The policy choices for economies in transition, like India, are more complex. Low female labour force participation remains an abiding concern as the economy undergoes structural shifts. India's labour force is moving out of agriculture where their contribution may be understated in current systems of evaluating economic output. India's 'industrial revolution' is ahead of it, with an established effect on paid employment for women. Yet, college enrolment by women has overtaken that by men, a reflection on societal expectations around women in the workplace.
