To have a cannabis shelf . In other words, accessory use. Accessory use, again a bookend. Whether it is the conversation of this year or next, it will be a conversation pushed by our Small Businesses who are seeing profitability in Cannabis Retail and want to participate in that opportunity and, as we evolve this system in one, two, maybe three years, well be ready for that conversation. The task force would like to bring that up as part of its year three vision. And, of course, consumption. We cannot get away from the fact that people will buy and they need to consume and the way the legislation came out of sacramento, it has to be in a private residence with the permission of the land lord. That is very difficult to get if you live in germany and you are coming here for two weeks. We dont want to be pushing our tourists to airbnbs. We just created a system that took the pressure off our housing stocks by limiting airbnbs. We dont want the only place that airbnbs will be the only legal place for people to consume with the permission of their land lord. In the sphere of equity, we have state tax and local tax. There is going to be a conversation about local excise tax at this board. There will be a ballot initiative, im almost certain of that. So what is the appropriate tax rate and where do we get to the point in our taxes that the price of cannabis, with the tax coming out of the state, the excise tax and the sales tax, make it more economically viable for customers to go to the blake market. Right now were seeing almost an 80 increase at the retail shelf. At what point, by adding an excise tax will we make that a doubling of the price that you can get it on the corner from your weed dealer . Is we dont want to go back to that system. So, lets not allow the tax discussion to fail to bring in that consideration and the task force would be an excellent place for that discussion to happen. And then finally, regulatory equity and land use all overlap in data. We cannot move forward without getting data. We have an excellent director in the office of cannabis who understands the need for data, who is going to help me understand my next slide, which talks about how data works with our system. But methods of collection and the stoep of what we need in the first years data, we need to decide now. So that we can start collecting it. And year one Regulatory Programme analysis. So, the task force is unique. It can look over the shoulder of the office of cannabis and hear both from its participants in the regulatory process, the applicants, hear from the equity community, is it working and hear from our neighbours. Is it working . We will be in the unique position to provide that ant. Sister and will do so with your blessing. Now what is this . Review of viable system. I like talking about this because im learning about it as i speak. What im understanding is that the office of cannabis is being set up as a model for how online programmes can be used to gather data and make sure that that data is complete and send that data to the appropriate departments for review. So, in the online in this minimum viable system, we have not only those things that happen within i gate permit, i need go to step one, step two, step three but then we also have the preapplication requirements to make sure that you make sure that you are an equity approximately kanltz or you have the appropriate number of equity employees. All of those things need to be data pointed and happen within the minimal, viable system. I probably fumbled that a great deal. By wanted you to know that the Cannabis Department is on the cutting edge of this technology. And i think it is going to help us. Now in conclusion, and this is the part where i ask for your insight. Our year three vision is outlined in this final slide. You saw it before. Where have we missed an issue that you as the board would like us to take up as we move forward and set our agendas for the next year. If weve done great, i thank you very much. If you think of something in your sleep and text it, that is great. If theres something now that you would like to bring forward and talk about, i open it up for your conversation. That the end of your presentation . And then i have a thank you slide. They were thanked at the beginning and on our website. And thank you for your time, supervisors. Thank you very much, mr. Allen. And ms. Garcia and pam as well for your work on this presentation and our director and everyone whos been trying to help us navigate this new era here in San Francisco. I appreciate the overview of the work that you have done in the past as well as highlight or preview of what you plan to do in the future as well. I really do like that you have a portion on here regarding youth. That is really important. And a lot of youth in our district through the Youth Council that we have in district four are curious about this topic. Ftz in, it might be one that theyre adopting to work on this year. Because they also want to understand better how it is that they talk to their peers about it. How do they understand, you know, kind of whats available to them or not and so forth. And i see ok. You are not getting up to talk about it. I would like to see what that Education Plan is for youth and now the Unified School District as a whole is going to institutionalize this type of outreach to our youth. Thank you, supervisor. Ive made that note and will make sure that it is included. From the department of health, we are in partnership. Currently with this Unified School District and dcyf to Work Together in collaboration. I