Ginsburg, were writing to express our gratitude for the positive change that you and those who work for you have created on our block. The residents on oak street have experienced a vast improvement of our quality of life as results of changes to the median park and increased police presence. They say that the quality of their life was vastly improved. I mention it because i we want out to that went to that site with the general manager and we met with the community how long . Over a year ago. And its just a great demonstration, in my opinion, of how the staff has tried to be responsive to the public in following up on issues that often times are difficult to solve. Its nice to know that parks can make a difference in the quality of life. The last thing i want to say on the consent calendar, i know we have important item, h, the renaming of the will be in the Harvey Milk Photo Center. I want to take that off calendar and make it a separate item so people in the public can speak to this. And ask the secretary to give two minutes per presentation. Thank you. Clerk any Public Comment on this item . Item 3, general managers report. Good afternoon. It is harvest season. We have lots of harvest urban agriculture related updates. Last week our Agriculture Team hosted a day for 144 third graders from our local schools. Introducing them to the world of agriculture and farming in the city. They taught them about growing plants at home, nutrition, making cream into butter, grinding wheat into flour, composting and bee keeping. The stars of the day were 50 animals and insects brought in for the kids to get a touch on those found on the farm. Alpaca, ducks, chicken, goats, lamb and two hissing cockroaches. Ever heard a cockroach hiss . I havent. I want to give kudos to the team for putting it together. Staying on the theme, and staying at the farm, please join us this weekend for the 15th annual Harvest Festival event. Its saturday, october 19, from 11 00 to 4 00 p. M. , hosted by the friends of al maine farm. Farm fresh food and others. Were going to go down the road to shoreview park, where we were pleased to have been joined by commissioners mcdonnell and anderson, where we hosted an event to celebrate the upcoming improvement to this oneacre park. The park was transferred to recreation and parks in june 2017 from the office of Community Investment and infrastructure, formerly, redevelopment. The renovation will include new childrens play area, new picnic area, site furnishings, planting, new park lighting and new accessible paths of travel. The project is funded through a variety of sources including a Hud Community Development Block grant. Yes, that is federal money coming into San Francisco. The california Natural Resources agency. And this commission was also extremely helpful in ensuring that we had the final piece of the puzzle in funding the playground. Were grateful. Completion of the project is anticipated next year. Moving west, we now arrive at the San Francisco Botanical Garden. Where its newly transformed celebration garden will showcase iconic plants from the collection and provide a venue for special events. This 1. 7 million renovation was made possible through publicprivate partnership, including contributions from several donors and volunteers. What is not in my notes, but is true, this project was seedfunded pun intended with 75,000 from this commission in honor of the Botanical Garden 75th anniversary in 2015. It obviously took a little while to do the planning and raise the other money to get to the final total, but this project actually was planted by this commission. So another thank you to the recreation and Park Commission for doing that. We invite everyone to stop by and see the new garden soon. We continue west. And we arrive at scare grove. These are free concerts in mclaren park, which if you have not visited mclaren park, it is truly, truly, a treasure. And we are so grateful to friends of the amp for all of the blood, sweat, tears and just love you invest in the jerry garcia amphitheatre. Please support them and show up next saturday. Lastly, i return back to Golden Gate Park on this whirlwind tour of our park system. I did want to update the commission on a milestone in our efforts to make Golden Gate Park safer for pedestrians and bicyclists. We were joined by supervisor vallie brown along with bike and pedestrian advocates and our sister agencies mta and public works earlier this month in Golden Gate Park to celebrate the last of 13 raised crosswalks recently installed in Golden Gate Park, capping three years of trafficcalming measures in the park as part of the citys vision zero initiative. We were joined by supervisor brown, walk sf, Communications Director lindsay, and in fact, we all, including me, helped stripe the new raised crosswalk on j. F. K. Drive east of 8th avenue on october 3rd. It was the first time in my ten years i have ever operated a crosswalk striper, president buell, so we can check that one off the box. The Improvement Project was launched in 2016, following an executive directive from then mayor ed lee and includes floating curbs along the bike lane, striping, hit posts and media extensions. Since improvements began, the number of vehicles battling over 30 Miles Per Hour has fallen 30 . We still have a ways to go. To make the park as safe as it could or should be. We plan to