Investigators say the woman swerved her car on to the busy strip 23 times, they are reviewing civilians video trying to figure out why this is happening. A chaotic scene after a driver crashed into a crowd. She was running over everybody. A female driver ran over dozens of people near of the paris casino hotel, planting hollywood, the venue for the Miss Universe penalingent. Like the group of people. And ran over three people. Children, families, what is going on. This is las vegas. This is christmas. Reporter witnesses say the driver steered on to the curb multiple times. It looked like she was not trying to stop the car. She had both of her hands on the wheel. Reporter investigators ruled out terrorism, but say the crash was done on purpose. Reporter police say a child was in the car. We know that there was a toddler in the vehicle with the driver, who is three years old. That toddler is unharmed. Reporter some witnesses tried to stop the driver. People were punching the windows to get the child out of the back seat. Reporter police have not said whether they think the driver was under the influence, and expect to announce charges in the coming hours. Thank you very much. Lets go to vincent hill, a private investigator and officer in nashville. Thank you for being with us. Authorities saying this was intention am. Will they look to see if someone was in the crowd that she may have wanted to now down. We could go that route, or any time someone is under the influence of drugs or alcohol, whatever it is, you are responsible for the actions in the vehicle. It would be unintentional if she had a medical continue or fell asleep and was not aware of what was going on, its clear she was aware, she left the kerb, went back to the curb. Any time drugs or alcohol are involved, they are held intentional. So what separates this act from an account an of terrorism. Well, i think we would have known quickly that this was not terrorism, she would come out screaming, whether she was radicalized. Islamic terrorist or whatever. What you have to look at and where she came from, i believe she came from oregon. I dont believe this is an act of terrorist. Its drugs and alcohol. I can remember a time i was in nashville, we got into a pursuit lasting several minutes, when we pulled a young lady out of the vehicle. She was under the influence of drugs. In her mind she said there were little green men shaking her. Drugs and alcohol can make you do strange things. This is the tragic outcome of it police this morning have yet to identify this woman. Is that usual . Yes, i think its unusual, but i think right now what police focused on more importantly is finding out why she did it. There was a 3yearold in the car. They had to care for the 3yearold making sure she is taken care of. I am sure shell be taken into safe custody. Theres more that police are worried about than releasing the identity of the driver vincent hill, thank you a friend and former neighbour of the one of the San Bernardino shooters is expected to be reigned. Temperatures are beginning to rise in parts of central and western new york state after a taste of winter over the weekend. As much as a foot of heavy snow fell. While a few areas received three feet of lake affect snow. Therell be high winds, difficult driving continues this morning. Is they say in new jersey, if they think about a White Christmas. Forget about it. Im dreaming of a White Christmas, we will not be getting it. A system in the west is the best chaps for a White Christmas. The eastern half of the country falling under the warm air again. Starting to ratchet back up with the heat. The snow we saw in new york, a lot of that will be melting quickly, and rain on top of that, that chews away more. You can see anywhere from the gefl to the great lakes, the heaviest, 23 inches, cumulatively. We see places. That would be the one spot. Images may be disturbing. Reporter these Kurdish Peshmerga repelled an i. S. I. L. Attack. Dont approach the body, the soldier can be heard. Its a dead suicide bomber. They say most i. S. I. L. Fighters are foreigners and take drugs from the attacked peshmerga positions. Later they drag a body this the fighter says. This one goes this is our land and well fight i. S. I. L. These are some of the intense fighters. You the kurdish fighters say theyve been able to defend their positions. I. S. I. L. Knows about the peshmerga. The weapons left behind by the filers, launching multiple attacks on the front line. Soldiers say they have killed more than 100 fighters in less than a week. They told me that the number of Suicide Attackers used by i. S. I. L. Shows that its desperate. But the first attacks took the peshmerga by surprise. They thought they had pushed the group back. The attacks are taking a toll on the peshmerga. More than 2 dozen fighters have been killed and 120 injured in the last few days. The continuing public is concerning human rights observers over the treatment of the dead and how they are treating captives. After the battle, they dispose of bodies in a humane manner, and i. S. I. L. Never showed interest in a prisoner swap. As the fight intensifies, the main priority is to keep i. S. I. L. At bay. To analyse the latest in the battle against i. S. I. L. , the latest we are joined by doug from washingtons. During the democratic debate. Hillary clinton and Bernie Sanders emphasise the meet for a middle eastern country. Listen to what senator sanders said. This is a war for