Now, the property at 1215, 29th avenue is developed a Single Family home. Its quite long and dense and it only provide an overview and be available for any questions. The first enforcement action regarding units on this property was a d. B. I. Complaint from the ground floor in 1999. That enforcement process moved slowly. There were other compliments filed over several years. The Property Owner filed a new Building Permit in 2014, nine years later to remove the unit. That permit was issued but never completed. Theres no evidence or documentation that the two illegal units were actually removed. Planning Department Engagement began in 2018 when the complaint was filed. The department obtained documents from 2011 and 2014 that clearly described two illegal units out ground floor, which at that time that the Property Owner did not dispute they were working with d. B. I. To remove those illegal units. In 30day notice for owner movein in 2018, the landlord stated she was occupying in illegal unit in the garage since february 2018. The department requested to conduct a site visit at the subject property. But the Property Owner declined. The original notices were mailed but not received about the Property Owner because the Tax Assessor Office listed the wrong address. That was because the deed listed an incorrect address for the Property Owner. The department relies on the tax assessors information for all notices. Once that issue was identified and corrected and updated notice of violation was issued in in 2. The Property Owner requested zoning administrative hearing. The Property Owner denies the existence of the two illegal units and declined a site visit. After that hearing, i paused release of the final determination because the Property Owner and tenants were involved in litigation in California Supreme Court that may provide additional documentation to the enforcement case. The judgment supporting documents were released on february 4th of this year. The jury did find in favor of the tenants of damages 270,000. The case documents included testimony from the landlord confirming the property contained two illegal units. Given the abundance of documentation, the landlords testimony under oath, the denial to allow a site visit and other documentation, it was issued on march 2nd of this year. Just quickly, there was reference to the landlord and Property Owner being told that there was moratorium on the enforcement of illegal units. That was not anything that was communicated from the Planning Department. Im not aware any moratorium of any department on the enforcement of the illegal units. We are complaint driven enforcement body. If there are illegal units or unauthorized units, we do move forward ton that enforcement action. It is maybe point out that, the requirement to legalize these units instead of automatically just remove them was adopted and took effect in 2016. That is something that has changed and since 1999 when this enforcement issue began. Again, im not aware of any official or unofficial moratorium on the enforcement of illegal dwelling units in the city. With that, i will conclude for now. Again, im more than happy to answer any questions you may have. We have a question from president lazarus and Vice President honda. President lazarus i think that you mentioned there was a permit issued in 2005 that was not expired and Nothing Happened until 2014. Would the department not be tracking that, therefore allowing that situation to stay as it was for nine years . Am i missing something . Im happy to respond. That time period from 1999 to 2018 all the enforcement process was through d. B. I. There was kind of contact between d. B. I. , especially the Housing Inspection Division and Property Owner. I cant provide all of the conversations and actions that were occurring between 2005 and 2014. There was additional action during a time that did eventually result in appropriate the Property Owner filing a permit. That permit was issued but never [indiscernible] president lazarus thank you. It was referred at one time to city attorneys office. Doesnt look like they took it up. I concur with the voting permit. Theres no inspection history. The permit got renewed in 2014 to take up that work again. No inspection history on that either. There are notes that the Property Owner did meet with our housing inspection regarding how to comply with the building violation. I did see notes from 2014. Did give them advice on what needs to happen. There are still active complaints from the d. B. I. And planning as well. President lazarus thank you. Thank you. We will now move on to rebuttal. Its what it is. We are contesting the characterization of christy west testimony. My understanding was that the unit was at that time not occupied by any tenant. The testimony at that time was reflected the use at that time. Were not denying in the past it have been rented out. It has. The upstairs tenant, the lawsuit involving up stair tenants is currently on appeal. We dispute. Thats another story. I dont want to waste time talking about the feedback on that trial. The bottom line is that we are attempting to comply now. There was a misunderstanding related to whether or not christie west, there was a requirement that she move the units for that time period between 2005 and 2019 when she got the notice from the Planning Department. The Building Department and Housing Division [indiscernible]. Christie west still under the impression that the moratorium still existed. What im saying, were trying to comply now. Wwe will try to get this application in. Were trying to comply regardless whether or not the appeal stays or the decision is sustained. Were pleading with the department or board of appeals on financial grounds. [indiscernible] she may not able to file the permit if she has to pay the fees first. The goal here to so get compliant. Were trying to do that. In order to do that we need some indulgence. If the decision reversed, it doesnt mean it cant be brought again. We do intend to continue with the permit process. [audio breaking] [indiscernible] im working at the property. There has whole series of complaints on this property. This owner has taken care of. At this point, were looking at huge penalties. Well hear from mr. Teague. You have three minutes. I have a question. Vice president honda i have question for counsel. Your cliented this in 19 purchased this in 1982. Has been renting out illegally since 99. Shes benefited from 16 to 17 years minimum of illegal rent. Plus more than likely since her purchase in 1982, she was probably doing the same as well. Thats not true. We have a question. Thats absolutely not true. Excuse me, ms. West. You need to wait for Vice President hondas question. Vice president honda youre asking for leniency, you have been illegally renting this unit for 21 years now and collecting rent. Why should we indulge that . Ill start off. As far as the rental history for the property, that is the question that answered by christie. I dont have knowledge of that. Basic reason is that, the money that have collected in the past gone to maintain the property. Its not gone to build new houses or anything else. The current status of the situation is that it would be punitive in nature to Vice President honda okay, thank you. Mr. Teague. You have three minutes in rebuttal. Thank you. Just provide little bit of information. Whenever theres an enforcement issue relative to unauthorized dwelling unit, theres a requirement that space and that unit has been used in the past as a separate and independent living area. If its not currently being used that way, thats not relevant to the determination of whether or not it is an unauthorized unit. It needs to be either legalized or removed conditional use authorization. Regarding fees and i want to clarify, the only amount of fees that are due to the Planning Department from the Property Owner for the fees for time and material, cover the cost of the enforcement cosenforcement proc. Thats 5000. The penaltyings up to 250 a day. Theres a lot of due process in our enforcement procedures. As was mentioned, specifically states, that the Enforcement Program is meant to bring about abatement and not punitive. We have not assessed any penalties on this violation. Moving forward, if the violation is upheld and the Property Owner does not take the appropriate actions and continue with good faith action to abate the violation, then, of course, penalties could accrue. To that point, i would like to clarify that this was issued prior to the shelterinplace order in the city. Weve always been very open working with Property Owner on abatement. Were working with Property Owners now under the Current Situation with the pandemic and the continued shelterinplace. It is a balance obviously this is an issue thats been going on for some time. We do to make sure theres good faith effort. We are working everyday, Enforcement Programs, to acknowledge and work with people on enforcement issues and the real constraints they maybe facing now due to the pandemic. I will start my report today with crime trends then move to the significant incidents and update on resolutions expressing support for black lives, 2044. After that we will have deputy chief give a presentation on family code 6228 Quarterly Report and then we will do a presentation on the departments collection analysis of Sexual Assault kit evidence and reporting of the results to Sexual Assault victims report then a presentation about the limited English Proficiency annual report 2019. Crime trends for the week. We are overall down 22 yeartodate. Sorry down 22 come teared to last week. Yeartodate 19 compared to 2019. Looking at the crimes this week we were 19 down over last week. Yeartodate down 18 . However, the bad news is that homicides are up 13 as of august 9th. I have a report of several homicides since then that i will give a quick list and we will have more details in next weeks report. As of august 9th there were 27 homicides in 2020. That is a 13 increase. There are no homicides between august 9. Then five homicides in july. 13 of the 27 cases are clear and 12 were cleared by arrest and one cleared by exceptional means. Gun violence down 4 . We had a shooting in the reporting period. One shooting causing injury to two victims. Total 59 incidents resulting in 75 victims. This report is sent to the commission. If you look at gun violence for the five year trend, we have modest reductions this year. We are still below where we were last year when you look at the previous five years. We are significant leel signift year. Property crimes last week versus this week down 22 . Yeartodate 19 . Auto burglaries down 17 . 52 when we compare to 2017. Again, good progress. We know this year has been affected by covid and that caused percentage decrease this year. I want to go back to shootings district by district contrary to yeartodate analysis. Bayview district leads in terms of volume of shootings. 