Is an ordinance to the amend the administrative code to allow tenants who have received a passthrough relief from the landlords from the rent board from financial hardship. If there is any member of the public would like to speak on this item, please come forward now. Good morning. Teresa from senior disability and action. I am so thrilled that mr. Peskin, supervisor peskin, has put this forth. This is going to be so important to so many. And the building Affordable Housing and have people priced out because of passthrough is not a good thing. I stand up for rent relief no matter what type of housing one lives in and we can agree the rent is too damn high and i support any robust waivers for passthrough be it capital maintenance or in the case of this legislation, thank you, supervisor peskin, and bond passthrough which cant be considered for the artship application and as these type of passthroughs, lets face it, they cause displacement of communities of color and communities of people in the city and, of course, like from not only apartments but even sros that are on the private market. And speaking up for identification purposes only, i sit on the citys sro tax force tenant representative and tried to get this voted on and no quorum due to frequent absences and the makeup of the body makes it [bleep] to do right by the tenants. Please pass this out as soon as possible. Superviser ronen thank you. Next speaker. Supervisors, we worked with the Community Tenants association and the Tenants Union to address this. Lets say its a gap in our existing rent law that needs to be corrected, which is to create a hardship waiver for tenants who are facing a passthrough that would often times in our tenant counseling, we have tenants with 10 and 15 a month increases because of not debt service but because of bond passthroughs, and that may not seem like all that much for folk, but for folks living on the margins, that is a few meals that people have to scale back on. So i think its important reform. Thank you very much. Superviser ronen thank you. Good morning, supervisors. Peter cohen with the council of Community Housing organizations. As you might imagine, we are very supportive of the Affordable Housing bond, and i think in general as our city uses bonds to pay for infrastructure, it is a good thing. But we are very supportive of everything you heard from the tenant community about making sure that is not having a consequence on low income tenants. This seems like very smart policy, frankly maybe a little bit overdue, so glad we are putting this in place as a matter of policy going forward, and i hope the full board will be supporting it. And this in one way is a simple matter of equity. Owners of property get to take deductions. And tenants do not. This gives some equity in the relationship in the city of Saint Francis at least between tenants and landlords. This is a critically important part of the formula to create a more affordable city. My name is Jessica Lehman and i am honored to apply to the housing conservatorship working group. I have about 20, 25 years of experience working in the disability rights world. Starting in college and then i worked for several years at an Independent Living Center in hayward and working with people with all kind of disabilities before coming to senior and disability action. So particularly in the disability rights world the institutionalization is a huge issue. And so i have works for years on looking at why do people end up in institutions and what are the myriad of programs and services that can keep people out of institutions, in our own homes, in the community. And senior and disability action really looking at the intersection of senior issues and disability issues and i think that has given me that added angle on the issues that people face, and particularly with so many Homeless People in San Francisco being both disable and seniors. And that experience is really valuable. And then in the process of working on sb1045, working, of course, against passage in the state legislature and to opposed implementation in San Francisco, i talked to hundreds of people, senior and disability action had a senior and disability university where we were able to hear firsthand from people with Mental Health conditions and people who had experienced Substance Abuse use. And people who had experienced homelessness, aed on the really hear what they thought of this and what they think is needed on our streets and in our communities. We also had two community forums. We have talked to dozens of Community Organizations and i have talked to people from various city agencies. And so i think thats really helped me understand the diverse perspective in this issue. So i am prepared to ask hard questions and make sure that implementation of sb1045 doesnt bring harm to our communities. Thank you. Superviser ronen thank you so much. Next applicant. Good morning. I amgener if esteen, a i am Jennifer Esteen and i have worked a z a nurse serving those with psychiatric illness and the last four years have been in placement and helping people who are currently conserved get permanent housing after they have been treated in emergency and crisis services. I also because of my job work with people in treatment programs and make sure they are eligible for the services they receive and that the programs are providing with the city contracts their services to do. And because of that, i feel uniquely qualified to serve as a labor representative for the seat with the housing conservatorship working group. Superviser ronen thank you. Youre welcome. Superviser ronen thank you. Ms. Short. Good morning. I am sara short and really excited to be considered for this position, and heres why. I need to read this. I have a deep passion and commitment to the dignity and rights and respect of