News from New York where President Biden just delivered his fourth and final speech to the united nations general assembly. The president used the speech to address a series of global issues, and touted his accomplishments on the World Stage, including efforts to strengthen americas alliances. The president also talked about his decision to leave office at The End of his term and had this message for his fellow World Leaders. Being president has been the honor of my life. Theres so much more i want to get done. As much as i love the job, i love my country more. I decided after 50 years of Public Service its time for a new generation of leadership to take my nation forward. My fellow leaders, let us never forget some things are more important than staying in power. And with us now, Nbc News White House correspondent, mike memory, and Richard Haus from the counsel of foreign relations, and phillip rucker, national editor for the Washington Post and political analyst for msnbc. What did we hear in the president s speech . He did tick through a major Laundry List, and some of the less challenging global issues we are faced with, and the role the president is faced with, what role would that play in the speech . The president from the getgo talked about that fact and walked us through the decades of his time dealing with Foreign Policy to try and give examples in the Ways in which strengthening our alliances, and how the u. N. Brought about solutions to once interactable challenges. He tried to summarize his view, and theres no more intractable challenge this president at this moment than the ongoing efforts in the Middle East to bring a ceasefire between israel and hamas and now the escalating situation in lebanon. You heard the President Address this directly. Take a listen. I put forward with qatar and egypt a Ceasefire And Hostage deal and it has been endorsed by the united Nations Security Counsel and now is the time for the parties to finalize the terms and bring the hostages home and ease the suffering in Gaza And End this war. Reporter now, the other big question over this speech, jose, is, of course, what will happen in the united Nations Election this november and what role would that mean in khaeurpblging perhaps the u. N. Foreign policy, and the president mentioned harris by name, and that is an important piece of content as we look to the election in six weeks. Thats certainly a very important piece of context there. You think if the president focused enough about what is happening in the Middle East and specifically on the deal with, you know, Gaza And Israel and all of those negotiations that have been going on, and as of this Moment Havent really been able to reach any Concrete Agreement . I mean, look, jose, these speeches are not supposed to deal with one particular conflict for a u. S. President because they are dealing with all of the global challenges. As mike said, he listed this whole Laundry List in how the international community is supposed to work together. This is one conflict that the u. S. Cant work with other allies. Yes, they are working with the egyptians and qatarees and others. I dont think the president came here to try and close that deal. I think he came here to set his legacy. He could have spent more time on it and also had other things he wanted to Talk About. He wanted to Talk About u. N. Security council reform. Thats something very important to this administration. Here at the council, Linda Greenfield came out and laid out the idea of how they want to get rid of the Choke Hold by Russia And China which will still be very difficult. I think he could have added more meat on the bones of how he sees this playing out in the region, but hes not going to get anything by trying to go on in the intricacies of a deal. I think thats what he came to do is set a legacy for himself. Richard, i mean, you know, its easy to say, but he was talking about 50 years of Public Service. Just about your thoughts on this speech, how effective was he on kind of bringing in the arc of an entire lifetime of experience and what we are currently dealing with around the world . Look, the strength of it, jose, is he has been a player in part of the Foreign Policy, and not just 50 years and stop, but for these 50 years, and the united nations have managed for better and worst the post cold war era. And his problem today, though, two things. One, hes a lame duck. He has a few months left on his presidency. Everybody is focused on what comes next. Donald trump hovers over this, and the president can speak about Kamala Harris and its good that he did and she does represent continuity, and Donald Trump represents something different which is unnerving to our allies, and the president for all of his efforts and his top aides, Secretary Of State and others, we have not been able to deliver a ceasefire in the Middle East, and the war is widening and we have not been able to stop the war between russia and ukraine. Its an uncomfortable day. The current situation and the future, more questions than answers. Phil, i think richard is correct in the sense there are so many hot spots and there alWays have been and probably alWays