The Trump Administration will try to sell a sweeping budget plan to Congress Today that includes big cuts to medicare and food stamps and an increase in defense spending. That message is still drowned out by the uproar over abuse allegations against a former senior white house aide. President trumps press secretary read a statement yesterday condemning Domestic Violence. She said it was dictated by the president who has made other statements praising his former staff secretary, rob porter. Porter resigned nearly a week ago, but there are still Unanswered Questions today about what the administration knew about his alleged abuse of his two exwives. The white house remained in a state of turmoil as continued internal speculation was rife about the future and job security of white house chief of staff john kelly. The nature of that conversation remains a mystery as does how much the white house counsel, don mcghan, shared with kelly about the underlying abuse allegations and their relationship to porters pursuit of a full security clearance. The White House Security process is the peak of what the problem is throughout the government. Jeff has more. Good morning. Reporter the white house blamed the fbi for delays in the security clearance process. A sign of strain between the bureau and the white house, the fbi said it just conducts the background checks. It does not grant security clearances. So help me god. Reporter nearly 13 months into the Trump Administration, more than a dozen top officials are working with an interim security clearance. Among them, the president s soninlaw, jared kushner. Rob porter was on that list until he resigned last week amid allegations of Domestic Violence. To me it suggests a breakdown in the security clearance system. Reporter chris wecker is a former assistant director of the fbi. He says some officials in the Clinton Administration relied on interim clearances but that it is unusual for so many officials to not have full security clearances at this point. To have somebody with an interim security clearance for over a year seems excessive. It defeats the purpose of having a security clearance process in the first place. Reporter he says within fbi headquarters, there is a special unit called spin or special inquiries. It handles White House Security clearances which are designed to be expedited in about 45 days. Once the fbi completes its investigation, findings are handed over to the white house which has discretion in approving security clearance. Lisa brown was a staff secretary in president obamas white house. You want to make sure that they arent working for a foreign government, that they are upright and honest person, that they arent somehow going to be susceptible to blackmail. Reporter and that is why the security clearance process is essential for any white house. Nancy, what are the priorities do you think in the president s budget . Reporter well, they certainly want to enact some cuts to domestic programs. Whether theyll be able to do that remains to be seen. Certainly the budget director, nick mulvaney, is going to make the cased to n conversations with members of case today in conversations with members of the house and senate. Hes going to sit down with them and go over this plan that calls for 4. 4 trillion in federal spending in 2018 and 2019. Setting aside 18 billion for a border wall, and about 200 billion for infrastructure. The proposal would also cut about 500 billion over ten years from medicare and about 200 billion from the program that provides food stamps. Even with those cuts, the budget would still add about 7 trillion to the deficit by 202 which is something that some fiscal conservatives will find difficult to handle. The reality is that the senate struck a budget agreement last week that would cover the next two years. So the chances that any of this is going to get turned into legislation and then into law is pretty slim right now. Oh, boy. Nancy, heres the question for you Mitch Mcconnells opening up the senate this week to an immigration debate. Do you think that they could reach an agreement . Whats the thinking on the hill . Reporter well, theyre going to hold a series of votes over the next couple of days on partisan and bipartisan issues. For example, one of the first amendments up is going to be this proposal from a trio of republican senators, cotton, grassley, and cornyn, that allows the path to have for dreamers in exchange for increased Border Security and changes to immigration rules that democrats argue will severely limit the number of legal immigrants who are allowed to enter the u. S. Those democrats say they do not believe this plan can get the 60 votes needed. And frankly, theres a lot of pessimism now that any of these plans will get the 60 votes necessary to advance whatever comes out of the senate to the house. All right. The Justice Department allocated a 10 million budget for the the special counsel in fiscal 2019. The special counsels office will stay open through the trial of former Trump Campaign manager Paul Manafort and his business associate, rick gates. Online retail giant amazon says it will lay off employees at its seattle headquarters. The Seattle Times reports the cutback will affect a few hundred people. 40,000 people currently working at amazons headquarters. The company says its hiring aggressively in some areas and will consider those affected by the layoffs for other roles. Is there a particular demographic thats susceptible to the crimes . The truth of the matter is the victims tend to be well educate, and unfortunately, have some kind of emotional vulnerability. In 2016, about 15 of adults said they had used an Online Dating website or app. After a relationship is established, a scammer will send gifts, poetry, flowers, and then make some longterm plans such as going on lavish vacation or marriage proposals. The budget framework increases military spending include being 35 billion for modernizing the nuclear arsenal. The Senate Continues its immigration debate today hoping to find a compromise before daca protections end in march. One of the bills that lawmakers are considering is the secure and succeed act which closely mirrors the white house plan. It offers a pathway to citizenship for nearly two million immigrants. In return, the bill calls for 25 million for a wall and Border Security, limits to familybased immigration, and an end to the diversity visa lottery program. Senator tom cotton of arkansas is one of the lawmakers who introduced the bill. Hes also a member of the Senate Intelligence committee and joins