already met with the Wellness Centre counselors to brief them about this and well be working with them and happy to work with the Youth Council to engage. Great. Thank you for that. Supervisor safai . Thank you, chair tang. Just a couple of comments. I know that, first of all, i think that the task force did a tremendous job of informing us throughout the process when we were crafting our legislation. We had the good fortune of having many knowledgeable and talented people. I think the tour we participated in our office was very beneficial. I dont know if all the supervisors participated in that. But i know that many of them did and that was something that was very influential in terms of an impactful in terms of the way i was able to encroach given the legislation. I know you highlight add couple of thing, one of which we fried to solve for and have conversations around portability. The biggest hurdle with portability has to do with the fact that the regulatory and entilement. Have to do with is it a land use conversation . And then to essentially take that in terms of your licensing. We did provide for the mobility of the license. But it didnt remove the ability the requirement that a new location would have to go through the land use process all over again. And i dont think there is any way were going to be able to remove that. As much as we would like it to. But what we did do, which i think was really important is allow for and control for the amount of ownership that the particular permit could be sold under. And how much ownership had to remain in the hanses of. So, we had instances where Property Owners came in and bought properties and were hopeful that they would then immediately assume that designation. In some cases they did. But we were able to, and correct me if im wrong, task force, but i believe we were able to solve for that in the sense that just because you have the land use designation, doesnt mean you immediately assume the permit. So we worked directly with director elliott on that. It was an it ray tiff process. There was a lot of good leadership on behalf of the departments, the task force, the office of cannabis. My colleague. And i think we got to a really good place. Woe are going to have to have a conversation about taxing. I think the taxing of this use is imminent. The state will come up with a number in the city and county of San Francisco because of a lot of the needs in regard to health and equity and all the other desires. It is a conversation that is going to move forward in a rapiden maer, probably after the june election. But maybe even sooner than that. So we should engage in that conversation. And other than that, i appreciate the conversation. I would like to echo what supervisor tang said because of the expansion of retail use, the knowledge and the access and the exposure of youth has gone up exponentially and i think it is important we have a real conversation because the folks that will be exposed to a broader variety of cannabis on the market, whether it is the secondary or tertiary market after folks that are buying it through the expanded retail accessability, we have to have a fullblown conversation about how were disseminating that information. Its important to include, as you said, the department of children, youth and family because there are those that are no longer in school, that are out of school and are hopefully accessible through the Nonprofit Networks that we have in the city and it is just about providing information and knowledge and understanding. And that might be a good thing in terms of the expansion of the retail. There is a little bit more knowledge about the strands and the usage and the dosage of t. H. C. Levels versus just buying something on the street and not knowing whats exactly out there so that then there is going to be generally, what im saying is there is generally going to be more knowledge out in the general public. Hopefully. And i think the department of Public Health has a key role to play in that. That way well be protective of our youth in general. Thank you for your presentation today. We appreciate and look forward to a continued conversation. Thank you, supervisor safai and thank you to everyone who has been work on this. I myself are first and foremost interested in how the legislation that we just passed as a board will shake out in addition to everything that you presented today. I think that all of that will be very helpful in guiding us on your future work as well. Well certainly all be thinking about that. I see there are no other questions from this trung indicated committee here. So, i will open up this hearing item four to Public Comment. If anyone wants to speak. Come on up. Hello. Im jesse stoue. I live here in the neighbourhood. Im on seat nine of the task force these past two years. Thank you for passing this wonderful legislation two months ago in december thats enabled San Franciscos cannabis industry to begin the process of becoming state licensed. Appreciate that. A couple of areas from the presentation and others that i wanted to highlight. First the issue of consumption of cannabis that currently the city has allow add few of the retailer, i think eight in total, to have consumption spaces within the retail floor spaces but that is not accessible for most people who would either like to use cannabis in their home, might have trouble with their land lord and theres just not going to be enough physical spaces in eight retailers for all the people who want to use cannabis in San Francisco legally. So, we want to avoid a situation