Whats the forecast look like today . A little drizzle, not much, but a little. Yes. This will be this afternoon into this evening. Uh, if youre going to go to the mountains, i would go now because by the time if you go later, youll run into a heap of problems there. 40s, 50s on the temps, our systems on the way. But it still has a ways to go. But in advance of that, yes, there is some drizzle, but we will take a leap back into winter for sure for about the next five days, if not longer. Morning overcast. Drizzle, light rain for some, mainly to the north. But really this system is later, not sooner. Much cooler though after a warm day yesterday, were back into the 50s or low. Low 60s. All right sal is here. 401 so far so good. Yeah, so far so good. But things might change. As you know, steve, and were going to be watching you leave the house this morning. Its not raining. It might be raining when you go home. So keep that in mind. Right now we have a nice looking commute at the bay bridge. Interstate 80 looks good. Uh, speeds are up there. Just be careful. Sal, caltrans is warning drivers not to head up to the sierra ahead of this big storm. Were keeping an eye on. But some people are rushing to get there. Any way to get to get some runs on the slopes . Ktvu joey haller talked to skiers and snowboarders happy for the snow. Last minute preparations are underway wednesday night ahead of the next round of snow in the sierra at Sports Basement in berkeley. Skis are being ground down and waxed up. Snowboarders and skiers are getting ready to head up the hill up to tahoe for the weekend. Tim finnegan thinks hell beat the incoming snow. Hes headed up thursday afternoon. Well see how much of it stays open. Um, worse comes to worse. Well just ski the Lower Mountain. Alex posey hasnt seen snow in a couple of years. Shes renting skis for a four day snow trip. Were going to try to ski. Were heading up tonight, actually, to try to miss the storm and then staying through sunday. Hopefully the roads will be clear by then and we can drive back down in the evening. Others are in search of the most extreme weather they can find, because its going to be freaking gnarly. Its going to be really bad up there. Michael steinberg has years of storm chasing under his belt. Hes prepared for the worst, including getting his truck stuck in the snow and being stranded for hours. I got sleeping bags, hand warmers, lanterns, flashlights, a bunch of nonperishable food, a bunch of water, anything that i can survive on for at least 24 to 36 hours. Palisades tahoe is preparing for slick roads reduced visibility and closures on mountain passes. The ski resort is telling people not to give in to powder panic because they plan to be open until at least memorial day. Finnegan isnt waiting, but plans to play it safe. They just put chain controls. Weve got chains for the front tires and take it slow. I think its 25mph. Caltrans is advising people to skip this storm and avoid mountain travel altogether. If youre not prepared, you dont have to be out there. Dont go after those headed up to the sierra. Caltrans does have an active list of road closures and chain control areas on their website. People who live in the sierra are stocking up on supplies for this weekend, and grocery and Hardware Stores are busy with customers. Theyre buying food, warm clothing, a winter boots, snow shovels and batteries in truckee, workers at Mountain Hardware and sports are helping the locals and the visitors get ready for this storm. Its the gamut. So were, uh, shovels, tire chains, uh, ice melt generators, lanterns, flashlights, batteries. Um, anything that you can think of that somebody would need for a power outage or a severe storm. And they are coming in for it. And longtime residents are telling visitors stay away. And that this weekend is not the right time for a casual visit because roads are going to be messy, even if the area gets half the amount of snow thats been forecast. Pg and e is preparing for the storm and expects the wind, rain, and snow to cause Power Outages. Pg and e crews are in place in areas where theyve had trouble getting to in the past because of debris and snow. Pg and e also has helicopters and snow cats ready if needed, and customers in remote areas are warned that extended Power Outages are possible. All right, pam, time is 405 happening today. The third snow survey of the season, conducted by the California Water resource department. Theyre going to do it in the sierra at the phillips station off highway 50. Now, the last survey on january 30th showed the snow was 29in deep with a snow water content of ten inches, an increase from the first survey of the season, which showed three inches of water content. But the Sierra Snowpack makes up about a third of californias water supply. And just a reminder for you, you can download the ktvu weather app to stay up to date on the storm. The four finalists for Oakland Police chief will introduce themselves during a special meeting of the Police Commission at oakland city hall. However the person in charge of choosing the next chief will not be there. Mayor shengtao, in a letter sent to the commission, said she will not be there. The letter also said some potential candidates declined or withdrew their applications when they were