Violence again lgbtq of colour, and as you know by being on social media now, a lot of black trans women continue to be murdered and we want to lift those voices up and thank you for lifting our voice and celebrating the 40 years weve contributed to the change that is possible. And i want to also take this moment to just thank our staff and i dont know if anyone else wants to say anything but i want to continue to thank the folks that i work with and the tremendous hero work that they do and to our board and to our volunteers and to our supporters and to our donors, i want to say thank you very much and thank you, supervisor ronen. [cheers and applause] last but not least, our esteemed supervisor from district 11, supervisor safaye. Yes, thank you. Long anticipated. [ laughter ] we have to do what you did last time, president yi, and start with district 11 first next time. [ laughter ] but anyway, very, very honour and happy to be here today to honour a friend, lifelong devoteee to the Lgbtq Community and their causes and leader in district 11, mr. Steven currier. Steve, come forward. I want to give a little background on steven. At the age of 12, steven and his family moved to florida but he was born in New Hampshire in th. His fear wa father was in the m. He graduated from Dillon High School in 1976. Just a footnote, i was 3 years old at the time. Prior to graduation, steven participated what was similar to the jrotc, the apptitude battery of the services and received a perfect score and a perfect score in his sat exams and applied to the air force academy and all three turned himself down and he decided to follow into his fathers footsteps into the air force. In 76, he spent six weeks in san antonio, texas and was deployed to a altas, oklahoma ad in 1979, me was honourably discharged. It was a reminder of the injustices many of our lgbtq experience even before dont ask, dont tell. It was his tenure in the service, steven began to take College Courses and following graduation and getting the gi benefits, he ended up graduating from Oklahoma City university with a degree in vocal music. He moved to San Francisco in 1983 where he managed multiple law firms all over the bay area until his retirement in 1991 and thats when the real fun began for those in district 11. He was the president of the Outer Mission merchants and Residents Association from 1998 all the way to 2015. So any Department Heads left in the room or any elected officials will note that steven is a prolific email writer and he is very detailed in his analysis of things that are happening in the community and he holds everyone, including me, accountable. Steven along with omra, dealt with issues of quality of life, land use property, recreation and park, open space, playground issue and was heavily involved in saving the geneva car barn called the geneva barn house. It is on the slate to be demolished and two of Historic Buildings on the National Registry in district 11 and we are just about to open the first phase of that work, 15 million renovation this fall and we will have performing arts programming for youth, which was the overall vision of the Board Members of which steven was a part of. He helped also resurrect and put a lot of time and effort into balboa high, being one of the most soughtafter high schools in San Francisco and was deeply involving in cleaning and greening his area of the city. Steven worked closely with the San Francisco Police Department regarding upgrading the diversity and training and we saw some of that today, Community Policing and he was part of the Pride Coalition of the sfpd, working to upgrade with the budget during the years from 2004 to 2009 along with chief heather fong and captain jim link. Lynch. Teach volunteered with shanty, the aids Emergency Fund and served on several nonprofit boards, the st. Lukes episcopal church, the San Francisco girls choir, dignity of oakland and steven was appointed to sf Undergrounding Task force which were super excited about that we now have Bonding Authority at pc that will allow us at some point to get aggressive undergrounding in part of the city that hasnt experienced them. Im happ honoured to say we ape pointed hiappointedhim to the pn activistism and works with our office. Steven and his partner of 27 years, mr. Ken kaloni living in the Outer Mission neighborhood and have been homeowners for 26 years. Thank you, steven, for being an advocate, a friend and holding me accountable, for always fighting for district 11, when many have not chosen to. And i see friends in the audience today that are part and parcel of your advocacy, and also, this is something that wasnt here in my notes but i know from personal experience, all opening up your home to have a wonderful, wonderful Holiday Celebration which so many people from all over the neighborhood and Community Come and participate with and it is one of the highlights of the year. I think it was the first time in over a decade that i havent been to your house for the holidays. I know you all took a wonderful trip so were looking forward to that next year. Thank you for being here today. Ithank you for all of the wonderful things youve done for the city and thank you for