Colleagues this is something that we have done on a number of occasions since the passage of senate bill one. Its 24. 5 million tor paving and curb ramps. We have a presentation from the department of public works. Mr. Kinania, the floor is yours. Im with public works and the resolution for you to today is to adopt a project that would receive fiscal 20 and 21 for the roads fund. It requires adoption. Attached is a project list including blocks that have been identified and all of the projects are currently this design and would be advertised for construction in the second half of this year or the first half of 2021. Also attached is a map of the owed blocks to be repaved using armory funds. This concludes my remarks and im joined by ramon for our paving program. Hello, this is aaron peskin here and so as long ive been on the board of supervisors, all of our street resurfacing projects as opposed to curb ramps have been have been a function of the Pavement Condition projects . And can you please explain that system to the committee . Yes, all of these blocks, 269 blocks have been gone through the Condition Survey and just brief description of what the pci in a Pavement Condition index. One of the criteria is the pci score. And there are motor routes, 20 bicycle routes and also, we are looking for the project readiness and the companies. Thats very crucial and we try fine a synergy on combined projects and look into combining all of that and minimize to the public during construction. Thank you, mr. Collins, for that high level overview. Many, many years ago, as our street paving scorer, if you were, was living, we tried to find this is in an era when state and federal funding for street repaving was dropping. We tried to set Ambitious Goals and in those day, supervisor el elsburn and i have found sources of money and theres been one issue and i think the last time we had this conversation a couple of years ago, you guys were shooting for a pci of 74. How is that going citywide . Thank you. Yes, were on track thanks to the funding weve been receiving for the last, i would say, seven to eight years. There were cops and the go was passed and with the supplements of the general fun money, weve been able to consistently maintain the level of funding for the last seven or eight years and were on track. When we started with the go bond, the pci score, i believe, was 69 and right now we are 74. The last six years we increased the score to 74 and if we continue to receive the same amount of funding, well get to 75 in the next two years. Well, god willing, the gas would drop and well continue to have funds for this effort. Thats broadly a question for oscar. Did you have any indication of the funding for gas tax . Mr. Kinania, do you want to look into your crystal ball . Weve been advised to wait for the California Department of finance to issue a revise revisl sometime in may. An important factor that was included in bill 1 was that the gas tax is based on the volume and not on the price of gas. So this will happen stabilize revenues for local jurisdictions and also makes it less elastic to impact. While we dont know at this point, we anticipate an impact and hopefully its not as significant because of the changes that were adopted in bill 1. But diesel gas is plum plumm, is that correct, by volume and by price . Theres likely been an impact this month for sure. Were going to have to wait and see how fast it picks up and what levels it maintains in the next few months. Well, thank you for that presentation and just to reiterate what i think i heard mr. Kahn say, is that you use the pci, but you also use other indicators including whether there are bicycle lanes and what i was taught fundamentally 15 years ago is that if the Pavement Condition index drops below a certain point, the cost of dealing wi dealing with the b structure of the streets rises exponentially. Can you tell us how you score those other things separate and apart from the pci . Yes, basically, the pci score cost an entire block and as surveyors, the consultants that we have, they go out to the field every year and they look at the entire block from curb to curb and they look the the condition of the street and they are looking to the rattling, the ratability of the street. So youre right, depending on the pci score, we have different treatments. A newly paved, i want to say five or six years and we try to maintain a little bit longer and try to extend the life of it. So in those cases, we apply microsurfacing and basically its a layer of oil. You mean like slurry . Thats right its a term similar to the microsurfacing. The beauty of the microsurfacing is that it dries out in three to five hours and the slurry takes 12 hours to 18 hours to dry out and that causes some disruptions for residents getting to their entrances. So in the city, we use microsurfacing. Understood, thank you for ed edifying me. Small potholes, we resurface both streets. The average cost is roughly 50 to 100,000 of block. I need to go between 150,000 to 400 to 500,000 depending on the condition of the street. Were treating right now residential streets. And we also are trying to treat a lot of the collector collectoh older agencies. Why are the number of curb ramps to be determined as compared to 5152 . It has been evaluated in a high level and, basically, once we get to the design phase, once it goes to the fill, and does an appropriate evaluation, whether or not it needs to be replaced. It may not need to be replaced. They comply with the ada requirements and its hard to determine whether or not they need to be replaced. The own way i only way is to goe field, decide whether they have the right grade and decide whether to replace it. The 24. 5 million is still sufficient for the number of occur ramps . Yes, it will be sufficient because this is kind of like an older estimate. At s will have to sharpen their pencils and do a cost of the project. But this is actually a good estimate, you know, with 24. 