The minutes have been approved. The next item on the agenda is the report from our executive director. Thank you. Good evening, commissioners. I have a brief report for you this evening. I have a couple legislative updates. We are very happy to share with everyone that the board of supervisors file number 181211, this is the spa business permit streamlining legislation, has finally passed at the full board , board, and is in front of the Mayors Office for her signature. This is something that we have been working on for months now, and we are very pleased with where this legislation has gone, and we are really excited about how it will impact our work and our constituents. Ill actually plan to have been come and give a quick presentation of how this will roll out in our world and impact our work. We will hear from him soon. And another piece of legislation that was passed to the full board is the board of supervisors file 190689, this is the interim zoning control control legislation requiring a conditional use authorization for a change of use of nighttime entertainment to any other use allowed in the defined south of south of market area. This was specifically around the venue, mezzanine, so this, i believe it was either signed by the mayor, because it had a much tighter, tenday turnaround, or it was just past because of the deadline had already passed. She did support it initially. I wouldnt be surprised if she was able to sign it. So that interim voting control is now in place. I dont have any other substantive updates about mezzanine, though, at this time, so we will be sure to keep you all apprised of the progress, and were hoping for a positive outcome and hoping that this legislation will help protect them and at least be able to keep entertainment as the use of this location. Finally, i wanted to give a quick update of a discussion that i facilitated last week. I was approached by the department of Emergency Management to convene a group of stakeholders from entertainment and nightlife to discuss the Public Public safety power shut off program, and how that might impact largesize venues, so i brought together a group of folks from lawyers arena, from the giants, from several large live music venues in this city, and a group of probably 20 or 25 people who came. We just discussed where the gaps were for them in trying to plan for a potential 48 to 72 hour power shut off, and how they could potentially help the public in a situation like that, or how they would potentially need City Services to help accommodate, and really looking at what happened in new york recently with their power shut off, and they and there were broadway shows it ended in the middle of the show, and jayla was midset and had to stop, and they had to evacuate everyone out of the premises. So this is really something that could really happen in San Francisco. We want everybody to be prepared for that. [please stand by] legislation is getting would of duplicative sessions sections. I know that the Deputy Director will be very happy to share that with all her permit applicants because after we hear someone at a hearing tonight, they get a conditional grant of a permit, and then the onus is on them to get inspections from different agencies, it from a place that has to get those inspections just to open, we are asking them to do it a second time. Now we are taking that away, which is great. It is good for city resources it frees up our own stuff and other city agencies. Absolutely. Thank you. Youre welcome. Thank you. The next item on the agenda is the agenda item number 4, report from our Deputy Director. Good evening, commissioners. This is a very lengthy report, and i do want to give gratitude to inspector roberts who helped compile this 20 page enforcement report. As highlighted, some items that we will be discussing, and i will be telling you about, so lets get started. On page 2, i highlighted a location that is in the mission district, and has been having unpermitted entertainment that weve gotten multiple complaints about, just very loud into the wee hours of the night, so upon further inspection, we did actually have an inspector go out and find them having a d. J. I have been in communication with the venue operator. The owner is in mexico, so there is a manager in town, and they are not zoned for a p. O. E. They are having d. J. S until 2 0. They would like a p. O. E. , but they are not eligible for one. He has said we will not have entertainment, and then we got a sound complaint, and we did catch them having entertainment, so we did issue a citation to this location. Well keep them on the radar. It is unfortunate about the zoning situation, but they could go for an l. L. P. On page 3, ive highlighted arena s. F. , and i want to give you an update on the progress there. I received a phone call from a neighbor who lives directly across the street from arena s. F. Who was complaining about the base and the base emanating from outside. We learned that they had installed speakers or were now utilizing speakers directly upon the entryway of the building, so that was causing a lot of disruption to the folks living across the street or at least specifically this one neighbor who contacted me. I did speak with the management and the new owners. They are undergoing a change of ownership right now to become the full owners of the business. They were very responsive, they did reach out to the neighbor who was the complainant and they also ceased using those speakers right away. So last weekend, they did not have the speakers in use, and we didnt receive any sound complaints. We are happy about that progression. They also followed up with me on monday. Did we have any sound complaints i think they are eager to be in compliance. Starting on page 5, we had ten complaints about an outdoor rooftop event. One of the reasons why the report is so long. So we did have an inspector respond, and