The trail of drug traffickers in peru given license to shoot down smuggling planes. Charles stratford in a mine shaft leak looking for a stone that could bring the country great wealth. Now, the issue of how to respond to record numbers of refugees is causing increasing tension and division between european governments and hundreds of thousands of people are caught quite literally in the middle. Hungry has described criticism of its policies as shocking and groundless. Now that was in response to frances foreign minister who said Eastern European countries refusing to accept refugees was scandalous and singling out hungry for criticism. And into the weekend germanys vice chancellor branded the refugee policy a disgrace and plenty to talk about at a meeting called two weeks time and greece is chartering ferries packed with refugees from the island to the mainland, they have come under fire for not processing people properly, inshepherding in and most are syrian and getting on trains in macedonia. The services run twice a day, dropping people at its northern border with serbia. But its what happens when they get to hungry that is causing particular concern. Hungry is under fire for this fence that it is building along the southern border as well as other policies viewed as some as hostile toward the refugees. Live now to our correspondent Andrew Simmons in the hungry capit capitol budapest. Andrew. Reporter thanks, marteen, last week there was call after call for some more unity among european states. This week its starting with even more division, hungry on the offensive, defending plans it has to tighting up on asylum law to crack down to turn them back if they can through legal means to go through parliament this week and also attacking the foreign minister of france for criticizing the 175 millimeters fence that is being completed to effectively keep all the refugees out of the country and its not only defendingly hungry but defending the eu and we have a situation where hundreds of hundreds of refugees are stuck here in the hungarian capitol, being refused to get on trains to places like austria and germany. For now this is home for people who left war zones looking for sanctuary and they can go no further. Many werent warned not to buy International Rail tickets, Police Stopped them from boarding trains. This syrian mother spent the last of her savings on nonrefundable tickets. Now she regrets not paying people smugglers instead. Translator i feel angry, all countries helped us except hungry, macedonia let us cross and let us use the train going to serbia. Everyday we walked hours to reach the border and my feet became swollen and had to carry my baby all the way, im exhausted. Reporter she has little help and a few volunteers giving advice to them. We cannot blame the smugglers and giving them incentives and better and Better Business by not letting the people take the train. Reporter government ignoring all criticism about how its handling this crisis and stands accused of stripping away the rights of refugees and preparing a raft of new legislation which could mean thousands of refugees are sent back to serbia. Nearly all of the refugees here have crossed from serbia, hungry is defining its neighbors as a safe third country, one of several changes. Any Asylum Seekers who crossed will have no valid claim and will be rejected without protection not considering why they left, war in syria or afghanistan or iraq. Reporter most of the efforts to help refugees are voluntary. Here donated produce is being prepared to feed more than 1500 people. Couldnt stay at home and see what is going on. All of us here feel that we are human beings and we should respect and treat these refugees as other fellow human beings so they would not feel that they are treated as animals and terrorists. Reporter the hungry are grateful for the help but its going to get worse for them and there are plans to clear transit zones and in people in fenced off areas from the public and they came a long way to end up like this and it can hardly be described as sanctuary or refuge. In the past hour ive been speaking to the governments spokesperson about that report and about what the response was to it. He said that the visa system was quite straightforward, it was in line with the european policy and all of these refugees require passports and visas if they were to travel anywhere in europe and he defended the whole course of action by his government. He had this to say. Now let me put this clear, its not about the asylum law but illegal Border Crossing we are trying to fix. Unacceptable that over 150,000 people come through your green borders without any kind of discipline, order and law and we try to reestablish the borders of hungry or serbia which is a border is law an order, puts some kind of discipline in the huge influx of illegal migrants. Discipline law for refugee whose are escaping from an ap paulingly war in syria, is that the approach . The best approach coming through the green borders and they could be economic migrants and we dont know and have no way of proving their identities for establishing rules. Its only through rules that not only hungry but also the eu would be able to handle this. Ban kimoon, the International Office of migration, abundance of human Rights Groups are asking for a more coordinated approach and asking for hungry to be more logical and careful and coordinated in its approach rather than building a 175 kilometer fence. Are you at least considering being more careful with these refugees and wanting to actually