The San Jose City Council on Tuesday is expected to give its final stamp of approval on a plan to repeal the city's decades-old ban on cruising. But while the ban has been cast in racist terms, a former member of the city council said it was initially implemented due to public safety and quality of life issues as San Jose was dubbed the "cruising capital of the world." She wants the historical record in the city to be clear.