moving forward, we will be setting a sound limit for any future rooftop event. The permit holder was made aware of the complaint. If we go to page 9, ive highlighted of highlighted virgin hotel. Virgin hotel has four permitted locations on sight within the hotel. The rooftop, the mezzanine, the commons club, and the funny library. All of those locations have been permitted when they came to a hearing last year, but recently, we have been receiving complaints about the rooftop causing disruptions to the neighbor, so when i followed up with the permit holder, i learned that the person ive been in contact is no longer with the business. So ive been in touch with new management, and we had a Conference Call last week where i explained there permit condition. They were unaware that they were not permitted to have entertainment past 10 00 p. M. On the rooftop. That is actually per planning due to the zoning discharge that they are in. We discussed that, and the Commission Also conditions them that their speakers on the ground floor, outside of the hotel, also have to be off by 10 00 p. M. I made them aware of there permit conditions, and hopefully moving forward, we will not experience these complaints. I now have Contact Information at the hotel, so that is helpful page 10, ive highlighted 1226 nick his, we received a phone call from a neighbor who was directly across the street saying that like clockwork, every single night to closing time, 1 45 a. M. , the patrons come out, and theyre so loud, and they loiter, and it is really disruptive, so we had an inspector go out friday and saturday, and he observed exactly that, that the patrons are leaving intoxicated, and loitering outside of the club. Are inspector did speak to a manager there, and expressed that this is a problem and it is not allowed, and that they need to move the folks along. That was on friday when he had that conversation, and so on saturday, you went back and he witnessed that manager assuring people down the street. It wasnt security that was doing this, it was a manager. To follow up, there will be i will be reaching out to the owners or whomever i can get a hold of to discuss the permit conditions, because upon review, they have a lot of conditions about security, but we havent had this on the radar, at least since i have been in this position. We will need to review this with the operators. And i believe that is all that is highlighted, but im happy to answer any questions if you have any. It seems like it is summer and rooftops are happening all over the city, it seems to be a consistent theme across all of these, and obviously virgin and the south van ness suite, and it looks like all jobs wasnt having a rooftop party. Not this weekend. Just given that this is a consistent point of conflict with neighbors, and i know that we see people come in with open air or rooftop spaces, but i am wondering if theres anything more that we can be doing as the Entertainment Commission when places with route up rooftop spaces come in front of us. To some extent, if it is 10 00 p. M. , then they are somehow not aware of it, i mean, you know, hopefully they stay in compliance, but im just wondering if theres more we should be doing. I actually do have thoughts on this. Since this is a fairly new process, as we are reviewing applications that include outdoor, so i think it does come with a lot of growing pains. There are spaces that we are seeing consistently that have complaints and issues. We can do what we can administratively to try and bring them into compliance, but it will likely come to a point, if it continues, where we need to bring them back to a hearing to potentially recondition them, and that is within your purview to bring that up at a hearing during commissioner comments and questions if you want to specifically review a permit. The president or the Vice President can also ask that of me offline, as well. Other than that, i think when you are reviewing these applications now, we are trying to do a better job of Due Diligence up front now, in terms of offering new conditions that make sense to approve, and so we may look at, again, it is time, place and manner, we may look at ours and recommend specific hours, but better yet, especially now that we have inspector roberts on board, he is up and give a lot of sound direction to our staff. We can always provide a recommendation in advance of a hearing of a sound limit. This can be based on something separate from what code dictates , which is 250 feet in audibility, or essentially you are at ambient 250 feet away. It can be more conservative than that for a space that has neighbors that are a hundred feet away. So with your direction, im happy to start doing that more in advance. You actually have a location before you tonight that is asking for outdoor, as well, and so yeah,. Also, it would also be helpful for us to have applicants to give us a sense of who is within hearing range of those outdoor spaces. I remember there was a Union Square Restaurant that had an openair patio, and they couldnt really answer who their neighbors were, and just, either some show of Due Diligence on the part of the applicants of, you know, were at least an explanation of, you know, this hotel overlooks the space, or Something Like that, so that we can try to head off or mitigate conflicts related to the noise. Which is something that the Deputy Director always asks during intake, but we can incorporate that better into our application, as well. Again, the other thing is, if we want to make a practice of it, we can send inspectors out in advance of a hearing to try to provide a better recommendation regarding sound in advance. And that review of the premises can also include scoping out where residential is within earshot. Yeah, even just standing on the roof and looking around, i think and spotting stuff, you know, i love rooftop bars, they are lovely, and they seem to be generating a lot of conflicts, some of which is bad behaviour on the part or lack of information on the part of the managers, but some of which is just noise travels. My question is, on south then ness, is that a bar up there . That is the old fillmore, it is a huge premises. It is where the honda building was for a long time. Is it actually a bar up there , or is it just a common area where the residents decided to have a party . No residence, it is totally commercial space, plus ultra. They are operating the space mostly for rental, full buyouts, or partial buyouts, and they offer that outdoor space as a part of it. They always apply for onetime permits because they did not go for a place of entertainment, and so we do want to go out and just set a limit for them that is potentially more conservative than what is dictated in 1060. 