implement longer Term Solutions to keep pedestrians and cyclists safe in the park which sees 26 million visits per year. This month in parks, were going to see a video, because we had the great speaking of Golden Gate Park, the great pleasure of hosting the u. S. National lawn bowling championships at the lawn bowling courts in Golden Gate Park. The courts built by john mclaren. And included mini ill luminaries from all around the country, including teddy roosevelt. This is just a beautiful place where history meets recreation. We and the club and the commission has been supportive of this one too have done a lot of work on the greens and the clubhouse. They built a new history wall. And we welcomed lawn bowlers from all over the country for three to four days of pretty intense competition. The bowlers themselves believe this to be the finest lawn bowling venue in the United States of america. So with that, i will turn it over to ryan who will cue up the video. The celebration at shoreview park, where were going to be making an investment in transforming this space for these children and their families was noteworthy on a number of levels. And so first, thank you to the general manager, the team, especially lamonte bishop for ensuring we were able to get to this moment. The context of this moment. As a native san franciscans, grew up in the fillmore i watched the citys transformation where these investments did not happen. And so to come forward now and begin to see these kinds of investment made in communities who traditionally have been overlooked, if not ignored, is noteworthy. I was particularly moved by one of the advocates from the community who spoke at the event yesterday and she said, you know, im really excited. Weve been working so long and hard on this. And she said, sadly, my kids, who were young when i started this fight, are now adults. And so they wont get a chance to take advantage of it, however, all of these kids and she pointed to the Wonderful Group of young people, Young Students who were there, will be able to. So it reminded me and again reminds me of a song i will not sing [laughter] the wine sang, its been a long time coming, but a change has finally come. Ive waited past evening, tell me when will i see the sun . And what is exciting, were seeing the sun in San Francisco, so thank you to the entire team. Thank you so much. President buell thank you. I see and hear everything on the playground. In fact, im the founder of the friends of Cabrillo Playground and as you know, we have a beautiful new playground that opened in 2013 and were usually rated top in the city. Its a wonderful, wonderful, playground, thank you very much. But were beginning to have a problem with skateboarders. As you know, skate boards do a great deal of damage to playgrounds. And we talked to them, we tried to dissuade them, but what it really comes down to is they need a place to skate. And in august our supervisor sandra fewer held a meeting about outside lands for our community. And along with the regular complaints about the noise, the traffic, the parking, a few people said, well, wait a minute, i live here, i have to put up with all this, what do i get out of it . Good question. Now i stood up and said why dont you talking to alan scott from another planet entertainment, why dont you pay for a skate park for our kids, Richmond District kids, sunset district kids, put it in the park, west of 25th avenue, accessible to all the kids . And he said thats a great idea. So thats my suggestion. They could call it another planet skate park and it would great p. R. The residents would see that something is being done. Theyre giving us Something Back and the kids would have a place to skate. Thats my suggestion. Why dont you Start Talking to another planet about a skate park for us . And i spoke with Aaron Anderson last year about potential sites and there are some. One i think he said was near the new soccer fields. But there are few places where they could do it. I just wanted to put this idea in your minds and see where we can go with it. Because we would like to give the kids a place to skate and keep our playground in tiptop condition. Thank you. My name it lamonte bishop and im with the policy and im here on behalf of the Harvey Milk Photo Center and to create a Photo Library and reading space in the lobby of the center. This request would meet our strategic plan, specifically strategy one to inspire space. And place, im sorry and the objective would be 1. 4 to preserve and celebrate historic and culturele resources. Al reso. Hees bn he is a historic documentaryian and civil rights leader. He began photographing fillmore first for assignments and then as a documentary maker. His black and white images capture the black community in 1940s, 50s and 60s. David grew up in foster care. In age of 12, he developed an interest in photography after winning a camera in a contest. He was drafted into the navy before graduation from high school. After completing a tour in the philippines during world war ii, he returned to his hometown where he read aboutancele adam ansel adams photography. He asked to join the program and when a spot opened up, mr. Adams invited him to live in his home while he found a place to live. And with no formal training, mr. Johnson came to San Francisco in 1945 at the age of 18, with his 5 eastman folding camera