You know this already, it has been a if you have few week for president obamas healthcare reform law. The website was trouble from the very beginning. And millions of people are receiving cancellation notices from their insurance companies. Today the president said he is moving to fix the problems with his signature legislation. Mike mccara joins us now from the white house, mike, what is the president proposing . Is he about to change the law. Well, he is going to make an alteration to it, and it is about the second time he has done that. Republicans say he cant do it, but they are going to do it anyway, and this is in the face of a lot of opposition, and tony, it isnt just from republicans any more, more democrats are getting nervous, they are jumping ship. So the president appears in the briefing room, it is a full mea culpa. How many times did he use the phrase this is on me. Plus his broken promise, if you like your insurance, you can keep it, and that was the thrust of the proposal we put forward today. What he is tilling the accomplishers around the skunks and those folks some fow million of them have been flown off their policy because those policies didnt conform with the standards. They were substandard according to the Affordable Care act, well, they can again offer those policies. Here is the president explaining the move today. Today we will extend that principle both to people whose plans have changed since the law took effect, and to people who bought plans since the law took effect. So state, Insurance Commissioners still have the power to decide what plans can and cant be sold in their states but the bottom line is insurers can ceo pend current plans that would otherwise be canceled into 2014, and americans whose plans had been canceled can choose to reenroll in the same kind of plan. Here is one big problem, all of the calculations they have made, over the past 3 1 2 years have been based on the premise, that everyone was going to have to get insurance according to the Affordable Care act. That ever cos more and which incidentally is more expensive. Theres legislation, that they are joining that is sponsored by republicans that would junked cut what the president is trying to do. So instead of changing the rules goes back to whether the president has the authority to do this, and the house has been working on a bill is it essentially what the president announced today . And if thats the case, does that mean that that at least that debate, that piece of legislation can be trumped . Fission of all, theres one difference between what the house will vote on tomorrow, and what the president is proposes. Now whether he can do this or not, before the launch of obamacare, when the white house and administration set forth a new rule, that required that employers to provide an option for coverage for their employees, they pushed that back a year. There was a lot of outcry among republicans on capitol hill, saying he cant do this nine laterally, but really nothing has come of that. The rule stands in place, and i think the white house is standing on the same thing today. I see. The Federal Reserve system created to help finance usual panics but since then, its role has certainly expanded the fed acts as a central bank now, it supervisors and regulates banking institutes. It works to reduce unemployment, on paper it seems that doctor yelin has plenty of experience, she is taught at the university of california burkely, harvard, and the London School of economics. Show served as president and ce oh, ho of the francfrancisco reserve ban. Well, it was smooth sailing before the Senate Banking committee, her qualifications went unquestioned. She is the vice clair of the Federal Reserve, and has a long career in academics what was on trial, the policies and a lot of tough questions about what she would do in that top position. Domes say they want more of a connection to main street, not just wall street. And whether or not that can create inflation. And also bubbles that can cause real problems for the economy. Senator bob corker of tennessee pushed yellen on just that. Would it have the courage to prick those bubbles and ensure that we didnt create another crisis . No one senator, who one who lived through that crisis would ever want to risk another one that could subject the economy to what we are painfully going through in recovering from. And we have a variety of different tools. They include tools of supervision, and monetary policy. And you would have the courage can to do that . I believe that i would, and i believe that this is most important lesson learns from the financial crisis. Much of todays hearing centered around the 2008 financial cries us and what should be done to prevent Something Like that from happening in the near term. And over the long haul, as well. Janet said one of her big focuses will be on employment, trying to boost labor, and make sure that more americans get back to work. This is virtually unprecedented situation, and we know that those long spells of unemployment are particularly pain. For households imposed great hardship and costs on those without work. On the marriages, of those who suffer these long unemployment spells on their families. So i consider it imperative that we do what we can to promote a very strong recovery. She is expected to take the reign as chairman of the Federal Reserve, her confirmation looks pretty solid, she will get through the banking committee, and since there were no real eyebrow raisers at todays hearing, we will watch for a fairly smooth passage into the senate. Yes, because when that happened Interest Rates are likely to go up. And everybody listening to this, is it going to be sooner or later. A couple of Million People, four or 5 Million People, the majority of whom can get tax credits about two or 3 million wont qualify because they make too much money and thats the population thats probably going to pay more for coverage. All right. Were they buying insurance from the individual marketplace. Precisely. Didnt have medicaid, or medicare, they had these individual plans that sounded good, but often times if they got sick, werent there when they needed them. And a lot of americans over the years have gone bankrupt from these policies because if they were diagnosed with a serious condition, the policy simply didnt cover the care. Soy asked earlier, if this is the fix for the moment, do you think there will be legislation necessary to for a more permanence fix . Well, the house is considering legislation tomorrow. And certainly you have democrats in the senate, there are several bills in the senate moving forward. By at the end of the day, if you are trying to create a Healthcare System that moves people out of these crappy if you will individual plans and into more comprehensive policies, then at some point there has to be a transition, with people say goodbye why didnt he explain it better . Iraqi think they feel like they are under siege. They are being attacked by democrats, by republicans, and its tough. It is a hard issue to talk about. And it is the only thing that deeps your integrity intact, now the president is suffering some bad poll numbers. The truth is kind of what sets you knee, right . Over the last 25 years they say it came from the illegally hunted elephanted. Many countries have banned on poaching, but that has knock to do to stop demand. Tens of thousands are killed oversea for their tusks every year thats about 96 every day, in 1980, there were more than 1 million elephants in africa alone, now it is estimated that there are only 400,000 left in the world. Conservationist say poaching has gruen worse in the last decade. And they think elephants could be extinct by 2025. What is being done about, and why destroying ivory will only make it worse. Activists are working to curb the trade in ivory. I think theres a sense of powerlessness around the world. Because this slaughter is unprecedented. They need to ban it. They need to ban the sale of it. Completely. What they want is for the u. S. To pass new remaining frictions that go beyond an International Ban on ivory trading thats been effect since 1989. These activists contend that for all is illegal, and this is the consumer stop demanding ivory, the poachers cant make money. And the trade will slow down. Saving the african and asian elephants. Theres always going to be that loophole that they will be getting or the black market. The second largest market for worked ivory and new york has become a gate way city for this growing trade. In 2011, authorities arrested a philadelphia gallery owner trying to smuggle elephant ivory from africa through jfk. It is one of many cases and government Officials Say it happens often. The u. S. Fish and wide Life Resources independents these to make sure ivory isnt imported illegally. Cant import any ivory that comes from elnt familieses killed since 1989, the u. S. Fish and Wild Life Service makes that determination. Our agency is reviewing a sipment that is reviewing if the information on that permit is not identical to the information that we are able to derive from that piece, then it is going to be essentially a red flag. It is legally permitted for deportation to the united states. So so far passed the inspection . Thats right. Not all ivory comes from elephants. Inspectors at the fish and Wild Life Service say an important part of the inspection process has to do with identifying the type of ivory. There are these lines cross hatching lines, that they are looking for, and so features, weights, to be able to identify that whether its an asian elephant, verses an other type of animal or some kind of plastic or nonwild life item. He argued that a total ban will only mean a bigger black market, andless control. That is a very extreme thing to do. So to say that those sellers should not sell ivory that can be legally bought and sold, because some other people are not following the rules well, lets enforce the rules against the other people. Thats exactly what activists are trying to do, so the next generation wont have to see elephants only in history books.