16 about 250 feet. This particular event had a oneday permit. Yes. Okay. I think the oneday permit thing and rooftops, as soon as we give them the permit, you know, just seems to go haywire, and then management changes. Especially at virgin, there is management that changes from one month to another, and then they dont tell them what the requirements are. The Deputy Director caught that within a month i would say, because she is just very fast. [laughter] there were complaints. How is charmaine . Is she okay . We havent heard from them for a while. No complaints. Okay. I had another comment. I noticed we seem to have a state of turning down the sound when the inspectors walk in, which is kind of rude, but it doesnt seem much of a sign of good faith in our process, and surely in our inspectors. That disturbs me that they are so blatantly disregarding the regulations and their conditions its everybody. Its the same places. I did notice it is more than one listed tonight. I think we need to continue to monitor those specific locations very closely. I would also add, we need to continue to evaluate the consequence because our Fee Structure is so low that there really isnt a consequence. I know weve had the conversation before, and since im now talking, i will continue Deputy Director, a question for you. Your report, to be send this to the permit officers . Nope, not at this point. Can we . Yep. I think that would be helpful for us as a commission because it also puts them on notice if there is a role in this process and it helps improve education across the board. That would be awesome. Thank you. Secondly, i wanted to complement , i see st. Marys pub is in compliance, you went out there and took a look, that is nice to see because they were recently before us. That is a positive example of the work we are doing where there was a problem, and now we actually took a problem, licensed it, and now they are in compliance. Knocking on wood that will continue. The next on item on the agenda is agenda item number 5, report from the Senior Analyst. Good evening, commissioners. I will try to be brief. In terms of education and networking, real quick, just about the outdoor Event Planning permitting guide, it is uptodate on our website for july in terms of new permit fees , new City Employee contacts , and then some zero ways changes, just f. Y. I. I didnt include it in your binder because it is a lot of paper, we can take a look at it on the outer events page. Just a reminder, this guide is updated for every july and every january. Education and networking, we had a really Wonderful Program on july 22nd as part of the us of Outdoor Events network at jolene s in the mission. It was a lot of fun, such a great space. The topic of the presentation was success through vendor management, and i think we had some good eking out when it came to high levels of operation of events that are complex with multiple different kinds of foods and beverages and different kinds of backgrounds of vendors. We had speakers and presenters from event hub, the s. F. Street festival, and eat and drink as of. Attendees included organizers from festivals and venues on the fillmore street fair, the midway , union square bid, how we festival and the street fair, and a bunch of other new faces. And some producers really pulled me aside and said how much they appreciated the content, and how much they appreciated the party the event where everyone gets up and says who they are and what they represent in terms of an event or innovation. It really helps them him find people they wanted to talk to. That was really exciting. There will be another one in the fall. And then circling back about streamlining our onetime event permitting application process, i am project managing the rollout of the new screen door application for the onetime outdoor event permit, as well as the onetime indoor. For the onetime indoor, my colleague, krystal crystal stewart and i, we were doing unit testing, through the Digital Services agency and it was very enlightening, very sobering because they asked really hard questions. He really had to think about making this online application, is this clear, have we reduced complexity, are we really improving event compliance and including Customer Experience in the process. It is really pretty long because included the venturer questions. You can see the types of questions, and finally, the success page that when they hit submit, and we are planning on launching this as a soft launch sometime in the next few weeks. I dont have that data in front of me, but one thing we are going to be preparing ourselves for his we are asking more security plan questions then we have in the past, so that will take more thought, but it is in the interest of protecting Public Safety and welfare. Are there any more vendors coming out with carton selling, since you were going zero waste, people are very thirsty with no water because nobody was serving water in plastic containers. Have you noticed any vendors coming up . I havent talked to any vendors yet, but i did talk to the