27 shooting incidents this year in bayview. That is compared to 24 last year. They are significantly above the other districts. The next closest is tenderloin with 14 shootings this year compared to 7 last year. There are several district stations that have had modest reduction. Northern district 4 compared to 3. The district is even. Increases include 6 from last year to 10 this year. Mission from 8 last year to 9 this year. Someone should mute themselves. Significant incidents this week. I want to share with the commission you are familiar with the case of avacasa. His mother is frequently at the commission reminding everybody the public and the commission not to forget her sons death, which happened in 2006. Every year on august 16th ms. Brown and her family and the Police Department and Community Members have a Memorial Service at the site where he was killed at grove and baker. She plans to do that again this year. I talked to ms. Brown today. We know what we are facing with the pandemic and social distancing and Face Coverings will be part of this event, but i would like to mention this will be this friday, august 14th. This will make the 14th anniversary of the shooting death. Our investigators continue to pursue leads related to the incident. We are seeking public assistance to solve this cold case. He was shot multiple times at 3 14 p. M. On august 14th. We hope that somebody out there saw it and knows what is going on. After all of this time we are still asking for the publics assistance to bring this for a resolution for the family. On friday, ms. Brown will speak about her sons murder and to remind the public there is a 250,000 reward for information leading to the arrest and prosecution of the suspect or suspects in the death. As i mentioned earlier. We had nwe had since august 9th. Since then we had a homicide on august 10 in the 1900 block of sunnydale. Multiple rounds and the victim was transported to the San Francisco general and succumbed to his injuries. He had some affiliation with one of the local neighborhood gangs. We are looking for Video Evidence to bring this to a resolution and hold those responsible who committed this crime. An additional homicide on augus. Campus. We are cooperating with the u. C. S. F. Pd who has jurisdiction over the crime. We are asking for public support. Unknown suspect stole the victims phone plugged into a wall at the location. Victim and suspect got into a fiscal altercation and immediately following the altercation the victim exited and collapsed on the sidewalk. He was pronounced deceased. This did occur on the hospital property. We will assist in any way possible. We have an m. O. U. With the police to give them the jurisdiction on this homicide. We also had a shooting in the 1300 block. This occurred on august 7th. Victim transported to the hospital with a gunshot wound to the lower abdomen. Two other occupants in the vehicle. One left the hospital and one helped the victim in the emergency room. The victim made statements to investigators to shed light on this before surgery. Our location is unknown. We are using our technology to try to pinpoint the location of the shooting so we can investigate to figure out who committed this crime. Anyone with information please call our hit line. There is an aggravated assault in the tenderloin district regarding an aggravated assault. Victim was 75 years old unconscious and bleeding from the head when officers arrived at the scene. The victim was transported. The investigation revealed the suspect walked up behind the victim and knocked him to the ground. Later that day the tenderloin station officers detained the man matching the description who was arrested and charge chargedh with the crime. Using a Deadly Weapon in the commission of a felony and inflicting Great Bodily Injury causing the victim to go into unconsciousness. Again, good work by the officers. That is unprovoked and unfortunate incident that is unacceptable. We are glad we are able to make an arrest on that incident. Before i move to the resolution and update. I will pause if the commission has any questions. I was really excited to see zero homicides last week. It is unfortunate we couldnt keep that up. I hope that this will be the beginning of a continuing trend of decrease in violence and the community will come together in a special way. That is my prayer and my hope when you first started talking about ms. Brown i thought you were going to say someone was arrested. I got so excited. Unfortunately, that is not where the conversation went. Again, i hope that this is the last year that ms. Brown will have to have the vigil for her son on august 14th. Next year i hope she spends it with her family in a very different way. We are still working that case. We are going to continue to work it until we solve it. I dont see any questions from commissioners. Update on resolution 2044. On july 15th. The commission passed 2044 expressing support for black lives. This directed that the department develop and post a sign 32 by 24 inches at all district stations featuring the expression of black lives matter. This was voted on unanimously by our commission, and sponsored by commissioner brookter and the poster that the department was given was to have the poster in place with in 30days of the passage of this resolution. I want to talk about the process of developing this poster. I will read what we came up with. First i will say this is a very positive experience for me as chief of police of this organization. I want to take my hats off to the commission for their leadership and also for the members of our Police Department traembraced there. I wont tell you every member of the Police Department is excited but most of us are. As we roll out the finished product, we actually reached out across the department to get in put on the creation of this poster. We will talk about what that resulted in. To develop not only the expression but what it means to us as an organization and we wanted to do that in a very broad and complete way. What you will see in a second is that we reached out to every corner of the Police Department, every bureau and station. What does this expression mean to you . To your station . We wanted each Commanding Officer sworn or not sworn to get a committee together in their command of officers and or personnel to ask that question. We asked for at least two statements. They could come up with more. We put together a committee representing all ranks. Once we got those statements to vote in a democratic process on those statements we felt that exemplified the values of this commission and Police Department. The poster was bigger than minimum to get everything on there that we wanted to express. We wanted to take this opportunity to reaffirm the values of this Police Department. The first paragraph states our values. How they come to play in terms of the expression for black lives and that they matter to this organization. That is followed by our why statement from command staff to every district station, we were asked to come up with why . Why is this important to you . As you talked to every person. Everybody asked do black lives matter to you, that answer was yes. We are going to do away with the butts. We are going to answer the question why does it matter to you . That is what they were asked. Sergeant youngblood has a video. We want to roll out our finished product. I have a prototype printed. We wanted to be ready for the update. I will turn to that right now so you can see it. Sergeant youngblood will put this video on so you can read what this means. We will turn the camera. You cant read the words. We have a slightly bigger than movie size poster mounted on a metal frame that is very durable. These are the frames we have at the academy on our hangings on the wall to reemphasize what is the organization. You can see the color scheme. Black lives matter is in the black and green. Commissioner brookter talked about what that means in terms of the San FranciscoPolice Department in blue. We wanted to stand out as black lives matter to the San FranciscoPolice Department. Followed by you can see this and you will read it in a second about reaffirmation of values. Everyone in the department has why it is important. It ends up with what i will read to you. It is very important. This was a quote by our 44th president barack obama. Eloquently stated our nations 44th president barack obama. I quote. I know there are some who criticize the phrase black lives matter as if the motion as if other lives dont matter. All lives matter, blue lives matter. I understand the point they are trying to make. It is also important to understand the phrase refers to the motion there is a specific vulnerablvulnerability for afrin americans to be addressed. Last paragraph is what we are trying to do to make this narrative better. There is a link for anybody interested in seeing with what we are doing to make this better and affirm we are going to walk the talk in this Police Department. Anything that anybody wants to see about what we are doing to address these issues. That is the highlight. One other thing. When you see this, when you walk into the district station, that statement will be highlighted. If you walk into the station the statement will be highlighted. Residents of southern station or anybody doing business at southern can see why this is important. That is for each individual station to have their own highlight. Answering yes is not enough, however. It is important to the members of the San FranciscoPolice Department that you know why black lives matter to us. Since 1619 the value of black lives is at the center of our challenges as a nation. It is a way of existing that should permeate every aspect of being an american. Operations borough. We celebrate diversity and value voices of change. That was central district. Southern district station. Actively seeks justice and equality for black lives gives us as police the opportunity to live up to our oath and a chief true noticeability. The officers at bayview station choose to serve a community that has been underserved and discriminated against. Black lives have always mattered to us and we will continue in partnership and with pride. Mission district. Black lives matter to us. An expectation of equality in all aspects of american lives, education, healthcare and employment and application of law. Northern district station. We reaffirm our oath and duty to respect black lives to continue the practice of unbiased policing while recognizing the impact of policing on black communities. District station. Black lives matter to us at park station because we want to be part of bettering our society and institutions by overcoming systematic racism and racial inequality in all interactions as well as society and institutions. Richmond district station. Systematic oppression annual it is time for change. Equality is required by and for all. We have seen hate in every form. We have seen racism and oppression. We are here to fight for justice for all victims with this kind of motivation. Black lives matter to us in the city. We value black lives among all the lives and we are stronger with black lives among all lives and stand against racism. Yes, all lives matter. Blue lives matter. I understand the point they are trying to make. It is important to understand black lives matter severes there is a specific vulnerability for africanamericans. Last paragraph our comprehensive Reform Initiative one priority is to address vulnerabilities long standing disparities with policing in black communities. That is a result of this resolution to make ourselves more efficient and available for people to see what we are doing. That is the result. One note. We have to go to reprint. As noticed on the final print that our administration borough stated got omitted. They did have one and we will make that change when we roll them out to the station. Thank you, chief, so much. I have to be honest. That made me teary when you read it to me. I have never heard anything like that coming out of any Police Department anywhere. You know, there is still work to be done. We will do the work. It makes me proud to be on this commission at this time and you went above and beyond what we asked you to do. It makes me proud. Thank you. The conversation we had and dialogue today, we werent expecting anything at this level. One of my favorite authors talks about start with why . I think for a Police Department let alone other departments here in San Francisco given the injustice that we have seen in black communities for our department to have the statement taking it seriously as you have and to produce what we have, i think it speaks to that first step. This is also sparking conversations that are not only had in communities but within the city and county of San Francisco. Really again just it is moving. I want to say thank you to my fellow commissioners for unanimously voting for this. I think when we first mentioned it, commissioner hama saki and i said it is visible. It is going to be mounted. That speaks to how seriously you have taken this what has come from the community. I want to say thank you. Again, this is one step in the right direction as we continue to push for reforms that we need you to make this Department Better and the community safer. It is one step towards that. What is next . Next we have deputy chief on the presentation. The Quarterly Report. Good evening. Chief administration to present the first 2020 to june 30 of 2020 of our code in the releases. As you can see through this last quarter 7133 reports were requested with 72 in the category of family code 6228. The vast majority requested by email under covid situation. All reports being processed in 1. 