the soul of islam, the troops on the ground should not be american troops, they should be muslim. I believe countries like saudi arabia and qatar step up to the plate. Contributing the money that we need and the troops we need to destroy i. S. I. S. With american support the only effective fighting force we see on the ground is the peshmerga. How realistic politically and militarily is what cher calling for. A Coalition Force of muslim countries . I think its unrealistic that we see a Muslim Coalition that is going to bring troops to syria or iraq. The idea that they are going to generate an arab foreign legion that will come in and do the Ground Fighting is a stretch. The saudi announcement is 34 nations, some coordination in riyadh recollects including egypt or saudi arabia, that would be capable of getting boots on the ground from syria or iraq. A couple of countries are theoretically capable. The egyptians have an army, the pakistanis have an army. They wake up and are aware they were involved in the coalition. In general. These are not countries that have dedicated resources to generating strong Ground Forces that can pick up and be expeditionary, so its unlikely well see Something Like that. We hear military analysts say that the only way to defeat i. S. I. L. Beyond a containment is a ground force. Thats absolutely true. U. S. Air power can help. U. S. Intelligence can help. You have to have someone on the ground that is doing the dirty work of digging the fighters out of cities and other places that they grab. We have that. We have the peshmerga in the north, and the iraqi army in the south. Since the fall of mosul, they have done well. Recapturing tikrit. We hear news about the signing of ramadi getting tighter and tighter. We have partners in iraq. They were shrugging trying to figure out how to get someone to work. Its not just contained in iraq and syria, theres a story trending about how a radio broadcast in afghanistan. The question was if a political solution can be reached, if i. S. I. L. Can be detained or defeated. Will it stop i. S. I. L. Spreading in afghanistan or libya . Youve identified a real problem. Theres several layers to the problem. We have i. S. I. L. Core, so to speak, that is in iraq and syria. Thats a problem. Then we have affiliates popping up around the world, in libya, egypt and afghanistan. And were we to eliminate that. What does that do about the network of supporters in paris, and for that party in San Bernardino. Is eliminating the i. S. I. L. Strongholds in iraq and syria, and libya and afghanistan going to do anything about lone wolf attacks in the west. I think the answer is not. Well get into the diplomat rick solutions in the next hour stephanie, there are now developments in connection with last months attacks in paris. Enforcement authorities carrying out more raids in brussels, arresting five people over the last few days. Not clear what role any of those held have had in the attacks. Belgium police are looking for the man suspected of being the key ringleader in novembers attacks. A Major Political shakeup in spain. Voters backing two new parties. Al jazeeras Barnaby Phillips tells us the countrys Prime Minister will honour the vote and work to form a united government. Its the strangest victory celebration you will see. At the hours of the popular party, they were trying to work out what it all means. They came first, but with the lowest share of the vote since the 1980s. The mood reflects the atmosphere of political confusion. The Prime Minister fell short of a majority, and its difficult to see how he can build a stable coalition. All this means that spain could be in for a prolonged period of political uncertainty. But when Mariano Rahoy came to speak to supporters, he insisted that he would stay in office to lead spain to economic recovering. There are still a lot of people in difficulty. We need to create a lot more jobs. The spanish need a government with Parliamentary Support. I will seek a coalition government. On the other side of the town they were celebrating a political earthquake. The antiausterity party has burst on to the scene, and will now be a major force in the new parliament. For many young spanish people tired of corruption and unemployment, it is the future. We are very happy for the fact that in spain the turn, the two party system has ended. And the next political era in the country has started for the socialist, this was not a good night. They, too, recorded the worst result in decades. Yet such is the lack of clarity that surrounds this result. They could be crucial partners in any future coalition. That leaves the citizens party, a new supports that could play a prominent role in the manoeuvring to come. The citizens tapped into a dissen chantment as with so many elections, its the economy, economy, economy. Unemployment there is still at 21 in the wake of the financial crisis. When we come back, hope for a. L. S. Patients. Technology allowing them to communicate even as they lose their ability to speak. See what lies ahead for molly crabapple. Who emerges from life unscathed . I lived that character. We will be able to see change. Welcome back. Time to take a look at todays top stories. A young woman undergoing alcohol and drug testing after these say she intentionally mowed down pedestrians on the las vegas trim, one dead, three dozen injured. A toddler inside the car was not hurt. A man accused of helping the San Bernardino shooters is