where people are going to use cannabis in the park or on the street corner. We instead prefer to allow some kind of space where people can go to use cannabis within city law and not run afoul. In other words to avoid people getting tickets that they cant afford to pay, we prefer if the board can continue to work on its legislation, to provide a place where people can go for safe consumption of cannabis. Another area that is important that we mentioned earlier is compassion programmes. Its wonderful that the new legislation has the sentence about the city will allow to have compassion programmes. We have a conflict with state law where the state regulations currently only alow for free medicine to be given out to people who qualified already as medical patients. We ask that the city lobby the state and expand city law to allow compassion programmes for anyone who cant afford it, rather than only people who have already gone through the expensive city card process. And finally i ask that the supervise source and the board to see your recommendation about the funding for eke wi applicants. Were concern that they may not be able to get bank loans and would be great if the city budget could include lowinterest loans for these businesses. Thank you very much. Any other members of the public who wish to speak on item four, please come on up . Hi, my name is wolfon im with the chineseamerican democratic club. I respectfully ask to reject all recommendations coming from the task force. It has been over a year of activism thats come of the neighbourhood and none of these recommendations come to support or address the needs of the neighbourhoods. I find that somewhat i nienlds offensive. I find that very offensive. Since the last time ive spoken in front of the board ands in front of planning, two and a half months has passed since theres been a lot of people thats reached out to me. Two of the top concerns that i have heard is cannabis grow within homes, rentsed homeswr and i respectfully ask that everything from the task force be rejected until there are resolutions to the neighbourhoods. Thank you. Thank you very much. Any other members of the public who wish to speak on item four . Ok. Seeing none, Public Comment is closed on this item. I think that perhaps the task force could work with some of the members of the public who brought up suggestions. I think that would be really great. For example, i dont know if you heard earlier that we had chatted about the focus for youth. That is really important. Again, i was glad to hear that you have a plan moving forward and perhaps we can do a better job to share with the public what exactly that is. Supervisor safai . Yes. I just wanted to the last comment by the previous speaker thats on the task force. Jesse something to highlight for Task Force Members and maybe they can report back to us next time. One of things that we heard from industry folks that because of the way we drew the equity rules that there was a lot of existing cannabis owners that had employees and other folks that were qualifying members in terms of the parameters that we set for equity applicants, that they were interested in working to invest and work with them as well. So id like to see you know, id like to see a report on what youre seeing in the industry as we move forward. The way the rules are set the next 50plus applications that have to be approved have to be equity applicants. What we were getting some initial feedback is there were existing operators that were looking to invest and help to grow no pun intended the equity applicants and their ability to expand. It will be interesting to see how they plan on doing that. And to the last speaker, you did miss our conversation and request that we had in terms of education and outreach and how we were informing youth in this process, particularly high school students. We had quite a conversation on that. Director elliott, did you want to Say Something . Director elliott . Im sorry. Im kidding. Sorry. Sorry. Supervisor elliott, director of the office of cannabis. I want to a fluiinger for our website and on that website is a meeting page that gives every member of the public a sense of when we will be holding task force meetings. And we encourage members of the public to attend and participate in those meetings. As the recommendations of the task force are advised by members of the public as well. Thank you. Thank you for sharing that. Any other comments or questions . I dont have anything else. All right. Well thank you again. I know that this is ongoing conversation that were all going to have and monitor pretty closely. For todays purposes, were going to close this hearing that was again called by supervisor cohen. I think well try to make a motion to file this hearing. Ok. All right. Well do that without objection. Thank you. Mr. Clerk, are there any other items before us today . That completes the agenda for today. Thank you. This meeting is adjourned. All right. Good afternoon, everyone. Im going to call to order this meeting. Microphone, sorry about that. Id like to ask our director of finance and Information Technology to come forward to recognize one of her employees. Is she on . Hello . Thank you. So im honored to present connie chu. This will be an hour when i talk about connie. Shes such a superstar. She began a career in august of 2016 with us. Almost 25 years of accounting and finance experience of which 20 years of the city controllers office. She has an incredible creative person. Shes the one who singlehandedly helping us with the financial. She helps