4 days, a day and a half to get these reports back and ready Domestic Violence and assault on page 2 no delays or denials from these requests. This past quarter. The vast majority of the victims and were made in english with two spanish and three chinese speaking requests. It has been working to comply with the code. I keep hearing background noise. Please mute yourself when you are not speaking. That would be great. I dont see any comments on this line item. Thank you very much. I am happy the department is in compliance. Next we have the reporting of the Sexual Assault victims report. Good afternoon. What i will do is go over the report that was submitted to you regarding Sexual Assault evidence kits for the reporting period january 1, 2020 to june 30, 2020 you should have the hard copy with you that was sent to the commissioners. This is pursuant to Police Commission resolution 1628. This basically expanded. Can everyone mute themselves. Someone is on the phone having other conversations and coughing. I want to hear the presenter. Thank you. Thank you very much. On this resolution. This was expanded. This was adopted pursuant to 680 of the penal code at the same time the Sexual Assault survivors. Is everybody on mute . I am getting some kind of feedback. I will continue. Please let me know if you dont hear me. It is basically builds upon the Sexual Assault survivors act of 2016. For this reporting period we have 119 kits submitted within the fivedays. Outside of that there were three that were beyond the fivedays. Of those three, those are outside jurisdictions. One in san diego pd, one is another Police Department alameda pd and another one is outofcounty submittal through the property division. The crime lab within 120 days, the requirement they did 105 tests. Out of those 105, the turnaround time is one of the best we have ever had. It is 14 days. When we did last year we were 45 days. The last reporting period we were 23. 14 is an amazing turn around time. Again, i think that is something definitely to highlight. Out of the kits the dna was profiled and got 49. Out of those 49 they are entered into the code. It is a dna index. Out of that dna index the 49 we had 18 matches. From those 31 did not match within the index. 59 did not result in foreign dna profile that is equal to the amount of tests that they did. If you go down. One of the requirements of this law is notifications and outcomes to the survivors. With the special victims unit they will contact every person that is a victim of Sexual Assault and tell them what the results of the tests were, if it was submitted and tested. Out of those we have 100. We made 100 moat fixes. 14 notifications. 14 did not want contact or action. 134 were tested at some were tested at San Francisco general they did not want Police Contact. What we do is if they dont want Police Contact we work with the advocates in the Rape Crisis Center and make sure contact is made and they are provided services outside of the Police Department. Out of agency cases eight. Inactive cases 55. Clear cases there are 18. Those are arrests or action taken on that. Open cases there are 49. Some of these profiles not hit again submitted through cold cases at a later time. Somebody might not have the dna profile in the index but later in the future they show up. The cold case unit keeps track of the ones that we dont get actual bids on. Those are inactive but open and retested. They are resubmitted. A number of cases charged by the District Attorney were five and number of cases discharged were four. Is there anybody that has any questions regarding my report . I see no virtual hands. Yes we will present on the annual limited English Proficiency report. Good evening, commissioners chief scott and members of the community. This evening i will present on the departments annual limited English Proficiency report for 2019 as mandated by order 5. 20. I would like to begin the presentation by showing the departments video. We speak your language to demonstrate the multiple languages spoken by our members. If you could play that, please. [ inaudible ] thank you. Next slide, please. The department currently has 352 certified bilingual members certified in five languages, spanish, cantonese, russian. There are 498 bilingual officers selfidentified speaks a Foreign Language beyond the five core. There are 94 civilian members and 31 civilian members totaling 975 bilingual members in the Police Department with 30 members from american sign language, arabic, french, japanese. Portuguese, samoan and vietnamese. Under order 5. 20 section 303 requires reporting data in four areas. One, the number of calls for Service Contact and investigations where an incident report was required regarding limitted english. 3602 such incident in 2019. Two, the the manner in which interpretation was provided to limited English Proficiency individuals in 2019. There were 1177 in person Interpretations Services provided by certified and non certified members. There were 6150 Language Line application interpretation Services Provided to members of the community totaling 7327 Interpretation Service incidents provided by the department. Three, the complaints received concerning Language Access provided by the department includes accountable in 2019. The Department Reported four total complaints. Three were not sustained. One deemed to be proper conduct. Two deemed after investigation as insufficient evidence and one was dropped by complaint. There was one complaint brought forward including a perceived complaint in which view determined a man darrin interpreter was provided. There were three complaints reported in review of the department of Police Accountability report. Review of that determined that the constituted one proper conduct, one was unfounded and one complaint withdrawn by the complainant. Four, departments resolution to Language Access complaint entails continued commitment to Language Access by providing training, resources available, policy changes and consultation with office of immigrant affairs for best practices as well as ensuring compliance. In 2019, next slide, please. In 2019, the department achieved a number of accomplishments. First was collaboration to create a process to identify and track calls for service requiring Language Access services or response from bilingual officer. The goal was to improve response for tracking the calls involving members of the community. The department of Emergency Management issues a training bulletin which involved secondary code assigned to the computer dispatch calls designated as lep. The call is closed out by dem indicating the language interned as well as whether or not the officers provided the services. Calls closed by dem with code. Spanish was span 1. That was to better track our language assistance that was provided to the community. The Department Also issued a Department Bulletin outlining what the officers responsibilities as well. Is notes reviewed secondary codes designated in the calls for lep to prioritize and review for expedited response as needed. Officers at conclusion will provide confirmation to the department of Emergency Management of the language interpreted and the disposition of the call. Now, an additional accomplishment was facilitation by the department of the Language Line insideout, smartphone application. This was Training Provided to officers at five stations including the tactical unit. The reason this is important, this provides direct access on the officers smartphone with access to over 400 languages for interpretation available to provide to the community. In addition. The department facilitated trains for 103 Academy Recruits and aid of the general 5. 20 involving limited efficiency practice scenarios and report writing. It also administered four update courses for interpretation for Law Enforcement for certified bilingual and aids best practices on interpretation, different modes of interpretation and preserving the meaning of interpretation from the source to target language. In addition, the department coordinated with the department of Human Resources the testing and certification of 35 Academy Recruits at the academy. This helped to expand the pool of bilingual officers as they engage with the community and dhr committed to this process moving forward. Language access provided Interpretation Services for district station and specialized units as needed in addition to Public Events such as town hall meetings, summit and lbgq meeting. They also attended training hosted by the Asian Pacific island Nonprofit Association with the Police Bureau on best practices related to best training. That brought back to collabborate with the office of immigrant affairs to enhance training content for members. To date our 2020 accomplishments include completion of our Department Training at all 10 district stations. I have mention on the previous slide we completed five stations in training them on the mobile app. This Language Line mobile app which was available to the officers. We have now trained at the station and deployed on all officers cell phones in the field. This provides greater access to language Interpretation Services within the community. We will continue to move forward in completion of training with all units within our investigation division. Ensure all members have the Language Access tool to serve the limited English Proficiency community. The department implemented an lep scenario in advance officer training as well to help provide members update on the best practices related to Language Access. Now some of the 2020 goes we have moving forward the department continues to work on memorandum of understanding with the department of Human Resources enabling the department to proctor internal language certification and recertification process to help expedite certification of members. We collaborate on the expansion beyond certified five core languages based on data which is sourced from various resources from department of Emergency Management and selfaudit to meet the Language Access needs. Department also looks to explore Higher Standards of interpretation and certification with dhr based on research of internal needs. Current citywide certification for all departments is currently Customer Service level of proficiency. The goal of the department is to attain Public Safety level of proficiency specific to Law Enforcement. They are working to update our d. G. O. 5. 20 training video to include updates related to the mobile app Language Access app and to update best practices for members. The department will work with our Language Line vendor to help create district station and specialized unit codes to help track and identify lep needs to better serve the needs within the specific districts in our city. The department is committed to work with the department of Police Account ability to refine the notification of the Language Access complained to the departments Language Access lie liaison to remedy these through training. We appreciate the support to assist in des moines of this report and want in this report and timely resolutions as needed. They will work with the Language Group to develop a mechanism to share recommendations with the department on a monthly basis for timely review and consideration. The Department Also is working to complete design and approval of a limited English Proficiency pin for bilingual members and Police Service aid. The design is in process. Upon completion will be forwarded to the Safety Committee for review and approval. I would like to thank the lep working group for this recommendation to help elevate importance of our bilingual members through this process. Lastly. The department will work to consolidate the language in a number of our Department Bulletins, updated 5. 