The National Investigation Agency (NIA) has arrested Lunminsei Kipgen for his alleged involvement in the killing of four civilians in Manipur's Bishnupur district. This is the first arrest in the gruesome civilian killing case in Manipur. The arrest was made under relevant sections of the law. Further investigation is ongoing by NIA in connection with the case.