how to address issues. She brings invaluable guidance and directions to everybody who is in the accounting end. Her Technical Knowledge is unparalleled. So she has an ability to communicate the technical parts of the accounting system, to figure out a creative solution. She handles multiple competing projects at the same time. Shes assumed the role of cleaning up all of our accounting for the new financial systems. So you can imagine decades and decades of data that connie has been needing to clean up. Shes a priority resourcer reporting. I want to ask everybody in the audience here to stand up and support connie. How many people depend on connie. [applause] and i hear theres other folks that are also watching this so connie say hi. She has the sunniest disposition. Im the half glass empty and shes the halfglass full in the division. Her character is unparallel. She has significant dignity. You can always rely on her. All of the values that they have respect and integrity. Shes the epitomy of everything. Thank you for all your great work and were so lucky to have you. Dont you dare leave [laughter] until i leave. Ok, then you are done. [laughter] thank you. Thank you for everything on behalf of everybody in accounting. Were so happy to have you as part of our team. We cant thank you enough. Thank you, very much. Congratulations. [applause] were so lucky to have someone like you. Anyone who has worked in a Large Organization or small office knows how important accounting and finance is to keep things moving. On behalf of the board of director and the agency and city, thank you so much for your work. To her colleagues, thank you all so much for the work do you and the team work and support you share with each other. Thank you. Would you like to say a few words, please . Well, im really honored today to be standing up here receiving this very nicely framed certificate. Thank you to the board and to ed and to sonali for this very nice words. Im not sure there might be another connie chu in this room that shes speaking about. [laughter] i am very humble to be standing here because i feel like a superstar today. I have all my friends and colleagues here today to share this very special moment with me. Within the sfmta and within the city, theres many super stars. Im just one person. Im very insignificant by myself. It takes team work and collaboration and sometimes encouragement and support to get through the day and just to accomplish all the goals, big and small. I really feel like a superstar today. So thank you. Thank you, very much. [applause] back to you. It feels like team work is going to be the theme of this year as we heard at the town hall meeting last week. Its such an important part of what we do. Well now resume the accounting functions of the agency. Theyve been on pause. Thank you all very much for coming. [laughter] so, just a few other things to catch you up on or report to you. With regard to vision zero, the sfmta hosted the second of sixth distracting driving high visibility enforcement events last month. The event was hosted in partnership with the San Francisco Police Department, who issued tickets to drivers spotted texting along octavia between market and oak over a fourhour period. The event spurred a lot of significant media a television including an article about the campaign and a couple of people behaving badly statements by stanley roberts. Thats really the idea. Its so raise awareness, to let folks know that its not ok to be distracted when you are driving, particularly in highinjury corridors like this. Our message really isnt that we want people to get cited, its we want people to drive safely and responsibly and not get distracted. More of those to come. I wanted to let you know that happened and thank you to the media that covered that. Some funding updates from the Regional State and federal levels. At the regional level last week, our i guess it was two weeks ago, on january 24th, the Bay Area Toll Authority which is governed by the metropolitan transportation commissioners, voted to place regional measure 3 on the june ballot. It would be measured that would allow for increase of bridge polls across the bay area for all the bridges governed by the authority, which is pretty much all of them in the bay area except for the golden gate bridge. It would be up to 3 phased in over a number of years, 1 at a time. It would be a measure that would require a simple majority approval by voters in the ninecounty bay area. I dont believe it requires majority in each, but it requires a majority over all. Its a big area to get a majority for. But well bring a criticallyneeded funds for transportation and the region as well as here including up to 130 million of state of good repair funds for the city as well as potential ak toes other funds it has funding to support the extension of cal train and high speed rail to downtown San Francisco. It has funding for ferries and other really important regional transportation projects so i wanted to let you know that was approved fo for the ballot in j. Since our last regular meeting, Governor Brown introduced his Budget Proposal for the next fiscal year. It includes 4. 