in his pocket. His photographs have come to be recognized for their depiction of the fillmore before urban redevelopment in the 1960s. They have been featured in documentaries and books, including his own book of photography, a dream so long ago, David Johnsons photographs of the fillmore, that was published in 2012 with his wife. His photography retrospect is was told he Fort Mason Center in San Francisco. And at the San Francisco africanamerican historical and cultural society. His lifestyle documentary documented Community Activities during an era in california. Mr. Johnson took an interest in the fillmore because he was searching for the neighborhood where all the black people lived. At the time, it was home to 40,000 africanamericans who had come to work in the city shipyard during the war. There were black shops, restaurants throughout the district and he felt it helped him catch the images of the community. And as a result, many of johnsons photographs depict the lifestyles of his neighbors, from couples dancing in jazz clubs, to black and while children playing together outside a local church. He opened the Johnson Photography studio with his late wife. He worked at the post office. But, of course, as things happen in San Francisco, due to high overhead costs, mr. Johnson was forced to close his studio. And for a while had estopped take he stopped taking photos professionally, but then in 1989 at the encouragement of his daughter, he submitted photos. That recognition from the 2001k. Q. D. Restarted his career. Hes been awarded a certificate of honor by mayor newsom in 2004. His name is engraved in the fillmore and hes received a Public Service award from the university of california for work in the ash bury. His photograph captured the march on washington were featured in an exhibition at the library of congress in washington d. C. To commemorate the protests 50th anniversary in 2013. Mr. Johnson has photographed many prominent africanamericans, including thurgood marshall, jackie robinson, former mayor willie brown jr. He became as a delegate in the naacp chapter. In 2008, they held an exhibit called David Johnson. And this past june, david returned to jacksonville where he received more than 50 proclamations from national, state and civic communities for his contributions. The commission provided guidelines in the naming policy which sets forth a criteria that people may be recognized for their contributions to the city and the recreation and Parks Department. Because of his significant contribution to creating an Educational Opportunity to capture the rich history of the fi fillmore, we would like to name the photo processing center, the David Johnson Photo Processing Lab and create a reading space in the lobby of the center. We have received over 100 letters in support of the request and there have been two Community Meetings held on friday, september 27 and thursday, october 10. Based on the feedback from community members, organizations and rec and Park Department staff, the staff recommends that the Photo Processing Lab at the Harvey Milk Photo Center be named the David Johnson Photo Processing Lab and to create a Reference Library and reading space in his name as well. Full disclosure, i am an employee of rec and park. I work in the Park Rangers Division there. President buell welcome. Im sure ive talked to one or two of you. Im here as davids son. And remember actually going to the Harvey Milk Photo Center as a teenager. We lived on central avenue. Central and haight. And the wild haight ash bury. I wasnt old enough to appreciate what was going on, thats probably a good thing in the long run, but great memories of the Harvey Milk Center. And learning the art of photography from my father before i could read. I think placing this in honor of my father would be a great memory place for San Francisco. Its something that i think will have the effect i believe of the pond and the pebble and the Ripple Effect will go out from harvey milk. Its not that harvey milk is not on the map. Its a place that a lot of people know. But its a chance to take those memories that have been created by my father and to move that on to other people, help other people honor that memory with a Reference Library and also with the naming of the Photo Processing Lab. I think it will be a chance for, as people turn to film again, and get back to the art of photography, not everybody has a telephone, but when we come back to the old process, heres a chance to create a place of memory for San Francisco and also have to more people come and enjoy the Harvey Milk Center for what it is. And im here because my father, don white and David Johnson were peers, students together at the California School of fine arts, now the San Francisco Art Institute on chestnut street. After they returned from world war ii in 194546, they went to school together. And then in the school that ansel adams established. After my father died later in 1989, david became a very close friend. And mentor. And over the past years weve worked with david on many inspiring photo projects, exhibits. From the cfsa period. And we also collaborated on a book called the golden decade, photography at the California School of fine arts, 1945 to 55, published in 2016. Davids contribution to photography in San Francisco and beyond is legendary among the art community. His influence