20 to help consolidate and mitigate any redundancies in our processes at this time. That concludes my presentation. I would like to reiterate the department will better serve the needs of the Diverse Communities moving forward. I am happy to take any questions now as needed. Good evening. I am here today to talk about the lep report from the d. P. A. I want to acknowledge that i am lucky to be giving this presentation, but the work i am going to speak of was speer headed by our former director of policies and so many groups that were acknowledged and were part of the Language Access working group. They did a lot of work in this very critical area. Will you please pull up the d. P. A. Slides. First slide about the 2019 cases. One discrepancy in our report versus Department Report there were three occasioncation three. When a case is opened it doesnt mean it is closed in the same year. Three cases opened in 2018 were closed in 2019. That is the only difference in the numbers between the two reports. Unfortunately, if those three cases were not captured. They werent opened and closed in one calendar year. Most cases arent opened and closed in the same calendar year. You can see 11 cases opened or closed in 2019 involving four different languages. Four were spanish, four mandarin, two cantonese and one aurarabic. Three cases had insufficient evidence to prove or disapprove allegations. Two were proper conduct. Two by complainants and one unfounded. You can add vance the slide. D. P. A. s perspective on the top three accomplishments. First timely release of Police Reports for Domestic Violence be and Sexual Assault survivors that is important for the working group. Sfpd is providing the incident reports for the survivors within five days of request. Incident request forms are available in multiple languages on the sfpd website and police head quarters. Second was a draft for the officers. This addressed the critical roles they play as First Responders to Domestic Violence and calls for service. This includes determination. Language access for lep and deaf and hardofhearing individuals, interviewing children and obtaining emergency protective orders. Third deaf and hard of hearing working groups several Community Organizations including the deaf advocates and the commissioner drafted the d. G. O. In 2019 which was recently adopted. Sfpd has expanded to deaf and hard of hearing communities and full implementations. Advance to the next slide. I think that is it. Thank you. Those are the partners we spoke of. I wont read all of them. The department acknowledged many of these organizations. I hope that some representatives might speak to the commission tonight. This is an important area of policy work that d. P. A. Has participated in, partnered with these organizations and the department. I have in the notes what it is. I will report at next weeks commission. That was my only question. As far as Domestic Violence manual that is in the final stage. We had a meeting on that manual. The second one is scheduled for tomorrow, i think. Once we do that. We hope to be finished to get that manual in front of the commission. [please stand by] our prior productions by category and case. Previously, we were counting the number of productions, which made the numbers a little bit confusing. For example, some very large cases would have multiple productions broken into parts. The first half would be paper records. The second half would be transcribed interviews. Were going to continue to do production on a rolling basis, but what will note is case one, part a, part b, part c. And that will clarify the actual numbers. So its a work in progress, but weve done a lot and were just really excited to have the information publicly available and ill talk now about our latest releases. So since the last commission meeting, weve released one injury file and one officerinvolved shooting file which was over a thousand pages worth of documents. That brings our new total to 7 officer involved shootings, 19gbi cases. We have 13 cases pending production in the dishonesty category and d. P. A. Has determined we have no records in the Sexual Assault category. I think that summarizes everything. Okay. Sorry. Any questions . It was on the Language Access, but i just wanted to thank everybody involved on that. And i really cant impress how important it is that committee continue to go forward and that was it. This is angela jenkins, i want to commend the chief, the commission and all of the people who are putting together memorial to black lives. The one thing i see missing is the context of the black lives Matter Movement. I think we all need to know our history that we have in our midst, in the bay area, garza, a person who coined the phrase in a love letter to black people. The hashtag went viral when patrice turned it into a hashtag. I dont know that were looking at that. It was actually created in the wake of Trayvon Martins killing. In november of 2013, the i adequatal of his acquittal of his assailant created the black lives Matter Movement. It was done in affirmative action, a love letter, equating black people with being deserving of love. So if we do move forward, maybe this should be taught in the academy. The whole history. That those people are local. Alisa garza is local and still working actively to preserve and humanize black lives. Thank you. Thank you so much, ms. Jenkins. Next caller. Good evening. A. , and the Community Language work group for many years. And we love hearing the accomplishments. This is so great everything. Its a huge step forward. But i really want to encourage us to take the complaints seriously. Because those who speech english may not go forward with their complaints, there are certainly many more out there. We want to take each one of the complaints very, very seriously and recognize they represent more. Also Language Access continues to be a barrier for survivors of Domestic Violence and Sexual Assault. We need to do more together. We need to keep the work group going and we need to get serious about taking the next few steps. Im also very excited about the not only did it elevate the status of bilingual officers, but it helped residents identify officers who can offer help. We stand ready to help. We need to do more. Its been a few years since anyone talked about this, but the Police Commission need and the city in general, but its the Police Commission this is where everyone talks, needs to stop the direct energy that the city is in possession of. There is documents that prove it. That the city is in possession of microwave protection weapons and they can aim them at peoples homes. And it doesnt hurt. You dont notice it. But over time, it causes organ damage and other things. So the city needs to look into the direct Energy Weapon and stop it. Further more, the black lives matter signs, they dont mean anything if theyre told to put them up. Like, you could make a law that said that white supremacist that normally have a nazi flag must put up the black lives matter flag, even if they did it, you know they dont really mean it. Thank you, good evening commissioners, john crew. I have a couple of items under item 3 i would suggest for calendaring of an item. First i want to compliment and thank commissioner brookter for taking the lead on the black lives matter posters and chief scott for the execution of this. I think we cant forget the p. O. A. Opposed that and claimed it would be a wedge issue and to go forward in such a way says a lot for the department. But i wanted to point out that the examiner broke the news there is a proposed contract with the p. O. A. That has been agreed to that the membership of the p. O. A. Is going to vote on this weekend that will award them annual 3 pay raises. To my knowledge, this has not been discussed by the Police Commission and it was only a couple of months ago the chief association released a letter signed by chief scott and other chiefs of police from around the country that said in part in reaction to the George Floyd Killing that the balance of labor and management is often out of calibration, hamstring efforts to rid departments of problematic behavior as Law Enforcement executives we call for a review of those contracts and laws. I agree with chief scott and their colleagues. There has been no review of this contract. The Police Commission should put it on the calendar and before the board of supervisors approves this contract which apparently had no attempt to deal with reform issues, it should be discussed by the Police Commission. You can make a recommendation whether or not this deal is a good one or bad one. They have a contract that runs until the end of june next year. There is no reason to rush into a sweetheart deal with them and get nothing return. I hope you support sb731. If you want to lead on reform, you have to take positions on important state legislation. Line item 4, discussion and possible action to adopt revised department general order 5. 17, biasfree policing, discussion and possible action. Thank you. Im going to ask you to put up on the screen, so the public can see, the changes to 5. 17. The public may recall this Commission Voted to pass 5. 17, the biasfree policing on may 20th. It then went into be confirmed. Weve all been pushing our lawyers, our representatives, to make the process a quick one. Im very happy to see it back before us. I want to walk with the public through the changes that were made as a result. And we think theyre pretty minimal and i think everyone will agree. So if you dont mind, scrolling down, sergeant. This is the first change as a result of switching the order of age and religion. Continue. This is the second this is the second change. There was a comment that there was no such thing as you know, it was difficult to explain what would be lawful bias, so it was an extraneous word and thats a minor point and one we agree with, because you know, we want to prohibit any bias. So, yeah, that was deleted. That word. And then the very last change is grounds the bias policing with this g. O. And the g. O. This defines it. These are very small changes and this commissions view and this is what we were willing to agree with. There was, you know, quite a bit we were not willing to agree with, but this is a result of the process and now its back before the commission for adoption. I agree these are nonsubstantive changes, but i think you cannot ignore how messed up this process has been. There is no explanation why this went to meet and confer in the first place. This department is claiming to do collaborative reform, but its not collaborative if you give the p. O. A. A chance to go behind closed doors. If they had concerns about these minor changes they could have and should have voiced them with members of the public if they wanted to collaborate. And they could have and should have in mid may publicly, during the hearing on this matter, said change these items. I appreciate the commission pushed back and its only been three months, but this process is going to be repeated. After i had made issues about this and the Bar Association of San Francisco thankfully, what in fact the p. O. A. Was proposing. It was labelled by d. H. R. As a counterproposal as though the Police Commission had to ask the p. O. A. For permission to pass policies. That is completely wrong. Im confused also that you went into closed session under the public promise that you would only talk about legal advice. And now the next public discussion it turns out youve agreed to something. I dont mind about the substance, but i object to the commission going into closed session and talking about the substantive policy that is not within the scope of meet and confer. That is a violation of the brown act. I think for the future this needs to be clarified. If it requires a change in the contract, you need to make sure that d. H. R. Addresses that as they apparently reached a tentative deal with the p. O. A. Youre led around the nose by d. H. R. And undermining the Public Confidence in the collaborative process. If you talked about the issues tonight in closed session, that was a violation of the brown act. Im not going to object, because i want this policy implemented. Thank you very much. It also had in the past that i enjoyed the policy for bias, policing other civilians and that is what happened in Trayvon Martins case, where i referred to the black lives Matter Movement came from a proxy case. That of trayvon martin, a young man killed by a Neighborhood Watch person. So, please do approve this policy going forward. Let it be the only one in the nation, hopefully, where Law Enforcement officers are aware of their own bias, but also prevent the bias from nonpolice officers or other civilians. Thank you. The definitions are clear and comprehensive and include the new category of bias by proxy, which is essential to what were seeing today. The requirement of respect and courtesy and the intersection with 5. 