Revealing breakdown of the wealthiest around the world the 1 doing better than ever. This is Al Jazeera America live from new york city im tony harris. A tentative assess fire is holding. Houthis surrounded the president s residence but it was the rebel attack on the president ial palace that shook sanaa. Nine people were killed in what is considered a coup. There are questions over who controls yemen. Omar al saleh reports. The building is a symbol of who wields power in yemen. Something thats hard to know at the moment. The information mints describes the scene as utter chaos. To be honest, i dont think any party is in control of yemen. There are places where the government is in control where houthis are in command. This is why both ministers of defense and interior were there in the committee. But there were people who wear the uniform they do not obey the orders of their superiors. Houthis have been in the area for years but they took control of nine provinces earlier this year. Informs still lloyd to bahah to in order to allow his son ahmed the head of the Republican Guard to become next president. Nothing has been seen like this before. The case of its kind of on sanaa months ago was nothing close to this. The attacks months ago on sanaa by the houthis only focused on certain areas of the capital. There were no attacks on the president or the prime minister. Houthis are reported to have taken control of the state television and are gathering more forces outside the capital. And the prime ministers convoy was attacked but by what is being described as a third party whose identity hasnt been confirmed. The declaration of a ceasefire earlier in the day has been largely ignored. The information minister says some Security Forces are refusing orders. But some forces are still loyal to president hadi. Hadis decision to deploy troops in the capital was triggered by the kidnapping of his chief of staff on saturday. Its not clear if hadi will win what could be seen as his last battle. Some say what happened on monday could use to a new yemen. Could it also lead to the resignation of president abd rabbah mansur hadi. To impose his demand of dividing yemen into two federal regions or break away. Omar al saleh, al jazeera yemen. Former manager of the yemen times jim good to see you. How precarious is president hadis grasp on yemen right now . Its tremendously precarious right now. I dont think anybody has the ability to stop the houthis if they wanted to. What are their intentions . Their intentions are incredibly murky. If they wanted to take control they would have done so in september when they took control of sanaa. If they want political power if they are just posturing if they want more control i dont think anybody who says they know whats going on in sanaa doesnt really realize. Gotcha. Are Houthi Rebels actually aligning themselves with forces loyal to the former president . Its rarely that black and white in yemen ever. In 2012 after saleesouses out outes ouster, while it remains unclear what role he actually does play, its almost sthearn he does play some role. Members of his family, let me pick up on that line. Are there members of his family, to pave the way for his son ahmed the former head of the Republican Guard to become the next president ial of yemen . Thats tough to say. I dont know if i can speak to his actual intention. Youve heard this as well, right . Yeah, i mean you also hear that he murdered his wives he murdered ahmeds mother. The Conspiracy Theory about saleheh run rampant. Jeb, wait a minute. Why is yemen and i want to come back to this question often when we do these Big International segments. Why is yemen important and why should Americans Care . Why should it matter to anyone in this country what yemen is going through right now . The United States partnership with yemen is an important one. And of course, the first issue that people touch on is that the presence of al qaeda in the Arabian Peninsula in yemen has created a strong threat to United States and it is in the u. S. s interest to keep a Good Relationship with the yemeni people and the yemeni government. Unfortunately that relationship is not doing as well as it has in the past. A lot of yemenis are fed up with the obama administrations drone assassination program. Right. As well as a number of other things. But they also have a strategic control over the battle of mendeb strait, which is the only access to the indian ocean. And they also are close to allies like saudi arabia. Right. And could become a potential Battle Ground for hegemony in the region. We said earlier it looks like this tentative ceasefire is holding but the truth is neither side is taking it tremendously seriously. What areas of the country are you watching for signs of maybe houthi advances . Definitely paying closing close attention to the capital sanaa. If the houthis were able to push further east or south i think we would be able to say that the houthi control of this government is becoming a real possibility. To the east where a lot of oil and electricity strurt in the structure in the province of mahreb are produced, should they come in control of those resources they would exert a huge amount of power over the sanaa and other Capital Cities and should they move down south towards tiz where people are more educated and stereo typically not fans of northern tribesmen it definitely would show their influence is spreading. Last indication from the state department is there has been no contact between the u. S. State department and president hadi since the p. M. s convoy was surrounded or attacked or whaferred happened here. Is the United States whatever happened here. Is the United States going to have to pick a side ultimately . They will be between a rock and a hard place. The houthis are not fans of