6 billion of new sb1 revenues which over its life, over 10 years would bring 55 billion in new revenue to the transportation system, half state and half local in the local side as significant amount of transit funds as well. In his state of the state address this month, he reiterated his commitment to protecting sb1 revenues. Theres potential repeal measure heading to the ballot in november. He reinforced his support for sb1 for fighting off repeels. You will see those funds in our budget both operating and capital as that comes forward in the next couple of months. And then, at the federal level, the last continuing resolution approved by congress expires this week. Were back in this situation to see what will happen at the federal level. We dont believe that our formula funds are our last installment of central subway Grant Funding is at risk, its timing. But a lot of uncertainty at the federal level so well keep you posted on that. Couple of trainrelated items. We have a couple of our new lightrail vehicles in service. We had our third one approved by the f. T. A. Late last week. So that one will go and Service Within the next week or so. So were a tiny bit behind where we expected to be when we rolled out the first one in december. We will catch up and starting next month should roughly be having one come in each week. And the ramping up to the full 68 bit end of next year and the first 24 still expected to be in service well ahead of our original schedule. Starting in the summer, well start or even before, well start seeing more shuttle trains in the subway, more twocar trains where theyre currently onecar trains and really adding service where the demand is exceeding our current ability to meet the service. Very exciting that those trains continue to come online well. We have, i think, we have at least 11 of them on the property already. So when they come in, they go through a testing on our side and theyre submitted to the state foray approval to put into service. Processing well on that front. And so speaking of trains, i wanted to give you an update on the teravel project which we discussed at the december a fifth m. T. A. Board meeting. You may recall among the things that were discussed at that meeting was our recommendation to maintain the proposal to eliminate the 17th avenue inbound stop, the one by the safe way. I know there was a lot of concern from the public and a lot of concern from this board. A concern from supervisor yee and other Small Business communities. We heard a lot about that subsequent to that decision and so we kept at seeing if there was a way that we could preserve that stop, although, i know they authorized the removal and sensed the board was hoping it might be a winwin solution in there. We continued to look at the geometry and geography and worked with supervisor yee and his office based on the feedback we got from the community. I want to credit supervisor yee for dedicating his time and effort for this which is very helpful. Out of that work we have found a way to preserve that stop without any significant adverse impact to the operation. This is a proposal well bring in a few months. I know it was reported in some media that weve made a decision or changed course. What weve been saying to the public and the media, ultimately is the decision for the m. T. A. Board to make. We have a proposal we think you will appreciate. Basically what it does is it consolidates a couple of stops that are the two stops inbound of the 17th avenue stop and would restore the stop at 17th avenue. Again, trying to be mindfulful proximity particularly to safeway or the other Small Businesses in the area. Initial feedback has been very positive on this and are proposing we will not do the trial removal we discussed in february based on now this change of plan or proposal. I apologize for putting you through this. I wish we would have come to this sooner. I want to credit the work of the staff and the strong voice of the community and particularly supervisor yee for his leadership and encouraging us and working with us to find a solution. Well be coming back probably, hopefully in march, with a proposal to legislate the new stop changes and the associated parking and traffic changes. So thats an update on the l. As you know, the l, along with the k and the m come through the twin peaks tunnel which this past saturday, celebrated its 100th anniversary. Happy birthday to the twin peaks tunnel. Last saturday, during the day, we partnered with the west wort merchants association, Market Street railway, San Francisco Public Library to celebrate the opening of the tunnel and starting of the k line, the k was the first line to run through the tunnel when it was completed. We had great photos and exhibits inside the library, and theyll continue to be there through the end of the month. If you couldnt get there i encourage you to go to the library. You can go also to the sfmta Photo Archive on the web. Since i just got it, a lot of our other neighborhood groups are excited about it. This is the mer said extension triangle neighborhood association. They have the part 3 of a threepart series on the history of the twin peaks tunnel. So a lot of excitement about this tunnel, which really change the shape of western San Francisco. Were proud to be the stewards of it. They will close the tunnel in order to improve it. But thats what happens when you have 100yearold infrastructure. And finally, on a different topic. I wanted to let you know that following some discussions that i had had with mayor lee back late last year in november or so, he was raising concerns about what he perceived as abuse of disabled placards in the city that were keeping people with disabilities who had placards from use them because of the abuse taking up so many spaces on our streets. So in that month, we started enforcement efforts with the San Francisco Police Department with the sfpd as well as our own enforcement staff. Weve been through those operations which