03 is tremendous. And i also want to thank chief scott for his leadership on this d. G. O. Well, first of all, before we start, i should take a moment to thank our hard working translation staff and our clerks. It is absolutely critical that this meeting is accessible to all of our residents and families and educators, and i really appreciate that we provided translation for this meeting. You know, i want to just quickly provide an introduction to these two items, and then, i will also pass it over to supervisor ronen, who also wants to provide some introductory comments. This committee, for those of us who are watching or listening in at this time, is a very unique committee for our city. Its a committee that exists between three different institutions that have their own governing committees. Its a committee between the city, the school board of trustees, and city college. We meet regularly, and i think during this time of crisis for our city, its deeply impacting students, parents, and educators, this meeting is more important than ever. We are meeting every two weeks. We will have another meeting in two weeks at 10 00 a. M. To have suggest suggest suggested solutions for feedback, questions, and comments. We have so many folks who are here going to provide presentations and updates on their work, but this has been an unprecedented time for all of us, and i really appreciate the hard work of our elected leaders who are here, of our e educators who are grappling with thing thats no one has ever experienced, our families, and our staff, who have been leading much of this work. We know that school is starting in just a couple days, and we are going to have a school year that has it will present challenges unlike any that weve ever had in our city or anywhere else, and same for city college. And so our ability to work together, to problem solve together, to make sure that we are communicating, collaborating together, is essential for us to provide the supports and services that our kids, students, and families and educators need. So we have two hearings that weve called together. The first, as i mentioned, is our continuing conversation about the impact of covid on our schools and on city college, and the policy solutions, protocols, and steps being taken to address the changing needs of our students, educators, and families. The second hearing is specifically on Distance Learning, which obviously is one of the important tools that is being implements, and folked have a lot of questions. People still if this is going to work, we need to make sure the information is there. We need to make sure we hear from our students, our families, and our educators, and theyll have a chance to speak today via united educators of San Francisco, and were thankful theyre with us today and a part of that. So i know we had a number of these topics discussed two weeks ago or i guess it was three weeks ago because we had a recess in between. We are going to be talking every two weeks about these things, every time we meet because thing right side moving to quickly, and we need to get out information to our parents, students, and educators. So with that, im going to turn it over to supervisor ronen for her introductory comments and anyone else who wants to put forth any comments. I thank you, supervisor ronen, for bringing forward this hearing. Im proud to be a cosponsor of this hearing with you, and we will continue to focus on what we can answer today and any other questions and solutions that we should discuss in further hearings. Supervisor ronen . Supervisor ronen thank you very much, chair haney, and its a pleasure to be here. This is my first joint select hearing, and im going to be joining you every two weeks to make sure that we you know, every single child is successfully learning in this new environment. As supervisor haney said, School Starts monday under the most unusual of circumstances, and todays hearing is about getting information. Information about what the school day will look like, how many hours will our kids be learning directly from teachers online, when its referred to as synchronized learning. My daughter is in elementary school, and i have absolutely no idea what to do on monday morning, and so i hopefully will learn a lot about that today. It will also be about getting information for our educators. How are our educators going to teach if theyre also going to be at home with children doing Distance Learning . Its also about families. What are families going to do if they have to work fulltime . What will happen if they dont have any space, Reliable Technology or space to allow their children to learn, especially the little ones. If they had united with other families to make it all work, is it even allowed. What are the hubs that dcyf is planning . Are they for children with disabilities . When do they start . How do i get a space . So many questions. And then, for me, personally, whats most important about this hearing today is to hear from families. What do different types of families facing different Distance Learning obstacles need to make this work . Because despite our best efforts of our educators, our school board, their union, and the city, were in the midwilling of a pandemic middle of a pandemic, and switching to Distance Learning is an extremely daunting task. I as a parent of a child whos in elementary school, dealing with this right alongside you, i want to do everything to help to make Distance Learning successful for every child in San Francisco. Today is a first step to learning whats already planned and what more is needed, its about asking a lot of questions and getting the clearest answers possible, and its about looking forward, not backwards. I know that i share the optimism of supervisor haney despite how difficult this moment is, that if were all working together and communicating regularly and clearly, that we can get through this, and we can do it really well. And so with that, im looking forward to this hearing. I just i just wanted to let you all know that, in order of presentation, were going to first hear from d. P. H. Because dr. Aragon has to leave us early about the Different Health orders in place and how to do Distance Learning in a safe manner . Then, were going to hear from sfusd about the plans that are in place and then from the united educators of San Francisco to talk about the m. O. U. That was just ratified as well as what teachers and educators need, and then, finally, from dcyf about the Community Hubs that that department is organizing. So after we hearing opening comments, we look really forward to hearing from the city staff that have been working so hard. Thank you. Supervisor haney great. We actually have our flex day in San Francisco whether our teachers are putting together their plans to discuss the hearings here at the joint committee. We are going to be fully online for the fall semester, as you heard in the previous presentation, but it doesnt mean that our students are secure online. We still donhave studentes thae food insecure or other students that still dont have ways to take classes. Thank you for putting this together. Im looking forward to hearing from d. P. H. And others on how we can work Better Together to make sure that we have all the information that we need as policy makers and leaders to make decisions that impact all san franciscans. Supervisor haney great. So im going to move forward. I know theres a lot of folks that im sure have a lot of questions, and we need to leave time for that. Why dont we move forward to supervisor ronen, as you said, and bring on our first presenter, who is from the department of Public Health, dr. Aragon. Good morning, everyone. My name is dr. Tomas aragon. Im the Public Health officer of San Francisco. Im going to do a very brief overview on the current status of San Francisco and then ana will go onto plan for the status of opening up schools. Just to let you know, i was born and raised in San Francisco. My wife is a first grade teacher in San Francisco. She has been teaching for over 25 years. Shes currently teaching at bessie carmichael, and she taught at malcolm x for ten years. I feel very connected to this very specific issues, and the Health Department is committed to making progress on this issue. Im going to briefly do an overview of hospital cases so you understand where we are in San Francisco, and then, im going to cover some key principles that we need to think about when were doing Virtual Learning at this time. Next slide. [inaudible] the amounts of deaths that you saw in new york city was 45 times higher per capita. The number of deaths that weve had since june, on the lefthand part of that curve. And then, when you move over to the right hand curve, you see thats our hospitalizations. Youll see we have an initial peak early on, and now, were in another hospital surge. So the hospital surge were experiencing now is worse than we had in the past. So because of the conditions that we find ourselves in, what San Francisco is experiencing, the bay area is experiencing, all of california, including Southern California and, right now, its very a lot worse in central california. We ended up whats called on the watch list, which means that schools schools cannot cannot open, and we had to close down malls, indoor nonessential offices, and then we are put on pause. So this is the condition that were in right now. Next slide, please. Overall, across the united states, including california, latinos have been infected the most, and in terms of mor mortality, its been African American and pacific islanders. You see there on the east side of the city where we have the highest rates of infections, thats primarily driven by infects in our latino population. African americans have been less impacted in San Francisco, but that can change, and its up to us to continue to do everything that we can. If you go online, you can look at all the neighborhoods to see where the per capita rate is in that part. An important principle is for us to eventually get kids back in school, we have to Community Transmission down because when schools start, you are going to have kids arriving to school who are infected. Next slide. Im just going to cover a few principles that are very critical for everything we do, whether its going to school, running a meeting, its important to everything. We know so much more now than we knew even just a few weeks ago. Ive already mentioned the state surge, that were on the watch list, and were on a pause for opening schools. Under mitigation, theres four three principles thats critical. Mobility. Every time you leave your house, youre going to be in an environment where youre going to be interacting with people outside your household. Thats mixing, so it really depends on how many people youre going to be mixing with outside your household. Ventilation. Outside is much safer than indoors. When youre with other people, the number of people youre spending time with and the length of time youre interacting with them is really important. If you it can be a high risk, so its important that we mitigate it as much as possible. The next portion is phase coverings. Youll Face Coverings. Its really important that everyone wears Face Coverings, and although it reduces the risk dramatically, it doesnt lower it completely. Thats why youre seeing the person wearing the Face Covering is still putting virus into the air, but a lot less than if they were not. We want everybody to wear a Face Covering, and we want the little coming out to be diluted by ventilation. Of course, hand washing and environmental disinfection. So these are really, really critical principles. On the cityside, i just want to s mention the way we focus on this are directives, rules that have the weight of law behind them, and then practices. We use this three tier approach to implement policy. In general, San Francisco has been more health protected than other parts of california, and were doing better than most places. We really feel strongly about mitigating the risk so we can get kids back in school. We feel this is our equity and racism challenge, where we can have a big impact on kids and their future. Im going to turn it over to ana, whos going to go into detail. Thank you, dr. Aragon. So as dr. Aragon has said, we need to move forward with safer reopening for schools and carefully consider what are the minimum health and Safety Standards that must be met in order to reopen schools to be safer, and this is regardless of whether were on the watch list or not. So we are developing baseline criteria that we will use as a gating mechanism to decide when to reopen schools. And we want this to be grounded in data and science. And research has shown that schools are safer to reopen when there is lower rates of Community Transmission, so well be monitoring our status on the state watch list, so well also be using the key indicators in San Francisco that we have to move forward in our policy decisions. Next slide, please. As dr. Aragon had alluded