being a part of this wonderful celebration. applause . It says on here two minutes and if anybody knows me, i cant even say hi in two minutes. Do your best. [ laughter ] i want to thank you and i want to thank the people behind me that are here to witness this and im humbled, humbled with the people that were honoured before p me becaus me because ia big drop if the bucket. But i was raised in florida, grew up in New Hampshire, and the only one in my family, including my mother, my father and grandparents, brothers and sisters that graduated from high school and let alone college with a higher degree and it was put upon me i needed to succeed and i needed to succeed not only on my own but to provide for myself and my family. I did move here from oklahoma and i picked up again yesterday, the mayor of castro, and read the whole thing yesterday again. And i recall, i was in Oklahoma City on november 27, 1978, when in this building two people were killed. One was mayor george masconi and supervisor harvey mill. I immediately moved to San Francisco after that happened, after i graduated from college and knew i wanted to do something big. But in the 80s, like you said, i volunteered for different aids organizations because we were inundated with men being sick. Even partners of mine who have passed away and i spent my years in the 80s working at law firms, 12, 14, 16 hours a day and taking care of people, including my former partner who died in 1991 a few months before, in july of 1991. And i retired soon after that because i was ill with something totally different and miraculously i had surgery and im here today and i metmy met e partner who has given me all of these opportunities to do all of the things ive done up to today. Theres a mentor in this room and he doesnt know im going to say this. But he and i worked closely together when we started and it was then, supervisor amos brown. [cheers and applause] who i looked up to and worked very closely with in this building, not only in district 11 because back then district 11 was not a district 11, but issued citywide. And in 2000, when we did have district elections, there were about 97 people running for 11 seats on the board of sou supervisors. One of the things i thought of in those passing thoughts was that dan white lived down the street from me and i thought it would have been full circle if a gay man won the supervisorship of district 11 with a person who had shot two people at city hall and he represented district 8 at the time. It didnt happen, but i continued to do what i needed to do and that was to take care of my neighborhood, to work with people like mary harris with the district 11 council and members of omar that are here, everything from cleaning and greening to going and angela would know how many board of supervisors meetings ive been to forever and ever and committee meetings. I did enjoy it. It was a long fight. With that knowledge that i have now, im able to help neighbors in issues that we were dealing with and one of them is supervisor safye brought to the planning commission, which is limiting the number of bedrooms in a house that were next door to me, a two and a half bedroom, one and a half bath that was bought and nine bedrooms were going in and we negotiated down. So it was with that advocacy that i have in my mind that im honoured, im honoured that you think of me. And two minutes are almost up. [ laughter ] but i want to thank you, supervisor. Youre a great friend and i love you to death. Thank you. Love you right back, buddy. Supervisor brown. Thank you, president and madam clerk. Today, the First Reading of ab1076. Ab1076 is a sensible piece of legislation that will provide relief and advance the goals of Restorative Justice for 8 million californians. This will review databases to identify people eligible for dismissal or expungement or conviction records. The doj would examine all arrests and conviction records dating back to 1973, to find folks who are eligible for automatic relief. Current law does allow individuals to clear arrest and conviction records that are eligible for dismissal through the petitioning of the court. Yet, less than 20 of people who have a right to clear their records do so. Many do not know its an option. Others lack the resources to hire an attorney to file the petition and shepherd it through the court system and add as a result, many find themselves in prison for life. As a city, we have said to the world that we must do better at instituting Restorative Justice. Ab1076 moves the state forward on doing just that. Folks who have paid their debts to society must be able to access jobs, housing and other opportunities without encountering road blocks removed if they had the means to do so through the current system. Item 46, ordinance to amend the administrative code to expanded the displaced tenant prams to cover tenants where the units will no longer be restrict bid a regulatory agreement or other Affordable Housing restriction within five years and market rate rent and tenant buildings is more than 20 of the household income. Thank you, this legislation proposes to expand the displacement tenant preference that representative will increase to 40 