Theres one that i noticed, and i havent looked at the entire list. Kay granger is i served with kay. Shes terrific. Shes the chairperson of the appropriations committee. She voted against him. Shes very conservative. Shes from fort worth, texas. I think chris, part of the reason she voted no is because i think she has seen jordan put a stick in the spokes of her bicycle. In other words, shes not sure that, in fact, we can november forward with a Budgeting Appropriations that we need to do, the funding of the government and i think shes skeptical of his ability to kind of lead the conference. Theres some other interesting things here i saw members of the Hispanic Caucus voted against him. Does that have something to do perhaps against the hard line on immigration . You have a mixture of some conservatives, some moderates and, you know, youre 20 votes down, its tough. Can they flip a kay granger . Can they flip these people . I suppose they can try. A number of people ive been talking to say its over. Its not over until its over. The idea that mchenry could be empowered to carry on for a certain period of time, i think is something that is an option. If it involves having some of the democrats support him, maybe theyre now looking to say, what is the best thing for us to do in the House Of Representatives to be able to advance an agenda. The agenda, the critical agenda, what are we doing with ukraine . What are we doing with israel . These are critical things. And, chris, the United States of america, when we create vacuums, when we dont know what were doing, we invite bad forces to fill that vacuum. I think its critical that those members of the house realize we have to have somebody thats going to be able to get along with joe biden, get along with the senate, work with republicans, have a conservative agenda but a realistic agenda. I was there when we passed the Balance Budget Act and we actually balanced a budget four years in if a row. It meant there had to be compromise. But the economy boom, things were better in america. And part of the opposition of jordan is in if peoples guts they say im not sure he can unify us and lead us but its not over until its over, chris. If you take the Acting Speaker and you say, okay were going to come up with some way so we can keep things moving while we figure this out, does that send a different message . There still isnt any House Speaker whos there because a majority of his fellow republicans support him. And someone who, as you rightfully point out, can work with democrats. I mean, jim jordan is someone who voted to certify elections in arizona and pennsylvania or reject certifications of elections. Has been somebody who after january 6th made it clear of his support for donald trump, continues to make it clear as trump does for him. Yeah. So where does that leave us . In. Chris, let me ask this, where are the democrats . They say the democrats are enjoying watching the republicans struggle. What price are we faye paying a country because of that . Ive said since the election of mccarthy, i said all the way back there, look, getting a coalition of republicans, you know, and republicans are going to call the tune, you can make some side deals with the democrats to give them a few more seats, a little better representation. But at the end you have a republican speaker, you have a conservativeled party in the house. But you have a coalition with democrats. Ronald reagan created book with democrats to pass his economic plan. When i was in the congress we worked all the time with the blue dog democrats. It wasnt like we were selling out our philosophy. We didnt get them all the time. But what you want to do is marginalize the extremists if you have four or five or six people who say no way, no how, go on the other side. And this hakeem jeffries, the minority leader he ought to be actively involved in discussions. Im told there have been discussions between republicans and democrats. I talked to members who told me thats something theyre interested in. But they also told me theres not been enough pain to see that through. Think about whats raging Around The World and its like watching you know, i mentioned to somebody today, too bad john belushi isnt there coming out of animal house trying to run the place. Its unbelievable. And the world needs to know where we are. We need stability. Look, jordan is what theyre doing right now, theyre whipping people when i say whipping i dont mean literally. Theyre talking to people, trying to pressure them to vote for jordan. You probably have scalise doing some of it. You have a whip team doing it. Can they move these people . Weve seen whats happening on the ground there. We know the growing conce about a wider conflict. And lets not forget as Steve Kornacki pointed out. 20 votes didnt go for jim jordan right now, 19 didnt go for the last speaker and that went on for five excruciaing days before Kevin Mccarthy was elected. Do we have five days when you look at whats happening on the ground right now, governor . First of all, in regard to that situation, the israelis are facing an extremely difficult situation. They want to move and be in a position to be able to totally dismantle hamas. When you talk to people who are experts i served on the Defense Committee for 18 years. When you look at the tunnels you have in gaza city, which is clearly one of their focuses, chris, i have to tell you that people remember fallujah in iraq and the handtohand street, housetohouse fighting and the casualties. Israel has to be able to stand up and dismantle hamas. But