to earlier, there are guidelines that we have developed and also the state has developed to prevent and mitigate the spread of covid19 specific to the School Setting. The ones that are specifically to the School Setting are to develop stable cohorts that are small and do not mix, similar to the concept of not mixing households. We want to look at the amount of movement within the school, again, to try to prevent the cohort from mixing as much as possible, we have developed symptom screenings and Health Screenings to be implemented for students and staff. What are the triggers that would need to be met at a school site that would have a school switch to Distance Learning . And, of course, specialized trainings and communication plans for schools. Some of the guidelines that are universal that are four schools and any other setting are cleaning and disinfection, Face Coverings, practicing healthy hygiene, physical distancing, and testing and contact tracing. And we have updated our guidance for reopening schools for inperson instruction and posted it on our website this week. The main updates were to bring it in alignment with the state guidance that was published in july and also to bring it into compliance with our Face Covering order in order to have more Children WearFace Coverings. Next slide, please. But as you all know, schools are not open right now, so we have issued times for Distance Learning, including care and recreation activities, including a limited amount of youth sports, but this is limited to small, stable cohorts of physical activity that must be conducted outdoors because it is safer, and again, implementing physical distancing and also that theres no shared equipment. It is important to note that the outofschool time programs can use the sites, but the sit sites cannot run separate programs. Youll find this information on our website. Next slide, please. We have been extremely busy, especially this week, updating or publishing a number of pieces of guidance for our community as we move forward. As of today, there has been an update published today earlier, and weve updated some of our previous documents to bring it in alignment with the state and with the c. D. C. Guidance. We also published the tip sheets for these covid learning pods that are forming. Technically, learning pods are not in compliance with the stayathome Health Orders because it mixes some households in indoor setting, but we realize that some people are moving forward any way. We have published some safety tips for those that are considering this option so we can reduce the transmission of Community Spread. And all of these guidance can be found in this website thats published in the white box at the bottom of this slide. Next slide, please. One of our key strategies to mitigate covid19 is for testing, and we are strongly urging anyone who is considering to be tested to please contact your primary care provider to get tested . The California Department of health has filed an emergency regulation to require health plans to pay for covid19 testing, and San Francisco has issued a health alert to providers to conduct covid19 testing, so this should be covered by everyones primary care provider, but there are also additional testing resources that are available in the city, and you can go to this website to find those testing options. We are also encouraging everyone to get their vaccinations to be as safer as possible, including the flu vaccines, because we are trying hard to prevent as much of these transmissions come the fall, including covid19, and hopefully preventing flu at the same time. Next slide, please. We recognize that this is a very stressful time for everybody, and im very poor substitute for [inaudible] but just going to bring forth some resources that we have at the Health Department for Mental Health, and this is for teens and families and the parents and caregivers . So there is an access line that we have and that we maintain. We have a list of providers, multilingual providers that offer programs and clinics . We have an Early ChildhoodMental Health initiative, and this is for child care sites, prek sites, kindergarten sites, and then, we also partner with the School District for the family resources. Next slide, please . We also provide Mental Health resources for suicide prevention, including our talk line and working we have a comprehensive crisis unit that could be called if a child is in psychiatric crisis, and we also partner with Human Resources and child resources, and these resources are available 247. Next slide, please. We also know there is increases in Domestic Violence. Theres some Mental Health resources for prevention of Domestic Violence. Were working with our partners at la casa de la decimadre and child protective services. And next slide, please. So supervisor ronen . Supervisor ronen yes, thank you so much for these presentations. I have a first kind of basic question. Are School Educators public School Educators considered essential workers . This is tomas. Yes, they are considered essential workers. Education has always been considered an eventual activity, and i think what happened is when schools closed in march, they sort of went off the radar because we ended up focusing on the other industry sectors. We still advise people if they want to get tested, they should first start with their health care provider, and then, if theyre having any problems, we also have Additional Resources in the city, but yes. Supervisor ronen okay. And im asking for a number of reasons, but one of the main reasons is that i, for one, am worried about educators who have their own children that are doing Distance Learning, and how theyre supposed to do those two things at the same time, i have no idea. And so i know that the city runs a hub, you know, for hub for essential workers, and i wanted to make sure they were eligible if they chose to participate in those child care learning hubs . Ana, do you know about that . I believe that dcyf is handling the enrollment for the learning hubs, so well ask dr. [inaudible] to speak to that. Supervisor ronen, do you want me to speak to that now or should i wait for my time . Supervisor ronen okay. So youre going to present about children with essential workers . Im not, but we are working on a program for children of essential workers. So the recreation and Parks Department will be standing up six sites throughout the city to support children of essential workers. However, it is based on the existing number of children in their sites now, so theres theres limited Slots Available for those children. Supervisor ronen okay. But technically because he h educators are essential workers, their children would be eligible for the slots. The question is, would there be enough to them. Correct. Supervisor ronen okay. When we come to susan solomon, i would love to ask the question if she is working on making more of these slots. Just f. Y. I. , i was asked this question so many times, and nobody knew if educators were considered essential workers, including their own union, so thats good to know. Okay. Secondly, with this the learning hub model and were doing this out of order in a way because of dr. Aragons schedule, but you know enough about it, if it how are we going to ensure that the staff, the students, and their families remain safe. If you could comment on that. Yeah, so the model that were going to use is based on the experience that we had with running cybercamps. I dont know can you hear me . Clerk if someone is talking, please put your cell phone on mute. Yeah. So the model that were going to use is the model that we use for running summer camps, and so thats why the guidelines are really critical. We know some people are going to be doing these informally, so we want to get this information out there. We know from our experience over the summer that if you really follow the principles carefully, you really minimize risk. You dont eliminate it completely. We had infections over the summer, and we had to do some outbreak investigations, but overall, the experience over the summer was a positive experience, so we can mitigate risks, but Everyone Needs to follow the guidelines carefully. Supervisor ronen and could you summarize the guidelines briefly. Yeah. So small, stable cohorts, doing as little as possible, physical distancing, hand washing, environmental disinfection. If a child is sick, do not come in. If staff is sick, do not come in. Theres daily screenings. One of the things that we recognize, oftentimes, the way that staff becomes infected, they dont become infected from the kids, they become infected from each other. Oftentimes, what happens is when people let their guards down, thats when infects tend to happen. So if we follow these guidelines, we can minimize the risk. You can never eliminate it 100 . Supervisor ronen okay. And for the infections that happened this summer weve had a lot of experience both from the essential worker cohorts in the spring and in the summer camps. Can you talk about what happened when there was someone who was was positive in one of those cohorts . So what generally happens is when somebody is positive, theyre taken out of that theyre taken out of that cohort; that then, we have our contact Case Investigation and Contact Contact tracing team evaluate the risk and really try to understand what happened. Its more challenging with younger kids, when the kids are really young, were going to assume in general the whole pod was a close contact, and were going to go ahead and quarantine and recommend they get tested and not come back together. We want to make sure that there wasnt a lot of transmission. And we do have specialists that have really dedicated the whole summer. We have pediatricians and people that are doing this really efficiently, and they have put together a slide set documenting their experience over the summer, and wed be happy to share that information and send it over to you because it already has been presented to ucsf just so you can have more information on that experience. Supervisor ronen okay. And how many positives were there this summer and in the spring in these cohorts . Skbl yea. Yeah, i dont have that Information Available at my fingertips. Id have to get that information, but i can get it to you. Supervisor ronen okay. That would be great, and id love that, but the whole point of this hearing is to get information to families because theres families trying to figure out for monday if they should take this risk and do this and whats right for these families. The whole purpose is todays hearing is to give concrete information, not that its going to come later, but to give it today so they can start to spread that information. Clerk supervisor ronen, if i may im sorry. If youre not speaking, could you please mute yourself. There are approximately 500 cases in summer camps. We dont know the exact denominator, but we know there were quite a few. Most of the cases among children in San Francisco were among children ages 8 to 17, and it was approximately around 2 , and the entire county was around 4 . Supervisor ronen thank you. And was there an outbreak that happened in cohorts themselves or was it you know, there were several individual children, and you were able to contain it. The purpose of these questions is to give families a sense of whether or not they feel comfortable participating in a cohort. So if i may, i will take that question because im the team lead for the schools and child care hub, and any youth setting contacts or hub first, and we help them collect whats called the line list . Theres different protocols whether theres a case a suspected case versus a confirmed case, and one of our documents that we published this week on our website is a quick guide for a use program in what to do in all those different settings and communication tools. And im happy to share that afterwards or even just put the link in the chat. But in the event that there is a confirmed case, we typically have the whole cohort quarantine for 14 days and immediate conduct contact tracing. There were very little cases of covid19 spreading to another cohort. In fact, i think there might have been just one or two. Typically, it has stayed within that cohort, and that is why the concept of a small, stable cohort is so important because it can contain the spread of the virus since this is so contagious. Supervisor ronen okay, and when you say spread to another cohort, thats really important