told they needed to attend tonights town hall meeting. Taos letter reads in part, quote, a forum identifying candidates places those individuals at unnecessary risk with their current employer. It may also force oakland to enter into premature bidding war with an individuals current employer, if they feel strongly about retaining them. Now these are the four candidates finalists, all of whom have question marks. Assistant Cincinnati Police chief lisa davis reports. Reports indicate she has been repeatedly passed over for cincinnati chief. Theres also former lubbock, texas, police chief Floyd Mitchell after he left after his department was accused of not answering 911 calls. Luis molina is assistant deputy mayor for Public Safety in new york city. He is accused of failing to improve city jail conditions and former San Leandro Police chief Abdul Pridgen, who is accused of violating Department Policy and who tao rejected when he was on the commissions first candidates list. I dont know if anybody inside wants the permanent job because they see the politics all the things that go on there. This job is almost impossible to do. Its going to take a unicorn to do it. That somebody has got to be incredibly special, unique, charismatic, great with the community. Tonights Police Commission meeting is open to the public. People can also participate through zoom. It starts at 630. Our time is now 408. A Marijuana Dispensary in healdsburg is suing the city because it was not awarded a license to open its business in healdsburg. Right now, mercy wellness operates dispensaries in cotati and santa rosa. Last year, it joined eight applicants applying for licenses to operate in healdsburg, but the city approved licenses for two other companies mercy wellness and its lawsuit argues that healdsburg should reexamine the way it awards, permits and licenses, and the Company Claims it was denied a permit even though it scored better than the two businesses who were awarded permits. Both President Biden and donald trump are heading to the us. Mexico border in texas today. Biden will be in brownsville. Trump will head to the town of eagle pass. Its a sign of how central immigration has become an important point in the 2024 campaign, with record high illegal border crossings back in december, customs and Border Protection numbers show a 50 decline. Oakland in there. So half moon bay. So there will be some pretty good rainfall totals. But again, this is this is really all about the mountains and the snow. And blizzard warning is out. 5 to 12ft of snow is possible between today and well later today and going into sunday. And take a look at the snow forecast. Just keep marching upwards up. Oh my goodness look at that. I mean thats multiple feet at lake level. And so i mean this is going to be one heck of a system here. The forecast model is actually trended colder and even wetter or snowier if you will. We get a break here in the morning. There is a little drizzle south wind, southwest wind and front direction. Initially the snow level will go way up due to a strong south wind, but rain returns today and then itll pick up again even more so friday into saturday before finally letting up late saturday into sunday. Our time is 415 as we celebrate black History Month, were also highlighting a tradition that celebrating its 40th anniversary this year and has roots in the bay area. Ktvu Jana Katsuyama takes us to the bay area ranch that hosts the bill pickett invitational rodeo tour, celebrating the often overlooked legacy of our nations black cowboys. When jeff duvall comes to rally ranch in castro valley, its like stepping into the history the rodeo came here in 1984 at rally ranch, and weve been here ever since. And hes not talking about just any rodeo at the bill pickett rodeo. The theme of the bill pickett invitational rodeo is the greatest show on dirt. Because because we are literally doing everything on dirt. Its a National Touring rodeo for black cowboys and cowgirls, now celebrating 40 years. Even though one out of every four cowboys back in the west was an African American, we were left out of the history books. Duvall manages the oakland event, which was founded by one time berkeley resident lou wilson. The san loved rodeos, but he noticed one thing was that he didnt see any blacks, any black cowboys, any black cowgirls, any black participant in the rodeo at all. The san did some research, and thats when he discovered bill pickett, a black cowboy born in texas in 1870 and pound for pound, was one of the greatest cowboys the world has ever known. Duvall says pickett was the inventor of whats now known as steer wrestling, but for so long in american society, blacks could not ride in all white rodeos and were all but invisible in american movies and history. The only western people that we saw were, of course, nonAfrican American. You know, roy rogers, gene gene autry, an america that denied an equal place for black cowboys in history and for black americans who grew up watching those film depictions of the west being 75 years old, i came through the jim crow period. I remember going to the movies where we had to only be upstairs. We could never be in the main part of the movie theater. Louis vuitton decided to change that narrative and form the rodeo he named