will be hot spots around the world in any president ial administration. Phil, lets look at what is going on. We have a very hot war, essentially, between israel and hezbollah. Lebanon is getting bombed left and right. Right now we are seeing theres a new Bombing Campaign going on as we speak. We see what is going on in russia and ukraine. The president , to his credit, spoke about venezuela and whats going on there. What do you see as the president s legacy on the World Stage . The legacy he hopes to leave is that he helped reaffirm americas standing in the world and brought back a sense of american leadership around the world after the Trump Presidency from four years prior. What you see right now is the limits of that american power. He and his administration are trying to deescalate the situation in the Middle East and as you put it, its a hot war right now in terms of whats happening in lebanon. Obviously theres no ceasefire right now between israel and gaza. The biden administration has spent a few years now trying to help ukraine with its war against russia, and that has been unending and has not come to a successful end. Meanwhile you see the rise of china around the world. There are real limits right now to american power and that in a Way challenges the legacy that biden hopes to leave. I think one thing that is disconcerting for a lot of the attendees at the united nations listening to biden speak, is they are listening to biden and thinking about trump because they know what is at stake and they know how much of a chance Donald Trump has of winning the presidency again and what that might mean for the world. Thats part of the legacy as well. Richard, you speak with World Leaders all the time. How do they see u. S. Leadership right now . To bring it back to this limits of power, is that limiting american power in geopolitics or a selfinduced creation . Great question, and the answer is both. Its the cost of the rise of others, and china has nuclear weapons and this is a world of distributed power, power in many hands politically and militarily and economically, and its a result of us, a lack of consensus when the House Of Representatives voted to cut off aid for months to ukraine and theres growing isolationism in the united states, and as a result when the world looks at us they dont feel reassured, and that is in our influence and authority. Its a combination of changes in the world that were inevitable and changes in the united states that are unfortunate. How do you see it, elise . Elise . I think also, richard is exactly right, but at the same time, i think the u. S. Under the biden administration, they have tried to rally the world whether its ukraine or israel, but the strategy is also a little unclear. Does the u. S. Want ukraine to win the war or does it just not to lose . Also in israel, President Biden, yes, has shown a lot of support for israel but at the same time as been, as the election was approaching, trying to lean in more to the Human Rights of the palestinians, and we dont see how the administration sees this War Ending and the u. N. Is looking to the u. S. For leadership and they are looking for those strategies. I just dont think this administration i think richard is right, as years have gone by, the u. S. Is showing leadership in terms of rallying the world but not setting out clear strategies and clear agendas for how it wants the world to follow it. On Monday Israel launched the largest attack on lebanon since 2006. More than 500 have been killed including children. Now with the world bracing for further escalation, the pentagon plans to send a few u. S. Dozen troops to the region to help get americans out according to three defense officials. With us, retired general, barry mccaffery, fourstar general and military analyst. What do we know about the new strikes . Jose, as we speak its Air Crafts are in the skies over lebanon and carrying out hezbollah military infrastructure. They say they successfully assassinated the head of Hezbollahs Rocket and missile force. That has not been confirmed by hezbollah, and if its true thats one in a long string of senior hezbollah Military Commanders the israeli forces have been able to target over the last week, and the question, jose, that many people are asking in the region and in the halls of the assembly, this is a prelude, and take a listen. At the moment we are focussing on an aerial operation to remove the threats from hezbollah. At any given moment, this war can stop. Hezbollah started this war on October 8th and we are working to push them aWay from our borders and make sure the civilians are safe. They are focusing on a Bombing Campaign from the air, and they are not looking to send Ground Forces as they did in 1982. Nobody has been killed in israel by rockets, and thats not the case on the lebanon side. These are the bloodiest days in lebanon in 20 years at this point, and israel says its warning civilians to get out of the Way, and many are not able to, and the highWays are full of desperate families trying to get into their cars and seeking some type of safety. President biden said in the speech earlier that a fullscale war is in nobodys