5 million. Thank you both. Supervisors, any questions or comments . Yes, chair. I wanted to say the resurfacing has been done in my district over the last three years. It has been tremendous and the citizens have been waiting, in many cases, in the streets for decks for thidecades for this we done. Shortterm convenience and longterm appreciation for all of the hard work. My office has been work wig the San Francisco black Firefighters Association to commemorate the late earl gauge, jr. By renaming a city street in his honor and i want to thank the black Firefighters Association president , Sherman Tillman for his leadership on this, for bringing this to our attention and im proud to be able to stand with black Firefighters Association and president tillman in this longstanding effort to get a street named in honor of earl gauge, jr. Briefly, mr. Earl, jr. Moved to sanfrancisco in 1985. He was a lifelong lover of the 69ers. In 1955, when hired by the San Francisco Fire Department, he became the first black firefighter in San Francisco. For over a decade, he remained the only black firefighter and served for 30 years. Through his historic career, earl gauge, jr. Worked diligently for the San Francisco fire recruitment. Prior to his retirement from the department in 1983, he served as the departments director the Community Services and enacted a series of progressive hiring policies that increased racial diversity within the department and in turn, in our city government. He passed away on july 30th of 2017, at the age of 90. His legacy of staunch dedication of the defense of civil rights and the people of San Francisco continues to shape San Francisco Fire Department policy and empower advocatcy across our city. The resolution before us seeks to memorialize this icon by changing the name of Willow Street between bucannon and la goo thalaguna to earl gauge, jr. Street. My office performed an initial outreach along this one block street section in question and found a great deal of enthusiasm for this proposal. Our outreach was prior to the legally prior outreach, just something we wanted to do early on to make sure all voices were heard in the community before we commenced in process. We had a strong support from nearby places, as well as rosa parks and the plaza east. So im honored to be able to advancing this, moving this forward and i hope youll join me in honoring the member of this civil rights hero by supporting the resolution to rename wil Willow Street. Let me associate myself with the words of supervisor preston, first by commending captain sherman philman who i have known for many years in station 13, the Downtown High pressure station, where im going to get him in trouble. He lead the effort to prevent a cell phone tower from being put on top of that station. He is now the captain of the alley cats, station number two and that serves chinatown and north beach and i want to commend captain tillman for bringing supervisor preston and the board and i also want to remark that it is really amazing that this one individual, mr. Gauge, was the ownly africanamerican firefighter for 12 years and that is long before the Consent Decree that judge conte imposed upon San Francisco to integrate another only our Fire Department but police department. He was a pioneer and i am delighted to be a cosponsor of this and supervisor safayi, anything to add. I would like to associate myself to supervisors prestons comments and congratulate mr. Tillman for all of his hard work and on behalf of the black firefighters, i know for many years they struggled and many years they fought and tried to have their voices heard and now, it is with great pride that the head of local 798, shawn buford leads them with pride. Firefighting is a team effort and to feel all alone in this profession for days or weeks would be a tremendous toll to any one person with Mental Health but for 12 years, this man was all alone. Turning back, being alone all around to make this into a positive and being instrumental in helping not only black americans get into the Fire Department, but all colors and races to get this is nothing short amazing. San francisco black firefighters whole heartedly engages this. All of San Francisco should be proud of this legacy, of this moment, for this mans courage and the history that myself, all of the black firefighters in San Francisco represent. I did get a chance to meet earl gauge, jr. Before his passing. He was an inspiration to know that he was a person to help set the stage that allow myself to become a member of the Fire Department. And so i would like to thank all of the supervisors and thank the president of the black Firefighters Association, as well as our president shawn buford for cosigning on this, as well, and supporting it. As a woman of color who grew up in San Francisco i understand how institutions can have an impact on communities of color. I think having my voice was important. That is where my passion lies when the opportunity to lead an office in such a new space came up. I couldnt turn it down. I was with the District Attorneys Office for a little over nine years, if you include the time as an intern as well as volunteer da, all most 13 years. During the time with the das office i had an opportunity to serve the community not only as the assistant District Attorney but as director of community relations. That afforded the opportunity to have impact on the community in an immediate way. It is one thing to work to serve the rights of those without rights, victims. It is really rewarding to work to to further the goals of our office and the commitment we have as City Employees and advocates for people who dont have a voice. I dont know of anyone surprised to see me in this role. Maybe people have an impression what the director of the office of cannabis should be like, what their beliefs should be. I smash all of that. You grew up in the inner city of San Francisco. My career path is not traditional. I dont think a person should limit themselves to reach full potential. I say that to young women and