after bill pickett. The rodeo has grown and so has interest in the history of black cowboys at the African American museum and library at oakland. There is an entire archive of photos and documents being preserved showing the black cowboys going back to the 19th century. Their stories are so often neglected and not collected, and become lost. Now that history and the dream of the san, who died in 2015, is riding strong, weve been to 33 cities across the country. We right now do, um, ten shows across the state. Margo wade, la drew and other rodeo staff have expanded to National Tv Broadcasts and say their determined to keep the show on the road. We want to continue this legacy for 50, 60, 70 years as a living link to black history, to american history. Love is on as a visionary, even when even for lou to see what is the rodeo is today, i think he would well up in tears. After everythings said and done, theres multiple systems here all the way through next wednesday. But the amount of snow, i mean, theres some projections of 150, 200in over the next two weeks or so. So Shasta Lassen, about 3 to 5ft. Donner pass 6 to 12 would not surprise. And above that, even ten, you know, maybe 12 to plus if you get above 7000ft in the lake level looks like 4 to 8 now. I mean it really looks impressive here. So if youre going to go, go now youre on your own. If you go later, thats for sure. 50s on the temps to near 60 on the temps. All right. Thank you. Sal, a local High School Student athlete is recovering from life changing injuries after a snowboarding accident over the weekend. Ktvu is amber lee talked with him and his family about what happened and the challenges ahead. I caught an edge and i was trying to avoid this tree, and then i caught another edge and went boom right before i just stopped. I could not feel my legs. Blake mendenhall of napa spoke with me while recovering in a reno hospital after he crashed into a tree while snowboarding at a tahoe ski resort sunday afternoon. Now, his parents are by his side, along with his favorite nurse, family members say he severed his spinal cord and cannot walk despite his life changing injuries. The 15 year old is upbeat even if somethings going wrong or youre getting hurt. What i realized from how much pain and suffering ive been through is to just never give up, never back down, the family, says blake, has undergone multiple hours of neurosurgery and has rods holding his spine together, and the way he handles it completely changes the way i start to think about it. And he lifts me up at vintage high, blake is a talented athlete, excelling in many sports. His coaches and the community are giving his family support. Hes always smiling. Hes always just the sweetest kid. So this is blake, right here kicking the extra point. The ninth grader is the kicker for vintage highs freshman football team. Hes just going to work so hard to get to where he needs to be. Even going through this tragedy. Blake, wearing number 12, is also a soccer player, and he recently joined the golf team. He was supposed to be in School Monday to receive a special award for being an exceptional student athlete with a great work ethic. He was just awesome as a coach. Whether it be football, golf or soccer. You wish you had like 20 blakes. You know, with that kind of attitude on your teams. I miss you guys back in napa and cant wait, cant wait to see you guys again. And thanks for all that support and help. Blake tells me he will be receiving care at craigs hospital in colorado, which specializes in spinal cord injuries. Itll likely be months before hell be able to return home to napa. In the meantime, family members are raising funds to help with the expenses, including modifications that are now needed in his home in napa. San jose police now have a man in custody in connection with a triple shooting back in 2018, 26 year old Miguel Vergara perez was arrested at his home in rohnert park. Hes accused of shooting three men during an argument in 2018 at a san Jose Taqueria on almaden expressway. All three of the victims survived and that shooting was captured here on Surveillance Video. The video shows just how gruesome this act was committing this Violent Crime in a public area where multiple bystanders are located, including small children. And so you really see that in the Surveillance Video now, vergara, perez is now booked at the Santa Clara County main jail. Hes charged with attempted homicide, a ruling in Southern California says a Riverside County School District can require teachers to notify parents when a student identify as transgender. Now, in the same case, the judge says Temecula Valley unified School District can also ban race theory. In recent lawsuits, parents and students have challenged the districts ban on classes about racism or sexual orientation. Our time now. 435 in berkeley, officials at uc berkeley say it cost almost 8 million to secure and take control of peoples park last month. Most of that money was spent on building a perimeter around the park, with 2. 9 million spent just on that at cal also spent almost 4 million on Law Enforcement, with 1. 