organizer and said that they actually had a successful rollout of the compostable food and beverage where. Is that we were talking about . You know, people were asking for bottled water, you know, and we just couldnt they didnt want us to give out or sell any, so, you know, we should only offer, you know, nonsugary drinks, but even though it has a lot of sodium, and you get more thirsty after you drink one of those. Im just curious, as we are in that age now, it is more vendors coming up asking to be doing presentations, or are you guys going to be searching for water cartons that can be purchased . The passed legislation was a couple of years ago, which said bottled water is no longer allowed to be distributed or sold on city property, which includes city streets, so that is what that is based on, so they do a lot of training and inviting. Encouraging people to bring their own Water Bottles so they can have giant things like water monsters, for example. Or you can use portable water that is available from fire hydrants, so a lot of the things i do, i do trainings that help them navigate how they can find a way to access the water sources. There are waivers that you can apply for from the Environment Department if you can show that there is that it is going to be financial duress to the organization to try to bring in the water from outside, or if there is not availability of Water Infrastructure at that location. Theres different ways you can make those requests, but it is a big change, everyone is going to have to it is the new normal for the city. Thanks. Just a very brief comment. I really wanted to be at your event at jolenes i was unexpectedly out of the city that night, but i think what you are doing is awesome. That was a particularly interesting topic. Next item on the agenda is item number 7, hearing and possible action regarding applications for permit under the jurisdiction of the Entertainment Commission. [laughter] commissioners, before i read the introduction, i want to point your attention directly below tab seven. There is a memo that includes a few bullet points that of the staff recommendation. So were we are all on the same page. The only application on the agendas for a place of entertainment for the hibernia, located at one jones street. They have restore the old bank to its original state and planned to use it as a venue for a wide variety of events such as seminars, fashion shows, fundraisers, private parties, and live performances. It has four levels, the basement , ground floor, second floor, and the penthouse. In addition to indoor entertainment, they like to have ample sound on the outdoor deck of the pentose level, daily between 9 00 a. M. And midnight, and the Municipal Police code states that unless otherwise permitted by the Entertainment Commission, hours of operation of outdoor amplified sound equipment shall be no other than 9 00 a. M. And no later than 10 00 p. M. The applicants are requesting the commission to condition them otherwise and permit amplified sound on the outdoor deck of the penthouse daily until midnight. There is no opposition to this permit application and the owners received i think five or six letters of support, which are included in your file. The tenderloin station approves this permit with two recommended conditions that are listed below here to tell you more are some individuals. Good evening, commissioners. Im here tonight with a really exciting project, a beautiful, beautiful building. It is the old Hibernia Bank at one jones, which is jones and Market Street. The applicant is actually an s. Of entertainment group, and it is going to operate this as the Public Events facility in a large corporate event and meeting space. The interestingly, this place has been operating for approximately five years, and over the last 24 months, they have held a number of events in that facility. The first event was a large rally for Hillary Clinton and governor newsom. There are some photographs i will show you in a moment. With all of these events that we have had so far, oneday alcohol permits, and oneday event licenses, a. K. A. One night dance licenses, has there has never been one noise complaint or sound complaint, no neighbor complaints. Outreach is always important with my clients and you have actually seven letters in the file, and these include letters from don faulk in the tenderloin neighborhood development, michael nolte, who is the alliance for a better district six, our nextdoor neighbor, the proper hotel, which is one of San Franciscos finest hotels. Dave seward from hastings law school, randy shaw from the tenderloin housing clinic, sean steen and company that runs a property at 1066 market, believe it or not, they have 303 new apartments going in. To quote one of these letters from michael nolte, the type of business that is being proposed will be a great benefit to this area and assist with the overall revitalization of the midmarket. If you havent been down there in a while, it is an interesting area. Theres a lot of building going on between jones and market, going down to the Flood Building huge projects. Hotels coming in, large condo complexes. When this finally gets done in a few years, it is going to be pretty spectacular. I think if i could have the overhead, this is, along with city hall on and the flood zone, probably one of the most beautiful buildings in San Francisco. Our first event was interestingly enough, just to give you idea of how the people built these properties in 1892, it is just spectacular. The heights of the banks. I remember in the midseventies, this skylight was leaking and rebuilt, and it turned out that this was done by tiffany studios in new york and restored in about 1975. It is an absolutely spectacular building. It holds, depending on the crowd , approximately 1,000 people, and this is on four levels. It has 80 facilities for large meetings, its got a former Tenderloin