girls. That is important. You want to see leadership that looks diverse because your path is not predetermined. I didnt wake up thinking i was going to be a prosecutor in my life. The city administrator reached out and wanted to have a conversation and gave me interest in the new role. I thought you must not know what i do for a living. It was the opposite. She had foresight in realizing it would be helpful for somebody not only a former prosecutor but interested in shaping criminal Justice Reform for the city would be the right person for the space. I appreciate the foresight of the mayor to be open how we can be leaders in San Francisco. I was able to transition to the policy space. Here i was able to work on legislation, community relations, communication and start to shape the ways our office was going to reform the criminal Justice System. It is fulfilling for me. I could create programs and see those impact peoples lives. I am the change. It took truants youth to meet with Civil Rights Movement leaders who fought to have access to education. Being a young person to understand that helped the young people realize this was an important thing to give up. What we find is that young people who are truanted have a really high homicide rate in our city, which is a sad statistic. We want to change that. Coming from a community we are black and brown. I dont reach out to other people. I dont think they feel the same way. I had the great opportunity to work on Prison Reform issues and criminal Justice Reform issues. We created a program at san quentin where we brought district opportunities t to lifs and talk about how we are all impacted by the criminal Justice System. We brought over 40 elected das to san quentin for the situation. Now we are inviting the police department. Our formerly incarcerated group born out of this programming asked for the opportunity to work on a project where we could bring the men in blue on the outside to come speak to the men on blue inside to start the healing dialogue around how the criminal Justice System specifically in San Francisco impacts the community. I was attracted to the role. There was a component of equity that was part of this process. The Equity Community here in San Francisco is a community that i had already worked with. Before i took steps to visit cannabis businesses i thought it was important my team have a chance to go inside and speak to men who ha had been impacted. That conversation needed to happen so we know how we are making an impact with the work that we are doing. The das office as we were leading up to the legalization of marijuana in the state we started having conversations on the policy team what that could look like. The District Attorney was really focused on the right side of history for this. We realized it would be quite a heavy lift for individuals who have been negatively impacted by the war on drugs to expunge the record. It was important to figure out the framework to make it seamless and easy. They put their minds to it after some time and many conversations the data analysts and other policy walk throughs on the team came up with the idea to engage the Tech Community in this process. Code for america helped us developed the rhythm to be used for any jurisdiction across the state that was important to create a solution to be used to assist all jurisdictions dealing with this matter. The office of cannabis is the first office to have a completely digital application process. We worked with the digital team to develop the online application. There are going to be hiccups. We are first to do it. It is one of the most rewarding parts to offer a seamless to offer a seamless approach. That is how they can find solutions to solve many of the community challenges. The best way to respond to prop 64 was to retroactively expunge 9,000 cannabis related records for San Francisco. It feels like justice full circle for my personal experience. In the past i was furthering the war on drugs just as my directive. Really coming from a place of public safety. That was the mandate and understanding. It is nice to see that pass a society we are able to look at some of our laws and say, you know what . We got it wrong. Lets get this right. I had the privilege of being in the existing framework. My predecessor Nicole Elliott did an incredible job bringing together the individuals superpassionate about cannabis. The office was created in july of 2017. I came in early 2018. I have been able to see the Offices Development over time which is nice. It is exciting to be in the space, stickily in thinking about her leadership. Looking for the office it is always we might be before my time when i was working for the board oforboard of supervisors. I learn new things every day it is challenging and rewarding for me. We get the privilege to work in an office tha that is innova. We get to spearhead the robust exprogram. I am excited she came on board to leverage experience as a prosecutor 10 years as we contemplate enforcements but approaching it without replicating the war on drugs. I was hired by cam laharris. I havent seen a District Attorney that looked kind of like me. That could be a path in my life. I might not have considered it. It is important that women and certainly women of color and spaces of leadership really do their part to bring on and mentor as many young people as they can. It is superimportant to take advantage of as many opportunities a as they can when they can intern because the doors are wide open. Plans change and that is okay. The way this was shaped because i took a risk to try something new and explore something and show that i was capable. You are capable, right . It was about leaning in and being at the table to say my voice matters. You find your passion, the sky valencia has been a constantly evolving roadway. The first bike lanes were striped in 1999, and today is the major north and south bike route from the Mission Neighborhood extending from market to mission street. It is difficult to navigate