interests. A diplomatic solution is still possible. I have to tell you, jose, at this point with wars continuing to rage in gaza and an escalation in lebanon, a ceasefire feels very far aWay. Raf sanchez, thank you very much. General, thank you for being with us. I want to ask you, what do you see in what we have been seeing . Lets Talk About the last 48 hours, and now the exploding walkietalkies and pagers now part of a campaign in lebanon and beirut. I think theres no question the israelis made a decision they are going to take whatever hezers are required to provide safety on the population on the northern frontier opposing lebanon. Right now we have seen a devastating tactical attack on the Hezbollah Chain of command. Thousands of them were killed or injured by These Booby Trapped Pagers and walkietalkies. They have had an incredible Air Campaign in which targets have been struck where they are trying to knock out significant proportions of what are believed to be lebanese Cruise Missiles that could strict israel. I think they are going to go all out. So far they have not called out the Ground Forces, and they have the Parachute Infantry there, but so far no ground invasion. Are there lessons learned from 1982 and from 2006, or is this a completely different theater of war . Well, a lot of speculation now, jose. You raise a good point, 2006 was a bloody conflict devastating to Lebanon And Hezbollah and to the israelis. The israelis, i think, now believe their intelligence is good enough to go after these thousands of rockets that, by the Way, are largely in civilian infrastructure. Shiite muslims in the south are being paid to Host Cruise missiles in their structures, so the israelis think they can reduce this threat by Air Power and small unit actions. I doubt it. I dont see how they can eliminate the threat to big urban areas in israel without ground action. I think they are hopeful that hezbollah draws back and theres some sort of a ceasefire. In my opinion, they are not going to stop until they can sees the attacks from hezbollah which have been going on since the 8th of october. This was initiated by hezbollah, the attacks on israel. And the u. S. Is sending a dozen u. S. Troops to evacuate citizens. How concerned should we be . We should have zero concern we are going to be drawn into the fighting. We have forces there, and we are about to put the u. S. Navy into the region and its solely aimed at deterring iran from entering the war actively. Hezbollah will be on their own and i dont think iran believes they can improve their situation by getting directly involved in an Air War or Missile War with israel, and we are not going into it except to deter the iranians and close off the houthi sea, the Boat Attacks on international shipping. Its a perilous moment. Things are likely to get worse and the israelis have simply got to stop the attacks on their civilian population. General mccaffery, thank you very much. Appreciate it. Donald trump and his campaign focusing on the Economy And Hardball style in the use of the executive branch, frankly, and we have seen efforts to place tariffs on a range of goods to increase u. S. Manufacturing and put pressure on u. S. Companies to increase the domestic production and force the imports of goods into the united states to come with a cost, and usually the cost coming down to american taxpayers, and in pennsylvania he told john deere, if they move some manufacturing to mexico as planned he will place a 200 tariff on their goods coming back into the united states and promised to put tariffs on all u. S. Imports which is 3 Trillion annually. Donald trump said he could place tariffs at will on a range of goods. As he suggested yesterday, even on one specific american company if he so chooses to, and this is a candidate making the case he has power. The world was a safer place and the economy was better, and the u. S. Was better. There were no as many wars in the world. My personal experiences have been that less involvement of government in peoples lives are Way better, and then you also have a party that is weaponizing everything they can weaponize. Jose, we are looking at polling in arizona and here in georgia, and Donald Trump will be here tomorrow and its that messaging from Donald Trump that is reaching voters and democrats are working in real time to try and respond to. Monica, meanwhile we just heard Vice President harris make comments about abortion rights legislation. What did she say . She has talked about this repeatedly, jose, the idea that she would support advancing legislation to try and advance specific aborts legislation like codifying roe v. Wade. Heres what she had to say on wisconsin public radio. I think we should eliminate the filibuster for roe, and get us to the point where 51 votes would be what we need to actually put back in law the protections for reproductive freedom. Its significant shes saying this for the first time as the now democratic nominee, but its not a shift in her stance and its something she talked about and something President Biden said he would support ending the filibuster for when it comes specifically to this legislation, so not necessarily