Man, 25, arraigned in fatal shooting at New Brighton memorial

STATEN ISLAND, N.Y. — A 25-year-old man was arraigned Tuesday in the fatal shooting of Cedric Black at a memorial site in New Brighton.
Tyler Carmon, of Manor Road in Castleton Corners, was arraigned in Criminal Court in St. George on charges that include murder and criminal possession of a weapon.
He has been remanded to jail.
Black, 34, was attending a memorial gathering on Jersey Street near Crescent Avenue on Sept. 15 in honor of a 21-year-old man in the neighborhood who suffered the same fate a day earlier.
