Tonight i talked to the homeless man. He tells me hes not a violent guy but that he definitely had some concerns. He wanted to talk to mayor Michael Nutter about. This video shot by an eyewitness and first aired on cbs3 shows a homeless man cursing at and getting into a tussle with a member of the mayors security detail and mayor Michael Nutter himself gets involved. Tuesday night i showed the video to 56yearold george kramer. Did you have any intention on harming the mayor. Hell no no, no, not at all. Things turned pretty quickly. Reporter nutter down played the confrontation tuesday night outside his City Hall Office where just across the street kramer has been spending a lot of his nights often sleeping underd stairwell on the concourse next to the Municipal Services building in the video nutter can be seen pulling creamer off the Police Officer and helping subdue him. Stop it. Stop. In my pain role here, quite frankly it was really just try to calm him down. Reporter kramer says the homeless in the city are running out of places to stay. Do you fear youre going to be forced out of here for when the pope comes . Yes. Were going to be forced out of here when the pope comes. Reporter what about a shelter . Shelter is not a nice place. Reporter the altercation happened monday after the mayor and some city officials were there talking about issues related to the concourse but a spokesperson wouldnt go into more detail. For his part mayor Michael Nutter says he has no plans on increasing his security detail. Im seven and a half years never had any kind of situation and i mean, again, i was not harmed, i was not threatened, i didnt feel threatened. Im from west philly. I can take care of myself so. It is a warm and muggy night out there and once again, we are tracking storms. These are expected to dump drenching rains across the region so we go top meteorologist kate bilo who is closely watching the timing on these storms. Kate. Jessica the biggest threat with these storms will be heavy downpours and you can see the storms as they are firing up off to the west do have a lot of heavy rain with them right now. We want to watch this area right about here just west of d. C. Thats going to be lifting into our region overnight and some spots could see locally heavy thunderstorms. Then another line of them will come through tomorrow afternoon. So right now skies are clear but clouds are starting to build in and weve got these heavy showers off to the north. This batch misses us to the north and another round again coming in through the overnight hours. Lets take a look at future weather. Well time it out for you. 3 a. M. Showers and thunderstorms, maybe strong storms especially in southern delaware. That moves out. I think we start off tomorrow morning with clouds, some sun maybe a couple of spotty showers in the afternoon. Another threat for showers and thunderstorms does look like the greatest risk will be east of philadelphia down the shore and into portions of delaware and notice the yellow, the orange shading thats an indication of some very heavy rain with any one of these showers and storms and at 5 00 p. M. For the evening commute they are still around. Again like today they are not everywhere but any spot that does get stuck under one of these storms will have slowdowns on the roads possible ponding and blinding rainfall that could slow things down. Wednesday scattered showers and storms at any time. Some with localized downpours. Poor drainage flooding will be a concern as well as slow travel across the area. Temperatures still very warm and steamy right now. These showers and storms have a lot to work with. 78 at the moment in philadelphia, 77 in wilmington and 76 in trenton but with dewpoints in the 70s it is oppressively steamy out there right now and this is providing all the fuel for these heavy showers and storms to pop up. Coming up better news for the end of the week. Jessica back to you. Kate thank you. A freak accident along the Wissahickon Creek in east falls claims the life of a fisherman tonight. The 53yearold was fishing with friends near the 4900 block of ridge avenue and got a snag on the line. Eyewitnesses say when he went waste deep into the water to unhook the fishing line he slipped and fell. Were told the water in that area is around 25 feet deep. A philadelphia Police Officer is now in custody for charges including conspiracy and obstruction. Only Eyewitness News was there when officer robert penn surrendered to authorities today. The charges stem from when penn was shot off duty in march of 2014. Hes accused of paying his former brotherinlaw to implicate penns current wife in the shooting. The 25 year veteran has been suspended from the Police Department for 30 days with intent to dismiss. President obama is back in washington, d. C. Tonight after visiting philadelphia for the Naacp National convention where he spoke about criminal justice reform. Eyewitness News Reporter david spunt is at the Convention Center with more on what the president had to say there earlier this evening. David. Reporter ukee, the president left this area earlier this evening back in d. C. But he made some news when he was here at the Convention Center. He said he wants to change things for certain inmates make things easier and he said ultimately it will help the american taxpayers. Reporter the president walked onto the philly stage to a supportive crowd and he didnt take long to get town business. All right everybody have a seat. I got some stuff to say. Reporter president obama laid out his plan to make changes that would help nonviolent criminals. Over the last few decades weve also locked up more and more nonviolent drug offenders than ever before for longer than ever before. Reporter the president made the case to allow excons to vote and loosen solitary confinement programs found in american prisons he argued putting nonviolent offenders behind bars doesnt protect americans it breaks their bank accounts. Every year we spend 80 billion to keep folks incarcerated. 80 billion. For 80 billion we could have youve universal free school for every three and fouryearold in american. Reporter we spoke to philadelphians who have mixed reviews on the president s plans for nonviolent criminals. Theyre not hurting other people. I think it should be the way it was stay like it was cause if you did something you o should be penalized for it. I dont think prison sentences are a great way to try and curb drug use in the first place. Reporter after addressing the convention the president made a stop in Rittenhouse Square for a private dnc fundraiser. Just before 7 30, president obama left for air force one. On thursday, the president will travel to oklahoma to a federal prison to visit with inmates to talk about what he mentioned here tonight in philadelphia. Earlier the president praised a landmark deal to limit Irans Nuclear program. Tonight congress is deciding whether to go along with it. After nearly two years of talks diplomats from the United States iran and its partners announced the agreement in austria today. Iran gets relief from economic sanctions in return for opening itself up to inspections. Israel says it