of their income due to the loss of government issued affordable restrictions. This is only available for owner movein evictions or fire and gives applicants higher priority in many housing lotteries and has been highly successful. Mohcd has reported theres still room in this programme and this legislation will expand to protect tenants living in housing where affordable restructions expire, including Housing Developments that one, have affordability restrictions lasting until the tem of their r contract. As afford ability restrictions expire, they are no longer in a contractual requirement to maintain belowmarket rents. In recent years weve seen examples of these e expirationsn South Beach Marina apartments and 737 post in district three. In my district, affordability expired at the filmore housing. It will expire at finance projects an early inclusionary projects in this city. In some cases, the city and owners may be able to negotiate deals that permanently preserve affordability and in other cases, it will not be feasible. We need to make sure we are providing options for tenants facing loss of housing through no fault of their own simply because an affordability option will expire. He passed away after an accident swimming off the beach. He was a promising young man and i know his academic talents would have taken him far and he was a beloved member of the community and they reel from this loss. But modernly, he was the kind of man he was growing into. By all accounts, he was a kind and energetic leader, a positive thoughtful and sensitive young man and its a loss he will no longer be able to share his gifts with this world. His success in San Francisco is a testament of the bravery of his parents who are immigrants from ethiopia. I know there are not any words take away the pain but i want to extend my deepest condolences to his family. His loss will be felt for years and the rest i submit. Thank you, supervisor. She was the first person with a disability to attend the Public School system in her native greece. She was really a trailblazer from the start. Shes a graduate of cal berkley and pursued advocacy work at the well institute on disability. The pacific ada centre and the city of sacramento before joining the office 13 years ago. In this time, joanna played a leading role in ensuring that San Franciscos implementation of the americans with disabilities act was consistent with our citys progressive values. As a dedicated employee and as a woman with a disability, joanne thashe wasa strong believer thrh education and training. Her worked helped to ensure San Francisco moves closer to inclusion and through social participation of all deaf and disabled people. Joanna developed the citys first ever ada coordinators Training Academy and was equally passionate about employment, transportation and disaster planning for people with disabilities. Most recently, joannas personal testimony about what it is like to be working professional, be a working professional and a mother with disability helped to move sb1376. The Transportation Network company accessibility for all acts from an idea to a signed piece of legislation in 2018. Thank you to supervisor stephanie ronansupervisors fory. This is a bill for domestic assault, dating violence and stalking. The new version includes meaningful improvements to victims survivors protection, including expanding Domestic Violence and for transgender individuals in housing and protections in prison. This became law in 1994, but must be renewed by Congress Every few years. It is passed out of the u. S. House of representatives and awaits consideration by the u. S. Senate. Genderbased violence continues to be a major issue in San Francisco. I highly encourage everyone to read the most recent Family Violence in San Francisco report released by the San Francisco department on the status of women. Recently, there are over 3,300 domestic violent cases reported to the San Francisco Police Department and more than 17,000 shelter beds, nights provide to victims and survivors and also 22,000 domestic crisis calls to 911 and communitybased service providers. We need congress to make it a priority to reauthorize this bull, stopping domestic and Sexual Violence and protecting victims must be our countrys priority. He began a career in social work that would span a half a century and was a psychotherapist and successfully advocated for ordinances and dsm regarding mental health. He dedicated his career working as a social worker where he focused on developmental disaints andisabilities. They were married twice, including in 2008, when the samesex marriage was overturned and lake michael passed away lat month. For his 30 years in service to the city of San Francisco, he bill be greatly missed and never forgotten. Secondly, colleagues, today i am introducing a request for a hearingon the current state of Worker Rights in the gig economy. Our city is the epicentre of the global tech economy and foster the the growth of some of that industrys biggest giants, including uber and lyft. Public policy has been throw so response and Gig Companies have reached that inaction. Until now. As you are likely aware last spring the California Supreme