give them sanctuary in the rest of europe rather than turn them around and send them away . Again, you use a word that should be corrected and up until we establish identity we dont know if they are refugees or they are not. These people coming through four, five or seven countries and arriving from all the countries around the world through the eu should be filtered and put under some kind of discipline to establish their identities. So the government spokesman there. We are getting unconfirmed reports from the rail way, eastern rail way station here in the hungarian capitol that some have boarded trains and another unconfirmed report that police have left their guard positions around the rail way station. Now, one thing we have been told by the government here is they are actively talking to germany and trying to clarify germanys position on Syrian Refugees, whether or not Syrian Refugees can travel to germany without any visas so there could be some movement there. Its unclear at the moment, we have contacted the German Embassy here and they have no comment and we have spoken against the government and there does appear to be some movement but that is not confirmed and there could be something happening there and back to you. Andrew simmons the very latest from the capitol budapest. Well they stepped up patrols and recovered 200 Asylum Seekers and arresting five suggest smugglers and they have been looking ativans for refugees being smuggled across the border and come after 71 people were found dead this an lory last week and interior minister rejected the checks saying its violating the passport free zone and what is this, agreement that came in effect in 1995 to allow Free Movement of people in europe but the growing number of refugees arriving is now threatening the deals future. Of the 28 Member States of the eu, 26 countries are signed up to this. The uk and republic of ireland are the only two opted out and the agreement eliminated border checks among members and allows foreign visitors to travel throughout the area using one visa but earlier this month germany interior minister warned that the membership may be unsustainable and barry the burden of accepting refugees and last week belgium Prime Minister called for review of rules to call for more checks on passengers identity and luggage, in effect reinstating some Border Controls and we can speak to eve who is director of migration at the European Policy Center and researcher in paris and joins us via skype from the north and thank you for taking the time to talk to us, there is so much we need to unbundle here but first of all the fact this is an unprecedented crisis for europeans, members of the eu and yet it has taken two weeks to schedule this emergency meeting . Well, we have to continue that and answering to that major crisis today and is something that is extremely difficult not only because we have to define the solutions in order to cope with this but these crisis also arriving in timing where discussing about migration issues has become extremely difficult in the Member States and some of them discussing about migration issues as being toxic. So finding the European Solutions and winning the climate is extremely difficult. All right. Now, 300,000 people have already entered into europe according to the u. N. In terms of the Bigger Picture we are talking about a European Union with 500 Million People with the second biggest economy in the world, is it enormous, 300,000 people and the prospect of say 300,000 more, is that enormous . Is that a burden that europe cannot manage . Well, it is not enormous. Eve, im afraid that at that particular point, that really interesting point and interested to hear what you have to say but the sound is gone and we will try to get you back and see if you can respond that and i was suggesting 300,000 or double that 600,000 entering into european territory, this hugely rich area is not a massive burden. Yes, it is and clearly if we compare the figures 500 million and 300,000 and even 600,000 and this is not also a big figure if we have looked to what turkey, jordan and also lebanon have done in order to cope with this situation. But we have also to consider as i said before that the Political Climate in which this issue is coming up, on the agenda is extremely tense and some Member States are making it extremely difficult to provide for the solutions. Eu citizens are now in a situation where they have some kind of identity crisis in some Member States and so the idea of receiving more people in the Economic Situation where an improvement is extremely high makes it difficult to find out solutions but to answer your question i think that within the eu and with eu Member States we are able to come up with that situation. Clearly the system of entry into the eu is pretty much in tatters, isnt it. Does or do eu governments when they meet in two weeks time do they have an International Legal obligation to accept people who are arriving on their shores . Of course. They have all signed the convention on refugee and are also bound by eu rules, all eu members and they do have to abide by the rules and they are rules which have been clearly adopted by Member States. All right, eve, im afraid we will have to leave it there. We were a bit unlucky with our skype connection but managed to get most of the points you were making and thank you, eve, from joining us. A lot more to come in the Program Including we report from greece on how european rules are being overtaken by the sheer number of refugee arrivals. And barack obama