TORRINGTON - In handcuffs, accused Community Soup Kitchen of Torrington's Executive Director Lisa Hageman was arraigned on allegations of forgery and fabricating evidence Tuesday in Superior Court, accused of taking cash in exchange for signing off on community service for court defendants.