getting rid of it together but supporting an exception and thats what you are hearing the Vice President Talk About. What is murkier is what exactly would codify roe v. Wade mean, because theres a question about the number of weeks that would be allowed for Abortion Access. In terms of that, there are democrats that see that altogether as an issue that they would support but who disagree on the number of weeks or markers that would be part of that. Theres still an open question about that. There had been another piece of legislation that would have been put forth that would similarly codify protections for Abortion Access at the congressional level. The Vice President will likely be asked about this in terms of specifics, and its notable shes coming out today and saying Thats Something she would push for, but that would be in terms of the filibuster that requires 60 votes. This would be a simple majority for it to pass, so you would need 51 votes in the senate. What is complicated, of course, would be the picture we may see come january of how elections go in november for democrats facing tough senate races. Theres a lot in the air and this is where the president is weighing in now as the standard barrier on what she would like to see happen but might not happen because of other factors as well. The national Nbc News poll shows among registered voters, trump leading by 21 points on securing the border. Are we hearing about the Vice President going to the border now . Its underactive discussion. They need to work out some of the details to make it a reality. Shes set to visit arizona on friday and this would come as part of that. I am told she would be meeting with local officials and walk along a section of the border there. What is significant about that, the last time she did that years ago, thats when she was tasks with the idea of addressing the root causes of migration, and she went to mexico and talked about the northern triangle countries and trying to make diplomatic and security advancements there but came under Pressure And Scrutiny for how she would handle this larger issue. This is her first time going back to the border since then, now after more than three years ago, and either Way whether she goes or not, she does policeman to address it when talking about these thorny issues of immigration and the border. Florida governor Ron Desantis discussed preparations this morning. We are going to see significant impacts no matter what happens, and dont act like the cone moved another 20 miles to the west therefore were in the clear. Theres still a lot of uncertainty left with this. Just be prepared. Joining us now is Nbc News meteorologist, bill karins. Good morning. This could be a Monster Storm when it hits florida . Size wise, yes, and intensity, and maybe at least a category 3, and you know how these things go. What is interesting about this storm is its going from nothing, because it just became a tropical storm to a major hurricane in the u. S. In about 60 hours, and its hard for messaging because its hard for them to take it seriously when its at 40 miles per hour. Theres a lot of trust the public needs to put into forecasters like myself and the national hurricane center, and this is a serious storm you dont want to ride out in your home especially Areas East of the landfall. Its Making Landfall A couple hours later, 8 00 p. M. Or so making landfall, and its parallel to florida, and theres a lot of highwater issues from High Tide through the afternoon, and the storm is big enough, tropical stormforce winds will be like a tornado. We have Wiggle Room over to Cedar Key as far as landfall goes. Not a direct hit into tampa as of now. This is at 2 30 p. M. , and thats where the hurricane will put clearwater beach, tampa, in the hurricane watch. It doesnt take much of a shift to get serious winds in the area. As of now, Hurricane Winds are not expected but will be a close call. This is the big story. Water you run from Water And Hide from the wind is the saying, and this is when you get to the scary levels of the storm surge, 10 to 15 feet, thats just to the right. Its prone to storm surge, and that includes the tampa area, too. This assumes it happens at High Tide. That could knock off two feet to the numbers. Still, thats very high. Jose, if you are standing at the beach and the water is six feet above your head, i would be under deep water. This is going to be taken seriously. Tomorrow we expect the rapid intensification. It will be nervous times for people in florida. Its time to prepare. This is the time to prepare in that whole area. Bill, quickly, are all the Models Kind of an agreement on this . Have not seen anything in disagreement with it. Its in the Big Bend area, and it would be between Panama City and Cedar Key. New today the Secret Service says its taking new steps to increase security around former President Trump including this agent closely trailing him as he departed his Plane Yesterday in pennsylvania. Meanwhile, federal prosecutors are seeking to accuse this man with attempting to assassination the former president. What do prosecutors say in the latest Court Appearance . Good morning, jose. Prosecutors