goes to alaska to shore up support to tackle Climate Change. And one of the biggest players in tennis is out of the final grand slam and sarah will have all the details later. Reporter while chinas official News Agency Says 197 people have in its words been punished but wont specify what the punishments are and accused of spreading rumors and false reports with the twin explosions in tianjin as well as to the falling stock market. Among those who have been punished is a journalist who works for the respected monthly magazine sigin and his crime was to report back in july that the government was preparing to end its intervention in the stock market by withdrawing some of its funds. The government swiftly denied that but the market still fell so clearly the government is blaming that journalist for what happened. Today that journalist went on state t. V. , he was a picture as he confessed to causing panic and disorder and he apologized to all those investors who had lost money. Now state media tends to favor these sort of taped confessions and saw the same thing just a few months ago when another prominent journalist was arrested and accused of leaking state secrets, she was 71 years old and jailed for seven years, the problem that chinese and foreign journalists have is this, its difficult to know what the definition is of laking state secrets because goal posts keep getting moved. Translator the party whose are now in control operate outside of the state and some have military wings. We hope this will change as part of the reforms promised by the government. Reporter an uneasy government between the sunni communities and the sectarian fault lines have run through this province for years. They have worsened since the start of the war against i. S. I. L. That war has brought a new reality, one that has created a new authority on the ground. Shia malitia is known as the Popular Mobilization forces have become the real power here and led the fight against i. S. I. L. But accused of reprisal killings against sunnis and many in that community feel the actions of these groups are a continuation of years of sectarian policies by the shialed government. What we need to do is try to find that middle ground where we can Bring Sustainable Development and responsibly draw on those resources to meet not just our needs and the needs of that community but the worlds needs for fossil fuels Going Forward but also you know to bear in mind that there is an environmental cost to this and we need to balance all of that. Peru is the worlds biggest producer of cocaine and allows the military to shoot down suspected drug smauggling plane and the paste industry is this region and most of the drugs cultivated there are shipped out on small planes to bolivia and brazil and going to chile and uraguay and europe and 180 tons were flown out of peru in 2013 and sanchez joined a special police union an antidrug unit in the valley. Commander led the team as they set out to destroy a cocoa Processing Lab and fired shots to warn the traffickers and they prefer letting them go to avoid retaliation from the local community where police say most people are involved in the drug trade. Just as we were arriving the traffickers fled and left behind their bread and left behind books, these sacs of cocoa leaves were about ready to be thrown in to make the paste from which cocaine is made. This lab is big enough to produce 50,000 of cocoa paste each day. Translator the size and location of the lab tells us they were professionals. Reporter the stench of toxic chemicals like acid and gasoline is over powering, this substance is eventually turned into the cocaine powder. Residues are thrown away, contaminating land and rivers. This is the valley, the center of the worlds leading cocoa paste producer, this 100 man contingent at the base is on the front lines at the war on drugs here. Colonel here says we have a big mandate but not enough resources. Translator the complexity of this is to reach the labs in remote, unaccessible areas and we need to walk four or five and we need air support to move faster. Reporter antidrug policy in the region is mainly focused on destroying labs and clandestine strips and police and army destroyed more than 120 air fields, two to three labs are dismantled every week and 300 tons of drugs are transported out of the country each year. The u. The monsoon rain in bangladesh and pakistan have done their stuff this year but as you can see from the brightness the rain is not everywhere and should be by the first of september covering india and pakistan and nepal and it has been in all these places but it is still left as predicted a deficiency in many, many states in india. Matthew. Rob, and still to come on the al jazeera news hour, signed and sealed but the deal between australia and cambodia to resettle refugees is now in doubt. And its another day to remember for one australian golfer at the barclay tournament and details coming up. Hello again, reminder of the headlines at al jazeera, Chinese State media says around 200 people arrested for spreading rumors over the stock market crash and the tianjin chemical blast and last week they saw 9 drop in the markets. Thai Police Looking for two new suspects over the recent bombing in bangkok and warrants for 26yearold thai woman and a foreign man. 20 people were killed in the bombing at bangkoks shrine two weeks ago. Hungarian strengthening the Border Control for refugees and told al jazeera that hungry is not against Asylum Seekers but needs to ensure that people are entering the country