A Russian man, Maxim Marchenko, residing in Hong Kong, pleaded guilty to illegally exporting military-grade microelectronics to Russia for potential military use, violating sanctions imposed after the invasion of Ukraine. Marchenko, arrested in September 2023, operated a network that fraudulently purchased the electronics using shell companies and money laundering techniques.