has been felt keenly. Naming the harvey milk photo lab and reference and library in David Johnsons honor would be perfect. And fitting. My name is ken ball. As my wife victoria said, we have known david for the last 14, 15 years, while doing the research on the book in which he is he and his work are prominently displayed. Anyone who hasnt had a chance to look at David Johnsons photographs, you can look at them online and theyre engaging and beautiful and amazing works. I dont want to go over things that other people have already said, but my wife and i are both extremely privileged and proud to be associated with david. And his importance is not only because of his legendary photographs, but also because of his character. Hes a very warm and giving person and i think that this naming this in his name would not only be an honor for him, but it would be an honor for the city of San Francisco, and the recreation and Parks Department and the Harvey Milk Photo Center. And so i hope that this is what happens and victoria and i are very, very proud to be considered his friend. Thank you. President buell thank you very much. San francisco rec and parks has a unique chance to honor one of californias greatest living photographers in the very city where he made his stunning photos of everyday life. We collect photographs and we are incredibly proud to have David Johnsons Photo Archive in our collection, over 5,000 photos and these are available to researchers and scholars and anyone who wants to come to the library to view them. Davids archive is an incredible treasure as youve heard. He photographed civil rights demonstrations and marches, but he also photographed the ordinary folks who worked and lived in the fillmore where he captured unguarded moments in their lives. In so doing, he created the most important archive of africanamerican life in San Francisco in the mid 20th century. There is no one more deserving to have a photo lab named for him, and library, and i want to thank all who made that possible. His artistry is an inspiration to us all. David off here for us to have some insight. As well as i have a dream. First and secondly, id like to thank mr. Johnson himself. And as the black community and the gay, lesbian, Transgender Community has always worked together on movements like the aids movement and more, harvey milk, i do believe would be very pleased to share the space with the black community. What this means in the future for the world that will come is the communities will never be forgotten. In San Francisco. So with all respect to you commissioners, and through staff, and lamonte bishop, consistencies will show africanamericans in the fillmore, in the bayview, in the low moderate income developments, that they can find someone, read about them, go learn what theyve done, and give themselves opportunity to make their dream come true. And during that period of time, we had to start a Civil Rights Movement on campus for equality. And it was at that period in time that i met mr. Johnson. Later on, i realized that the two of us are both veterans, both United States navy, and my relationship with him over the years and remembrance of his leadership and our organization, the u. C. F. Black caucus, is more than a milestone for generations to come, to learn from. So thank you for considering mr. Johnson for the naming of the David Johnson photo lab. On behalf of my family, and residents here in San Francisco, and also the neighborhood, thank you. President buell thank you very much. Clerk anyone else that would like to speak before i call mr. Compared to harvey cartier, David Johnson is given credit by the California School of fine arts as being one of the finest black and white art photographers of the 20th century. President buell thank you. Its an honor to do something that is the right thing to do. San francisco zoo, its a tough act to follow. Item 6, the San Francisco zoo. President buell get to the exciting part of the. Good afternoon, commission and general manager ginsburg, Deputy Director of the San Francisco zoo. Im excited to remind you the zoo was established in 1929. And so were celebrating our 90th year. Your zoo is celebrating its 90th year and we have a lot of fun stuff going on. I want to point out, people say what kind of owl . That is a owl. Its a fun way to explore this 100acre park. Thefest features a beer garden with special brews and food and live music. You can come in and enjoy the ambience. Its large, its good, we have nine dead ends and weve never lost a kid yet in the hay maze. A couple of them spent a little while in there. But its worth, if you like hay mazes, come out and see it. Of course, the famous boo at the zoo. We feature haunted nature trail. Were going to have kids coming in costume contest. Its both two days. Its on the weekend. After halloween . Yeah, october 24 and 25 oops, thank you, 26th and 27th. Come out and see. A lot of kids come out in very cool costumes. I wonder what the number one costume this year will be . Anyway, another exciting it wont be a baby langer, who is bright orange, we had one born. If youve never seen a baby langer, it is a very, very cute. What is interesting, the baby is raised by all the female monkeys. And the reason its bright orange, is that the other females can see where the youngster is. So its a shared responsibility. And thats, again, why theyre