they want to be in a position where they do it in a way in which they dont punish civilians. Its difficult to do, but that is their goal. The large scale invasion has been held off because i think theyre trying to figure out the best strategy for being able to accomplish those goals without igniting a larger conflict in the world. So where do we fit in . Im glad to see that tony blinken has been in the middle east, talks with egypt, talks with leaders of the west bank. Talks with saudi arabia. Im glad the president is going. And hes not only going to meet with netanyahu and the Israeli Cabinet but hes going to go to egypt to see if they can open up a passage to get people out of gaza, out of the south of gaza. So its really, really difficult, chris. Because you have hezbollah with sophisticated weapons up in the north so israel is trying to do what theyre trying to do. Everybody knows, except a handful, that israel has to act, they have to be tough, and they have to win. But the question is, how do you get that done in an effective way . Not only using Special Forces but also your regular military . Its a real challenge and the United States of america, i guarantee you, that our Intelligence Community is helping them, jsoc, joint special Operations Command i dont know this but i assume theyre there. Theres a lot of u. S. Intelligence. Were moving the carriers there to send the message but we cant have the House Of Representatives walk in circles. I say if jordan cant get the votes withdraw, empower mchenry, involve some democrats and call it a day. I want to bring in David Drucker also. If hes going to have a chance, jim jordan to succeed on a subsequent ballot you have to first find out why the 20 people who voted against him did vote the way they did. Tell me what your impressions are of 20 folks saying no, not jim jordan. At least not now. Often it gets harder on the second or third ballot. Once you crossed the rubicon it gets more comfortable. Kevin mccarthy experienced that earlier this year. I think a lot of whats going on here, chris, is the fact that there are members of the republican conference that believe they have been following the rules but that a significant minority has chosen not to follow the rules and they dont want to empower them. Normally its and what im referring to here, just to be clear is Kevin Mccarthy is nominated for speaker last fall with 188 votes so not unanimous but real, real close. You then have a number of republicans who refuse to honor that vote. When it comes to a speaker vote, the nominee is supposed to go to the floor with the support of the conference. So the conference then Ousts Mccarthy last week when eight members pulled a motion to vacate. They nominate somebody else and again a significant minority chooses not to honor the rules and decides to elevate the guy who finished second. And so all of this frustration builds up, including a lot of strong arming over the weekend with threats and threats by Conservative Media you need to get in line. And i believe one of the reasons it was successful to the extent that it was yesterday as members started to support jordan is because the debate became about frustrated republicans saying they might be willing to work with democrats. Once this became not just a disagreement about who the republican speaker should be but a negotiation with democrats that was a hard messaging war for republicans in red districts to win. But looking at how this vote finished up, it tells me, the frustration many republicans have over constantly having to swallow a consistent majority who doesnt want to swallow the rules, theyre reaching their limit with that. These are the republicans that normally want to govern. Theyre normally willing to accept this sort of thing because thats just who they are. Theyre not theyre not insurgents by nature but everybody has their limit and i think thats what republicans might be experiencing here. I also want to bring in former republican Congressman Carlos Car Bellow of florida and david is right, this is a significant number of republicans whoever said no to voting for jim jordan. Youve been in those conversations. We dont know why each and every one of them voted the way they did. So the question is, when youre in this those conversations, when youve heard those conversations, whats going on right now and between now and whenever it is that they come out of the recess . Chris, i think its remarkable that jim jordan had all weekend to whip members to call members to convince members the house hasnt had a speaker for two weeks so this is really starting to build the pressure on a lot of members and yet in this first ballot he had 20 gop defections. Thats a big number. Thats more than Kevin Mccarthy had in his first ballot and its more than the eight members that worked together to Depose Mccarthy a couple of weeks ago. So for the overwhelming majority of the members of the House Of Representatives republican conference, they look back and say Kevin Mccarthy is the candidate for speaker that most unites House Republicans. Its not unanimous support but certainly a lot more than jordan and scalise. Its also important to take into account a lot of people who voted for jordan today dont actually want him to be speaker. These are the same people who three days ago in a secret ballot vote voted against him, 55 republicans. Its not that they voted for someone else, they said they would not support jim jordan on the house floor. Of course, pressure builds. Theres political pressure and many of them have fallen in line. But jim jordan