How the police deal with the public — and make judgments about the risks people pose — was something to scrutinize well before Minneapolis officers killed George Floyd on Memorial Day. The historic 2019 signing of a state law authored by then-San Diego Assemblymember Shirley Weber that raised the standards on when police could use lethal force — from when it was “reasonable” given concerns about public safety to when it was “necessary” — was inherently a recognition that force had often been used unnecessarily in the past.