going to be arraigned today. He was the former neighbor of sayed farook. Marquez planned other attacks that were never carried out. On poll. Schools are closed w hampshire today. They hope to have schools open there tomorrow. Joining us now, morning conrad, superintendent of the schools joining us by phone. Thank you for your time. Please update us on the threat. Good morning. Essentially, the information is the same as last night when we made the decision to close schools. This weekend, a School Administrator received an email with very specific threats to both of our two high schools, which constitute about a third of the students in our community. The threat was specific to the date. It was for today. It was specific to our two high schools by name and it gave the means by which harm would be done for students and since the Police Worked very closely with them yesterday, but since they were unable to determine the source and verify whether it was credible or not, we decided to err on the side of caution and close all schools for the day. Since it was specific to today, we have every reason to believe well be able to open school tomorrow. From a parents point of view, i think what happens between today and tomorrow that makes you feel safer sending your child to school. Well, i hope parents feel safe because they know as a district weve worked to keep safety upper most in our mind and in the action that is we take. Ill be in communication with our police chief today to see if there are any developments and certainly if there were any developments that might indicate there was reason to be concerned beyond today, we would take a look at that, but i would also say if we dont have any specific threats past today, i believe it would be very safe for the students to attend our schools. Again, we couldnt rule out that it was credible, so we decided to err on the side of caution. Any idea whether police think this threat is coming from someone inside the school or someone outside . Well, i think at this time, they are withholding details because it is an active investigation. I will say as another measure of safety, the Police Last Night and a number of Police Agencies swept both of our high schools, did not find any cause for concern in what they saw, so were doing everything we can to be cautious, but its still an active police investigation, so they are not releasing some of the details. You know, as you know, the Los Angeles Unified School district canceled school a few weeks ago, an unspecified threat. A school in North Carolina did last week. Is this the new normal for School Authorities . I think time will tell whether it becomes more of a pattern. If it becomes a pattern, School Systems may decide to deal with it differently. These are difficult decisions and i dont know what the los angeles threat was specifically. It may be very different from the threat we received, each Community Superintendent working with their Police Agencies have to make that determination for their community and i think theyll find most err on the side of caution particularly in these times. Parents are very concerned about the safety of their children which is one of the reasons we decided to close the entire district, because if were saying two of our schools housing four of our grade levels of unsafe, we just felt that many parents would have determined to keep their children away from School Stayed and i think it made sense to be cautious so that when we do open, we can say to parents we are focused on safety and believe it is safe to reopen our schools. Superintendent of the National Public schools mark conrad, thank you very much for your time, sir. Turning to president ial politics, theres a new poll out ahead of next months Iowa Caucuses and that ted cruz topping republicans. The survey showing cruz with 40 , donald trump sliding now second at 31 , marco rubio is third, and dr. Ben carson has now fall to know fourth place. Cruz spending the weekend campaigning in alabama tying to solidify his support among souther evangelical volunteerser, considered to be a key voting block in the rails for the republican nomination. As for donald trump, hundreds marching out the trump hotel and power sunday were upset about what they say is trumps racism. He was called out saturday by Hillary Clinton during that Second Democratic debate. He is becoming isis best recruiter. They are going to people showing videos of donald trump insulting islam and muslims. She made it up. She made it up. It was a sound bite. Trump saying that clinton lies like crazy about everything, his words. Afterwards, a clinton spokeswoman saying there is no particular video to which she was referring. A political consultant and former advisor to new york senator Charles Schumer, mr. Tobin, thanks for being with us. Good morning. Lets begin with the fight against isil. Hillary clinton saying we are finally on the right track, although most americans polled believe we are not. Does that help or hurt her. In the primary, its of no consequence. In the general election, i think it does hurt her. So say we are on the right track, it implies we were on the wrong track. As secretary of state, she had responsibility for setting policy in europe and the rest of the world. Is National Security more important than the general economy. Generally republicans fared better on issues of National Economy than international affairs. Is Hillary Clinton considered to be huer hawkish than most