is probably the weakest candidate for speaker that republicans have put forward. Kevin mccarthy ended up losing eight votes and got deposed. Scalise would have likely fared better than jordan on the floor. I dont think he would have gotten a majority. But a lot of the members are starting to look back and say why did he get rid of Kevin Mccarthy . Whats the point of this exercise . Everyone else is weaker or less than Kevin Mccarthy. So i think, if this continues, chris, youre going to see a movement to bring back Kevin Mccarthy or to empower Patrick Mchenry, and that is an outcome that most members of the House Republican conference would prefer over having jim jordan as their speaker. What can you tell us, richard . Reporter so yesterday a the top spokesman for the military wing of hamas made an offer, a dangle. He said that the group is willing to hand over all foreign hostages, if the air strikes well, what he said specifically is, he said they were willing to hand over all foreign hostages if the conditions on the field are right. If the conditions are appropriate. So i spoke to, a short while ago, a Senior Hamas Official Inside Gaza and asked for clarification. I said, are you still willing to release foreign hostages and what do you mean you would do it if the field conditions are right . He said that not only are they willing to release all foreign hostages, meaning even israelis who have second passports but also all israeli civilians if the bombing stops. He said all the civilian hostages, israeli and foreigner could be released in one hour that it would be easy. I pressed him on it, saying why dont you just release them now if you want to release the hostages, take them to the border of gaza and let them go. Take them to a safe place, put them in a car and let them go. He said it was impossible, he said it was impossible because israel was bombing everywhere because there was no safe place. I told him i didnt believe him, that didnt seem logical. Take them to Southern Gaza where theres work establishing a safe zone he said you dont understand whats going on in gaza, there is no safe place. After i pressed him further he accused many e me of trying to negotiate instead of report. I said im reporting here, there are viewers here, they want to know what are your conditions why not just release them now if youre saying you have this goodwill, calling them guests, you want them released, just do it. He said why should we release all of the hostages, the foreigners . Why should we release the israeli civilians if we are still under attack, still dying, and still being killed. He said if the air strikes stopped it would be easy, they would be released in an hour. I asked them what about the Israeli Soldiers, there are Israeli Soldiers also being held by hamas. He said to release them, they want israel to free all of the prisoners in israeli jails. I asked every single one . Why not, yes, that is the demand. No idea if israel has any intention of carrying this out. This was a clarification from an offer made i think an expansion of an offer made by the military wing of hamas yesterday. We have other Breaking News, nbc news learning between 200 and 300 people were killed in a bombing targeting a hospital. Thats according to a spokesperson for the Palestinian Health ministry. I want to bring in correspondent raf sanchez, whos in israel, what can you tell us about that development . Reporter this is developing as we speak, but the Palestinian Health ministry is saying a hospital in the northern end of gaza has taken a direct hit from an israeli air strike theyre saying hundreds, at minimum, 300 people have been killed in the strike. We have not yet heard any comments about this allegation from the Israeli Military. But these images that are coming out of gaza city are absolutely harrowing. It appears to show very, very significant damage in the courtyard area of this hospital, called baptist hospital, in the center of gaza city. The palestinian president , the head of the Palestinian Authority in the west bank has declared three days of mourning. He said all flags will be lowered to half staff because of the scale of the loss of life. The palestinians are calling this a massacre. We do not have any confirmation yet from the israelis. They have repeatedly at points during this Bombing Campaign disputed they were responsible for various strikes. This happened in the northern half of gaza. This is the area where israel is telling people to get out, to flee to the south ahead of what we expect will be this longawaited ground offensive. But chris, we are hearing over and over again from palestinian doctors you cannot move children who are on ventilators. You cannot move children who are in incubators. You cannot move people who are on Dialysis Machines out of these hospitals. They say the patients cannot be moved and the doctors will not move and leave their patients to die. So this is just one illustration of the humanitarian catastrophe that is absolutely unfolding inside of gaza right now. The United Nations is saying there is simply no way for Palestinian Civilians to comply with israels Evacuation Order because theres nowhere to go, they cannot cross into israel, they cannot cross into egypt and theres not the infrastructure in Southern Gaza to accommodate the Million People from the northern half of the strip. Even before this we knew the situation was desperate in hospitals around gaza they were running out of food, fuel, that they were running out of body bags in gaza. In the meantime, hamas has released its first video of a