Most of the Russian delegation did not receive visas to participate in the session of the UN special committee on the development of a comprehensive international convention on ICT. The head of the legal reference to the UN, Sergei Leonidchenko, said earlier that the United States refused to issue a visa to The Deputy Minister of Labor of Russia Alexei Vovchenko. He also said that in December, the U.S. imposed new restrictions on the movement of Russian UN diplomats. The session was to discuss the use of information and communication technologies (ICT) for criminal purposes.