7 million of that spent on Police Overtime time and another 1 million was spent on providing services to the homeless who slept at peoples park. That amount does not include the bills from other Police Departments who helped out with seizing peoples park. Saint Vincent De Paul high school in petaluma is now working to stay open. The school needs to raise 400,000 by the end of march to cover an operating deficit. Saint Vincent De Paul currently has 170 students and 30 full time faculty. School leadership says the funds will primarily go towards paying staff. If our mission is about a faith based education that builds kids who think outside themselves and grow leadership skills, Service Skills, saint Vincent De Paul plans to use donations, grants and endowments to pay for future operating costs. But in the short terme, School Leaders say theyre just hoping to finish out the Current School year. Our time now. 436 the Health Ministry of gaza says at least 70 people were killed today in an israeli airstrike on a crowd of palestinians who were waiting in line for humanitarian aid in gaza city, 280 other people were wounded in that airstrike. Hundreds of people in gaza city showed up to collect bags of food. It was the first major human korean assistance in a month. The Israeli Military says its investigating that incident , with some students and staff. Walked out of an Oakland Middle School after a meeting in support of a ceasefire in gaza was canceled. In this country. Speaking in response. Free speech is free now. This walkout at Westlake Middle School was organized by the black Student Union of the school. They say theyre upset over the abrupt cancellation by the School District of a meeting over the weekend that was organized by the group, bay area labor for palestine. The School District has in commented on the student walkout or that canceled meeting. Police in el cerrito arrested a man accused of pushing a woman to the ground at a protest, stealing her israeli flag and then setting it on fire. This happened on january sixth at the san pablo avenue intersection with carlson boulevard and 36 year old Christopher Hussar from hayward is now booked into the Martinez Detention Center on one count of robbery, one count of grand theft, and one count of arson, a warning that the wildfires burning now in texas could devastate the countrys agriculture and ranching industries. There are currently 23 wildfires across texas, burning more than 1 million acres. An 83 year old grandmother was killed when the fires burned down her home. The sky just turned black. I mean, the smoke was so thick and luckily we made it out and into the migrant caravan, which i think was probably about 30 miles long. Its still emotional. Its this is our life. Thats for sure. As this system begins to move. And this is a cold system, cold air really wont arrive until late friday. Saturday but rain arrives today. Lower snow levels by saturday, 1 to 3, maybe plus inches of rain i think will take us into friday night. Saturday rainfall looks pretty good here again. Santa rosa gets an inch and two thirds. Thats easily three and a half parts of the Russian River, and i would think also around marin county, north looks to be the heaviest up into mendocino county. Blizzard warning has already started for the mountains. Travel likely impossible by the time we get to tomorrow, maybe even tonight, but for sure on friday and that goes until 10 a. M. Sunday. There will be 5 to 12ft above the 5000 foot level, and you can you can see for yourself on the forecast. It just keeps going up and up and up. I mean, look at South Lake Tahoe, 82in of snow is being forecast. Truckee 88, homewood 92. Snow level eventually plunge and crash all the way down to about the 2000 foot level. Maybe 1500 feet south. Wind will pick up here. Not too bad yet. Um, 40s and 50s. I think well be on the mild side. That south wind will make for a rising snow level initially. Then itll start to come down tonight and for sure itll really take a tumble friday into saturday. Just drizzle for us right now. Uh, rain returns, but it will be a colder system. But this is more about just drizzle in the morning and then rain picks up in the afternoon. Evening but for the mountains i mean theyre you know, this is no joke here. Some of if youre going to leave, go now. Dont go tonight i mean tomorrow i just dont think youre going to go very far. So system will dig in here and then a lot of instability with this. Maybe some thunderstorms but pretty good rain for us. But just an unbelievable amount of snow is being forecast over the next 5 to 7 days. Feet Shasta Lassen 3 to 5. Donner pass 6 to 12. And at lake level 4 to 8 looks likely into sunday morning. So for us, low overcast, some drizzle in the morning. But the system is really has a ways to go. 40s 50s for lows. Clouds increase. The wind will pick up and then rain develops later. So 50s to our low low 60s at best here. But get ready starts today and will take us well into the weekend, maybe even early next week. All right. Not long after, Officials Say that a Police Officer found the suspect vehicle on highway 24. They then sped off on camino. Pablo towards el sobrante. The Contra Costa County Sheriffs Office says that car crashed into another car that was going in the opposite direction on a seven year old child was in the suspect car. We dont know yet if anyone was hurt in that crash. A new report shows pursuits by San Francisco police are more likely to end in a crash than any other big city in the state. The San Francisco standard analyzed data from the california highway patrol. It found 41 of the 115 sfpd crashes as a chases, that is, between 2018 and 2021 ended in a crash. Thats compared to 22 statewide. This comes as San Francisco voters will decide proposition e now, it would change the Police Pursuit policy to allow officers to chase suspects in felonies and violent misdemeanors. Our time is 445 chrysler. Now recalling more than 300,000 Jeep Grand Cherokees because of problems with the steering wheel. Now, the recall is for chryslers. 