Court issued a landmark ruling clarifying the test by employers to determine whether a worker is an independent consider or inder employee. That springens workers classification standards that may result in many gig workers securing an employee status. This is significant implications for the Business Model so many Gig Companies rely on, a model based on maneuvering around labor laws with basic protection and benefits like healthcare, workers compensation, paid parental leave and minimum wage. By classifying gig workers as independent contractors, the gig employers deprive gig workers of the federal and state labor laws, excluding workers from a right to form a union and this dynamic partly explains the unprecedented growth of Gig Companies and helps to explain why that has not been shared in that prosperity. In addition to court, state house and city halls are recognisedding the strong Public Policy rationale for minimum standards for gig worners. Workers. Last december, Assembly Bill 5 was introduced, expanding it to protect gig workers under all provisions under the labor code. They will have its first hearing in the state senate next month. Colleagues, i expect that you will all agree that San Francisco should be a part of this conversation. Our failure to effectively regulate gig work disproportionately affects low income people and its more common in African Americans and among whites. And more common among young adults than any other age group. Gig workers chase high volume markets. Offer workers come from around the bay area and as far as bakersfield or further. While a majority of these workers are doing this parttime, many are getting parttime jobs from belowminimum wage jobs to barely make ends week. The recent strike made headlines with workers sleeping in cars often just to cover the expenses of the cars they bought to drive for the app. A lackment clear policy leaves many confused with drivers reporting they dont know how much they earn. And without sufficient pay or employerprovided benefits, many gig workers rely on Public Resources like food pantries and free health clinics. A 2018 study of tnc drivers in los angelos found 15 drivers rely on some form of public assistance. This is an issue that deserves San Franciscos attention, specifically while the state legislation is contemplating change in our local gig economy. I look forward to discussing each of these issues at this hearing and would like to thank labor partners to bringing this forward including sciu 1021, the ww teamsters, jobs for justice, the gig workers rights if rising and i want to think my cosponsor supervisor marr, working on employment justice issues long before he joined this board and i believe well have a few things to say in a moment about this and i want to thank cosponsors, supervisor peskin, fuer, walton and brown and the rest i submit. Thank you. Soup storsupervisor marr. Thank you for introducing the hearing on gig Worker Rights. Im proud to cosponsor it and did want to offer brief remarks. Fundamentally, the issue is about inequality, about unequal protections for workers in emerging industries and unequal pay and treatment for a growing and increasingly vulnerable workforce. The growth of gig workers has been fueled by a new technology and innovation. It offers new twists on old problems of economic injustice. Technology and innovations should act in service to society but we see our working class and regulations wholly disrupted by the gig economy, often to the benefit of a few in harm to many. Lets be clear, organized labor built our middle class and fault for hardwon rights for working people and rights under threat for gig workers classifications denying tens of thousands of people the basic rights and protections. As new companies enjoy wealth and success, we new ensure the workers responsible for that success are treated fairly, transportly and equitablably and with this hearing, well take a long, har work at this pressing issue. As i mentioned during my roll call last week, today is the last day for members of this body to submit something by signatures to the ballot and ill be hearing from a number of my colleagues but i wanted to thank three former president s of the school board, who weve all worked collaborativety over the last several weeks and included the stakeholders when we talk about educator housing, namely the united educators of San Francisco, as well as the council of Community Housing organizations in foraging a proposal that would dramatically expand Affordable Housing opportunities for educators by rezoning all lots over 10,000 square feet, removing the need for special authorization for those, rezoning public land that isnt parkisnt to allow for hoo open up several thousand more parcels for this kind of Affordable Housing development, waiving density restriction and allowing planning code modifications to make 100 housing easier to build, creating an educator housing Pilot Programme and making an initial 20 Million Investment and streamlining educator housing projects with some of the same provisions that we all or many of us on the board at that time voted for with regard to 100 of Affordable Housing. I will leave the rest to my