bright orange. Another Exciting Development is our snow leopard exhibit. These are the kids of jimmie dee. Thats right, one of our male snow leopard was named after the 49er quarterback, and he had two offspring. This is his brother and sister. The need to build a bigger exhibit is something weve been working on now for a couple of years and it is in process. Im sure youre aware that the snow leopard is highly endangered. Theyre extremely beautiful. Its considered the ghost cat. If you have never seen one up close, you should come and see it. What is interesting, the exhibit to the right, or if you look on the upper piece of this slide, the exhibit, the piece to the right is the Current Holding area. And the new piece will be the area to the left. And if you drop down and see the profile of the exhibit being built, you notice the volume is really going vertical. Its going to be as tall as the ceiling. And remember, these are climbing cats. This will offer a really unique opportunity for the cats to move, not only horizontally, but vertically within their exhibit. And theyll be able to bounce back and forth from the central piers that are holing the netting holding the netting up. This is going to be in the center of the exhibit and the mesh will be draped over it and then attached to the edge of the exhibit in a bio swell. So a lot of exciting stuff is going on at the San Francisco zoo. I just want to point out, that we are, again, 100acre park, 100acre garden, 100acre classroom. To demonstrate that, the first school from stockton, were going to have 2000 fifth graders come over the course of the next five months and 100kid blocks will be bused to the zoo to get Environmental Education and really explore and have a unique experience. Theyre coming all the way from stockton. So it is really a little outside of our normal influences. Were really excited. Were punching it up. And the most exciting, to me, ive been working with the gulf of the fair lawns marine sanctuary over the course of a couple of years, you know, about the coastal popup to connect our guests to the amazing diversity of life right off our coast. And they offered a unique opportunity. They had a Research Vessel out last weekend. It was friday and saturday actually. The vessel was out for a full week. They took it out of San Francisco and parked it over the cordell bank and launched a remote operated vehicle to go down a thousand feet to look for coral and the animals down on top of this amazing bump in the middle of this big plateau. And this was the first time people would see animals. The things that are down that far through a remote connection. It was a ship to shore connection. We had an halfhour slot. We were talking to the scientists as they were operating these remote. And we had a really unique opportunity to learn about the amazing diversity right off the coast. Im here for cottage row plaque placement discussion and possible action to approve the placement of a plaque on a boulder in the garden and to improve the approve the wording on the plaque. The main one is strategy one, inspire public space by preserving historic cultural resources. This commission accepted an inkind grant from the japanese cultural and Community Center to install new landscaping in the Southern Front on mental bed. Since this was approved, the department and the center have been working together to support the center in having the garden installed. The garden installation is complete. And we are pleased with the way it looks. Now the center has proposed installing a sign on one of the boulders in the garden. The purpose of the sign is to share with park visitors, the cultural and historical significance of the generation and their connection to cottage row. We have received about 22 letters of support. And two letters of opposition from the same person have been submitted. Im happy to show you a couple of photos. Neighborhood. Cottage row is in the historic district. Thats the black outline. The park is in green. And the red rectangle shows the approximate location of the front bed along sutter street. This is a photo of the new garden. And that is one of the boulders. My name is mickey and im here to support the Japanese Community efforts to place a plaque in the issei rock garden and its wording. For the past 40 years ive lived at 1979 sutter street, which is right across the street from the park. And several times every day, my dog and i will be past this park and we see many people looking at it, observing it. And people from everywhere. Those locals in the neighborhood, people from around San Francisco, the bay area, and of course the tourists. And everyone has said this is a very, very beautiful unique garden. And i heard nothing negative about it, but some people rightfully wanted to know what it was. So i tried to explain to that this was a japanese rock garden to honor the first generation of japanese in america. So having a plaque in this garden to explain to people what this is about is very important. And just as important is what it says on the plaque. Now, we could all go to websters dictionary or google to find out what the definition of concentration camps is. But if you read it, it is definite that the definition clearly captures the experience of more than 100,000 japanese during world war ii. And as shameful as this period was in our history, it can be
