Moment 'hippy crack driver' gets behind the wheel of Mercedes before 'inhaling laughing gas'

Two men were spotted in Tower Hamlets, London, apparently taking laughing gas while driving in a Mercedes. A horrified member of the public filmed the driver speeding away with a pink balloon.