want a ruling from the judge to keep routh in custody. They said he came to florida in mid august and said that Cell Phone records show he was frequently in the vicinity of maralago and the golf course. It appears he was lying in wait for mr. Trump and just didnt get lucky that day to be there when mr. Trump was playing golf. The Court Documents reveal he left a letter with another person addressed to the world that said, quote, this was an Assassination Attempt on Donald Trump but failed you and tried my best and gave it all the gumtion i could muster, and its left to you to do the job. They plan to charge routh with attempting to assassination a former federal official and that carries a sentence much life in prison, jose. And theres a new threat for Donald Trump . Yeah, theres a man, Warren Jones Crazybull is accused of making nine threatening Phone Calls to his home, and he is accused of saying find mr. Trump, i am going to down him personally and kill him. This doesnt seem to have been a physical threat, jose, but underscores the volatile environment that is causing the Secret Service, as you showed there, to step up protection for mr. Trump. Monday, i believe, is October 1st, correct me if im wrong, and i dont think well be in a situation in which Government Funding does not pass by monday. It might take over the weekend, but the house will clear the bill tomorrow, and then it goes over to the senate, san jose, where senators have a much wider berth to slow down the process than we do in the House Of Representatives, members do, not reporters. And senators could ask for votes on amendments and could not allow for the process to be sped up. And i think that would be a challenge for the senate republican leadership. One Thing Weve reported is that senate some senate republicans, including mike lee, have suggested that they might try to get a vote on that save act, which would require voters to prove their u. S. Citizenship before casting a ballot. So something like that could slow up the process. But, no, this is a bare bones, threemonth stopgap funding measure, that expires december 20th. This is not a controversial piece of legislation, except for the process. As you noted, Mike Johnson has bypassed the Rules Committee, because he wasnt able to pass a rule. A rule would allow him to pass this bill on the floor with a simple majority vote. Doing it under suspension of the rules would allow him forces him to ask democrats to support the bill, because he would need a twothirds majority. So, no, no shutdown, but a really annoying, messy week. And so im told that October 1st is tuesday, just for our scheduling issues, because i you know, but is how much or is it costing johnson, politically . Yeah, thats a really good question pip mean, listen, theres a couple of scenarios to keep in mind. If republicans keep the House Of Representatives, Mike Johnson will probably be speaker again. Thats not a sure thing. And by any stretch of the imagination, this is an incredibly competitive house landscape, in which democrats have been raising more money, and generally have, i dont know about the inside track, but a really good chance to win the majority, come november. If johnson loses the majority, i dont even know what hes going to do. I dont know if Hell Run for minority leader, but this kind of stuff, passing Government Funding bills with democratic support and just a handful of republicans, lets call it A Hundred republicans, something that people are going to use against him. Not all of this is his fault. In normal times, 15 years ago, a shortterm Stopgap Funding Bill would not be controversial, but in Todays Day and age, it is. Thats so great. In normal times, 15 years ago i know, jose. I was here for that. It wasnt even that normal then, but a little bit better than now. Right. It depends on what normal is, right . But meanwhile, Secretary Blinken defied a congressional subpoena requiring him to appear today before the house foreign Affairs Committee . Yeah, Secretary Blinken is in New York for the u. N. General assembly, so definitely an unfortunate scheduling conflict, to say the least. But the foreign Affairs Committee is investigating that withdrawal from afghanistan and the much maligned and much criticized brawl from afghanistan. And has been, quite honestly, for many months now, for more than a year has been investigating that. And yesterday, Anthony Blinken sent a detailed letter rebutting all of the committees arguments about the withdrawal from afghanistan for public consumption, to show that he is, he is hes willing to send other State Department officials up here, but he is not willing to come up here today. So, i mean, so its just a matter of rescheduling, Renegotiating A Rescheduling . I dont know that we get out of this congress without the house trying to hold tony blinken In Contempt. I think theyve done that before on other biden administration officials. It is one of the tools that congress has. Its used much more often to hold In Contempt a member of the administration. I think that is something that they are trying to use, the withdrawal from afghanistan, which was, objectively, did not go very well.