those living with severe Mental Health conditions. And those who are selfmedicating the impacts of trauma by using substances. I also have a wealth of experience working with providing services both clinical and housing related to those individuals. I am deeply invested in the outcome of the working group deliberations that achieve both safety and meaningful care to those needing it. And that improves Public Health, safety, and Living Conditions across the board for those housed and unhoused. I believe that i can help produce that balanced outcome. My most relevant experience aside from the current position here at shp which the Community Housing partnership hold on. And it is that i spent three years working in l. A. Skid row doing a Homeless Outreach program. There i really witnessed the mechanics and the workings of from az in terms of when folks were on the streets and there were questions about them being a danger to self or others. That included the 5150 process which i watched closely firsthand working with the clinicians and our program and staff from department of Public Health and down there with the department of Mental Health. And also the aot program and assisted Outpatient Treatment Program and of course, conservatorship themselves and working with that office. I learned so much about the repercussions and the needs for when that conservatorship could be considered a possibility. And i really brought me to a place where when this issue became so big in San Francisco and now there is this working group, i feel that i really can help the conversation and see the balanced perspective of what its like to be on the streets working with those individuals and also the larger ramifications around Civil Liberties and the process itself which respects the actual dignities of the individuals and bridges a compassionate perspective. Lived here my whole entire life. Worked throughout the whole entire San Francisco community. The first equity applicant and hopefully being opening up in november. We have been pushed back. I am here for seat 12 and hope that i be appointed to this and the africanamerican on the Oversight Committee to oversee this cannabis. Thank you. Superviser ronen is Jennifer Garcia, Erich Pearson or Annarae Grabstein here . Hi, good morning. Hi. I am Annarae Grabstein, an applicant for seat 12. You heard most of my story in terms of where i grew up, here in the city and the knowledge i bring to retail last time. I decided to talk about the things i didnt talk about. One of those is that i grew up in a family that owned a restaurant in San Francisco, so i grew up in retail hospitality environment my entire life. And my family lost our restaurant when the dot com crashed in 2000. As i also worked at a coffee shop at 18th and castro when prop 215 pass and i was absolutely there and part of the community and advocating with everybody. I wasnt old enough to vote then, but i knew at that point that advocating for sensible cannabis policy in San Francisco was an important part of my path that i was dedicated to pursuing. As time went on and i developed my career in the cannabis industry, i have generally been the only woman at the table for every Single Company that i have worked with. And that is for over 10 years. I absolutely understand what this means to be underrepresented. There is little ownership of the female businesses and feel itch accomplished what i am because i am a woman, not in spite of it. And one of the first organizations created to help elevate women in the space. Ensuring that understood represented people have a voice is a central and parent part of my approach and perspective to policy, and something they am really excited that this committee is showing a dedication to. Additionally, when it comes to knowledge of retail, myself and my Company Recently published white paper on the five myths of the cannabis consumer. We are doing a lot of really innovative work to understand who are the customers that go to Cannabis Retail stores, to ensure that Cannabis Retail stores are rolled out in a way that is accessible and supports both the growth of the businesses and the consumers that were hoping to reach. And on this committee, dedicated to creating sensible policy that is equitable and inclusive to all stakeholders. And in my leadership role of cannabis businesses here in San Francisco, i have hired over 20 equity eligible people and many of whom are helps me develop an Industry Immersion Program within the company to create Workforce Development pathways that start at the entry level to be able to rise up. And i personally helped usher three equity people through the verification process with the office of cannabis to ensure opportunities for them. Thank you for the time today. I am glad and honored and humbled to be here to brag on this brother since i get the chance. This dude is a San Francisco native. Hes been working and gave up his whole life for 25 years to serve the city and county of San Francisco, to help save others lives. Gave up his life before other. He has lost two brothers. Not one by two brothers here in San Francisco behind gun violence. And i feel like shawn, hes the only black man, the only black man, on the panel, right. And i feel like he would be the most best person to be qualified for this position because he is somebody affected by the war on drugs. And so hopefully you will put him in seat 12. We are a trade group of over a dozen store front retailers and we have were coming here to speak in support of Shawn Richard. Shawn richard has the support of our organization. He is a very commendable record in the community. I cant top what rudy says. Rudy said it all very, very well. So i want to speak on behalf of our organization and in favor of Shawn Richard. And personally i need to say as well as my personal Business Partner