the United States. And should they pick any ally it would be probably hadi who has shown to have his power base eroding and losing complete control of the capital. Jeb boone is manager of the global post and former he editor on the yemen post. Joining us. Thank you. U. S. Was able to do that because the National Security agency secretly hacked into north korean Computer Systems back in 2010. Jamie mcintire joins us. What more do we know about this . You know tony u. S. Intelligence and Law Enforcement officials have been dismissing skeptics insisting that the evidence against north korea is unassailable. Now it turns out that the reason they have such high confidence that north korea has hacked sony because the United States may have hacked north korea first. Hello everybody really have a full house hmm . President obama is adamant about insisting the north korea hack of sony last year. We can confirm that north korea engaged in this attack. Some cyberexperts remain skeptical. Was north korea capable of such a cyber attack . Tantalizing clue suggesting u. S. Had inside information. The document was labeled top secret and posted online by der spiegel. We were able to repurpose it big win thats computer jargon describing whats called a zero day program in this case planted by someone else, a program u. S. Government hackers then took advantage of. What the document suggests is that the u. S. Was deep inside north koreas cyberhacking unit more than four years ago and knows a lot more than its saying publicly. Some serious folks have suggested that we have it wrong. I would suggest im not suggesting im saying, they dont have the facts that i have. Dont see what i see. The fbi says even before the sony hack north koreas cyber spies got sloppy more than once, revealing their real internet addresses. The New York Times say those addresses were traced to an attack base of chen yang, a highly destructive attack on chinese banks this 2013. According to u. S. Intelligence officials first marked north korea as a serious cyber threat. Cyber is a powerful new room for them where they believe they can exert maximum influence at minimum cost. And this recent episode with sony has shown they can get recognition for their cyber capabilities. The New York Times also reports president obama was convinced the case was solid by evidence collected by software the u. S. Emplanted to serve as sort of an Early Warning radar. So one obvious questions if the u. S. Knew so much about what north korea was doing why didnt it warn sony . The answer seems to be that the tactic the hackers were using something spear fishing was so routine it didnt set off any alarm bells but it appears they were able to get a System Administrator at sony to click on a bogus link and that allowed them to steal user names and passwords. Tony. Thank you. Less than a week after the deadly attacks hackers have vandalized 1600 websites in france over the past ten days. That is forcing the french government to beef up security in cyber space. Nick spicer with more. Determined hackers operating from overseas. As the french struggled to return to a feeling of being safe the hacked websites feel like an attempt to say no, youre not. The attacks were not sophisticated but they were massive. Experts call the replaced home pages defacements. A defacement is like if you are in a town with many different shops and the hackers what they try to do, they try to enter every shop and if the door is not really well closed, they enter the shop, you know, they paint some messages on the window and they leave. And after you have to enter the shop and to clean the mess. Reporter its a mess that individual website owners will have to clean up often by simply updating their Website Software but wiping the feel of unease away wont be easy. 96 Spicer Al Jazeera paris. In gaza today they are upset over the french satirical magazine Charlie Hebdo, featuring the prophet muhammed. One demonstrator held a sign in support of the recent astacks in paris. Security officials were called in to control the crowd. In washington much of the focus is on president obamas sixth state of the Union Address. In Monmouth University poll results suggest americans remain divided on some of the nations most pressing issues. David schuster is here with a closer look. David. Tony, this polling shows that few americans feel the issue of race has improved. Yet they do agree that rairs is a big issue for race is a big issue for this country. Racial and ethnic discrimination is a big problem. 21 sayists a small problem. A bit more than the 18 of people who say its not a problem at all. Despite his position as the first African American president , many believe that Race Relations in the United States have not gotten better under president obama. In fact 43 say race regulation he Race Relations are worse. 40 say there has been no change at all in this country. And today with this country celebrating dr. Martin luther kings legacy we asked what people thought about leadership in the African American community. When asked if the civil rights leaders are still effective 35 of people said yes however nearly half of americans 49 said its time for different kind of leadership. Tony we will have much more polling on race and other issues tomorrow during our state of the union coverage. Cant wait. David thank you. This will be the first time president obama will give state of the Union Address in fronts of a republican controlled congress. In a video preview of the speech mr. Obama said he is looking to the future. This state of the union gives me an opportunity to present to the American People now that we have fought our way through the crisis how do we make sure that everybody in this country how do we make sure that theyre sharing in this growing economy . How do we make sure