Southington pair faces charges after child alleged he was locked in bedroom so long he urinated on himself

Two Southington residents face felony and misdemeanor charges after the Connecticut Department of Children and Families removed two children from a home that reportedly smelled of cat urine and had feces smeared on the walls of a bedroom the juveniles shared.