democrats . I dont think Bernie Sanders or Martin Omalley are the ones to give her problems. That will be in the general election. Hillary clinton saying donald trump is being used by isil to bring in new recruits, experts say there is nothing to back up those claims, now saying there is no video. Trump said she is a liar. Your take. Certainly anything to move more moderate even further sort of center right muslims to feel as if they are not welcome in the United States and western europe even more thats the case, does benefit isil recruitment and certainly trump is going a long why toward making that happen. Its common sense. I dont know that liar liar pants on fire is a mature or appropriate response. Theres an interview out this morning in which president obama is telling n. P. R. That trump is having some success because they say he is playing on blue color anger. Take a listen. Particularly blue collar men have had a lot of trouble in this new economy where they are no longer getting the same bargain they got when they were going to a factory and able to support their families on a single paycheck. Is he right and if so, is he calling attention to his own shortcomings . Yes and yes. Its no secret that populists generally benefit from periods and feelings of alienation and uncertainty especially when previous social contracts are no longer advancing certain demographics the way they used to and yes, trump is filling the vacuum that the president s created by for example turning back to international affairs, miss tepid mealy mouthed response to terrorist attacks. If president obama had fixed things with those blue color workers, they would not be angry. I dont know how you fix that, these are International Economic forces, but more could have been done. If we are talking about den gas and donald trump, is donald trump the best thing to have hit the Democratic Party . Absolutely. Its burning calendar days and the more people of talking about donald trump rather than actual policy differences between the candidates, benefits Hillary Clinton. Ted ruses rising not polls, democrats are shying. He is more a politic version of donald trump, but the hillary campaigns more concerned about running against marco rubio than ted cruz. Thanks for being with us. Thanks for having me. The family of former president jimmy carter is in mourning today remembering 24yearold jeremy. Its been active through the northwest and yet another system today moving in. Today is the heavier rain, but we still have chances the next couple, as well as all this moves in. The heaviest stuff, northern portions of california could get over a half foot or more through the rest of today and more as weed a tomorrow. We have cold enough temperatures, you can see some of that is snow, especially once we get a little elevation. Even at the lower levels with that weve got 35 in spokane, 43 in seattle. Thats going to be one of our problems with this system. All the pinks and purpose else, those are different storm warnings and advisories. You can see widespread areas that will be getting snow. A little flash flooding concern. Thats where well see the highest winds. This stam has high winds in general, but along the coast not out of the question, we could see 80mile per hour reports out there, this could be hurricane force. This will continue to blow that snow around and reduce visibility. Through the next couple days, more of this starts to move interior and eventually we already have the moisture in the east coast or the central, that will blend in with that, so that portion of the country will stay relatively active, as well. Heres that entire forecast into the day tomorrow. What we already have in the eastern half of the country and this system will continue to pull out more, pretty write spread to the snow. Some place have had record snow in portions of the west and rockies. Thats great news for the snow pack and exciting if you like the winter sports, so really our sides of country are pretty well divided. Heres a look at the two different systems out here. This is the one on the warm side, so this is more of a rain system, even a chance of stronger storms tomorrow and wednesday, but temperatures, very cob drafted from one side of the country to the other and it will stay that way for much of the holiday week. Ok, nicole mitchell, thank you. This morning, the Thai Government said it hasnt seen exports of seafood slowing down, even as pressure gross amid widespread reports of slave labor harvesting fish and some rich. We have more. Thailands seafood industry is built on migrant labor from neighboring countries, particularly myanmar. Wages are low and theres evidence of abuse. This boy works up to 18 hours a day, putting labels on tins of tuna. Hes only 16 and doesnt want to be identified. Its legal for him to work full time, but with certain restrictions, like not working past 10 00 in the evening. Sometimes, i do every time. I finish at almost 1 00 in the morning, or even at dawn. All extra work is supposed to be paid as overtime, but they dont pay me as they should. He works the golden prize, a large tuna Processing Company just outside bangkok. The Company Sells 230 million worth of tuna to overseas markets each year. Management wouldnt comment and instead sent security to move us on. The issue about price is about wages and overtime. They dont get paid as much as they should. They are paid less than what is stated in the labor law. Recently, about 1500 staff walked off the job for a day in a bold protest. Negotiations between the workers and golden prize have amounted to nothing. This is certainly not an isolated case. In fact, thailand has always had a problem with labor rights particularly when it comes to Migrant Workers and its an issue that could be about to hurt the economy. The European Union that put the seafood industry on notice. It will decide soon whether to pan owl imports of products from thailand because of Illegal Fishing practices and labor issues. We can say that we are not perfect. In thailand, we have about three or 3. 