I come here to do my homework. Unless you live in the right spot. You can just instantly. Instant 4k movies at your disposal. Now techknow investigates the politics of technology. Can you talk about the lobbying presence of these Big Companies. Its the haves. They could actually put the mri on steroids. Verses the havenots. Digital divides like right down the street. Like you can see what youre missing. Yeah. Kosta grammatis is an engineer whos designed everything from bionic eyes to space satellites. Dr. Shini somara is a mechanical engineer. And im phil torres, im an entomologist. What would you do with 1 gigabit per second . Thats our team. Now lets do some science. Hey guys, im phil torres joined by Kosta Grammatis and dr. Shini somara. When you think chattanooga tennessee, you dont necessarily think of a digital hub but in fact its the Fastest Internet in the western hemisphere. How fast is the interent at your apartment . I think its about eight megabits per second. In chattanooga, every resident has 1000mega bits per second, a whole mega bite, a giga bit for them to use. Wow, so how long would it take to download an entire movie . Two minutes. Its lightning fast. Two minutes, it goes so fast. Lets just go to chattanooga and watch movies all day. Its incredible. Im totally in. But hang on, the us ranks 26 on the global scale of internet speeds. So why is chattanooga so advanced compared to the rest . Well, if you go outside chattanooga, they are still using satellite and dialup to get online. Theres nothing else. Really seems like that town in tennessee represents the Digital Divide that we dont just see in the us, but what we see around the world. Lets take a look. Its 5pm on a thursday afternoon and High School Senior peyton van hook is at his church, just outside of chattanooga tennessee. The church, most people come here to pray, but you come here for what . I come here to do my homework most of the time. Because our internet is so poor at home, i have to come here. Cant do it at home. Nope. We have Satellite Service at home. So after we go after a certain amount of data, our internet gets slowed down to, about on average, about half the speed of a dial up connection. Remember back in the 90s when a dial up modem was a must have for anyone who wanted to get on this thing called the World Wide Web . But what do you need to establish a connection . Heres a starter list. You need a computer, and of course a modem you need to establish an account with an Internet Service provider. Patience and sense of humor will go a long way when you encounter you first glitches on the internet. But no one has patience for a 56k dial up modem connection today. Not when fiberoptics are available. With fibreoptics, where data is sent as light down a glass fiber, the internet can reach gigabit per second speedsmeaning you can download an feature length hd movie in about thirty seconds. The technolgy exists but few cities in america have it. And the first city in america to attain it wasnt new york or san francisco. It was a city better known for its Southern Charm and rural living, an american town more famous for its tr ains, than its tech. Chattanooga tennessee. Im going to go to youtube, and im going to watch the trailer for birdman, and its already half way loaded, thats incredible, you can just instantly snaps his fingers instantly 4k movies at your disposal. Why doesnt the rest of america have these speeds . Why chattanooga . Most cities havent really made the investment and havent spent the resources in order to do it. I mean. This isnt fancy, anyone could do what epb has done, but theyve done it. Tom hoover heads up Information Technology for the university of tennesee, chattanooga. Technologically speaking hes right, chattanoogas socalled gig isnt fancy. But this isnt about science, this is about the politics of big cable. Chattanooga was like most u. S. Cities until the municipal power company, called epb, came to the rescue. Comcast, americas Largest Cable Company and the state Cable Association sued not once, but twice to prevent epb from bringing the gig to chattanooga. Why are you so fired up about this . I didnt realize what i was gonna be up against laughs . Tennesse state senator Janice Bowling is a key player in the legislative battle to bring the gig to the rest of tennessee, which has pitted her against what she calls the legacy providers. Can you talk about the lobbying presence of these Big Companies in tennessee . The hill was swarming witth new lobbyists representing at t in particular, comcast and charter wow. Um. My name was not used in nice context by a lot of people at that point. We really do need this in tennessee. We need it across america. Chattanoogas plan went up in 2010 thanks to the municipal utility. The latest upgrades from existing providers were not coming to chattanooga. David wade is the chief operating officer of epb. He says they built the gig in order to enable a smart electricity grid. Bit it also brought ultra high Speed Internet to the citizens of chattanooga. Chattanooga raised 220 million in bond money and nearly 112 million in federal stimulus funds to build the network. Now, in addition to providing electricity, epb provides high Speed Internet, phone and television to more than 72,000 homes and businesses. What would you do with one gigabit per second . Oh. All the things, so many things i wouldnt have to come to the church, i wouldnt have to spend so much gas money. Peyton is one of the 19 million americans who do not have access to fixed broadband such as dsl or cable in their home. And its not just rural areas. In major cities like miami, cleveland, new orleans, dallas, and philadelphia over a third to nearly half of households lack any option for high Speed Internet. But in chattanooga the map tells a story of haves and havenots thats difficult to understand unless you follow the politics of high Speed Internet. Peytons family invited me into their home in Bradley County just outside of chattanooga it may look like any of the other residential neighborhoods of chattanooga, but this seciton of town is different. The Digital Divide is right down the street. You can see what you are missing. Yeah. The van hooks live across that divide just a few miles down route from their home the intenet moves at the speed of a gigabit. When you bought this house did it occur to you that you wouldnt have internet access. When we came out and toured, there are cable jacks in four of the rooms in the house so we had never thought that we wouldnt have access to any kind of cable service. So far thier has been no Cable Company willing to provide service to their street not at t not comcast not charter. We had three different technicians come out to evaluate the property. The last guy who came out he said, listen im just going to be very honest, even if you pay for the wire to be laid, they arent going to provide you service. But epb wants to provide service to peytons family. They dont mind laying the cable, but state law wont let them. Recently eva van hook travelled to washington to participate in fcc hearings on the matter. Eva is from Bradley County tn, she has to drive 12 miles so that her son can see the biology videos that he needs for the next days classes. Folks outside of our Service Territory are standing up and starting grass roots efforts. In the meantime, epb is reluctant to expand until