lindsay on a daily basis, and more specifically, during the morning and evening commute hours. From 2012 to 2016, there were 260 collisions on valencia and 46 of those were between vehicles and bikes. The mayor shows great leadership and she knew of the long history of collisions and the real necessity for safety improvements on the streets, so she actually directed m. T. A. To put a pilot of protected bike lanes from market to 15th on valencia street within four months time. [ ] valencia is one of the most used north south bike routes in San Francisco. It has over 2100 cyclists on an average weekday. We promote bicycles for everyday transportation of the coalition. Valencia is our mission fits our mission perfectly. Our members fall 20 years ago to get the first bike lane stripes. Whether you are going there for restaurants, nightlife, you know , people are commuting up and down every single day. I have been biking down the valencia street corridor for about a decade. During that time, i have seen the emergence of ridesharing companies. We have people on bikes, we have people on bike share, scooters, we have people delivering food and we have uber taking folks to concerts at night. One of the main goals of the project was to improve the overall safety of the corridor, will also looking for opportunities to upgrade the bikeway. The most common collision that happens on valencia is actually due to double parking in the bike lane, specifically during, which is where a driver opens the door unexpectedly. We kept all the passengers the passenger levels out, which is the white crib that we see, we double the amount of commercial curbs that you see out here. Most people arent actually perking on valencia, they just need to get dropped off or pick something up. Half of the commercial loading zones are actually after 6 00 p. M. , so could be used for fiveminute loading later into the evening to provide more opportunities or passenger and commercial loading. The five minute loading zone may help in this situation, but they are not along the corridor where we need them to be. One of the most unique aspects of the valencia pilot is on the block between 14th street. We worked with a pretty big mix of people on valencia. On this lot, there are a few schools. All these different groups had concerns about the safety of students crossing the protected bikeway whether they are being dropped off or picked up in the morning or afternoon. To address those concerns, we installed concrete loading islands with railings railings that channel channeled a designated crossing plane. We had a lot of conversations around how do you load and unload kids in the mornings and the afternoons . I do like the visibility of some of the design, the safety aspects of the boarding pilot for the school. We have painted continental crosswalks, as well as a yield piece which indicates a cyclist to give the rightofway so they can cross the roadway. This is probably one of the most unique features. During the planning phase, the m. T. A. Came out with three alternatives for the long term project. One is parking protected, which we see with the pilot, they also imagined a valencia street where we have two bike lanes next to one another against one side of the street. A twoway bikeway. The third option is a Center Running twoway bikeway, c. Would have the two bike lanes running down the center with protection on either side. Earlier, there werent any enter lane designs in San Francisco, but i think it will be a great opportunity for San Francisco to take the lead on that do so the innovative and different, something that doesnt exist already. With all three concepts for valencias longterm improvement , theres a number of tradeoffs ranging from parking, or what needs to be done at the intersection for signal infrastructure. When he think about extending this pilot or this still this design, theres a lot of different design challenges, as well as challenges when it comes to doing outreach and making sure that you are reaching out to everyone in the community. The pilot is great. It is a nobrainer. It is also a teaser for us. Once a pilot ends, we have thrown back into the chaos of valencia street. What were trying to do is incremental improvement along the corridor door. The Pilot Project is one of our first major improvements. We will do an initial valuation in the spring just to get a glimpse of what is happening out here on the roadway, and to make any adjustments to the pilot as needed. This fall, we will do a more robust evaluation. By spring of 2020, we will have recommendations about longterm improvements. I appreciate the pilot and how quickly it went in and was built, especially with the Community Workshops associated with it, i really appreciated that opportunity to give input. We want to see valencia become a really welcoming and comfortable neighborhood street for everyone, all ages and abilities. Theres a lot of benefits to protected bike lanes on valencia , it is not just for cyclists. We will see way more people biking, more people walking, we are just going to create a really friendly neighborhood street. [ ] its great to see everyone kind of get together and prove, that you know, building our culture is something that can be reckoned with. I am desi, chair of Economic Development for soma filipinos. So that [ inaudible ] know that soma filipino exists, and its also our economic platform, so we can start to build filipino businesses so we can start to build the cultural district. I studied the bok chase choy her achbl heritage, and i discovered this awesome bok choy. Working at imarket is amazing. Youve got all these amazing people coming out here to share one culture. When i heard that there was a market with, like, a lot of Filipino Food, it was like oh, wow, thats the closest thing ive got to home, so, like, im going to try everything. Fried rice, and wings, and three different cliefz sliders. I havent tried the adobe yet, but just smelling it yet brings back home and a ton of memories. The binca is