Police station in the basement, which is now used for intimate dance parties. It is a great space for conventions to take place, and that is pretty much what we intend to use the facility for. There is an upstairs space that is a meeting room for about 100, outside of it because it has been brought up already, i will mention that there is a small deck outside of the room as you saw before. It is right across from the proper hotel, but it is surrounded and set off the property. If you are looking out that way, it is about 20 feet to the properly line and it is totally enveloped by our property, and very solid marble walls and stone walls. It tends to deflect the sound and keeps it inside. Again, this has been open several times, there has never been a sound complaint from the property. We discussed this with the proper Hotel Management and they never heard a word. Tonight i think they mentioned charmaines wishes across the street. It is a roof bar on the proper hotel. They doesnt seem to be any sound complaints from that particular property, either. The sound attenuation, we have done a little bit of work. We have a major sound Company Coming in next week with a d. J. Well start doing our own sound tests prior to the commission taking a sound test. We will do whatever sound attenuation or probably not so much sound attenuation for the outside, but sound dampening for the inside because as you noticed, this is a lot of marble , a lot of stone surfaces, and to sort of condition the sound, we think that is important. Im also theres also an interesting thing that happened. These large windows, if you look behind our former secretary of state, you will see these large windows. Theyre 25 feet by 10 feet. They have what used to be cranked up steel gates, which any lounge saud, party, or anything that will generate sound, we can bring this down and they pretty much stop any sound from coming into the building. That was done right after the earthquake to keep fire out. Basically, we believe that when finished with all the upgrades were doing right now, this will be a pretty good space, a corporate event space downtown, and a great addition to the midmarket neighborhood. I have, tonight with me, weve got jury who is event facilities manager and buna, the communications and external Communications Person for the company. They can offer answers to any questions you might have, but we we would like tonight as a conditional grant on this property. Thank you. Thank you. Commissioners, do you have any questions . I work across Market Street from this building and i have worked in the tenderloin for many years, and i love the building, i always wanted to see it be put to better use, or any use, really. I think i worked at the Police Office for a little bit, so this all sounds fantastic. It sounds like a great use for the building, as well as for the inside, it looks really lovely. Obviously we are, you know, as you heard earlier this evening, we are getting a lot of complaints from rooftop bars, so i appreciate the location and the fact that you are working with the Hotels Across the street, and im also conscious that there is so much Residential Construction happening within a block, basically, and so, you know, i think rooftop bars are great, and rooftop spaces are great, so i want to move forward with this i just want to hopefully not get complaints from any of the in particulars and new residents that are going up, and i know we have some ability to do reviews of new development and let them know when there is an existing place of Entertainment Permit so the residents know that, its a little different because you were coming in after they are already well underway, so we cant have that same sort of control of making sure everyone is in there. I want to move forward, im just adding in there a note of caution about keeping an eye on the rooftop noise to ensure that we are able to prevent conflicts from any neighbors and anything happening in the future that would make us have to go back and relook at the conditions. You are asking for not just 10 00 p. M. , but later, i mean honestly, i think it is completely reasonable. I support that. Okay. Are you ready . [laughter] what is your capacity . We are working on final capacity with the fire department, but we believe it will be 1,000 on the main level and theres probably that will go up to 300, any time over 999, we have to have fire watch. How will security be handled . It is a very challenging neighborhood at night time, also , i want to know where you are doing external lighting. Will you light up the sidewalks . Especially on jones . Isnt there a park across the street . Maybe not. That is up further, a block up. Security wise, theres a number of things. Security sorry, right now, were putting a security sop into practice. Our parties have all been different, the basically, it is about 100 persons to one security officer. So for a party of a thousand people, youd have 13 officers. We have been engaged with the Copper Program and they have been very supportive of us. As you were saying, when we do have those officers on duty, they typically and to stand in a more visible area. In a way, we provide light to them at their post, which is ultimately lighting up the sidewalks. We are doing perimeter checks on an hourly basis, and being aware across the street, as well. The parkas one block up from us, his we dont really have do you have a security manager that is working with your team . We are outsourcing all of our security at this point, but that is a position that we are looking to implement moving forward. Because my thing is, when people leave and theres a lot of people, theres either going to be a lot of uber, theres going to be a lot of taxis, i spoke to the Vice President of yellow cab today. We are talking about putting some controlled areas into practice were not turning 700 people loose on the area. In general, working