state laws are changed. Meanwhile the battle for who gets to offer fast internet in tennessee is being watched from al jazeera headquarters in doha. Going back to our top story. The french Emergency Services says 120 people have been killed in at least six attacks. Across the capital 80 people died in a hostage situation at the bataclan concert hall in the 11th district of paris. Eight attackers are dead. 6,000 Police Officers have been mobile identified and 1500 extra soldiers to the city. There was also a suicide bomb attack near the National Football stadium where germany was playing against france. All schools have been cancelled. Much of paris is shut down. One person here who was at the cafe. I was sat in the restaurant when the gunshots were heard. We immediately fell to the floor with all the other diners and we were maybe on the floor for 40 seconds. We heard numerous gun shots and i didnt see any gunmen or a gunman. I was just looking at the floor. The woman who was lying next to me, i soon realised she had been fatally wounded, i think in the chest, and there was some other casualtys a few more fatal casualties. It was just your average friday night. Everybody was very livelyly. There was in fact, it was very relaxed, very calm. The restaurant was full and we were just all having a nice time. In fact, when we heard the gun shots we thought they were fireworks. It wasnt an immediate sense of terror until we had hit the floor and until i saw blood. That was the moment that i realised it was tragic. Myself and the friend that i was with, we left when we felt safe nov to leave. We ran back to my house which is very close to the restaurant. I know that there were people who were still there and i could see there was some ambulances arriving that was friday night and that horror was unfolding. This is this morning on the streets of paris. Just look at how many security personnel are out there in their police vans. We believe that this is outside one of the restaurants on the boulevard. A pretty busy place. People have been told to stay at home. Many of the important venues have been closed, metro systems are closed down. A few are still operating. I should imagine that everyone is petrified and shocked at what happened over night. Live for us in paris near the bataclan concert venue, that was a scene of one of the attacks. Any more details coming from there now . Reporter as you say, mainly its still a city deeply in shock and especially in this area in the 11th of eastern paris. Im just a few hundred metres from that club where there was a hostage situation last night and so many people died. In fact, i was just listening to somebody who was out here on the street. He was in that Club Last Night with some friends and he described the scene when the club. He thought it was a joke or part of the show. There was a heavy metal concert, and then suddenly scenes of panic as people desperately tried to get out. They even talked about walking over bodies if they tried to get out. He managed to escape but he was visibly very shaken indeed. Thats the thing we saw on the streets here last night. We saw people wandering around with injuries, blood on their shirts, very disoriented. Thats the question they were asking last night and this morning, especially just after that attack on the Charlie Hebdo do offices in early this year in january and after all those promises by the french government to bolster the community to protect the people they are there to protect them now. Im just wondering about who is out there who is at large. It looks to us from the pictures that were getting that paris is under lock down. Reporter thats right. I mean, if you cross some parts of the city this morning, what you will notice is this is a city which is much quieter than it normally would be at this time of day. I think most people have been told by the authorities to stay in doors, not to go out unless they really need to. So many people at home huddled in front of their Television Sets trying to find out whats going on. Authorities have also said the things like schools, universities, sporting events have all been cancelled today. Some of the metro lines arent running and areas where we are, where some attacks took playings have been cordoned off. Were looking at a city that has lost more than 120 people. Its nearly 200 people injured, many of those gravely thanks for that. Lets talk about this more and get more expertise from the Senior Vice President a consultancy. What will the Intelligence Services be doing now . Right now, the priority is to identify who the attackers are, the types of weapons, the explosives they use in an attempt to determine if there was an outside connection, or if these were a homegrown cell. If so, how broad is that cell. Who were they in email and Telephone Communication with. They will do a deep analysis of that, interviewing associates, coworkers to identify as much of the cell. There were certainly other people that havent been identified. You have at least dead attackers, but they would have needed fairly significant support mechanisms to bring in weapons and explosives. They cant be easily purchased in france but only through the black market how could they have not picked this up . The conversations . Good answer on that. There werent necessarily communications that could have been picked up. I think terrorists world wide have learned in the last 15 years when they use satellite communications, eau pale and cellar communications, there is a good likelihood that Intelligence Service will intercept them. I think particularly in the last two years through release of information and wiki leaks and other things, people see how these organisations are being compromised compromised. They may not do Telephone Communications. They would be direct. This is a local cell. They could just be speaking daytoday and not have those communications. Its hard to come under the Security Service radar if youre not on email or on Telephone Communications or if they dont have a source inside that organisation nobody has claimed responsibility yet. Why not . Is there a process to this . Is there reason why they would take time to boast about this . Not really. If you look at the metrojet flight two weeks ago, it was just within a matter of an hour that Islamic State took credit for that. Sometimes it comes quickly and other times longer. The Charlie Hebdo one there was quick. This could be a local group, so there was nobody to take the credit for yet. That cell certainly isnt going to because then they could many compromised why france . For a number of reasons. It could be france has a significant number of fighters young people come from many sectors. People want to get involved. It is young people from all political sides who have played a crucial role in this president ial race. President of myanmar made his first speech, reiterating peaceful transition of power saying it is the majority of seats in parliament. All duties will be transferred to the next government systematically according to the schedule to make sure it is shooting and stable without having to worry about anything. Interpol and the f. B. I. The discovery of gas fields off the mediterranean coast was supposed to put israel on a track to energy independence, but a larger find in egypt and internal wrangling within the Israeli Parliament put that dream in doubt.