5 million Migrant Workers. Nobody can clean up 100 , but at least we have the mick nix, we allow the press, we allow the n. G. O. To monitor us. Thailand military government has altered labor laws and introduced tougher punishments and some companies are making changes, but for workers, the law will mean nothing unless its enforced. Anyway. Well, molly crab apple is an artist and activist as her work as a sketch artist that taken her around the world. I spoke to her about the profound message behind her art. Your memoir, drawing blood starts with a scene of you drawing the mastermind of the 9 11 attacks. Why did you start there . I was summarizing everything paradoxical about art. I was sitting in this Kangaroo Court in Guantanamo Bay drawing the man who probably murdered 2,000 of my neighbors and while i was drawing him, i was breaking his face down into lines and angles. It sort of sums up everything that merit is about and it is taking something that is this moment that shows the raw edges and horrors of the world and combining that with esthetics. Ive been to many places where bad things are happening, but guantanamo is our thing, the american horror. It is a place where when i went, they were forcefeeding and torturing really dozens of men, while at the same time there was a cheerful gift shop that sold tee shirts saying it dont get more better than this. It was a place where terrible crimes against humanity were were done with a chipper smile and down home accent. I think that is why it struck me so deeply, even though obviously ive been to places where city blocks were being flat bombed and car bombing a garage near a refugee camp. I think guantanamo hit me closely because it was so intrinsically american. Another cargo on the way to the International Space station, taking off from kazakhstan this morning. These are difficult decisions and i dont know what the los angeles threat was specifically. It may be very different from the threat we received. Each Community Superintendent working with their Police Agencies have to make that determination for their community, and i think youll find most superintendents err on the side of caution, particularly in these times. Parents are very concerned about the safety of their children, which was one of the reasons we decided to close the entire district, because if were saying, two of our schools housing four of our grade levels of unsafe, we just felt that many parents have have determined to keep their children away from school today. I think it made sense to be cautious so what when we do open, we can say to parents we are very specifically focused on safety and we do believe it is safe to reopen our schools. The latest negotiations broke up this weekend without a deal. U. N. Officials are approaching the new year with optimism. Emma hayward reports. After nearly nine months of conflict, this is what a ceasefire looks like on the ground in yemen. Fighting on the streets of the besieged city of taiz. Each side has accused the other of violating tuesdays truce, negotiated in switzerland. The meeting ended with no end to the war, only an agreement to meet in january in ethiopia. We are far from a ceasefire. What happened is very, very worry for me. I am hopeful that we will achieve a ceasefire. In recent days, forces loyal to yemens president hadi have been making gains against the houthis. Progovernment forces say theyre also advancing toward sanna. We entered the province from every direction and every side and we reached the city center. This is evidence the houthis have no popular support. Hadi lost control of sanna last september, after the houthis backed by iran advanced on the port city of aden. Yemens neighbor, saudi arabia, formed a coalition to carry out airstrikes to target the group and its supporters. The cost of this war to ordinary yemenese already weary after years of conflict, instability and dire poverty has been huge. Nearly 6,000 people are thought to have been killed. The mud spill is suffering a vast area equal in size to 14 football fields. The area has been covered by the mudslide, the thickness of the mud and debris ranges from a few meter and tens of meters. Many here know where that mud came from, a vast tip in a disused quarry above the drill doan. Local residents say waste from construction sites had been dumped here for years. According to Chinese Media reports, it was at least 100 meters high and apparently legal. This was chinas latest manmade disaster. Its only four months since a huge explosion at a storage area for dangerous chemicals in the northeastern city. They were kept in a warehouse just a few hundred meters from a residential area. Now investigators must find if any laws were broken here, as well. Back here in the u. S. , it is chilly this morning in much of the east and ski resorts are pleading with Mother Nature for a White Christmas. These