information, but my original question was, in a cohort itself, when there was one child or adult who tested positive for covid, did you find that, in general, a majority of the cohort then tested positive or was it contained to one or two people . If you could just give us a sense of that . I dont know the exact numbers, but the majority of it was basically one or two. The majority of it was the staff bringing that in from the community, and its very it was very rare that there was more than two cases in a cohort. I dont have the exact numbers, but that was the general experience and the general pattern over the summer. Supervisor ronen okay. Is that data published anywhere . Okay. Its not published, but the leader of that section did put it together and presented it at a ucsf grand rounds, so we can make it available. Supervisor ronen okay. That would be fantastic. Thats really helpful, and maybe we can even have her come on next in two weeks and present that. Yeah. So one thing just to think about, and one of the reasons why a learning hub is going to be very different than a summer camp, in a summer camp, the class sizes were limited to 12. Class hubs at this point are going to be limited to 20. The other thing is summer camps would usually just be a few weeks long, but a learning hub may go on for a period of time. Learning hubs, the environment is indoors, whereas summer camps, most of the activities are outdoors. So you cant quantify the risks because we dont know the risks from summertime. If people follow the guidelines, we can reduce the risk, but because it is an extended period of time, it will be longer, and the cohorts will be bigger. We can imagine that the percentages will be higher than over the summer. Supervisor ronen the advantages that we had over the fall that we didnt have over the spring is now we have some data that parents can evaluate what their risk tolerance is, whether its participating in a hub or participating in these selfforming family whatever they are hubs . In this ucsf presentation, im sure there wasnt a lot of people there. Ill work with you to distribute that widely, but thats great information for families to use to determine their own risk tolerance. I agree. We have a specific form that lays out the facts, heres what we know, and its very transparent. Its not a riskfree environment; that kids can become sick, and the parents have to signed. Its similar to an informed consent . Parents have to sign so they understand and acknowledge the risk. Ana, is there anything you want to add to that . No, thats pretty much it. Thank you. And thats why we want anybody thats considering to did a learning hub to please register . We want to know of every single learning hub so we can make sure we can connect with them with important information, not to do it informally on the side, and well have people that will tapeople have ana talk about that. Yeah. Well have registration similar to what was done for the summer camp, and that will be done through the dcyf website, and ill let the director talk more about that later. Supervisor ronen and i have been talking with families, but i do want to talk about the staff thats going to staff the hubs themselves. If you were saying that the most cases were among adults, not kids, thats very important to know, as well, and to analyze. So thats really helpful. What is the difference between so you you issued two different documents. One was a directive about o. S. T. Outofschool time and then, you issued guidance around these i dont even know what were calling them where families are getting together to engage in Distance Learning together in many different forms. Why are there different rules for these two different types of Community Learning experiences . Yes, i can tell you i can tell you the way that weve been thinking about it and working with the city attorney. Thats been really the way that we have rolled out for any activity thats allowed in San Francisco. The state usually the state usually provides us with some guidance that we start with . And if youll see what happens in most counties, most counties just say the guidance is on the state line, go for it. And in San Francisco, weve been very what we actually do, is we take that state guidance, we have subject Matter Experts look at that really carefully, pull out the latest core science, and say these are the things that we want to make sure that absolutely everybody does. So minimum standards, and the reason theyre in the directive, and the reason were putting the force of law behind it is we may shutdown the activities that you have. So usually, theres other things that there are additional things that people can do, other best practices . We put those out as guidance, and also, our information and guidance takes all of this information, and well try to make it in more plain speak in the guidance. Thats why we end up having these three Different Levels, and thats the approach that San Francisco has taken . We dont just take what the state just gives us . The state has been more p permissive around risk. It creates more work on our end, but we have been doing a great job. If i may expand on that, supervisor ronen, i think to your point, this is a guidance and directive on outofschool type programs, and there is a tip sheet on what families are organizing on their own. To be clear, the programs for outofschool time, the directive provides Legal Backing to the guidance that we have issued. What families are organizing on their own in a household is technically not allowable under this stayathome order because we are not allowing different households to mix. We are very worried about the levels of Community Transmission that might occur from these kinds of learning pods or microschools. We recognize families are doing this any way, and we published a tip sheet for families to consider to make sure that its safer, but again, it is technically not allowed under the stayathome order. Tomas, is there anything youd like to add to that . No, thats perfect. Supervisor ronen so what happens if its happening any way . Are you going to shut it down . Well, we cant regulate what people are doing inside their own homes, can we . No, it is really a challenge. I think, yeah, what happens inside peoples homes, its hard to monitor just the activity across the city. I think in general, we focus on education . We tend to have more leverage with entities that have you know, that are organized, like a school even though schools cant do it at this point, but if, for example, if a forprofit is charging for this activity, we tend to have more leverage in folks that have a business entity that allows us to be able to leverage the law. Supervisor ronen alison, im almost done, and then, well move on. Okay. Well, i do appreciate that youve issued the guidance because it is happening, because the bottom line is that parents are working fulltime, and so if they have young kids, they have to be there next to their kids the entire time Distance Learning is take placing place, and you cannot do those two things at the same time. I know. I tried, and you cannot do that. So i appreciate that you issued this guidance, and that youre basically saying that its not going to happen. And even with these learning hubs, theres just not even close to enough space in them for all of the families, even if were talking about the same families the entire time. I have a lot of questions, but i know that alison is itching to ask, so maybe well come back to me. Thank you. I just wanted to jump in and ask im looking theres a pandemic pod facebook group. People are very cavalier about it, and theyre asking Health Related and theyre saying, is it safe, and theyre getting booted out of the group. It seems to me like this is a significant enough Health Concern that, just like when we have july 4, you know, we know people tend to get together for barbecues. There was a lot of messages that went out around safety for that, and im not hearing any messages from the department of health around this issue. Yeah. So i think were going to we will do a better job in terms of the messaging. I wanted to express one of the big challenges that we have as a city, and this is just true this is true, really, in california and the united states. In order for us to get our kids back in school, we need to get Community Transmission down, so its all of us, and i think this is a different mindset that we have to have. If you can, you cant just focus on the families that have kids. Every adult, every business, thats where the transmission is happening, and thats why were not opening schools. I agree, its not just a message to those families, but its a message to everybody in the city, every adult in the city, that we have a duty to mitigate risk, and we have to put our kids back in school first. Thats one of the frustrations that i have. Dr. Colfax is closing the parking at the beach this weekend, because he knows its going to get hot, and he knows that hundreds, if not thousands of people are going to start gathering. Thats what were up against. I appreciate i know that everybody has the same goal, and so i really appreciate everybodys support. So i guess in that, i was really specific. When people are talking about pods, theyre also talking about these micropods. Theyre talking about pods to talk about nanny share, and they theyre also using pods to talk about share care. Theres a lot of ways that parents are trying to take care of their needs, and so i think a lot are less risky than others, so i think you might be able to add that to the list that youre sharing. It might not take too much time, but if youd add that, and then, we can promote it as a district. Yeah. I think ana has already published some material on those topics. Well make sure that everything is published is in one place and make it accessible . And additionally, i did want to comment on reporting about the covid cases over the summer. As a district, we closed an almost 3,000student school based on a parent having covid, and that was when we were scared and didnt know a lot of information, but i think the public deserves to know when we close cohort in, you know, city programs . That doesnt i think the public deserves to know about that. And additionally, as far as testing goes, i think its we cant just say, you know, we want families to get tested if they may have contact. I heard from a parent who was in whose child was in one of these programs, and they said that they got a lot of different information, had difficulty getting testing. They didnt get contacted until about six days after there was potential contact from the teacher, and i feel like especially, at least, you know, for city programs, and this is for dcyf, but i do feel that d. P. H. Could provide specific guidance for what needs to be in place. Because im seeing the language in your guidance, it says you should call parents afterwards, and i think they have to have a really clear care plan and not just expect, you know, that the y or something is going to call parents and help them walkthrough a lot of im hearing its very difficult, depending on your health care provider, you know, to get that kind of to get quick testing. And, you know, folks have Different Levels of access to health care, and depending on where you are in the city, people have access to those different kinds of testing spots, so i think that information needs to be clear, you know, for the learning hubs and any of the care providers. I agree. And then, i guess, i had a huge question about why, you know, your guidance allows for 22 its 20 is it 20 students for outofschool type programs, and then, you say mixing is not safe for a pod of ten kids. That seems like opposite and schools arent open at all. Were going to open indoor longterm learning, which is also mixing of up to 20 kids, and then, pods are not recommended. Those seem like three thats very confusing, i think, to the public. Yeah, yeah. So we the way we we we were trying to be realistic of what was going to happen . We knew that people were going to come together, and we knew that some were going to be more than 12. We are also saying if your space cannot accommodate physical distancing, the lower the number, the better. So we were trying to be specific, saying we didnt want more than 20. We actually wanted it smaller than that. We wanted to make sure that you can accommodate physical distancing. So were trying to be we realize smaller is better, but we realize that its hard for those people