colleagues but i think it was a food collaborative effort and look forward to dialogues within this board of supervisors, for it will be scheduled for a public hearing, as well as with the executive branch of government and the rest i will submit. Yes, colleagues and thank you supervisor peskin, i am pleased to be a sponsor of the Affordable Homes act. I think it incorporates exactly what we need to help expedite housing. As someone for generations of a family who have been educated through San Francisco Public Schools, my husband and i are also graduates of city college of San Francisco, i know firsthand how important educators in our public system is for San Francisco and this actually helps to steamline the building of Affordable Housing for educators and also looks not only at public lands but private lands, too, that Affordable Housing can be built on. This goes farther than what the mayor was proposing in her charter. This captures zoning so that it will permit 100 Affordable Housing on lots of 10,000 square feet for more. Those places that have existing housing on them. This is part, i think, of a larger package that the board has been working on. We have voted as a board to dedicate funds to the building of 100 Affordable Housing and set aside money for it and now, what we need and we have categorized a special category for educator funding and we are putting 20 million into that and now, what we have before us is an opportunity to wrap it all together in a plan that includes the streamlining, it includes the rezone ang nozoning and nowe money and dedication. What we need now is the will to do it. And i think what youre seeing here put forth is absolutely that. I wanted to say that what is great about this of Affordable Homes for educators and families, it doesnt tie your hands. This is not a Charter Amendment but a Pilot Programme. We have to tweak it and we have the flexibility to do so. We dont have to go back and submit another ballot. What this does is allow toss make changes as we see how this progresses and to make sure and ensure that the way we have designed this is actually meeting the targeted folks that we are building this for. So i look forward to your support. Not only now but also at the ballot and now i believe my cosponsor and expresident of the board of education, as i was also, would like to make a few comments about this. Supervisor hainy. Thank you, president yi and the board of education. There are few of us around here. Thank you soup storthank you fon this as well as the hard work from your staff. This is a very important piece of legislation. I was reflect on it and reading over it and i truly do believe that its one of the most sweeping, comprehensive in San Francisco. This creates opportunities for housing in ways we have never seen before. Many of us serving as School Members worked hard to make sure this is possible and hopefully we have one project moving forward and this will create the opportunity for many, many hundreds of units which is what we know we need. This was drafted in Close Partnership with our treatments and city college faculty. Its very important that if we say were building educator housing wering to this with them and for them and theyll have access at all levels of income. This is an important part of this initiative. We know there are far too many parts of our city that do not allow for Affordable Housing to be built so this addressing zone physician addressing inaddresse. My colleagues will be impacted with the thousands of parcels available for Affordable Housing but this is real leadership in terms of making it possible for Affordable Housing to built, to be funded, for the zoning to happen and to be built quicker. Were doing the streamlining in addition to the rezone. So all of these things will make huge changes to making it possible for more Affordable Housing to be built, teacher housing to be built, city, college, faculty and staff and educators of all types and im just excited to have worked with you all on this, as well as working with Affordable Housing developers, educators and other stakeholders who have gotten us to this point to put this forward and i hope its something we can pass. As supervisor fuer said, really see through to make sure we get this housing built. Supervisor peskin . Other speakers . I relinquish the floor. Then next up is supervisor ronen. Today im introducing along with cosponsors marr and walton a resolution in support of the red stone labour temple and ongoing struggle to keep the building for the community. The road ston red stone in the e mission was built with the San Francisco Labor Council in 1914 and for more than 50 years served as the epicentre in the city. This history is celebrated in the murals that cover the lobby in the first floor and painted in the mid1990s. Including the book binder in the 1920s and the birth of organizing along chinese garment workers, emporium workers strike and more. Over the years, the building as use transitioned to being a interfor community and huma homo nonprofits, cultural groups and artists. It is timely to note today as we celebrate lgbtq pride thats that think was the first public site of the ba gay and lesbian site.