have been throughout the city. Concentrating in areas where weve seen abuse of placards. Weve been doing lots of placard checks including personal contacts which have resulted in some confiscations of placards and associated citations. We will continue doing that work to make sure that people who are legitimately using blu blue plas can find parking spaces. Did want you to know that. Again, just like the vision zero awareness, when they get word out that those placards are meant so they can get access near their destination. We will continue to work with the Police Department to enforce against those who misuse them. And that concludes my report. Thank you so much. I just want to highlight the distracted driving events. I think weve all seen the specifics about how deadly using your cellphone is while you are driving. Worse than driving drunk, which a lot of people dont realize. Its important work. It was brought to my attention the success staff has had under the leadership of John Knox White with some Grant Funding coming in and really being able to ramp up our approach and our Data Collection and our response to distracted driving. That is just fantastic news. It will help keep the streets so much safer. Im very pleased with the l chair that were able to find hopefully find a way to keep that stop at the safeway and the safeway supermarket. I think this just highlights what i keep saying is which we ask the impossible of staff sometimes, and sometimes theyre able to respond to that impossible request and come back with something. Im very pleased to hear about that. Directors, does anyone else have something to say about the report . I have one question about the new train cars. I know weve had them out and there was a lot of brouhaha because before they had train cars go out and they had to have service and they put them backout. I wanted to know is that a process that were going to look at just because people jump on that as like its a problem or a flaw and it would be helpful to understand how the Testing Process works when you put them on the street real time. Yeah, and i spoke with bartz general manager about this yesterday. I guess the basic story is that first of all, these cars go through a lot of testing before theyre put into revenue service. Maintenance requirements for all transit vehicles, like really all other vehicles, are based on mime age. While theyre testing, theyre accumulating a lot of mileage that leads to preventative main continuance that needs to be done, sometimes soon after theyre put into service. What is also different is when theyre put into service, theres all of the writer interaction and that can surface issues that need to be addressed. What is happening on bart is very much normal. We will be pulling cars into service and its possible in that process we will identify issues that have not been teased out through the very extensive testing we do as well as the oversight from the California Public utilities commission. So cars will come in and out of service just like our existing cars do but we do expect, as weve said to you many times, that general reliability of these cars will be significantly, perhaps an order of magnitude better than the cars we have today i imagine, similar on the bart side as well. So far so good with our cars that have been in service. Theyve been performing well and were very happy with how theyre rolling out. Great, thank you. Thank you, very much. Anyone else . Yes. Thank you. I could talk probably all day about the problem with the placards and the abuse that we see out there and the challenges that that proposed for people who really need the spaces that are being taken up by people who dont need them. Im wondering, is there any thought into how folks are getting the placards. If i was running a Doctor Office i would give them out like candy to encourage more people coming back to my office and referrals. Im just wondering what steps, if there are any, to get to the root of the problem, which might be the distributors of these placards, giving them and not monitoring the distribution of them. So this could be a very long discussion and one weve spent time on before. Quite a number of years ago, i dont remember it was 2012 or 2013 perhaps, director rupki and i participated in a task force with the head of the Mayors Office on disability to look at improving parking for with disabilities. We looked at a lot of data, we looked at what was happening in a lot of other jurisdictions and found well, the issuance of certification to get a placard as a factor, it was really not a significant factor in places where they had tried to significantly curtail who can give these out, for what purposes. Really didnt change the situation on the street. The work of that study found, fact that in some places but not most places, the placardsen title you to fro parking is what creates the opportunity for abuse. So, to not go through the whole history fast forward to the present. There is a bill that has been introduced by a Southern California legislat legislaturet recall his name, allen i think, that would change the free and unlimited parking that comes with blue placards and create two different tiers of placard holders. Those who cannot able to pay at the meter which would have continue to be able to access a placard that provides for free and unlimited parking. But for everybody else, as a wide range of conditions for which one can get, a placard, they would be subject to time limits and payment requirements. It will be an uphill battle to get support for that kind of legislation in the