legally and can be tracked. Now, many of the people facing the reality of fingerprinting, Reception Centers are not economic migrants but refugees from war and conflict and we have been speaking to one man who had to leave his home in syria in hope of finding sanctuary in europe. Translator im mohamed and come from syria. My country has been destroyed. My wife is dead. The aircraft struck our residence. My car was burned. My wife died inside the house as the Building Collapse because of the assad air strike and got out through turkey hoping we could make it to europe and placed us in a boat in the middle of the sea, three times we almost drown in the deep sea. The whole family was about to die but i kept praying to god saying dear god we are your servants, oh, god spare us and protect us dear god and thanks to god, by the grace of god we managed to make it safe and arrived in greece. In greece they put us on a boat. They robbed me. They took 1,000 euros, 200 along with my personal syrian identification card and left me with nothing, nothing, no syrian document, nothing to identify me, not a single penny. For five days it was quite disgraceful and humiliating in athens. Some young men collected some money to help me come here and young men are trying to help me so i can make it and see my own children. It has been 20 days and i have not washed my clothes and i swear it is humiliating here, what can i do with these young people, what can i do to help them . There is no water to wash them with, no food, no decent water to drink, there is nothing for them at all. Look at this. This is their meal. This is what we are supposed to feed our children with. What can keep them alive . Is this a meal or a food and 24 hours one sandwich and you can eat it all in one bite. It wont satisfy their hunger. This is unfair, very unfair. Where is humanity in all this . We fled a war and now are stuck in a prison, im stuck here, what can i do . What do they want us to do . Why cant they free us, why . Are we here as prisoners, what are we . Tell us, yes, you are convicts sentenced to death. Why are we detained and locked up, why, what is the reason behind all this, my, god, if we knew this was the way they would treat us and imprison us in europe we would not leave the homeland, the home land is precious, quite precious, the soil and memories and everything there is dear to us. Greece says it picked up 2 1 2 thousand people in the mediterranean in the last few days and a main entry point for people trying to get into europe and under fire for not doing more to register the refugees before they move on and we report now from greece. Reporter another group of Syrian Refugees arrives from the greek islands in the port and among them many young men escaping army service by the Islamic State of iraq and levante and mohamed is a 25yearold economic student and says his family dislikes syrian president Bashar Alassad but he doesnt want to die fighting him, he wants to finish his studies. The situation in syria is very, very bad because the war is big and there are many many groups in syria. What is happening on the streets . The people were killed in any place in syria. Reporter these numbers monitored by the u. N. Overwhelm not only the greek authorities they have cut through the treaty which has established Border Controls and forced germany to declare it will ignore a rule to return asylums to greece and process directly. 300,000 refugees crossed into europe this year two thirds through greece and the number rises by thousands daily and almost all qualify for asylum and they must remain here and apply from greece and in practice they are walking across internal european borders, the sheer size of the phenomenon has suspended the rules. The sooner europe realizes that events have over taken the law the better. Translator practically speaking when thousands of refugees are on the move you cannot close your borders and pretend you have treaties and conventions to enable you to prevent the flow of this enormous refugee population. Reporter greece and italy which received the greatest number of people want europe to sort out who is a refugee in the middle eastern consulate. Translator the idea is to use humanitarian visas and europe assures safe passage for refugees and secondly it will neutralize smugglers who prosper from the smuggling of refugees and third it will have security because they will know who comes on to european soil and deals with the threat that some of them might be jihad. Reporter europe doesnt seem ready and pressure is increasing, asylum applications reached 123,000 in july, an alltime high and experience shows that policy follows facts, the question is how far behind them it will be. John with al jazeera, athens. Well, the refugees is not only a european problem. The australia government says a deal to resettle cambodia is still on but there are reports from cambodia that the government has no plans to accept any more people. Now the deal centers on the Pacific Island where australia built a Detention Camp for refugees in 2012. This is an important agreement and its an agreement which indicates cambodias readiness to be a Good International citizen as everyone knows, when cambodia was in trouble some years ago they rallied to cambodias help and cambodia and as a citizen can do its part is in much better shape than it was a couple decades ago. A spokesperson for Cambodias Interior Ministry has told a newspaper the country has no plans to take any more refugees to cambodia. Australias government denied that the is case and say