Kirksville’s Teagan Nolan, 10, used to stand, hold two fingers up in air — mimicking her older brother, and recite the Scout Oath and Law along with him when he was a Cub Scout. At the time, there was no opportunity for Teagan to join scouts — but that changed when Cub Scouts went co-ed in 2018 and Boy Scouts became Scouts BSA in 2019.