opposes the deal because iran continues to seek its destruction. Congress has 60 days to review the agreement. New video tonight of a small plane making an Emergency Landing on a highway in stafford township ocean county. In this video from Stafford Police you can see the plane landing safely is on a grassy median on route 72. The plane which was carrying five people including sky diving students lost power shortly after takeoff sunday. One person was treated for a small cut but no other injuries were reported. A south jersey man is recovering tonight after a tree fell on him and trapped him while he was working. This happened on loucroft road in haddonfield this morning when the 52yearold private contractor was trying to take down a large branch. Instead, the tree fell the wrong way trapping him in the bucket of his truck. After two hours of intense and dangerous work, emergency crews were able to rescue him and secure that tree. I just kept telling him to hang in there and that we were going to try to get to him as quickly as possible but we had to make sure that the limb was secured first. He had a severe injury to his left leg. Officials say the contractor is in critical but stable condition. A former Church Official convicted for his handling of priest sexual abuse complaints is no longer at a philadelphia jail that pope francis plans to visit. Monsignor lynn is serve throwing years. Hes been held at the citys cure ran fromhold Correctional Center but his lawyer says hes back at a state prison near scranton. Pope francis is scheduled to visit inmates at Curran Fromhold during his trip in september. The Delaware River Port Authority says it will approve a commuter discounter for frequent bridge users starting tomorrow. Ez pass holders will get a 18. Enrollment is automatic for ez pass holders. The discount is expected to rollout within three months. A local man thought he was donating money to help veterans learn how to fly. To do Something Like that its just low, very low. Authorities are hailing a teen as a superhero after she survived a Small Plane Crash in washington state. 16yearold autumn veat managed to hike alone through rugged terrain for two days. She told the 911 operator she escaped with minor injuries and her step grandparents died in the crash. We crashed and i was the only one that made it out. Okay. Made it out from the collision or survived. Yeah, the only one that survived. Friends say she is expected to be released from the hospital soon. Search teams have yet to locate the wreckage or the step grandparents. A man claims he was spearheading a special effort to help veterans. This raffles brought in big bucks, more than 100,000. But the iteam Charlotte Huffman takes a closer look to find out if the money is really going where its supposed to. Reporter jason is a licensed pilot. He claims to be helping out veterans but is he . He runs winged warriors which according to his Facebook Page is a california based Nonprofit Organization which raffles off planes to raise money for no cost Pilot Training for active and retired military. Individually theyre 50 bucks each. Reporter jim from Atlantic County bought one. Well, anything that we can give back to the Service People that gave to us i thought that was a really great thing. Reporter others thought so, too and raised a lot of money including 8,720 from people new jersey, pennsylvania and delaware. According to documents obtained by cbs he brought in almost 175,000 selling nearly 4,500 tickets to people all hoping to win this beechcraft sierra. But he never owned the plane that he claimed was being raffled off. We own the beechcraft. Reporter bob hancock owns it. He had his plane up for sale and even cut the price when he offered to buy it for the raffle. I thought it was awesome. Reporter but all three winged warriors checks bounced and the transactions never went through. Cat ya Franchise Tax board says winged warriors is not even recognized as a charity and the California Attorney Generals Office says its not registered to hold raffles. We alerted him. How does that make you feel. Made me sad cause to do Something Like that its just low, very low. Reporter so, our sister station in l. A. Tracked down him. Can you prove you trained 25 vets . Other spots didnt get anything at all and that the kind of what were looking at for tomorrow another round of those heavy downpours and its another steamy day on the way as temperatures rise to the mid 80s but dewpoints hold in the 70s. Thats where they are right now and it does not feel very comfortable outside whatsoever. Lets take a look outdoors, though and you can see the boardwalk still all lit up. Theyve taken off the lights on the rides the ferris wheel shut down in ocean city right now but still a lot of people out on the boardwalk. It is sticky down the shore. Boy, warm and humid. Stay dry there today but tomorrow i think down the shore well have a better chance of a few of these heavy showers and storms popping up. But with the showers and storms you also get the good stuff as well like this photo from one of our Eyewitness News watchers doug that sent us a shot of the rainbow after the storms moved through this afternoon. Speaking of storms heres what we have. One line moving away from us into the carolinas. These showers and storms firing up over pennsylvania. This line right here, this is the front that will push through tomorrow. Once this moves through what was clear things out and this clear air back out to the west thats comes in for us. Down near washington, d. C. These will be lifting in as we head through the overnight hours and theres a marginal risk for Severe Weather in portions of south jersey and northern delaware an slight risk in southern delaware so some of these storms overnight could pack a bit of a punch. Dont be surprised if you wake up to downpours strong winds and flashes of lightning and rumble of thunder outside. Temperatures right now are holding in the upper 70s. Were at 78 the at the airport, 77 in wilmington but again the dewpoints making it feel a whole lot worse. Been a pretty wet summer but hasnt been that was hot. Only 10 days above 90 degrees so far this year. This time last year we had 11. 12 in 2013 and look at 2012, 21 days above 90 by july 14. At least were not suffering through the heat but the humidity is here. It will be around tomorrow with showers and storms at least until that front moves out by tomorrow evening i think well try to clear it out and then thursday the humidity drops, High Pressure builds in, its less humid its sunny, its a fantastic day slightly below average temperaturewise. Overnight mainly cloudy and muggy with that shower, 72. Maybe a thunderstorm in spots. For your wednesday humid scattered showers and storms again most likely east of philadelphia but we cant rule them out anywhere. In fact i could see a storm around the city right around rush hour tomorrow evening. But keep that that in mind. Plan accordingly. Make sure you have that umbrella with you. Thursday and friday beautiful and then it steams up again over the weekend but its a great pool weekend a great shore weekend and not a bad summer weekend all around. That sounds nice.
