The New York Times report that some iraqi initials are frustrated at the response. Nouri almaliki is taking every step possible to stave off i. S. I. L. s offensive. We have the latest. Prime minister Nouri Almaliki gave a statement saying the cabinet authorised and has given him uplimited powers to deal with iraqs crisis. What does that mean . It means that he is allowed to take control of all the state institutions that he will need to fight sunni rebels across iraq. Many people criticised the statement saying its unconstitutional. P. M. Nouri almaliki didnt get the state of emergency passed through parliament when not enough parliamentarians turned up to vote. It was seen as a protest. He was angry and needed and wanted the state of emergency to be passed. What hes doing now is relying on the cabinet. Will it mean that he is able to get everything that it needs . It is unconstitutional. Hes not allowed to do that. In this situation he may get enough backing to be able to de facto take control of institutions. He needs to fight the rebels. Militarily things are moving. We saw the iraqi army move into the out skirts of somora. Its a key flashpoint. When al qaeda and the Islamic State of iraq attacked the shrirnings it plunged them into shrine, it plunged them into a civil war. We are seeing forces surround kirkuk. Air strikes on the outskirts of mosul is what we are seeing. A number of things going on. Its political and some movements on the military. We are not seeing the Mass Movement of troops head towards mosul and kirkuk, that sunni rebels have taken over. A search is underway for three teenagers kidnapped by palestinians in the west bank. You mentioned vietnam. We are more financially tied to the gulf region. Can we disengage. No, we cant. President obama in september said we have four primary goals and hell use a free flow of oil, iraq. You see what is happening to oil prices and the i. S. I. L. Movement that is seizing the ground is the serious terrorist threat. And standing by friends and allies. Iraq, turkey, kurds, jordan and the gulf states are impacted and soon to be threatened by this development. It is very, very serious. You mentioned the allies, and specifically what the president said. In fact, lets take a moment to listen to what the president said yesterday. The United States is not simply going to involve itself in a military action in the absence of a political plan by the iraqis giving us assurance that they are prepared to work together. Sounds like president obama is saying i devoted all resources to the region, i dont want to see it go to waste. Can the u. S. Really put their faith in him now. From my experience, it would be difficult. The president has two problems. One is i am not sil occupying a lot of territory, and the president s commitment not to allow them to have a permanent presence. Its a long term problem. Political reconciliation and an effort on the ground. But the second problem the president has, is the i. S. I. L. People are moving on baghdad. And some other key shia shrine cities as you mentioned in your reporting. If they besiege baghdad in 2004, they take the shia areas. You have a cataclysm in iraq and pull the iranians in, the kurds will leave and develop their own separate agenda. And we are going to have a middle eastern law spreading over the region. That problem is urgent right now. These people have to be stopped. If the iraqi army cant stop them. Us military, use their power. You said war. Do you think we are at war at seeing a civil war in iraq . I think we are face with an internal civil war. Its brewing, and as i said, if the United States if the i. S. I. L. People remain in the sunni arab areas, youll have a large scale stand off that allows time, political reconciliation, working with the allies, all the things that the president talked about. Thats reasonable. If these people move towards baghdad, towards the shia areas, and baghdad is largely shia, but vouched by sunni surrounded by sunni areas, theres a risk of this thing degenerating to a regional civil war, stretching from iran to lebanon, thats not a good recipe for stability in the region or the world. You mentioned iran. What do you make of a willing to help, and what does that mean in the United States . Well, again, if iran intervenes, therell be no chance for reconciliation in iraq between the sunni arab, 20 of the population in the west, or the shia, 60 of the population in the south. It will not happen. Keeping iran out is critical. The only way that iran can be kept out is if the i. S. I. L. March towards the shia regions can be stopped. If the iraqi army can stop it, fine. Well have, again, a longterm stand off that allows the time for the president to do these political negotiations. If they can not be stopped by the iraqi army, which is in bad shape, its going to require air power. It doesnt guarantee success. Troops on the ground tend to fight far better. Thats a gamble that he has to make. If the u. S. Does not intervene and these guys move forward, iran will intervene and we could have a different middle east on our hands. Well, its very important because we know of the things we can control, hiring and firing have a great impact on the quality, education our children can receive. If we put a quality teacher inside of a school, we though that it accounts for a significant percentage of predingting academic predicting academic success for the child. In general i believe its a win for children. We need to be cautious that we dont assume that its all about a teacher that determines the academic success of a student. I hear you using words like quality and success. How does california identify and define crossley ineffective teachers . Yes, and this is where it gets a little tricky. We assume that test scores and the metrics we use to measure success are reliable from a statistical sense. We know from value adding modelling and other forms of determining how southbounding cessful a teacher is is fraught with problems. They are not the most reliable measures. When we measure a school and district or area to say that it is woefully inadequate, we know its in general true, but we cant identify what teachers or students are enng dangered. The stream cases of teacher abuse or fraud and what a lot of people are saying, we can identify. When we talk about students you who are low income, its hard to ipp tangle what factors were most important. What did the judge mean when they said ten u affects low income and minority students. After three years, five years after that, you can have a review process to determine whether or not that teacher should stay. There are solutions that we can find.