and as his partner on the hate street social equity application, i found him to be kind, intelligent, and definitely would be a fantastic addition to the cannabis Oversight Committee. I am going to congratulate everyone running for seat 12. But i am here speaking on all the seats in the cannabis and so just stop me if i am getting off track because there is the first time speaking, but a lot of people had applications in before the deadline, which was bibipassed and not given the opportunity to speak. The clerk did apologize, and many people had applications in and they were not found mysteriously, including mine. I wanted to let you know and hopefully next time everyone will get the opportunity. Superviser ronen just one question to the clerk. There were applications that that were lost . Seat five. I am not aware of many. I was looking for ms. Halls application and did not see it in the list, but i was going to look into that further. But that was for seat i believe she was seat i am not sure what seat she was applying for. It was seat five. He apologize and stuff to me before earlier. But i wasnt here from that appointment, but i wanted to speak on applications being bis paed. I did receive applications from ms. Superviser ronen i am super concerned about this. I want to try to figure out what happened there. You applied before the deadline and werent on the agenda and we never considered your application. I think probably makes sense for mr. Young to explain what happened with the application. But the committee can still decide to forward any one for seats 10 or 12 to the full board or continue the item to leave it open for additional applications. It was for seat five and it was already appointed. I see. At a previous meeting, sound like at a previous meeting the board made an appointment. Superviser ronen but that doesnt invalidate and is an unfortunate mistake. Can you explain what happened to miss halls application . I am investigating but several applications were submitted at the same time. My only guess is that it even the Animal Task Force and i wasnt able to speak on that. The application got bypassed on that. There were three or four applications submitted by ms. Hall and all on the list. All i can guess at is that they got stuck together. Superviser ronen my extreme apologies. I will look into this and it would appear it doesnt undo the appointments that we already made, but i will absolutely make sure this never happens again. And i am profoundly sorry that this is not the degree of professionalism we like to work with here. And i hope that you will apply for future seats so that we can properly consider your application. But i did want to say that i am supportive of Shawn Richard for all of the points that the many Public Comment speakers made about his qualification and the importance of him specifically bringing the Life Experience and his experiences and his leadership in the community thats been most impacted by the war on drugs to this important committee. And as we look at equity in our focus on making sure that we provide opportunities for individuals who understand community, it is very important that we have someone with his experience as well as now his expertise as someone in industry serve on the committee. Annarae, you are incredible and getting to know you has been very enlightening and your work in this industry is without question extraordinary. And this was an Impossible Task a couple of weeks ago and continues to be an Impossible Task. I will say that i am going to be also supporting jessica cry and Shawn Richard for seat 12. Mr. Richards work in the violent prevention realm is renowned and widely respected. I think that being able to bring that viewpoint when working on cannabis policy and how we can use this new, emerging industry with all of these really exciting Job Opportunities to steer kids in a direction away from crime and towards regulated professional business is an incredible opportunity. And i cant think of someone better than mr. Richards to bring that perspective to the commission. So with that, does anybody want to do the honors of an official motion . Please read item number five. Clerk item five is to appoint 11 members, indefinite term, to the close Juvenile Hall working group. Superviser ronen i would like to make some comments, but i am going to turn this over to supervisor walton, the lead sponsor of the extraordinary legislation to shutdown Juvenile Hall by 2021. Superviser walton thank you, chair ronen. I am excited how many people want to step up and serve on this task force. We passed the legislation to be thoughtful about making sure that we had the right folks at the table. Folks with expertise and area of serving young people in the juvenile Justice System and folks from Community Individuals and deal with the juvenile Justice System. And professionals and in the field that work with the courts and District Attorney and i want to work with the Justice Courts and thank you so much for being here today. So many applicants and we are excited about the number and naturally 15 seats and everyone cannot be selected to serve on the task force. And as i look across the room, a lot of qualified and quality candidates that are here today. And i want to be mindful that we are going to work hard to select the task force and that will be able to move the agenda forward and be in line with the legislation and with that said, if someone is not selected today, if you are not someone who is chosen to serve on the task force, we are also going to be a way for the community to engage throughout the entire process and so i want everyone to know and understand and be clear on that. And the last thing i will say and the colleagues and seats three and four and we will be hearing from applicants and wont make a decision on those seats. We