pictures are mom maine which has seen very little snowfall this month. Ski resort owners might not be able to make enough fake snow. They are calling this the dryest and warmest winter in years. Christmas only four days away, but they are celebrating in tee shirts and shorts, because no snow. Not even to think about it. Or you will be. We had that little bit. A little bit of taste of winter there. Back to normal an back above. We never got above normal for a cold snap this year. So warm, even the snow machines have been able to go, you need a certain temperature for that. Thises is a rain system. Were going to see temperatures shooting back up over the next couple of days. A slower start for places like chicago or detroit all the way down to the gulf coast with some of those areas of rain. Everything shifts a little bit, but tomorrow, including the heat, we could even get a little bit of Severe Weather into wednesday, as well with the system going along. This his definitely more of a rain system, not a snow system, even though by tomorrow, we will officially be into winter. That comes in overnight tonight. The temperatures ahead of this, already some 50s and 60s, so starting to warm up, but they continue to go up over the next couple of days. For the rest of the week, some of these will be 1030 degrees above average, places that would normally be in the 40s will end up in the 70s. An example of that, this is now the Christmas Eve day forecast. For thursday, 70s all up the east coast, a lot of them through the south. On the backside that this, still the cool air, but it will be a christmas you could spend in a tee shirt. Grandma got run over by a convertible . I miss the snow. I have. Thanks, nicole. The ethics panel handing seth blatter and his likely successor Michael Platini eight year suspensions, both found guilty of abusing their connections and connected both men to 2 million in bribes. They have also been find. Al jazeera is live in zurich. How surprising was that finding by the Fifa Ethics Committee . Well, del, i think a few years ago, having them banned would have been very surprising, but there have been so many of this sort of scandal embroiling fifa ever since really the decision in 2010 for the world cups in 2018 and 2022 to r. B. I. And qatar, which is something fans will remember, with the u. S. A. In line for being hosts. We are expecting a ban of seven years for both of them in line with what other officials have received. What would have been a surprise, i think today, would be if that had life bans. That would only have happened in the case where they were found guilty of actual corruption. In this case, they were found guilty of other issues, which i think in many peoples sighs would still relate to corruption, but whether its his prize or not, it looks like very likely the end of seth blatters career in football, and dicey moments for micwel platini. Seth blatter said he will fight the ban, but what benefit does it serve if he was already going to step down, he was already going to resign anyway . Well, as for his chances, ive been speaking to people who are close to the appeals process. What hell initially need to do is go through the Appeals Committee that offensive that have. After that, hell go to the court of arbitration for sport. Before that can happen, hell need to have a full written response from the Ethics Committee about why exactly they made these bans and these fines. Its only been a summary decision so far, but in terms of seth blatter, hes really yesterdays man in terms of football, but hes also a very proud man, as we saw during this press conference today, and he will just, he will really want to be out to clear his name, and when his successor is elected on february 26, he was hoping to go out on a wave of triumph really, and as a successful president of fifa, which is very much in the balance now. Paul, thank you very much. Most syrians affected by the war are still stuck inside the country, as winter sets in, their situation is only getting worse. The urban warfare in this bunt cultural and Financial Capital of syria threatens its future and its past. Those who of been able to leave have left. Those who have had to stay behind dont know how they will survive. Al jazeera. As the human situation continues to deteriorate in syria, i want to get the latest on the diplomatic effort. Thank you for your time. After five years of civil war, the j Security Council finally passed a resolution on syria. How significant is what was agreed upon . Its tremendously significant from the perspective of diplomacy. For the last four years, weve seen the Security Council try to engage on the question of syria and that filed to chart out an agreement, though provide some pathway for the world to engage in a productive fashion. Weve seen finally the lag jam between the russians and the United States has been broken, and thats a big deal. At the same time, we have to recognize that to get there, we papered over a lot of differences. The United States still has deep misgivings about assads role Going Forward but agreed to delay those discussions and the russians are probably going to be uncomfortable with some of the parties theyre going to end up coming oh the table on the opposition side. Its a good start, but were not out of the woods yet. Part of this agreement, which is basically sort of a process, thats what it lays out, a process for talks, is a ceasefire. How do you monitor a ceasefire without