legislature. Based on the work we did in this committee, if anyone is interested if you go on our website and search accessible parking, you can see a large report with a lot of research. I think although that was four or five years ago, i think much of that research would stand today. I think our best path to get a handle on the issue and a systematic way would be for a change in state legislation and if that bill advances we will certainly are supporting it. It was part of our legislative program that the board adopted. In the meantime, the tool we have is unfortunate so well work with the San Francisco Police Department from that angle. Thank you, very much. Thank you. No more director comments. Do i have any Public Comment on the directors report. Yes, paula cats has submitted a speaker card. Ms. Cats. How much time . Thank you, two minutes, please. Thank you. Hi, im paula cats with save our stops here once again. I would like to thank supervisor norman yee, director of transportation ed reskin and staff for working out a proposal that will save our stop at 17th avenue across from safeway. So over 600 riders wont end up having to cross busy 19th avenue every day. We are glad that director has recognized how vital this stop is to the community. And has agreed it should not be removed. We look forward to working with staff on this project in the coming months. I understand that when the rapid project is back on the agenda at your board meeting, the staff will recommend that you keep our 17th Avenue Safeway stop. We hope that you will vote to do so. Well be there once again to support keeping this stop. Im turning in this public event forward to you and thank you very much and please, keep our 17th Avenue Safeway stop. Thank you. Thank you ms. Cats. Anymore Public Comments . Yes. Mr. Gilbert. Tom bil gilberty, the terryve stop, um, its the people going out bound at 17th that wont have to cross to go to 19th to continue going out bound, theyll be able to board at 17th. Thats the current stop. Amen. Ok. Crossing 19th does not serve the community, does not serve the citizens, does not serve if you are having to cross that. The placard for visitors, when people come and visit, i have a placard. I dont drive. I have a license and i dont drive because i dont have a car but when people come to visit, i like to give them the placard so they can, just in case we all go out together, i hope thats protected. Thank you. Thank you mr. Bill gerty. Anymore, yes, please come forward. Hello. My name is marigoldman, i live on parker avenue and id like to make some comments about the traffic circles that have been put in at parker and euclid and collins and euclid. Bottom line, i want to express my concerns. I think they have not made the area more calm. In fact, theyve done the opposite. There are many, many comments on next door and i know its not the kind of data you like, but throw generations all those who live on parker street, for my 25yearold son to my 80 somethingyearold mother law, all feel the intersection is more difficult to navigate. Either by walking or by driving. And ive been in contact with patrick and he is summed up the concerns. I just wanted to read those quickly. Theres a lot of confusion about whether drivers should stop or yield while approaching the circles. A neighbor did take a video, a oneminute video from his apartment showing that in deed, hardly anyone is stopping anymore where they used to stop. Concerns that the vehicles are encroaching on the sidewalk, and this is happening and i also wanted to put in a plea when construction is done on Something Like this, this has to be taken into regard because for at least two weeks, there was no way a car could get around those circles without going into the pedestrian crosswalk. Not until they called 911 and they tried to resolve that. A lack of compliance with a pedestrian right away. When you drive into that intersection you have a obstacle that you have to take care of when you negotiate that intersection and its really very hard to keep your eyes on all four corners and watching for pedestrians, because as you drive up you have to go to the right and your vision goes off that way and everyone i talk to says the same thing. I know that people say its working well, but for most people in the neighborhood, theyre very upset about it and so i am glad that patrick has been involved and communicating with people about this and i look forward to surveys. Thank you, very much ms. Goldman. Do i have any Public Comment. Seeing none. Public comment is closed on this item. Next item on the agenda is item 8, Citizens Advisory Council report and i do not see the chairman in the audience so there is no report. Item 9, Public Comment, this is a opportunity for members of the public to address the board on matters that are within the boards jurisdiction and not on todays calender. We have folks that have turned in speaker cards. The first one is brock prior followed by herbert winier and tom gilberty. If anyone wants to speak submit a speaker card. Two minutes please. Brock prior. Good afternoon. I am here specifically to speak about the color card red program, which is basically a sham and a rip off. Make sure you speak into the microphone. Its a sham and a rip off for the people. I will read to you specifically your rules for red zone. The red zone requires that you call the city and pay an application fee, nonrefundable. My first question is why do you have a nonrefundable application fee. Second of all, when the person comes out if you have an issue, how do you go about resolving that