want to extend the deadline to get a bigger and more diverse pool of young people who have been formerly incarcerated and in the system because we want to make sure this task force is all encompassing and inclusive and we will hear from candidates today. We will extend the deadline to seats three and four and address those at a future meeting. With that said, colleagues. Sure. I could not be more excited to be here today. Supervisor ronen this is an historic moment in our city and i want to thank you every applicant who put their name in to be considered for the closed Juvenile Hall working group. I am so proud to have authored this legislation that got us today here with supervisor walton and haney and proud of the board of supervisors having passed this legislation 101 and it is extraordinary and historic. I just wanted to take a moment to set the context and remind folks how we got here today. And do that by sharing eight facts. As the chronicle reported in their extraordinary investigative series, youth crime has steadily declined over 20 years. And in San Francisco, violent felony juvenile arrest rates have declined by over 87 since 1990. That is fantastic news not only here in San Francisco but across the state and the country. In 2018 on average, 2 3 of the 150 beds at Juvenile Hall were empty every single day. That means that 75 of Juvenile Hall has been unused. Last month only 23 of the beds were being used. We have an average daily population of 34 children. Of the roughly 40 kids who were in Juvenile Hall at any one time for most of 2018, half of them were there post disposition. Just to remind folks, Juvenile Hall is only supposed to be for young people are held pretrial. Postsentence use, 96 of them, are ordered by judges to Community Placements in San Francisco. Meaning the court has sent them home or to a nonsecured community placement. The question of whether there should be locked up has already been answered. And the answer is no. In 2018 of the roughly 40 youth in Juvenile Hall, only 10 to 12 were being adjudicated for violent or serious 7007b offenses. This holds true for the 34 youth there last month. Only 12 were there for serious violent or violent offenses. Across the Board Research has shown that detaining young people does not make our Community Safer but rather does just the opposite. In fact, it is the biggest single predictor of future incarceration. The budget for Juvenile Hall does not reflect todays low numbers of incarcerated youth. In fiscal years 2017 and 2018, the city budgeted over 13 million for Juvenile Hall despite the significant reduction in the number of incarcerated youth. The average annual cost per year for each youth is now roughly 280,000. We are convinced we can use that amount of money in a much more effective way to steer youth down a different path. The majority of detained children have Mental Health illnesses. In december 2018, 90 of the children in juvenile health suffered from Mental Health irn shoes. Almost 1 3 were being administered psychro tropic medications. Being in jail when you are battling a Mental Health illness is the worst place you can possibly be, and we can do better. This is a civil rights issue. In 2018 black youth represented 4. 9 of all children under 18 in San Francisco, yesterday made up 55 of the children booked in Juvenile Hall in 2018. Latino and Pacific Islanders are also consistently overrepresented, while white children are rarely incarcerated in Juvenile Hall. The closed Juvenile Hall working group will have a massive role to play in the next two years to help us design and implement new models for how we address youth crime and youth trauma in the city. Not only is this critical for San Francisco, but the juvenile Justice Movement nationwide. What we create here will ripple throughout the country so we have to get it right. And this group will determine what exactly we will create in place of Juvenile Hall. Looking at the data t group of expert wills assess what type of alternative, noninstitutional, rehabilitative, detention facilities can be created for the few youth who must be detained because they committed a violent or serious offense. And work on designing and creating that facility or facilities. This group will also look at what communitybased placements need to be expanded or created for youth who cannot live at home. But who do not need knob a secure setting and how to ensure that we are supporting young peoples families along the way. And again, i want to thank you so much to everyone that is here today. I am so grateful to all of you for your willingness to serve the city. We need your expertise as we forge a new future for the most Vulnerable People together. Thanks again. Supervisor mar, any comments . I want to thank supervisor walton and ronen for the work on these issues and more importantly, thank the Community Advocates for the work on these issues for decades. It has gotten us to this exciting moment that we are in of moving forward to transform the juvenile justice and the approach to juvenile justice in San Francisco and move away from incarceration towards Restorative Justice and hope and support of all young people in our city to be able to live and thrive. So thank you so much, everyone. And then thanks to everyone who has applied for the seats on the important working group. So we have some hard decisions to make, i know. But it is just exciting to see all the everything coming together right now on these important issues. Thank you. Thank you, supervisor mar. We are here today because of the commitment from things that work and things that dont. And Juvenile Hall and the way it has been set up is a pipeline to jail and we are here to change that and when youth are to be in custody, they get the support they need to make i think thats and become successful and not