any Ground Troops . Thats a fascinating question, right . So the secretary general under the Security Council resolution is to come back sometime in january with an out lying or different options for how to monitor a ceasefire if we actually get to a ceasefire. This is deeply problem take in the sense that Member States are certainly not going to be in any sort of hurry to volunteer troops to come in and monitor a ceasefire. Under the united nations, its going to be difficult to see how civilian employees were going to do this. There was an attempt to do this in 2012 where active u. N. Military without arms came in to try to monitor a ceasefire. That only lasted for about three months. This is going to be a real challenge operation ally. Also announced last week were new measures to stop isil financing. You have researched this issue press extensively. Why has this been so difficult to do . Well, you have to recall that the way in which isil makes its money, its very, very different from the way in which alqaeda or other terrorist groups have raised money in the past, so traditionally, what this has involved is trying to separate groups like alqaeda and others from financial donors in the gulf, for example. What theyve done is weve set up a defense of the International Financial system to block transfers going from donors to alqaeda. In this case, isil raises most of its money from inside syria and iraq through oil, raising oil revenues, but also by extorting money from the population. Its harder to see how the traditional tools of Counter Terror finance apply to this particular challenge. Do you feel lining agreement that was made including between the u. S. And russia on tackling isil financing addresses this threat, this self financing operation that isil has going on . It certainly provides the framework for better intelligence cooperation, intelligence sharing and its going to hold Different Countries and states to account in a more rigorous level but at the end of the day, the tools we are talking about are not the kind of tools that are going to cut off sort of the Financial Life blood of isil. There is a Major Political shakeup underway in spain. Voters this weekend backed two new parties in parliamentary elections. As al jazeera reports, the countries Prime Minister said he will honor the vote and work to form a united government. Its the strangest victory celebration youll ever see, at the headquarters of spains popular party, they were trying to work out what it all means. They came first, but with their lowest share of the vote since the 1980s. The subdued mood here reflects the atmosphere of political confusion. The Prime Minister has fallen well short of an absolute majority, and its difficult to say how he can build a stable coalition. All this means that spain could be in for prolonged period of political uncertainty. When Mariano Rahoy came to speak to supporters, he insisted he would stay in office to lead spain toward economic recovery. There are still a lot of people in difficulty. We need to create a lot more jobs. The spanish need a government that has Parliamentary Support and therefore, i will seek a stable government and continue in the general interests of all spaniards. On the other side of town, they were celebrating a political earthquake, the anti austerity Podemos Party has burst on to the scene and will now be a major force in the new parliament. For many young spanish people, tired of corruption and unemployment, podemos is the future. We are very happy for the spain, the turn, the two party system is ended, and we are happy because we are starting a new politicaller rain our country. For the socialists and their leader, pedro sanchez, this was not a good night. They recorded their worst result in decades, and yet, such is the lack of clarity that surrounds this result. They could be crucial partners in any future coalition. That leaves the citizens party, another new force which could play a prominent role in the maneuvering to come. Like podemos, the citizens have tapped into a disenchantment with the old political establishment. Al jazeera, madrid. In politics in this country, more controversy surrounding donald trump, hundreds marching outside the Trump International hotel and tower in new york on sunday. Protestors saying pitcher is a racist, he was also the target of several critical comments during the democratic debate on saturday. They are going to people, showing videos of donald trump insulting islam and muslims in order to recruit. She just made it up. It was a sound bite. Trump going on to say the clinton lies about everything, a clinton spokeswoman saying there was no particular video to which she was referring, this morning trump calling on clinton to apologize. A former advisor to new york 17 soar Charles Schumer told us that Hillary Clintons record as secretary of state could wind up hurting her in the general election. To say that were finally on the right track implies that weve been on the wrong track and as secretary of state, she had serious policy responsibility for setting the United States and really all of western europe and the rest of the world on that wrong track. Do the democrats win if the debate is about National Security also opposed to the economy . No, generally republicans fared better on issues of National Security and international affairs. If for no other reason, then they are appealing to voters protectionist. Lets go to this new active, Hillary