issue . Because i have an encroachment problem with my garage door does not match the curb cut. The curb cut is narrower than my garage door. Ive had an gres problem for 17 years. Ive contacted the city and tried to solve this problem by going through the Color Curb Program and having the person come out and actually measure and do the thing. But then they keep going back to your requirement of this preserving 15 to 19 feet spaces. What happens if the space that you are actually blocking is going into my driveway . I have no recourse. You dont have a Public Comment for people to come in and talk about this if they have an issue. So my question to the board is how do i get this problem resolved . Thank you, mr. Prior. Are you done with event . Thank you. Mr. Racekin could we have a member of staff reach out to mr. Yes, we will. Herbert winier. Herbert winier. Question. Our vision zero the Transit Riders Union and the Bicycle Coalition nonprofit with salary administrators . Arent they backed by outside interests with deep pockets. Arent they represented on the m. T. A. Board . Dont m. T. A. Administrators on the board arent they members of these nonprofit organizations . Because of this reciprocal relationship, doesnt this influence unanimous decisions of the board to the did h of citiz. Shouldnt m. T. A. Administration and board be a check and balance for everyone. These are questions i have. The board isnt required to answer them by protocol but im asking these questions anyway. Next speaker please. Next speaker is tom gilberty. Thank you, again. Clarification, couple of months ago i remarked about the platform elevator at the embar embarkadero was the definition of rank. I said probably the grime and the elevator was what was holding it together. I dont think i was too far off the mark because the engineers kept saying everything kept falling apart. Also, i remarked about how the seniors on vaness, i sit up front with the seniors, they really cures for loss of their stops. I didnt mean for that to be personal. Curse the city. The god damn city for taking my stop away. But they too would like their 17th street, the 17th street avenue stop too. I think theres a way that we can make alternative theres a way we can make alternative 49th and 47th stopping at alternative stops. They stop at the amount of stops that you guys want, which is about half. But they skip a stop. They dont have to pass, but they move ahead because were skipping stops. I think thats the way to go. Now, also, we talked to bart. If we had a steam cleaner for the platform for the passage from the platform station to the elevators on montgomery, powell, and civic center, we could wash it clean. We wont wash the frame and the outside door at the platform because that is barts responsibility. I think we can do better. I think we can Work Together and say we need a steam cleaner for the passage and we will do the door for bart. Thank you mr. Gilberty. Next speaker, please. Good afternoon commissioners my name is alex lanceburg and im going to speak on another item later and decided just to take the opportunity to speak on something completely unrelated to the agenda today. I just learned a couple days ago the sfpuc is moving forward on a plan to develop a three acre site at 1550 evans, third street and evans each where the t light rail 19 and 44 come together with a 44,000 square foot community center. We need community space. Its intended to replace the facilities at 1800 oak dale. Some of my neighbors have been clamoring for housing at that site and the p. U. C. Has been resistant many of this is not within your purview but as a Sister Agency and an agency tasked with really making sure we maximize the investments in infrastructure that weve had and that the bus Rapid Transit that will be coming out of the shipyard is most useful, i urge you to send some of your planners to talk sense into them. Im going to try to do that myself and a number of people will as well but it really does seem to be a shame that were going to essentially waste a threeacre site on a small space when we could be building hundreds of units of housing there, hundreds of homes for people and office and administrative facilities to maximize use of that site. Next speaker please. There are no other speakers. My more Public Comments . Items not on the agenda . No. Sees none. Public comments items not on the agenda closed. Moving on item 10 is consent calender. We have had three people ask that items be 10. 2r, item 10. 3c and item 10. 9. 10. 2r, 10. 3c and 10. 9. Directors, do i have a motion to approve the consent calender minus those three items. So moved. A second. All in favor, aye. Aye. Opposed. Yes, well get to that. Which one . 10. 3c . Yes, 10. 3c. Well hear that one next. Great, thank you. All in favor of consent calender. Aye, aye. Hearing none. Lets start with 10. 2r. Its established stop signs at avalon avenue eastbound in westbound at edinburgh streets. The member of public please ted jordan followed by shannon wells. Great, thank you. Hello. My name is judge orden and im protesting the stop sign at avalon and edinburgh. The only way i found out about this stop sign is i saw a piece of paper taped to a telephone poll when i was walking my dog. Is that how notification is given for stop signs in this city . I can only assume the reason for this stop sign is for safety . It says on the paper, it says it has to do with sequa. I dont know what that is. If thats the case, if it is for safety there are better ways to ensure safety at that intersection than with a stop sign. First, edinburgh is