lead to that pipeline we just discussed. I want to acknowledge that director davis is here with the human rights commission. Where we will, of course, be housing the working group. I dont know if you had anything you want to say, but i definitely wanted to acknowledge you and thank you so much for your work as we continue to move forward. And the first one is nate ford for seat one. Good morning, supervisors. I am nate ford. This is my 31st year working in boys and girls club San Francisco. Life long San Francisco resident. I have worked with kids and has the pleasure of taking kids back out of Juvenile Hall into the National Basketball tournaments and let them succeed on the court and flourish and change their lives around. It would be a pleasure to be parts of the group and even if i am not, i am here to help out wherever i am needed. All right. Thank you. Are there any questions for mr. Ford . Thank you. And vincente padilla. I teach at woodside learning senter in San Francisco. I am here to explain my qualifications for this working group. I have 30 Years Experience working with the student population. I always wanted to teach and work with the group since i, too, struggled a z a youth and as a Community Program in the mission helped me turn it around. And from the other experience, for 25 years i have been a teacher and this experience helped me understand what the needs are of the student population. The needs can be met by collaboration of programs and services targeting these needs. And everything from education to job training and Mental Health is super very important. And youth mentoring and the arts and learning ones own culture and true history and Family Support services and of course, much more. And i also have the unique experience of already having worked 15 years at a Model Program for probation youth with many cbos working to serve atrisk kids and i saw how programs working together will make a difference to turn and to succeed. This was part of the county Courts School system model and produced many successful stories and home use in San Francisco. For the past 13 years i have been at woodside with learning staff and counselors and continue to learn and the one thing i learned is the foster youth need with the better Group Housing to run from many places and with the part of the design in San Francisco and partially from the people and from the communities. And they need to come to youth and youth cant be expected to travel to many places for the services. There has to be a few different locations and to arrive for the engaged in Mental Health Services First and get ready for the day and not expect them to go to five straight academic practices and a job after the school. The services need to be mix and best served youth and the california Education Code permits schools to be creative and to be initiative to design around the interest of youth and all my ens my experiences Work Together to serve them and is crucial with the input of the students and community it serves. Thank you for your work. Christina gomez, seat one. Good morning. Christina gomez isnt here at the moment, but she thought it was best i read a statement on her behalf. Is that okay . Okay, cool. My name is Christina Gomez and i am applying for the juvenile justice provider on the Juvenile Hall working group. It would be an honor to serve my city in this way. I am a Second Generation san franciscan who grew up in the mission, the philmore districts of San Francisco. As a youth, i was impacted by the juvenile Justice System and unfortunately was detained and had my education interrupted by the system that truly did not support me to become the person i am today. However, an organization and young Womans Center did. I am proud to say that after going away, receiving higher education, nonprofit work and becoming a Community Leader over the last 20 year, i have returned to the center and to support other young people like me. And i believe that this enges experience. I submitted the resume for review. What is not on the resume is the passion, integrity and respect that i have of my peers and other members of the fine city that i intend to rely on, collaborate, and and collaborate with to improve conditions for all youth in San Francisco as the city embarks on this journey. Someone with a comrade and a mentor and her leadership that stands and is visible to us all. And is fit for this seat as well. And she knows both sides of the field. She is one of the strongest leaders i have ever met. It is important she represent all equalities and different folks in different walks of life. Supervisor walton thank you. Next is ron stueckle, seats one and two. First of all, thank you, supervisors for the legislation. Its fantastic. Secondly, i do want to express a little bit how awkward this feels. Simply because of my tremendous amount of respect for other applicants for the same seat. I am not able to view this as competing for a seat on this, but as presenting you with enough qualified applicants because whoever you seat at least on seats one and two, you will get all of us anyway. Were all going to be there. So that being said, in the spirit of presentation, or the spirit of offering, i will talk a little bit about the history and qualififycations both systemically and practically. Systemically i have been involved for 28 years in this particular process and fight. Calling it everywhere juvenile Justice Reform to at this point whatever the slang term for this is going to end up being. All the way from being involved in the jdai initiative to try to change and fight the 152 bed count at Juvenile Hall and bring that down, and being involved in the rewrite of the Police Department general orders 7. 0. 1 on how police are allowed to treat juveniles to currently sitting on the juvenile just coordinating council.