Clinton saying that donald trump is being used by isil to bring in new recruits, experts saying there is nothing to back up those claims and now a spokesperson saying there is no specific video. Trump said she is a liar. Your take. Certainly anything to move more moderate even further center right muslims to feel as if theyre not welcome in the United States and western europe thats already the case does benefit isil recruitment and certainly trump is going a long way toward making that happen. That is common sense. I dont know that liar liar pants on fire is a mature or appropriate response. Is donald trump winding up being the best thing to hit the Democratic Party . Absolutely. Elections are about burning calendar days. The more folks are talking about donald trump on rather than actual policy differences between the candidates, benefits Hillary Clinton. You say democraties are smiling. Why. Cruz is a more politic version of donald trump. The Clinton Campaign are more concerned about running against marco rubio. A disgraced former drug company c. E. He became notorious after raising the price of one life saving drug by 5000 . Industry experts say his decision to hike the price of the drug is not unusual in the business. Patent laws that allowed him make that move need to be recovery hauled. Shkreli has made the grievous sin of speaking the truth. Hes an extreme version of what is in fact business as usual, and its important to point out nothing he did was illegal. Now maybe it should have been, but it really wasnt. There are many, many decides in health care and in the Health Care Decision that arent really done in the Public Interest and he illustrated it with that quite stunning statement that he gave at a forbes conference, so last year, cancer drugs, the newest ones coming on the market probably cost over 100,000 each and many older drugs have been around for 20 years have, you know, quadrupled or gone up five times in price, even though theyre supposed to be coming down. In a sense, cancer drugs, the new drugs for hepatitis c. Is also extremely expensive. Insulin which has been around 100 years is still not really available as a get nerric. A lot of the pricing is supported by a patent system and patents are supposed to regard innovation and regard people who really are bringing value to patients, but i think what were seeing is its not doing that. The system is seriously broken. The reality is its not just drugs. In fact, health carey pricing in general is quite irrational and theres been a lot of scrutiny. If were really going to be honest, what we have to do is examine what is the Public Interest and how do we actually get pricing thats truly rational in the health care system. Shkreli has repeatedly defended his decision to price hike. He said it would allow turing pharmaceutical to develop new drugs. Gas prices nationwide less than 2 a gallon, aaa saying the average price around the country about 1. 99, 40 cents lower than a year ago when everybody was celebrating the lower prices. The falling prices are due to increase Domestic Production and weaker global demand. Temperatures are beginning to rise in parts of central and western new york state today after a long delayed taste of winter, over the weekend, just a taste, as much as a foot of heavy snow fell in places like Oswego County in lake ontario. There will be high winds today, which accounted mean difficult driving conditions this morning. Parts of the west are getting hit with wet weather, including serious snowfall. Lets bring in nicole mitchell. Still snowing out there. Versus new york, which we will not be keeping around, the west has been retaining more of its snow, so as we continue on, heres what were looking at for the next couple of days, more rain hitting the coastline. Today is probably the heaviest day of the next three and the core that have, northern california, i think, some places could get over six inches, so a half foot of rain. Were cold enough now that mar has been snow. You can see the areas in blue, thats where its more snowing than raining and these are temperatures supporting that, places like 35 degrees in spokane. Definitely a contrast to the high temperatures that we are seeing on the other half of the country where thats temperatures are going to be on the rise the next couple of days. Higher elevations, easily place seeing six inches of snowfall or more. Coast line is where we see the most robust wind, some places could see gusts up to 80 miles an hour. Thats hurricane force, a little less interior, but still, this is a potent system and its going to be here the next couple of days. Heard a look with all of this moving in within chance for rain to move into Southern California when the last round brought a little bit that have there and then as we get into the weekend, or not the weekend, the rest of the week toward the holiday, more of this is going to pull interior. Were a country divided. We have one system, a very warm system thats a rain system on the eastern half. Heres that new system coming in with all those areas of snow, and its really those temperature divides that is causing who gets what, but that divide is going to stay in effect for the rest of the week, so thats going to be our pattern as we head toward the holiday. Doesnt sound light to say come join the warmth of new york. Ill be honest, im on the i want to White Christmas wand wagon. I am, too. Its a little dad, i think. Remembering a teenage hero.