us from capitol hill. Good morning, senator. Let me start with your immigration bill. Can it get 60es which is the threshold there in the senate . Reporter i hope so. Well see when we have votes in the senate this week. As you know, its unusual to fre lots of senators want it. Now that itsre, some senators are nervous about it. Heres what i do know about our bill its the one bill that can become law. We shouldnt be focused on passing a bill out of the senate. We should be focused on passing a law. Something that can get the majority vote of the house and that President Trump is willing to sign. And this framework legislation is both generous, as you say, it gives legal status and ultimately citizenship to almost two million young Illegal Immigrants who are brought here through no fault of their own. But it deals with the negative side effects, as well. It helps secure our southern border and ends the practice of extended family chain migration. I think thats a sensible and coherent package, and i hope we can get 60 votes. You cant get any democratic votes for your bill to get it out of the senate. So youre focused on passing a law, but its not going to get out of the senate which means it wont be a law. We wont know until we put it on the floor and have the votes. But there are other bills that could get 60 votes. Report thearent arent ther . Im doubtful because many senators know it cant pass the house of representatives and that the president will veto them. Again, if were focused on what we can actually turn into a law, what will solve the problem, give Legal Protections for these young Illegal Immigrants but also secure our border and end the practice of extended family chain migration, this president the president s framework bill is the one bill that can do that. Senator, let me ask about how some of our nations most important secrets are being handled at the white house. The president s former staff secretary, do you know what type of security clearance he had . I do not. I understand from the media reports that it was an interim clearance. You know, these background checks can tame time especial can take time especially if theres red flags and the fbi has to go through that. You generally wait until the fbi reaches final adjudication before making a decision. Clearances should not be inla interim, they should be permanent. If an employee receives an interim security clearance, they cannot be given a special, sensitive job. That requires a whole different level of clearance. Top secret, special compartmentalized or code word. The fact that rob porter did not have the special clearance and yet handled the nations top secrets every single day, almost every hour, did the white house mishandle our top secrets . Im not familiar with all of the details of the security clearance process that mr. Porter went through or his background checks. I will say that like President Trump, i have 100 confidence in general kelly in conducting this job and making sure the white house is run in an effective fashion. Are you concerned that some of the officials in the white house that dont have security clearance like jared kushner, for instance, are dealing with some of the topsecret materials . Does that concern you . Is that okay with you . Well, again, im not familiar with the background checks for all of these individuals or where they stand. Were not talking about the background checks. Were asking are you okay with that process . Lets stick with that. Are you okay with the process . Ultimately its the decision that the president makes based on the fbis final adjudications of the matters. The fbi can take time. Theres especially in the first year of a new administration. Takes a lot of time to go through the background checks. Cbs and other organizations are reporting that the fbi handed over their background checks on rob porter this summer. It was at least eight months ago. The the white house has known about these Domestic Abuse allegations. Did it turn a blind eye . Its my understanding the white house did not know all of the details. They did understand that there were delays in that individual background chercks, others, as well. When the background checks are ongoing, you dont get every new allegation thats been made during the research. You wait will in the fbi presents the wait until the fbi presents the final research. I have 100 confidence in general kelly as President Trump has said he has in general kelly, as well. In some democrats are calling for some democrats are calling for an investigation into the matter. Do you think its necessary . I havent heard for the calls. I think its always important that we make sure that the fbis operating in an effective manner, that its getting work done expeditiously and that classified information is handled in an appropriate fashion. I know you have a hearing today at the Senate Intelligence committee on some of the Global Threats out there. Youll get to question the director of intelligence, the head of the fbi and cia. What are you hoping to learn . Whats your biggest concern . Weve heard a lot of reports from senior military commanders over the last couple of weeks, the Armed Services committee and the National Defense strategy that they think the greatest threats we face are now once again Great Power Competition like russia and china. Terrorism remains a serious threat, but were beginning to move our military back toward the posture where its ready to confront chinese and russian threats. I want to talk in particular with our intelligence agencys head with b h head about how they see the threats and how they are dealing with agencies to counteract the threats. The Senate Intelligence committee is hearing testimony this morning on threats to america from all around the world. Senators are questioning the director of National Intelligence and the chiefs of the cia, the National Security agency, and the fbi. They are also expected to ask about fbi tactics in the russia investigation. Former cia director leon panetta also served as secretary of defense in the Obama Administration and chief of staff for president bill clinton. Hes in washington this morning. Secretary panetta, good to see you. Thank you very much for joining us. Nice to be with you. You have had such an interesting perspective in your different roles. I want to ask in particular about how the nations top secrets are handled inside this white house given the recent allegations against the former staff secretary, rob porter. Is it unusual to have someone who doesnt have a full clearance handling this type of intelligence . Its unusual this far into a new administration. Its over a year that this administration has been in office. And normally because of the priority of getting security clearances to those that have to be involved with top secret and highly classified information, is usually a priority thats focused on. So i think the fact that there are still a number of individuals that dont have a full security clearance is a real problem. And hopefully it will be dealt with. But it creates a risk because individuals are going to see highly classified information coming across their desk, and it creates a risk that they could see that. I want to ask about the role of chief of staff because you have been a white house chief of staff. Its our understanding, cbs news is reporting that the fbi finished their background check on rob porter in the summer and gave that information to the white house. And one official is saying that rob porters interim clearance would have expired last month. So says this, the fact that chief of staff kelly, a former military officer and former secretary of homeland security, would not have seen this as a problem is staggering. I have a graphic for this. He would know better than anyone that managing highly restricted information is essential to american National Security. Every person who has accessed the most sensitive pieces of intelligence must be supremely trustworthy. Do you think that this white house is allowing someone without the proper clearance to handle some of the nations top secrets, and is kelly culpable . Somebodys dropping the ball, thats for sure. These investigations should have completed. And john kelly is a marine general. He understands the importance of getting these clearances done. I cant believe that more pressure has not been brought on those involved to complete this and try to get everyone cleared so they can get on with the business of the country. I think, you know, if you you are looking for where to place blame, i think everybody bears some responsibility here. Its not just the chief of staff. Its others who should be asking where is my security clearance, and shouldnt it be completed rather than standing back and allowing this interim security clearance to take effect. That just is a bad way to do business. You were told you told npr in the past you were war worried about kelly because hes. A politician but a marine with a military background. What are you concerned about . You know, john is somebody who is first and foremost a marine. Hes very dedicated to the country. Im sure hes dedicated to whoever is commander in chief. But john is not a politician. And he probably doesnt want to be a politician. Why is it important to be a politician i . Particular case . Politician in this particular case . You know, a chief of staff has to be careful about what he says and how he says it because the most important thing is that the chief of staff should not become the headline. A chief of staff should, frankly, stay in the background. And recognize where the land mines are in terms of Public Policy and also press policy. Thats thats just something hopefully john can learn. Secretary panetta, the New York Times reports that theres a 34 turnover rate in the white house. Rob porter is one thats been out the door. Given your experience across all of government, how does an Administration Work when you have that kind of turnover . When does the team get on the field and operate as one voice if everybodys turning over that fast . You cant you cant field the Football Team 30 of the players are not there. Thats just a reality. And the same thing is true for the white house. And for the administration, for that matter. I think its really important that they fill those jobs that involve the kind of responsibility that an administration has to exert if theyre going to do the business of the country. How can you do the business of the country if you dont have key people in place . It just it just is not going to happen. One or two people cant cover all of those bases. Thats just a reality. I think its incumbent upon the administration, incumbent upon the personnel people there to get these jobs filled so that they can do the business of the country. All right. And with many millennials tired of impersonal Text Messages and social media posts, greeting Card Companies see an opportunity. We should throw a party, but lets not invite anyone else. Reporter at key coffee in kansas city, missouri, they tucked their bright green machine into the corner. This is the big statement piece. I love this. Its like a gumball machine for awesome people. Reporter bought off craigslist, they bought and refurbished vintage snack machines to sell cards around town. I like to observe people, observe the ways they say things and put twists on it. Reporter gone are the holidayspecific captions. Mel is in charge of the artistic vision, while mike writes the messages. Reporter more than 6. 5 billion greeting cards are still sold a year. But the industrys revenue is declining. Before the internet came in, the greeting card industry was really booming and growing. Is it safe to say its kind of flattened out . Yeah. I think thats safe to say. Our card category overall has been stable. Reporter lindsay voy is hallmarks chief marketing officer. She says in terms of card spending, millennials are the Fastest Growing group because when they buy cards, they spend more money on them. Weve seen that millennials are growing into that magic life stage for cardsending. Maybe youre setting up households or having kids, doing the things that expand your relationships. Reporter millennials are hitting the sweet spot . They are absolutely hitting the sweet spot. Reporter although you wont see it anywhere on their cards, easy tiger is fully funded by hallmark, launched out of a project to target millennials. Millennials are seeking cards to speak in a more authentic way. Reporter amy mcdowells first attempt at a greeting card read more like an awkward text message than a valentine. I know were not, like, together or anything, but it felt weird to not say anything. So i got you this card. Its not a big deal. Doesnt really mean anything. There isnt even a heart on it. So basically its a card saying hi, forget it. Reporter now her biggest customers women 25 to 34 can buy cards that feel and sound more like them. I think that millennials are revitalizing the industry. And we want a card to be a standin for what the best version of ourselves would say. And so i think that the more that we can speak to millennials, the more theyll buy them.