with other agencies here or there, it is not like there is a policy or there is i come from where we have a surgeon team. If were going to have 1,000 people, then i already have a team in place, you have a meeting in a security manager will handle, whether it is yellow cab, or whether it is going to be maybe ten outer Securities Just handling the crowd control, so the neighborhood is not impacted. Sure. That is what are saying earlier with our standard operating procedures. Having a set time for entertainment to end, giving a window of time around that, giving clear instruction within the building where you up the lights inside the building so people are leaving in an orderly fashion. I come from a casino environment , so have a lot of experience with that. So theres really no plan right now, you dont have any actual plan or street plan on the security part of it . I have been a conversation with john windsor who his builder is probably the best in town, and he is excited about this project. We are going to sit and work on some of these issues. We did meet with the tenderloin station and a. L. U. The other day , and their concerns, after looking at what weve got in these facilities, they have no concern about us. They have a big concern about the neighborhood, and we agree. The type of people that can afford to rent a facility, also can afford to have large buses, even just to take them back to the center. Neighbors dont like buses running. Were looking at jones street , and right now, Market Street is in a horrible place, and it will not be great. Okay. What im saying is that when an application comes in, especially with such a large facility, it would be nice to know how you would handle such a thing because we do get complaints from the neighbors about large crowds coming out at night, his we want to try and prevent that and we want to know how you will prevent that. It is good that if you had an inhouse security manager, maybe working with john windsor, he is also running clubs that have been before us, as well. It is not like he doesnt know what he is doing, is sometimes it just happens, and we just dont want to get we dont want to deal with, later after we give the permits, and then suddenly they said, no, its not us, is not the proper, its charmaines. And to know when they were getting complaints, maybe you were having a oneoff event and maybe it was you guys, and we were bugging them because we didnt know. These are the things i think the space is great, i have seen the movie one Beverly Hills cop was in there and eddie murphy did a movie in there, and thats great, and im glad that spaces being used, but is a huge space, and it is in a neighborhood that is kind of new. We still have a lot of problems with car breakins and, you know , i dont know where youre going to be putting those people at, these are things to consider , and other businesses are having problems with that right now. One neighborhood chinatown, for example, they tore it down because all their cars are getting broken into and there is a garage right across the street the nobody uses because they are charging too much. As a challenge that the city is going through, and we want more venues, but what we are getting his bad press from the tourists coming. So if you have a National Convention and they are getting their cars broken into, that is a problem. For me, i like to hear how the Operations Side will happen, how you handled the outside. I thank you guys have the noise under control, theres been enough space, with the right security, i thank you have done enough Event Planning, but it is a lot of people, and charmaines line is on the same side of the street as you guys, when they are lining up to go to their rooftop, and if you were having an event, theres going to be there are going to be some issues. A lot of people on that corner. I just wanted to know what is the plan. It seems like it is still being discussed. At this point, we are just getting our abc license, were just building our kitchen. It is premature right now. Yes, but no. Believe me, this is my concern. I have already discussed it with my clients on a number of occasions, and discussed it with the San Francisco police. I think it is well taken. Ive walked this neighborhood at night and day just to see what is going on, and i think that we talk about it, and buses, getting people in and out quickly, and how we do that, and i think the yellow cabs i think we were having 30 cabs showing up within a five or ten minute period and going around the block. We can provide our own personnel on the sidewalks outside so we can facilitate that. We can handle it with order. We have also spoken to people down at the peer three area so that would be a great destination. We could have a circuit of transportation going. We have strongly vetted contingency plans, we just dont have anything set in stone yet as to which one we will lock in on. We are thinking along the same lines as you. We know the implication could be just to turn people out. I like to see that plan. Im not saying im opposing this or anything, but i think that this is part of handling a large space, and you are in a challenged neighborhood. We are encouraging that, but, you know, we are getting a lot of outoftown bad publicity because of our issues, and im just trying to help you understand that. I think i will go in a very different direction than my esteemed colleague here. This is a critical activation. But time and again, they have proven empty buildings are dangerous places. The only thing that will change is in market. I think it is critical the city supports you in this and it will be a collaborative effort. I kind of compare this, and this is much more dynamic on many levels, but for those that were around when jones built out, that was really unprecedented. What i can tell you, at all of my years in the Police Department, is that corner has been a challenge.