that they have the tools to succeed . Mike viqueria is live at the white house. Mike give us some of the issues that the president will discuss tomorrow night. Tony, the president put his finger on it in that video previewing the state of the union. In the house of Representatives Chamber in the United States capital all about jobs jobs jobs with one added caveat. And tony look at it as the black cloud within the Silver Lining and that is income. Stagnant incomes. Job growth not what it could be, not what it should be and that is something that not only the president is going to be focusing on in the state of the Union Address tonight but so will republicans over the course of the next several weeks. This is going to be the central issue as the legislative session plays out in washington under the new reality that you just described with republicans in control of both the house and the senate but its also shaping up as the dominant issue heading into the 2016 president ial election. Weve heard everyone from marco rubio to mitt rom any wanting to romney wanting to address this issue. Dramatic news on the budget, he wants to raise taxes by some 320 billion over the next ten years, to try to initiate some of the programs that he has put forward over the last several days. In touring the country and sort of pregame of the state of the union Free Community College Broadband access, across america to rural and low income communities. Paid sick leave all of these a very expensive program none of them likely to go anywhere in a republican congress. You can look at it in a couple of ways tony. The president is mindful of his legacy pushing these ideas very hard or these are negotiating deals as the president moves forward on some of the common areas. Chiefly taxes both sides have expressed the need or desire to streen linestreamline the tax code lower the economy. Tony. Mike will be back with us a little bit later as we dive a little deeper on those economic issues. Also coming up on the program as ukraines government fights a rebel uprising its people are dealing with a crumbling economy. What it all means for each and every one of us, thats next. And Martin Luther king day takes significance around Police Tactics and race in america. America. Got to tell you there are some dramatic new numbers now illustrating the gap between the haves and the have nots. According to the 18th pofort Poverty Organization oxfam just 80 people in the world, did you hear that, just 80 people in the world, have the same amount of wealth as more than 3. 5 billion people. And oxfam warns that gap continues to grow. Roxana saberi has more. Roxana. The worlds 80 richest people are now worth a total 2. 3 trillion, more than 80 of the worlds population. Frustration over growing income inequality, that inequality last grown from the u. S. To china. So much that the antipoverty group oxfam says the worlds richest 1 is on track to owning more than half the worlds wealth by next year. From 2000 to 2009 the portion of wealth held by the top 1 actually fell but over the next four years it rose dramatically. And ox familiar predicts it will oxfam predicts it will keep rising just as the bottom 99 will keep dropping. Weve seen incomes not going up, minimum wages have stayed stagnant and at the same time weve seen the rich just continuing to get richer. As Government Policies have moved in that direction. Reporter oxfam says the worlds 80 richest people including bill gates Warren Buffett and mexicos carlo slim. Free education and health care improve workers wages and raise taxes on the rich. Rich individuals particularly the richest individuals should pay a reasonable level of tax. The kinds of levels of tax they were paying as recently as the 1990s. The group says income inequality is not just unfair, i. T. Hurries everyone. Because when more people have less to spend the economy suffers. Oxfam released the report just ahead of the annual World Economic forum in dabo switzerland. Narrow the gap between the rich and the poor. Tony the report comes the day before president obama is calling for tax hikes ton wealthy to help the middle class. Joining me is jeffrey sax an economist and directors of the Earth Institute at columbia university. Jeffrey good to speak to you again. The concentration of wealth and income numbers these numbers are so stunning if you landed from outer space you would think this is the way it must have been always in this country but its not. Explain whats happening so we have numbers that are this staggering. It is staggering indeed and we know that income at the very top of the Income Distribution, the top 1 , even the top 1 of the 1 have reaped a hugely disproportionate share of Overall Economic benefits over the course actually of several decades now. So the income inequality in the United States is reaching all time high levels. There are many forces at work. Some are market forces. Some are the weaknesses of unions and of course, politics plays a big role because big money needs politics and the politicians feed the big money through tax breaks, tax loopholes all types of special loopholes. So we have a bunch of services we have not gotten hold of. Jeffrey, you mention some of the forces at work here. The amount of wealth that the middle class lost as a result of the great recession, than the a isnt that a great contributor . Working class took a great hit. Many lost their homes in vast numbers but the rich got bailed out. Right. What is shork in shocking is, the billion dollar fines that are being paid one after another just as normal business operations, yet the people who were in charge stay in charge. Theyve gotten fantastically rich. Their companies have exercised a tremendous amount of financial fraud. Theres no accountability. But its obvious why. These are the big