Parents of boy allegedly found locked inside dog cage in Northeast Philly charged with child endangerment

Michelle Campbell, 30, and Paul Weber, 31, the parents of the boy allegedly found locked inside a dog cage and without any clothes, have been charged with child endangerment and reckless endangerment, court document show. Police also allegedly found two young girls partially clothed, crying and wandering in the rain outside the house on the 4200 block of Glenview Street in Mayfair.