the deal is still on. Either way almost a year after it was signed just four refugees have been resettled from the holding camp to cambodia of a cost of 40 million u. S. Dollars that australia government paid to cambodia to take refugees, so hugely expensive so far and refugees is a sum total then prohibitly stupid with a Refugee Resettlement program that australia is supposed to have for those who come by boat to be first of all put in Holding Camps and have Refugee Status assessed and released as it is in other countries and the camps are hugely controversial, a report just published on money detailed some allegations of abuse in the camp and the report recommendations are that australia speeds up processing in these camps and makes the whole process much more transparent and the government doesnt deny the policies are tough but say they need to be in order to deter people from coming by boat to australia. Some politicians here in australia said that european leaders could learn a bit from the approach and say the boats have stopped but at what human costs. Former thai Prime Minister went before a court for the case against her and charged with negligence of duty after it was found the government bought rice from farmers above the market rate. The asia crisis started here and it was called the same and the makings are there now in 2015 for a similar, dramatic downturn. Translator we havent seen any positive sign until the end of this year to help the economy. There is no clear governmental stimulus package and hope any governmental projects can be seen and realized and the projects will especially help the economy for grass root people. Reporter the military government convened more than 20 experts in a committee to put together a program for economic reform. The forecasts for National Growth keeps being revised downward in a year of integration for southeast nations meant to stabilize trade and investment. Coming to thailand from the average would be about 3 . Then that would be a paradox on one hand but on the other hand people felt less welcome comparing to competitor. Opals, and exceptionally high quality. We meet a group of mi miners as they head back to the village. The work is very, very hard this man tells me. Look at the blue in that. He has been mining, for two yea years. He and 12 other men work in this 40meter long tunnel, the group earn up to 2500 a week for the stones they find. And he has been digging here for about 20 minutes now and he has just cracked into a piece of rock and you can see here this is the opal and the guys who work this mine say on a good week they can pull out around 50 kilos of these stones. There is nothing to support the roof of the tunnel. And he says the last time an miner was killed here was three years ago. Translator landslides happens when it rains and its frightening when you are inside the tunnel and i dont want to stop this work until im successful. Reporter the government has supplied the miners with basic tools and wants to improve health and Safety Standards and encouraged them to form cooperatives and sell the opals for processing abroad. Translator since we formed the cooperatives we have been able to save money. Some of our friends support cars and others are buying houses. Reporter this is one of only two gem stone workshops here, ethiopia industry generates rounds 25 million a year, a long way to find australia which produces more than 90 of the worlds opals and this on the left is worth 5 per caret and increase in value as you move along the line. And the red bulls take aim at eastern conference leaders dc united and we will have the latest in Major League Soccer in sport. Its tough conditions have not deterred students from finishing high school, some of them with top marks but as we report that does not guaranty them a place at university. These syrians who are refugees in jordan camp have finished high school and all passed the jordan general secondary education exam with good grades but none can afford to attend a university and have approached collar scholarships and got the highest grades. I studied outside because there was no place to study and made sitting outside the street in the scorching heat or cold and we didnt care, we had a goal and we wanted to achieve it. Reporter cuts across the camp were a major challenge but says when she didnt have enough candles to study at night she had to wait until sunrise and says its not fair there are not enough scholarships for syrians who want to compete with higher education. Translator we shouldnt give up on studying or our dreams because syria relies on us to rebuild it after the conflict and need doctor, teachers and more when we return. Reporter others in the camp will return to work instead of graduating from school. With the lack of University Scholarships for syrians in the camp and across jordan there are fears that some who are adamant about getting a University Degree will flee to europe for better opportunities and many here say this means they will never come back to rebuild syria in the future. These two syrian teachers in the camp work tirelessly to secure scholarships for syrian students through charities and private donors and say a recents enesco study said there are 1200 residents in the camp qualified to enroll in university or not able to compete in syria because of the conflict. Translator we dont want the lack of University Scholarships to force our students to endure more displacements. We dont want their desperation to have an obsession with migration to the west for work and education.
