everyday business here. Coffin shops are nestled in streets leading to the main hospital. Life expectancy is just 57 years. Betty was diagnosed with Breast Cancer two years ago. She couldnt afford treatments and the tumor grew to the size of a football. She was in agony for a year until she was found by a volunteer from hospice africa uganda. Translator the pain was too much before when i wasnt getting any medicine. It was excruciating. I had given up on life. I wished i was dead. The charity arranged free chemo therapy and access to the powerful painkiller morphine. Betty says her sufferg is now manageable. That morphine is homemade by the hospice here using cheap kitchen utensils and simple mix of morphine powder and water. One and a half thousand bottles are currently packed up into boxes. Theyll be put in the big ministry of health van waiting outside and taken to Community Health centers and hospitals around the country. Morphine is a controlled drug also used to make heroin. Doctors say exaggerated fears over addiction in patients means government wrongly restrict access to them. We need balance to medicines. We dont want them misused. The fact theyre not available has been thought of as responsibility of government to provide these medicines. If they dont, it amounts to torture. That is my beautiful baby ezra. 4,000 miles away, she is dying from a rare form of lung cancer. Translator ive talked over the end stage with my beautiful doctor at hospice who in fact is the source of great comfort. He described the usual way with people of my condition to go. We get sleepier and sleepier. In one of the sleepy times ill fall into unconsciousness. In one of the unconsciousnesses ill stop breathing. That will be that. The uk has one of the worlds best care systems. She deals with her pain like betty using morphine and also like betty, she says she wants to spend her final days with her family. Translator i never get fed up with looking at them. Both passed away within a few weeks of our interviews. They were given medical and psychological support at the end of their lives, something they said everyone in their situation deserves. Bbc news. Doctor Stephen Conner is along side me now. Figures are shocking. 18 Million People dieing in pain, people committing suicide rather than being able to bear it. Lets start with the risk of addiction with morphine. How big of a risk is that . Patients that take morphine when experiencing moderate to severe pain, its rare for patients to develop addiction. Addiction or Substance Abuse disorder is psychological problem not so much due to the drug but not persons personality. But culturally in afghanistan and libya which has no care system in place, wont be there cultural tradition to help people dying even if its opium . Families care. They dont know how to care. They have to be taught to provide the right care to family members and help with their suffering. What is the model youre trying to spread internationally here with countries who dont do this properly . We have a Public Health model we use to build the care. It starts with policy. You need to bottom up and top down approach. Youve got to have champions on the ground wanting the care to hah. You have to have the governments great policies that support it. Along with that a, you need at the same time medicine and education for health professionals. We can teach people how to do if care. They have to have the right medications. It seems extraordinary. The first hospice opened in 1974. Hospice is in the western world now. Its a common place this is for the right person, right place to die. A lot of them are run by charities. Are they much more labor extensive and expensive for countries to think about . Yeah. Hospice around the world is mostly care in the place the person calls their home. We have a lot in the uk, inpatient hospice facilitiefaci. Its not that expensive to have the care. It requires education, med sin and policy support to implement the care. In some areas it ends up saving Government Funds preventing unnecessary hospitalizations. Theres also a debate in the western world and in britain about who is in control of the care, whether the gp or someone working in hospice. Does that need to be addressed as well . A person in great pain needs more care. That decision should be made to make death as painless as possible. Yeah. Its always good if a person that has a life threatening illness stays with the physician that knows them. In most countries, the specialists can help those attending physicians to care for the patient more effectively. All right. Dr. Stephen conner, important issue to be discussed by all of us. Thank you very much indeed. Youre welcome tim. Thank you. Youre watching gmt. Lets discuss business. Aaron . Talking about the battle of europes right to be private on the web. Let me explain. Thanks very much. Today discussing this recent ruling that europeans have a so called right to be forgotten when it comes to information about them online. Since last months surprise verdict by lawmakers, google received 41,000 requests for action. Heres the question who should decide what is deleted . As regulators try to find the answers to this difficult question, others argue its newspaper censorship n. A moment were going to speak to an expert on challenges. First, jimmy wales, cofounder of wikipedia explain what is he sees as issues and what he thinks should be done. People keep talking about the balance between privacy and freedom of expression. In this case, the Court Ordered google to take down a news story legally published as true, published by order of court about a matter i say is clearly Public Interest which means google is in a difficult position of figures out how they can possibly know when something should be deleted or not. I do think the next steps would be to say to the European Parliament hey look, this is a mess. This is confusing. Its clearly going to impact