Both them and this was a theme that came up is that the sort of once children get into this sort of sense that the sort of no hope and everything's terrible and there are no opportunity that becomes a sort of self-perpetuating absence of ambition and unable to see that life could be different I think actually the real I guess recommendations of this report is government trying to give communities and local authorities far more power over sort of social issues because there are some fantastic community projects in hell that are trying to address this problem and trying to sort of break the cycle of sort of the absence of opportunity her parenting is so important in this how much of it is just down to parents having the right attitude and doing right by their children. Of course parenting's obviously extremely important but there are things that you know parents can't do there are things that only communities can provide there are things that actually sometimes only government can provide you know if you're already well I mean for example if you've got you can't get your child into a good school locally you know there's a limit to what parents can do if all of your schools are below standard all are not performing then you know save driving a child 50 miles trying to get into school and I feel often you can't get your child into school far away then you're very limited in terms of what you can do if you can't afford to pay for education the same in health wise of this sort of cultural gap it seems according to this report using the tempo Shia parents in the south but parents who seem more determined to get the very best for their children why is there a north south divide in terms that it used to do you think well I mean I think again this is a broad brushstroke it's quite difficult to say that the whole of the South has it one way or the whole of the North is a different way I don't think that's necessarily the case you know if you drill down this huge variation within regions in and you know areas like education you see that variation as well you know then it is north is universally bad of the South University good idea maybe not but not certain how it's being dressed up and being reported this morning and I wonder why you think that might be the difference is it linked to the socioeconomic factors. Well again I think I disagree I think that it's linked to the opportunity to start clearing a town you know if you've had good opportunities then you're probably more likely to encourage your children to have such opportunities if you experience the sort of aspiration in the culture of aspiration then you're far more likely to pass that on to your children and with that I think it's historically that a story absence of life chances I think that kills this cycle of aspiration of the cycle of social mobility Yes So we see it's historic that it is as you mentioned earlier on is something that self-perpetuating very very difficult to get after the you know for example you know whole City of Culture everybody's pinning their hopes on you know that might turn hollow around but what does it take do you think to to actually to kill that cycle as you say but I think the city of culture certainly a very positive sort of move and feeling and hollows obviously exchange the positive about that but you know also the sort of the green jobs that are now coming into the city I think are also extremely positive providing opportunities for sort of local people that have to move out find work but it's also about community projects you know it's about trying to break the cycle of deprivation and the absence of opportunity through really targeted local seems you know ultimately that's the only way you're going to tackle this you say that the feeling is very positive about things like whole city of culture and about the jobs that are on the horizon thanks to renewable energy and of course we as a radio station and as a part of the city of culture it's our job to be positive about it and we certainly are positive about it if you go on the street and talk to people actually a day they're a little bit cynical about it because you know because they are in this cycle of feeling that there is nothing for them and that hole has been left behind so even when you have got those kind of prospects on the horizon and people are still saying things well you know what's it going to do for is it really going to help. To Michael and the children's commissioner says that parents should be pushing but that implies that children that the parents know want to do that parents have been given these privileges in the way they know how to to hold themselves and to have that attitude it may be that they lack the confidence and the skills and actually basic skills to be able to say no this isn't right I'm not you know this is this is what I want for my child absolutely we're talking about 3rd and 4th generation unemployment now in whole and these parents are very downtrodden some of them they're living in a cycle of. In themselves they lack the confidence to go out and have a voice for their own children actually and they haven't had the experiences that we're providing for their children so they don't really know what exists out there for them and what can be done about them other organizations schemes for example that can help parents get out of that cycle so that they can push their children forward and hopefully get a hold of that generation after that cycle I think from our perspective we don't engage directly with parents but what we do is inspire their children to want more for themselves and then that will in turn make them want more for their own children so we're breaking that cycle of deprivation and that way I'm sure there are programs and whole that are directed at parents but we're dealing directly at the children up on a course if a child is really excited about experience that they've had so if they've been to London and that's been a phenomenal experience for them and they come home and they're talking about it and they're excited that will rub off on their parents a bit and I have worked with a few parents and had conversations with them and their lack of self-confidence really does affect their ability to sort of represent for the children which for the children now the last half hour we were speaking to the Lygon some institutions like to be a think tank have done some research and Sally told her about the impact of City of Culture now for you this represents a big opportunity absolutely yes we're so excited about City of Culture I think for children and Hall and families and whole they don't think of Hall as a great place to live and they're not proud of being from the city and that is a big part of the bigger picture that if you don't have pride in the place that you live it's very difficult to have pride in yourself and want to do things and be motivated so City of Culture is a great opportunity for all to really get on the map but more so for the children and families and whole to actually participate in some cultural activities and get involved and see the whole is a great place to live it's a wonderful place to be and there are so many opportunities here for young people but we've got to show them the opportunities that are out there so that they know they exist and I think that you are acting is that Lincoln you know it's after the children's university that she's. She's what is needed isn't because as I mentioned earlier on to the lady who was speaking to you from the dots and the masses of people in whole who don't believe and understandably so don't believe that whole city of culture is anything for them I think that's true I think if you're out on the