goals and objectives and on the efforts in the Community Already laid out and studied as director ram mentioned not a redo or openly up the neighborhoods but a zoom on the displacement affordability and equality through the process the Mission Action plo progress well have solutions in the categories on this slide they range from everything from protections to job programs that the director mentioned how to meet the objectives and action plan the disbursement controls not to set the stage for a wholesale rezoning ensue only a small piece of the package and most of zoning tweaks will have to do with finding additional capacity that is coupled with more affordability those are charts that are some of the solutions under consideration the mayors the neighborhood preference was introduced making its way through the board introduced by the mayor and this Mayors Office of housing Affordable Housing then city bonus were in the middle of developing it and hope to have it to you by the fail its ramped up as mentioned angle acquisition of 490 south van ness and the housing is ramping up and making sure hundred percent affordable sites moved in did next 4 to 5 years the they have a displacement and Relocation Fund for nonprofits and theyre working on free Technical Assistance for nonprofits and pdr some that is under consideration as part of the solution is inclusion of a housing bond in a housing cycle and it was mentioned theyre putting forward a control that is a separate process and supervisor campos and the mayor and other Community Members are looking for solutions we definitely needs all hands on deck and through the action plan 2020 to make sure we have an avenue to collect all the ideas killer this is just a draft project timeline it is drafted because were currently working through a collaboration to make sure it is more inclusive we expected to have a draft plan in the fall we need to work them out clifg e collectively with the Community Partners so while we have those Mission Action plan 2020 and other communications the proposal is for an interim immediate measure as mentioned the goal to analyze Affordable Housing needs, assess sites and protect the units and the Community Resources again what was mentioned earlier not a reopenly of the eastern neighborhoods a whole rezoning or permanent rules coming we feel the the program is settled needs more reenforcement but to developers about expectations that projects coming in advance of the Permanent Solutions will be subject to a high bar and dialog about the outcomes and the benefits how much affordability are they providing and the loses are they displacing any residents and tenants and how to mitigate the displacement those interim measures give us time to develop the projects through 2020 and allows us to look at the affordability the community made it clear they want to have the issues effecting the neighborhoods oonld accomplished this sets the perimeters for us to do so as you saw in your package the proposed duration of the controls is 6 months as of right the permitted use are hundred percent of Affordable Housing and the uses where appropriate as currently proposed the pipeline will apply to projects filed after january 1st of this year in your package was sent to you last week also on the slides but on the north side it goes from Mission Street to cesar chavez and all that touch Mission Street to potrero avenue so the entry controls are not a halt when they come in front of the you with their entitlements projects that do the following are required to file for conditional use and in addition to the conditional use in the code the following considerations and requirements will apply if a project results in the loss of more than one rental unit and the project will have new rental units this project will replace them one by one one to one the replacement will not require they have to do this in addition to the bmr requirements project is meeting the majority of planning code section that are included in page 10 of our packet typically the current process you would just consider the criteria now the projects If the project was demolished an institutional or establish us those are the ones did i understand on page 11 of your packet or establish 11 thousand square feet or health care in any Zoning District the committee will decide whether or not those are promoted in the neighborhood and any negative impacts of existing attendants from buildings if so tenants have to relocation whether they have been provided with relocation benefits from the act and if the economic and fiscal impact is beneficial to the residents in the area generally speaking those projects will come to the Planning Commission for review now as far as the pipeline im sorry which Pipeline Projects is expected to be the most discussed issue im sure youre aware of from all the comments youve received in our email as such you might look at the pipeline in different ways look at the date which is what weve done january 1st, 2015, and look at whether it is vacant from the property is completely vacant or displacing tenants or a viable business there are constraints it requires additional notification to expand it and there might be other strengths as questions come up about what can and cant go the City Attorney is here to help us answer the questions as we discussed with the best approach just a reminder the intent to make sure the controls are dialog about affordability about displacement and to make sure that the projects that have preceded in good faith have an opportunity to avoid last minute changes action before i today initiate the process of considering the initial im sorry i skipped i submitted to you the pipeline the list that corrected list of projects the top 7 projects are likely to come before you in the next 678. Commissioners, thank you im eric read the owner of sf coalition were here to express our support for the bryant street our business resides there my theatre and my Partners Company the having hadville society more importantly inner mission supports over hundred and 50 artists every month those restraining order are free lowcost rehearsal spaces and wood metal shops and an art gallery with the artists here and our building to operability a rare africanamerican artists place and really depends on the approval of this project were very encouraged youll be looking at a lot of of the projects in the pipeline i want to give you highlights about a partnership with the developer together weve formed a legally biden Long Term Partnership with the developer that we completely relocate our business within the Mission District hes agreed to sub decide the build out and committed to subsidizing our operating experiences over the next 5 years with that intention to relocate our business and have the developer in a long term commitment to support pr throughout this entire process hes given us considerable rent concessions so we can continue to operate and serve the community with this art space obviously we respected the rights of everyone to protest but there are tenants there we believe with the developer has dealt with us very fairly with the idea that he was committed to saving our Community Art space and the Community Values so much theres a lot of issues in front of the board but we can only speak to the art side we feel is it so our responsibility to maintain the art space within the community and, in fact, many of the groups that are going to be represented here actually got their start in our building we invited them into a Community Forum to have a place to gather and discuss those matters it is very important to have been open dialog for those confuses it is our hope the board will not delay the development and give this angle opportunity to continue to serve the community . Good afternoon commissioner president fong and commissioner wu and the commissioners is the Mission Better off 7 years ago than today, i is no and fingers have been pointed popper neighborhood has fallen into decay and negligent theyve got a struggle historically the Mission Real Estate values are depressed from 3 to 5 percent calendar to real estate values in the surrounding neighborhoods only 75 unit were built last year in the mission the rest were blocked and the developers have that obscene amazes u amounts of financing and crime as arisen on 16th street and the building of the mission t will effect the curb appeal of the mom and pop businesses and the housing desirability there are pictures of the current state of the neighborhood if youre able to see those on the overhead yep. This is 18 and mission this is along Mission Street this is a building on the east side of admission between 21st and 22nd. Loans those projects are blocked by local neighborhood groups the mission will continue to slide into disrepair while the other neighborhoods take advantage of the benefits of new Construction Projects will increase crime and attack future residents into 9 complex fabric of the neighborhood thank you. Im Michelle Jones segal the korean of the repair center were a Maintenance Facility virtually owned and operated for 3 seven years on florida between harrison and bryant smackdab in the area being discussed a number of years ago the area was rezoned and the zoning loud for the housing to be put in place at a point we knew there would be housing coming to the area theres been talk about the businesses being displaced theres a project on bryant street by the po dell company that has has purchased that block of land including the repair facility theyve been wonderful in helping us what relocation and helped us find a new location and for automobile repair pdr is a hot bum but not a lot of talk about automobile repair work with the help of their company we secured a fabulous new facility were excited about moeflt e moving movies weve been fortunate to get Financial Support in terms of money to helps us to move into is it our current building has no heat or air conditioning it is hot in the summer and freezing in the winter and additionally i want to thank the merchants of the association when theres no housing the neighborhood becomes safer and the graffiti goes counsel we saw a project built across the street and before the time we came out in the afternoon there was things on the windshields of our car crime has begun down from a business standpoint you want your customers to come where they feel safe and look nice when there is housing and people around youre not afraid to go somewhere so this should help to increase safety thank you.