hostage held in gaza. Were not going to air that video here. This is the photo you may have seen of mia shem, 21 years old. Her mother sat down with my colleague, lester holt, and talked about what it was like to watch that video of her child. I watch the video and i wanted to die, because i saw my baby so scared and so wounded and whoa. I mean, this is the Worst Nightmare for every mother in the world. We just got an update to some extent on what the situation is with hamas potentially releasing i know they had told Richard Engel yesterday they would consider releasing foreign nationals well, we would release all of them if they stop bombing. What more can you tell us about this case in particular and what you learned about the hostages . General . Reporter chris, this was a moment israel new was coming. The first Hostage Video would emerge from gaza. It was a moment of Pure National horror in this country. That video was posted by the so called armed wing of hamas on social media. I can tell you in moments it was on Israeli National television. People were watching it all over social media. And you heard those mixed emotions from mias mother. On the one hand just the absolute agony of a mother seeing her daughter in pain, afraid for her life, in the captivity of a terrorist group. And on the other hand, chris, that feeling of relief and that feeling of joy she knew at least when that video was filmed her daughter was still alive and for so many in the family of these 200 hostages, the worst thing you can imagine is the video of your loved one under gun point after your loved one under hamas under duress. We spoke to the red cross yesterday they say theyre in direct contact with senior hamas officials, seeking access to the hostages. Theyre hoping as a first step to assess the medical needs. The range of medical needs is staggering, theres a 9 month old baby there that needs special formula. Theres an 85yearold woman who needs parakinson medicine. Theres a young woman who suffers from autism, shes nonverbal. Shes easily overstimulated. You can only imagine the terror shes feeling being in this environment with people she doesnt know, people she doesnt understand, a situation that is beyond her comprehension. The red cross wants access to the hostages to treat their immediate medical needs. It wants to act as a gobetween between israel and hamas and secure their ultimate release. It says the red cross wants to carry messages from the hostages to their families and vice versa to give those families at least some badly needed information about the state of their loved ones. Chris . The agony for these hostages, their families, their loved ones is almost unfathomable. I know youll keep us up to date thank you. So later today, President Joe Biden will depart for israel. Its a critical trip that puts him in the middle of an active war zone for the second time this year. In announcing the visit, secretary of state Antony Blinken said biden was coming to reaffirm the United States solidarity with israel and the ironclad commitment to security. Hell also stop in jordan to meet with leaders who are crucial in the effort to protect Palestinian Civilians. Just this week, 23 people were killed in the Southern Area of gaza, the place many palestinians went to seek refuge, after israels military told them to shelter there. We mentioned some of this before, the World Health Organization warning food could run out in four to five days if critical aid is not let in through egypt at the border crossing. Also the president trying to secure the release of americans held hostage by hamas in gaza. There are 13 americans not accounted for right now. The exact number who are hostages is unknown. Talk about priorities. Reporter it is remarkable, the president headed to israel to show support for israel but also a senior u. S. Official shows to demonstrate deterrence for other actors in in the region and also it was important, the white house said to announce this trip to jordan to speak with other arab leaders amid concerns of growing humanitarian crisis in gaza. Earlier today john kirby was interviewed on msnbc. Take a listen. One of the reasons the president wants to go is speak directly to Prime Minister netanyahu and others to speak about their plans and how things are going on the ground. So hes looking forward to getting a finger tip feel for how things are going. When you think about it, you mentioned President Bidens trip to ukraine earlier this year. That trip came a year into that conflict and was shrouded in secrecy. A senior u. S. Official tells me it was important to announce this trip to israel before it happened. And it came together the last couple of days. Yesterday the president had canceled a trip to colorado to tout his economic agenda and huddled with his National Security advisers throughout the day. A senior u. S. Official telling me the final decision to go on the trip did not happen until later in the afternoon, and, of course, that dramatic announcement overnight from secretary of state blinken. But certainly, chris, a very high stakes trip as President Biden seeks to prevent this conflict from escalating across the middle east. Andrea lets talk about the secretary of state, Antony Blinken met with the palestinian president in jordan today. What do we know about what came out of that . What more can you tell us about the seven and a half hour meeting with netanyahu and blinken . It was unprecedented. Blinken staying at their pentagon, basically, at the tel aviv base of the Military Command and, working with netanyahu and his