made out of different ingredients, including cheese. But here, we put a twist on it. Why not have nutella, rocky road, we have blue berry. Were not just limiting it to just the classic with salted egg and cheese. We try to cook food that you dont normally find from Filipino Food vendors, like the lichon, for example. Its something that it took years to come up with, to perfect, to get the skin just right, the flavor, and its one of our most popular dishes, and people love it. This, its kind of me trying to chase a dream that i had for a long time. When i got tired of the corporate world, i decided that i wanted to give it a try and see if people would actually like our food. I think its a wonderful opportunity for the filipino culture to shine. Everybody keeps saying Filipino Food is the next big thing. I think its already big, and to have all of us here together, its just it just blows my mind sometimes that theres so many of us bringing bringing Filipino Food to the city finally. Im alex, the owner of the lumpia company. The food that i create is basically the filipinoamerican experience. I wasnt a chef to start with, but i literally love lumpia, but my food is my Favorite Foods i like to eat, put into my favorite Filipino Foods, put together. Its not based off of recipes i learned from my mom. Maybe i learned the rolling technique from my mom, but the Different Things that i put in are just the Different Things that i like, and i like to think that i have good taste. Well, the very first lumpia that i came out with that really build the lumpia it wasnt the poerk and shrimp shanghai, but my favorite thing after partying is that bakon cheese burger lumpia. There was a time in our generation where we didnt have our own place, our own feed to eat. Before, i used to promote filipino gatherings to share the love. Now, im taking the most exciting filipino appetizer and sharing it with other filipinos. It can happen in the San Francisco mint, it can happen in a park, it can happen in a street park, it can happen in a tech campus. Its basically where we bring the hardware, the culture, the operating system. So right now, im eating something that brings me back to every Filipino Party from my childhood. Its really cool to be part of the community and reconnect with the neighborhood. One of our largest challenges in creating this cultural district when we compare ourselves to chinatown, japantown or little saigon, theres little communities there that act as place makers. When you enter into little philippines, youre like where are the businesses, and thats one of the challenges were trying to solve. Undercover love wouldnt be possible without the help of the mayor and all of our Community Partnerships out there. It costs approximately 60,000 for every event. Undiscovered is a great tool for the cultural district to bring awareness by bringing the best parts of our culture which is food, music, the arts and being ativism all under one roof, and by seeing it all in this way, what it allows san franciscans to see is the dynamics of the filipinoamerican culture. I think in San Francisco, weve kind of lost track of one of our values that makes San Francisco unique with just empathy, love, of being acceptable of different people, the out liers, the crazy ones. Weve become so focused onic maing money that we forgot about those that make our city and community unique. When people come to discover, i want them to rediscover the magic of what diversity and empathy can create. When youre positive and committed to using that energy, [ ] my familys starts in mexico in a small town. My parents are from a very, very small town. So small, that my dads brother is married to one of my moms sisters. Its that small. A lot of folks from that town are here in the city. Like most immigrant families, my parents wanted a better life for us. My dad came out here first. I think i was almost twoyearsold when he sent for us. My mom and myself came out here. We moved to San Francisco early on. In the Mission District and moved out to daily city and bounced back to San Francisco. We lived across the street from the ups building. For me, when my earliest memories were the big brown trucks driving up and down the street keeping us awake at night. When i was sevenyearsold and im in charge of making sure we get on the bus on time to get to school. I have to make sure that we do our homework. Its a lot of responsibility for a kid. The weekends were always for family. We used to get together and whether we used to go watch a movie at the new Mission Theater and then afterwards going to Kentucky Fried Chicken. That was big for us. We get Kentucky Fried Chicken on sunday. Whoa go crazy so for me, home is having something where you are all together. Whether its just together for dinner or whether its together for breakfast or sharing a special moment at the holidays. Whether its thanksgiving or christmas or birthdays. That is home. Being so close to berkley and oakland and San Francisco, theres a line. Here you dont see a line. Even though you see someone thats different from you, theyre equal. Youve always seen that. A rainbow of colors, a ryan bow of personalities. When you think about it you are supposed to be protecting the kids. They have dreams. They have aspirations. They have goals. And you are take that away from them. Right now, the price is a hard fight. Theyre determined. I mean, these kids, you have to applaud them. Their heart is in the right place. Theres hope. I mean, out here with the things changing everyday, you just hope the next administration makes a change that makes things right. Right now theres a lot of changes on a lot of different levels. The only thing you hope for is for the future of these young kids and young folks that are getting into politics to make the right move and for the folks who cant speak. Dy mind motion. Even though we have a lot of fighters, theres a lot of voice less folks and their voiceless because theyre scared. Mayor breed im mayor london breed, mayor of San Francisco.