the freedom of newspapers. Now people say you cant link to that article. I dont care like it. A better approach would be what are the penalties for leaking data if youre a company thats agreed to keep data private. We shouldnt start with censoring the newspapers. Eddie copeland heads up the Technology Division at the think thank policy exchange. Great to have you on the program. Granted google didnt write the articles some are not happy with. It directs us to articles people arent happy with. Its a tough one. If there is information inadequate or irrelevant people should have the right to get rid of it, shouldnt they . Regardless of whether people have the right, perhaps there are cases that is right, i certainly echo jimmy wales comments that should it be the place for private Company Behind lo closed doors to make those difficult judgment calls . Thats asked of google. I think its extraordinary for a law to be implemented in that way. I understand that. Sorry to interrupt. Who should make the decision do you think . I think if there are legitimate cases, that should be done in the proper legal process. If people are concerned about material, the liability is placed in the wrong place. If theres a problem with the content information itself on the website, let citizens take up their case with those sources. We shouldnt lay that kind of liability on google and many other companies who serve simil similar functions. Ive been doing research here. Apparently the ruling only applies to Companies Like google, facebooks. Lets starts up with a few users is not considered to have a reputational impact. Its hard to see how that would last long. All sides are essentially forming that same business model. The ruling we sought is preem preempting further implications. We think it will impact Smaller Companies. You should all bear in mind though theres a lot of startup, Small Businesses that rely on the platform technologies we call them that are offered by the giants f. Y. If you attack the giant whats theyre good at doing, you can pull the ranks from Smaller Companies as well. Briefly if you can please. This highlights the privacy gap between the eu and united states. What could that mean for businesses . I think its true today that its not just multinational firms that have operations on both sides of the atlantic. Even some of the smallest startups are starting and want to sell a broad. If youre from the u. S. , from their perspective, at the time the British Government calls on as much Foreign Investment as possible to come here to the uk, if we make it harder and harder for Foreign Companies to come here and comply with our regulations, theres a real risk we make it harder for business, raise the cost of business and deter the investment we want to see. They could go elsewhere also. Thank you for joining us from policy exchangexchange. Lets switch gears all together. Eight working years spent in it. Moscow is the worst in the world for it. Im talking about Traffic Congestion. New research out today shows Traffic Congestion in cities around the world is often focused on the secondary roads because drivers are always looking. We like to look for a short cut. According to the global traffic index that compares travel times during non congested hour, this is what they found. Moscow 74 added to journey times. In second place, 62 has been added ins i stan bull. Fourth and fifth spots go to latin american cities, mexico city. The u. S. City to make it on the list, can you guess what it is . Its los angeles. What can be done about the gridlocked world . Nick has suggestions. Here they are. Just adding lanes, it cost a lot. It doesnt solve the problem. Theres been no city weve seen thats been able to build its way out of congestion. Its using the existing transport system and infrastructure in a more efficient, smarter way. That needs to be done by drivers using Information Available to use other routes and dare to drive in a more intelligent way. Dare to dry other routes. Also from the authoritys point of view, really maximizing and managing the existing system in a better way. Theres advice for you. Hope youve got it. This week we are marking the 70th anniversary of dday when tens of thousands of allied troops landed on the shores to start the second front in the war. The Weather Forecast predicted whether the conditions were good enough to stage landings. Months and years of waiting were over. In early june 1944, thousands of men and tons of equipment were massing on the shores of southern england waiting for the moment to launch the dday offensive. There was one thing crucial to the success and timing of that operation, the weather. Poor conditions would jeopardize the whole invasion preventing aircraft from flying and ships from landing troops on the no normandy beaches. There was enormous pressure on weather predictors, to predict five days ahead. The man at the sharp end of the whole operation was Group Captain stag. The technical use of weather, to pick out some interlude unknown to enemy sources to allow us to make use of it and catch people on the other side unaware. This meteorologist explained the difficulties stag had to overcome. His judgment was brought to bear amongst forecasters which were different. Advances werent like it is now. Yeah, it was just his strength of character and perception that got us through Weather Forecasting pressured enough these days. Imagine 70 years ago when decisions of forecasters prepared aircraft like this heading to dday would predict the outcome of the second world war. These weather charts recently discovered show the germans had before knowledge of the atlantic than previously thought. The allied commander made the right decision from wrong information. It seems the germans may have won the battle of the forecast, but if the invasion had been delayed until two weeks later, history would have been very different. Bbc news. Importance of forecasters.