team, been inside meetings and coming back together for hours and hours. He finally came out at 3 00 in the morning their time. Heres what he said about the priority of getting aid in many, which is absolutely the top priority for the u. S. Is to get that cross opened and get all the players to agree and get the aid in. United states and israel have agreed to develop a plan that will enable humanitarian aid for Donor Organizations to reach civilians in gaza and them alone. Including the possibility of creating areas to help keep civilians out of harms way. What they want to also do, and that involves egypt primarily but other arab countries but also israel, israel has to not bomb and let the aid through and hamas has to agree, thats the hardest piece of it. To at least get the egypt side done to get access for u. S. Officials who have not been able to get within 150 miles of the crossing on the egypt side to secure and help receive the americans if they get out. U. S. Officials were held back because of some sort of Security Zone the egyptian leader imposed. So all of that has been critical. They want to get a permanent way to get aid in, because this is going to be, you know, weeks or months they think once the Ground Invasion starts and they cant have the Palestinian People without fuel, you know, hospitals endangered. The terror of what just happened, which has been described by raf sanchez, if that report holds up, you have hundreds of people in a hospital. Hospitals have no fuel for generators. No generators to pump the water that has been supposedly reopened. So food, water, fuel, critical. And not just on a temporary basis. The other big piece is for the president to go to have facetoface talks with netanyahu. They have to talk privately about how to limit civilian casualies in the war to come and also what to do about the hostages. The u. S. Is understandably concerned about getting the americans out. Hamas may make other decisions about israelis, they may make decisions about israeli men in particular, they view them as combatants. But the u. S. Wants to get whats believed to be maybe a handful of americans out and that may be in play. Were Hearing Suggestions that those talks are under way. Gabe gutierrez, andrea mitchell, thank you both. Lets bring in david miller. I think andrea and gabe laid it out well, problems with aid, access, you have a humanitarian crisis. You have a situation that is theres a lot of concern escalating concern that it will continue to grow so lets talk about the president going to israel. Realistically what can he do there . I think its a necessary trip. Whatever blinken and netanyahu worked out on the issue of humanitarian assistance is clearly not working, at least adds of now. The situation remains fraught. I think the president , as only the president can with netanyahu and other members of the cabinet, the war cabinet, has to reaffirm those commitmentments and get this moving. They have to surge aid in gaza, thats number one. Number two, the president who considers himself part of the israeli story, october 10th the address he gave resonated with the israeli public. He has to understand the israelis are disappointed in our leadership, theyre looking for reassurance, some aspect, some sense of hope. The frame the president will create there will be important. And finally, the third and toughest piece of this. He has to have a conversation, as i hope he will, with netanyahu, about the impending looming, imminent, perhaps its not imminent, Ground Campaign in gaza. Whats the objective . How do israelis intend to achieve it in this what are the implications and complications the day after. And stress the avoidance of civilian casualties and adhering to the laws of war. The attack thats reported on the Palestinian Ministry of health, hamas sources i dont trust, that as many as 2 to 500 palestinians were killed in an israeli air strike only adds additional urgency. It means the president knows that israels International Legitimacy is going to erode. The objectives are tough but i think necessary. I think the president has a reasonable chance of achieving them. I dont think theres any question for anyone who has followed this story even in a small way, about the urgency of getting something done but how much influence, aaron, does the u. S. Have when it comes to convincing israel to show restraint . To take into consideration what is clearly a humanitarian crisis . Lets be clear, this president in the face of the most right wing Fundamentalist Extremist government has created a wide margin. Refused to impose cost and consequences. Given the israelis the benefit of the doubt on almost every issue. That currency, which is now in the bank at a very fraught time i think needs to be used. The fact is, tough talk among friends. We are israels closest ally. Its elmental that our policies towards israel has never waivered from our desire to protect and further israeli security. I think right now, whether its an Inflection Point or a word i hate, game changer, joe biden with decades of experience dealing with every israeli Prime Minister, with a deep love of israel, impressed upon his political and emotional dna, has the capacity right now to get the messages through. He cannot micro manage the Israeli Ground offensive but he can clearly talk through, with netanyahu and others, the implications, the risks, and the consequences. Frankly, thats what friends do, particularly close friends. Honest and frank conversations. I think the president , joe biden, is the president and can have these conversations.