2021 to 2023 Jeep Grand Cherokees. Ls and the 2022 to 2023 Jeep Grand Cherokee vehicles. Chrysler says that some of the vehicles may have bolts in the upper control arm that were damaged during the assembly process, and it can no longer it may lose control of steering. Chrysler expects to notify the owners of the jeeps in april and with plans on how to repair it at no cost, federal regulators are considering a new rule to prevent abusers from tracking victims through connected vehicles. Now, the majority of new cars can be tracked online, and that can make it easier for domestic abusers to track someone. The fcc is considering regulating the ability to track vehicles to protect those who might be at risk of being stalked or attacked. Our time is now. 446 a coalition of womens group accusing the Music Industry of not stopping sexual assault. Its now the womens groups released a 200 plus page report. It blames Record Companies for enabling and covering up sexual crimes. For years, this report lists dozens of complaints against Music Executives and major entertainers like r kelly, who were accused of sexual abuse. Every corner of the Music Industry that ive encountered have something in common powerful men who stood between me and my dreams. Now, that report is listing five demands, including no more nondisclosure agreements so Music Companies cant hide abuses they want to publish the names of those who are credibly accused of sexual abuse, and also established an independent Safety Organization. Also have mandated policy protocols and create a survivor bill of rights. San francisco is taking steps to better support victims and survivors of Violent Crime. The District Attorneys Office is adding trained victim advocates to two community organizations. The advocates will help victims and their healing process and make them aware of city resources as well. San mateo county will Lamonica Peters tells us, special teams will respond to Mental Health calls without the police for the first time in that county. San mateo county has awarded a 5 million annual contract to telecare corporation, which will work with local nonprofits. Star vista, to operate a new Mental Health response system. People can call 911, and specifically request this kind of response. And so it creates this pathway that didnt exist before. This is the first time San Mateo County will use specialized teams to respond to Mental Health calls without involving police. Callers will soon be able to call to request help for a family member, a friend, or anyone else, including themselves, and they will have five five mobile Crisis Response vans that will be located throughout the county at the ready for inperson response, and that will be a game changer. After calls are screened, staff will arrive in unmarked vans for privacy. Corzo also says police will not go out on calls unless deemed necessary for other safety reasons. The city of san mateos Police Department says since its Mental Health Response Program began in 2021, its clinician has responded to over 2000 calls. She has has access to resources that a normal Police Officer doesnt. Um, so over over the last couple of years, weve seen, uh, just a lot of success with, uh, the work that shes doing, San Mateo County says they expect response times for its mobile Mental Health program to be within an hour in central county areas and within 90 minutes along the coast. Social workers work miracles. Uh, you know, therapists work miracles, psychologists work miracles. Uh, they are skilled in deescalating situations. And that is, you know, one of the big hopes of this program, San Mateo County also says that it will roll out an Outreach Campaign that will let people know about this service and the hotline number. The board voted tuesday night. Theyre going to suspend the plan. It would have changed building codes to ban natural Gas Infrastructure in most New Buildings, and also require developers to use electricity as the main source of energy. The us court of appeals for the ninth circuit invalidated that same plan in berkeley last month, so Contra Costa County says its putting that requirement on hold, and the board chair released a statement it said in part, Contra Costa County remains committed to reducing the use of fossil fuels and buildings and continues to support the building of New Buildings using all electric technologies. Were eager to identify new and innovative ways to continue to pursue our goal of reducing Greenhouse Gas emissions from buildings. Snowfall rates of 2 to 5in per hour are possible 2 to 5, which means youre not going anywhere, trust me. But if youre going to go, go now. Because by this evening, everything will