council estates some of the conversations I've had with children they don't even they didn't for a while know what culture City of Culture was there's no idea that it was coming they didn't know how it would impact on them so it is really important for City of Culture to have the 3 each and we're working really closely with the no limits education program to offer as many opportunities for children in hall to participate in City of Culture we've got some really incredible events coming out for the kids and this is how an organization like yours helps redress this balance that's why we're talking to you this morning and particularly this brilliant Facebook and Twitter video which is doing the rounds if you haven't seen it have a look it's all over the place I was on my Twitter feed digital this really inspires pride in children and a great example of how you're trying to close this divide I'm so proud of digital it's going to be an absolutely brilliant platform for schools to use during 2017 it's been funded by the no limits program at 2017 and the idea is that it's an online art gallery every school will have their own page on the online art gallery and they'll be able to upload all of their content that they create Jaring 2017 and our vision is for every child in the city to upload a piece of content on to digital website we've got a Twitter feed digital 2017 you can follow that through that wonderful video is the responses that have been incredible you know the emotion from people about what it's meant to them to watch that video that maybe even Peta leave you with a soft. With tracks owned and run separately from the train services then the idea to change them would really be to get one single management team a joint management team really to look after each franchise so where that might be virgin East Coast Great Western Railways whatever it is the train operating company and then people from Network Rail would have to work together to try to deal with any problems which in the past it's been quite frustrating to sort out because each side tends to blame. And what will we notice then Emily as passengers. Great that are trying to do something about well this project will look at inequality between different communities as well as the north south divide part of it will be guided by young people they'll talk about their ambitions their experiences which is why we wanted to speak to Terence Smith he is the youngest man in England aged 19 Terence he became the bearer of cool I did yes great on a really in the studio with his now what do you make of what you heard about this report is it ring true I think the the report does ring true and I think it's finally confirmed what we were worried that did exist especially in young people it really is depending on where you live to plans on your opportunities we commissioner says that she thinks parents need to be pushy in the Noles we talked to Natasha about that of course us that's full of problems as well because you've got parents who are very confident themselves then it is a self-perpetuating problem that's going to carry on for generations would you say that you have pushy parents and that it's partly down to them that you've become a success I wouldn't pushy parents I still have to have parents that supported my decision really what I did in my children and what I've done by a mare was really my own decision and came out of my own self determination but a supportive family helped really useful into what I've achieved so not so much maybe pushy parents because that can lead to problems where kids feel pressured and so to famine. Please but a supportive family I think is definitely courage him and her family who know how to fight your corner who have the confidence to do that and in terms of their speaking to teachers for example definitely it's one thing that I have to give credit to my family's been able to speak to my teachers and been able to fight my corner every possibility so really it's also not being scared of teachers we've got a member there they're humans at the end of the day you know they're just doing their job so really don't be afraid to go and speak to CIO or teachers even if your child and parents are just trying get the best you can of your opportunities I think in some pushy parents is perhaps a bit of a media misnomer we're talking actually about parents supportive invested in their children's future and then clearly you are only the look he wants but in your parish for people growing up in goal. Setting the national press will point out goes an opportune an example of where opportunities are scant. Definitely I think that there is a lot that could be done for young people but there's a lot there for young people already in goal we have a fantastic large Scout Movement which I was a part of which has really helped me and that helped a lot of other young people and there is a lot there for children for go but there's a lot more that could be done and I think that needs to be the priority for the government is to do more in northern rural towns and you think it's as simple as a north south divide because you know that we've plenty of people in parts of the south of also lacking opportunities I mean earlier on I was trying to think you know is it because they're closer to London it's easier to get to London for the culture opportunities but you could be half an hour outside of London and have never even visited If you haven't got enough money for the trains are absolutely I mean it's one thing that we are very lucky for in the north is that we will cost of living is cheaper than living in the south but then we like you say we don't have the the cultural aspects of London but then we've got the cultural aspects of whole and we should be grateful that So really people in the felf are going to be in the same situation people in the north it's not just simply the loft or tried like so it's a communal divide and it's a divide that's bedded. I work in schools colleges and universities industry and hospital settings and the people I see on a day to day basis are actually saying to me you know this is happening to me takes an awful lot for someone to come forward and admit to that type of domestic violence but it's it's only increase. They've lived in a hole with other international students they've not met other people it's a chance to get international students a touch of what Britain is about and is a chance to get host a wider view on the the world and to meet some fascinating people and of course it's very helpful isn't it because these students who are living in holes either they'd be on their own for Christmas because the cost for to go back home for that short period of time. Or at the very least would I mean with the delays allowed to stay in halls if that over the Christmas period or they closed up various we've had student heard of students who had to move to a different hall over Christmas because their holy shirt we have had one student who was going to be on the road in the hall for 40 people at Christmas we took another year which were extra student 3 that Christmas it was great you got to be able to staying with you you're they've got to have a room we can ask as overnight as if they are happy to share trading badness in one room and almost invariably they are so they meet somebody else as well although they come with another student friend is certainly something I would recommend I'm brought up in a house where my mum and dad took in foreign students as large as he were here for a short courses at the university and they were invariably they were people from abroad and he said they develop Maine as a person I like to think it made me to know I am today I suppose.
