San Diego proposes using park improvement funds to repair a freeway off-ramp

The Quince Drive off-ramp from SR-163 has been closed for months due to erosion caused by the rainy winter. Now city staff want to use $1.7 million in park improvement funds to reopen the off-ramp to cars.
