Toronto apartment building faces 84 city complaints. But owner's appealing order to fix it

The owner of an apartment building dubbed one of the worst in the city by tenant advocates goes before a city panel Monday morning. Her tenants say their units are infested with rats and bedbugs and one resident says the garbage disposal area is a "complete mess."