that are going to do it because for those people that are putting it together and staffing it, theyre trying to be realistic on how they can accommodate it and make it happening. It sounds like youre making the recommendations based on what people can do, not whats on scientifically recommended. Well, youre bringing up a really good challenge. Thats why i showed those cu e curves in the very beginning, and i showed those curves in the very beginning so i can be str straight with everybody. We have more Community Transmission right now than weve ever had in San Francisco. Right now, we are on the watch list. In spite of that, people are still going to do activities, so were trying to give people information so they can mitigate the risk, but were trying to put information out there because theres risk. I appreciate your effort. I do, but i think as far as an antiracism issue, the families in most needs are going to be black families, homeless families, foster youth. Those are going to be the heightest risk highest risk, and what your recommendation allows is those children to be placed in a higher risk than what they would have been over the summer. Thats why we didnt want to open until the state gave us guidance. Families may decide that they cant take that risk because theyre already highrisk communities. And so youre kind of creating a bear yes, sir for them to participate; the most highrisk communities have a higher bare year because they may not be able to take that risk. I know several black moms living in Public Housing in chinatown. If they go down, they are the sole, like, caretaker for their family, but they need child care. But they might choose not to put their child in a learning hub because they might decide that 20 kids is too high of a risk. I i i completely i empathize with what youre saying. Theres no right answers, theres only tradeoffs, and i think when rhea sue comes to talk to you, shell explain it. Theres so much education loss thats happening thats going to affect the life course of all of those communities. Its tragic, and thats why, for me, its its bigger its bigger i agree with you completely, and i think youll see from maria sue, people are trying to figure out, how do we close this learning loss thats happening in the most affected communities. To me, thats the antiracist challenge that we have. As a city and a state, we have to invest the resources into doing exactly what youre saying, which is to invest resources in places the kids need it the most. I completely agree with you, and thats why i think its important to have the board of supervisors behind this because all of us are going to need to advocate not just locally, but at the state level so we can have the resources to get the kids back in school. Aragon, and your willingness to engage with us, and i want to help do everything i can as a commissioner to help share information with families and health and safety risks and also be a partner in supporting families while schools are closed. Im going to i do have to leave, but i want you to know that for me, because i have three kids, and my wife is still a first grade teacher, so for me, this has become my true north because i know that by focusing on the kids, we have to get the whole city squared away. Thats the only way were going to were going to get it together for our kids because everybody has to get together. Weve got to get all adults behind this, weve got to get the number of cases down, and then, weve got to get kids in school and keep them in school. I just wanted to say one of the things that i appreciate about the city and county is the city and county always highlights the need for pacific islanders, and, you know, i just want to try back, you said our Latinx Community has experienced covid the most, but the communities that have experienced the most deaths are the black and pacific islander. I say that because myself and commissioner collins and commissioner lam are and this is more of a comment and i you know, and i and there was another followup. Were working on a Data Resolution right now, because the truth is theres a large group of folks who are not being highlighted, not only pacific islanders, but our vietnamese community, our middle east community. So i think it would be interesting and ive been interesting conversations with the School District about this covid19 has been rippling through communities and showing different outcomes across the board. [please stand by] inperson. We have to get immediate answers that it doesnt take a week to get the results back. What do you need to make that happen . Right now our Covid Command Center which is the unified command for the city and this is becoming a major focus for them because they realize as i pointed out earlier that when schools close and summer happens, they are focused on this area and the Covid Command Center is investigating time and resources. We have a new team who is focussing on testing and surveillance that will be focussing on schools. And we will be putting together strategy and a plan and resource requests around that specific topic. And so because the School District is not in session right now, that gufs us that extra time to really do that careful planning along with the School District in other stakeholders. It is the parochial schools. Its everybody. And we can come back with that and i agree with you, thats really critical. School starts monday and the Community Hub starts from maria and is the 14th or 15th and we have until that time to figure this out, and if you can tell me who is in charge of that team so i can start working with them and with the school well create a committee from this team to work with that. But we have to make that happen. Who should we be working with . Well, what ill do is whats that . Is it onna . Actually, onna might be probably the best contact to put you together with everybody on the schools. There is a whole team and schools are safer so that schools can open. We do have to have everything in place. Right now we will be using the existing infrastructure and the mayor just a couple of weeks ago announced the testing strategies to get 5,000 tests per day. And that infrastructure and that goal as part of the strategy for taking care of the things that are happening right now. We have to plan for months ahead when were going to have more resources. Just to make crystal clear, i wanted to be the intention of the city and the School District and that when the Community Learning hubs are up and running that we are testing both the adults and the children in the hub weekly so that we can make them as safe as possible and so parents can feel more comfortable because you know theres no right answers and just tradeoffs, and more comfort sbl the tradeoff is the hub and i want to get a sense from you if that is a realistic goal something ewith must achieve. I dont want to leave things up in the air. Concrete action. I will give you i just let you though that there are resource constraints. I cant promise you that were going to do what youre asking for at the moment. An i understand that, but i want you to know we have to make this happen. Its not an option. We have to make it happen. What do we need to make it happen so that we spend between now and september 14 fighting i am on the Budget Committee. In fact, i am missing the Budget Committee right now for this hearing. I will fight for the budgetary needs if we need a budget. I will fight to hire personnel if we need to hire personnel. The answer is for me. Well have to come back to you with that information. I know the way you feel is exactly how i feel. The whole testing enterprise is very complex with laboratories and backups and we will come back and i agree we have to move in that direction. Thank you. To be clear, you have the entire city to deal with and that is why this supervisor and this committee has said, we will fight to push to make this happen. You dont have to worry about because i will make noise and yell and scream until it happens. I am so grateful. I want you to tell me what you need and just give you the big picture and this is the epidemiologic challenge that we have. In order for us to get kids back in school, we have to suppress the community and maintain the achievements that we have had in longterm care facilities, jail, and right now regular testing the homeless. So we have to preserve that. And we have to get Community Resource investment and i see that vision. Its big, a big ask. And that is why people say, whoa. And that is where we need to move in that direction. We cant we have to community the committee mitigation and there is an effort and neighborhood strategy and bayview hunters point, in the mission, and just to do that is requiring a big investment and were going to have to invest more. I know. So commitment i want to make to the public that is listening, to the School District, to the parents, to myself, is that by the next hearing, we will be able to report back exactly where we are on achieving what we must achieve which is weekly testing in the Community Hubs. That is on your todo list to make that happen. An i am going to wait. And i have to run. I am really late for the next meeting. You have amazing presentations coming up. The two of us feel a little left out of place in a lot of this discussion, but we do feel like a lot of things that are concern to the School District are also concerning to us. Maybe the second important quote of the hearing to add to what supervisor ronen said is when aragon said the state is more permissive on the risk than the city and county of San Francisco. I think maybe one of the reasons we are going compare toughly better is the work all that you have done locally to reduce the spread. I am a little concerned because the focus of the hearing seems to be more on sfusd and parents and children, but there is another component to education San Francisco and that is city college and Community College classes. I know that we are mostly online this fall semester because of the threat to our students and faculty and staff, but i am a little concerned that the guidance from d. P. H. Has predominantly focused on k12. I am not sure if you have seen the state guidance that they issued and if you have any feedback and would be very helpful for the board and the administration and to get local guidance from Community College and our goal to get back to campus in the spring. And the reason i am seeing that i understand we have more Community Transmission in San Francisco than ever before. A huge part of our plan to go back to campus is a low number in Community Spread. We cant have classes back at stu college if Community Spread is still significant. So do you have plans or are your working on local guidance for the 11 and 13 and 14 or the 13 and 14 piece of k14 . And kind of helping us with our plans to go back. Absolutely. I share your frustrations and there is just a lot going on. We did see the state guidance that was published last friday. Frankly, they had been telling us for weeks they were going to issue that and it had been constantly postponed. We had been waiting for the state to issue that. We do feel it is a little too permissive. We are actively working on a higher ed guidance and were expecting it to come out next week. If u may through the chair, chair haney and supervisor ronen, is it possible to have part of the local guidance be part of the next Committee Hearing to have a discussion about that and would be helpful and two weeks from now and hopefully enough time to provide feedback. And i agree with you and i tread state guidance and it felt like it was written in april or even before the Current Situation when it didnt really address some of the real concern around Community Spread and transmission. And it was frustrating to see the guidance and doesnt give us a lot of time to reflect on what we need to do. Most of the classes lub online. And the classes that can be taught online and still classes like city build and construction trades and carpeting and stuff that you have to be in a classroom in order to learn those things. Like nursing in our allied Health Courses have to be taught in a lab and in classes. And they are in the important medical skills that we need that arent done online. Is there a plan to when you revive the Covid Command Centers and a Higher Education component as part of the command center . Our hub works with child care, School Settings, programs for youth, and also colleges and universities.