campaign contributors. Our system is a pay for play political system. So the push back would be okay jeffrey thats the way it is right now. What are you advocating to correct this . Are you advocating that in order to have a more equitable society, money has to be taken from the wealthy and then given to those who have less, given to the takers in our society . Well, lets start with the basics. People should pay their taxes. Theres no excuse for the hedge fund owners to be paying the lowest rates while working people are paying much higher tax rates. But the senators and congressmen are not looking after the average people. Theyre looking after the big money. And when you say senators were talking about Democratic Senators as well as republicans because i know that Chuck Schumer gets a lot of heat over this issue. As he should. This is not a partisan issue. Of course there are slight differences between the parties but wall street has friends in both parties has gotten huge perks. Then we get a look at the big name u. S. Companies amazon, apple, starbucks they all have tax rackets going on so they end up with their international profits in the caribbean in the British Virgin islands in berm bermuda, paying no taxes at all so we could have decent Schools Health care, this is a scandal. Then the issue of economic mobility. Look if you believe that a College Education is the best way to improve your station in life the fact is, it is becoming more and more difficult to pay for that education and thats not the same problem the wealthy face in this country. You know whats happened, and its really a shock. America, which prided itself and it was the land of opportunity now has the lowest economic mobility across classes of any of the highend countries. And the basic point is this a kid born into a poor family faces a tremendously high chances of being poor as an adult. To get through the bad neighborhoods, the bad schools the incredibly high tuition cost. To be able to make it from a poor family is a very rare act indeed. Whereas kids who are born with great good fortune to prosperous families who can pay for their education, to have good School Systems and all the rest have a good chance of also being prosperous in the upper part of the Income Distribution as adults. The other countries in the world dont have the kind of gaps that the United States has. We just let it all divide as widely as possible. Right right. And our political system amplifies the gaps. I was just in scandanavia they push against these divisions to make sure every family has a chance no matter what state theyre born into. Jeffrey, thank you. Great to be with you. President obama is expected to announce a series of proposals aimed at wealth inquality. Mike viqueria joins us with more on this issue. Mike this is not first time the president has talked about wealth inequality. No it is not. This has been a recurring theme and to a certain extent it has hamstrung the president s ability to take credit for what otherwise is a growing economy. The gdp the fastest rate since 1999. Even gas prices have sunk right along with the Unemployment Rate now at 5. 6 . A good story all around yet Many Americans perhaps a majority of American Workers are not seeing the benefits of the economy. It is not growing in terms of wage growth. They have stagnated, this is something an increasingly tight or persistently tight labor market jobs market has not seen a growth in jobs, in the middle income spectrum in the United States. Al Jazeera America and Monmouth University have a poll were releasing parts of it leading up to the speech tomorrow night. Speaks to this issue primarily tony asking americans and people who responded to the poll, how much has your family benefited from the increased economic activity, the good news that we have heard so much about . A great deal . Only 8 say they have benefited a great deal from the economy. Benefited some . 31 . Not much, 32 and not at all 29 . And this is challenge that president obama is going to have. And tony make no mistake. This has been the focus of what the president has been talking about over the course of the last two weeks and even republicans picking up this theme as they take over congress and the two sides try come to some sort of agreement on a whole host of economic issues, tony. You mention tax policy and expanding broadband activity, how will this help . To spread the wealth, that was a phrase that got him into a lot of trouble in the are 2008 campaign joe the plumber seized upon by being john comaib. Mccain. He wants to kickback in the estate or inheritance tax also the trust fund tax he wants to remove exceptions from that. From the names of these phrases and the taxes they affect higher rate americans. 320 billion in total increased taxes, the president wants to bring that to lower income americans through tax credits working tax credits things of that nature. This is the president s stated goal as he heads into the speech tomorrow night. Republicans generally speaking just sort of blanch at the item idea of any type after tacks at all. What are the republicans saying . They are rejecting it out of hand. Many observers feel this is an opening gambit by the president as he heads into negotiation is. One of the few common areas where both sides at least are publicly stating a shared goal and that is reform of the tax code. A lot of people look at what the president has done here and say there is absolutely no chance the republicans are going to be willing to negotiate with the president. He staked out a position that is far to the left of them and antithetical to anything they stadged for. Others look at it as they stand for. Others say it is a negotiating factor. Something the sides agree on. Tony. Our live coverage begins 7 00 eastern time, 4 00 pam pacific.