start to collapse. Decent little breeze here, but it will pick up later on. 50s on a lot of the temps here and 3938. So with a south wind, the snow level is actually going to go up, but then itll start to come down big time as we head into this evening and overnight into tomorrow. Still have a ways to go. People in the bay area are being told not to drive to the sierra this weekend because of that incoming storm. You heard with steve just said yes, but some eager skiers and snowboarders are heading up there anyway, trying to beat the worst of the storm. Now in berkeley Sports Basement was packed last night with shoppers making last minute purchases before they head to tahoe. Now, while they know the possible dangers on the road, they said they couldnt pass up a chance to ski and snowboard in record snowfall. Well see how much of it stays open. Um, worse comes to worse. Well just ski the Lower Mountain i got sleeping bags, hand warmers, lanterns, flashlights, a bunch of non perishable food, a bunch of water, anything that i can survive on for at least 24 to 36 hours. Now, the ski resorts are preparing for a slippery roads, low visibility and road closures on mountain passes. However, some resorts like palisades tahoe, plan to stay open until at least memorial day because of the expected heavy snowfall. Pg and e is preparing for the storm and expects the wind, rain and snow to cause Power Outages. Pg and e crews are in place in areas where theyve had trouble getting to in the past because of debris and snow. Pg and e also has helicopters and snow cats ready if needed, and customers in remote areas are being warned. Extended Power Outages are possible. All right. Our time is 503 happening today. The third snow survey of the season, conducted by the California Water resource department. Theyre going to do it in the sierra at the phillips station off highway 50. Now, the last survey on january 30th showed snow was 29in deep with a snow water content of ten inches, an increase from the first survey of the season showing three inches of water content. There are reports of a possible homicide in vallejo. Video shows Vallejo Police investigating a scene last night at about 7 00 at butte street in alabama street. The Solano County coroner was at the scene, and video shows a body being put inside a van. We have reached out to Vallejo Police for more information on the incident. We will update that story as soon as we get more information. All right. Bam at 504. Weve also tried to reach Berkeley Police to find out about a crash that may have injured a pedestrian in west berkeley. It happened yesterday afternoon around seven street in hines avenue near aquatic park. Our ktvu photographer recorded a dark colored mini cooper at that scene. The front windshield was smashed. The police taped off that area as they investigated, and they would not confirm if a pedestrian was involved. What some posts on social media say somebody was hit that scene was closed off for several hours before it reopened in the evening. Later tonight, the four finalists for Oakland Police chief will introduce themselves during a special meeting of the Police Commission at oakland city hall. However the person in charge of choosing the next chief will not be there. Mayor qingtao, in a letter sent to the commission, said she will not be at the meeting. The letter also said some potential candidates declined or withdrew their applications when they were told they needed to attend tonights town hall meeting. Taos letter reads in part, quote a forum identifying candidates places those individuals at unnecessary risk with their current employer. It may also force oakland to enter into a premature bidding war with an individuals current employer, if they feel strongly about retaining them. Good morning dave. Yeah, here in San Francisco, muni ridership is up 25. That brings it to just about 70 compared to that pandemic. Or i should say prepandemic level. And now muni was to in order to attain that ridership gain, muni said they focused on things like making sure busses and light rails were clean, safe and reliable for riders. So the Transit Agency says that they really backbone of their ridership. Before the work from home wave was, of course, commuters on weekdays. Since then, theyve had to pivot , finding new ways to attract riders out of downtown Transit Centers like where we are, where we are at right now in San Francisco, the Salesforce Transit Center under the building here. So again, going back to what they focused on, well, they wanted to make sure their trains were reliable. So major subway delays have fallen 76 since 2019. They wanted to make sure muni was safe as well. So they launched some strategies to make sure that they were able to do that by adding staff, using cameras. Also to deter criminal activity, and then also prioritizing and making sure that clean busses and light rails were were there for riders when they needed them. And heres what the sfmta director had to say about it. I still get complaints. Points from 49 venice riders that they are arriving at their appointments to early, or theyre missing their stop because they look down at their phone and the bus is moving. So fast that they are missing their stops. That was, of course, another focus that they had wanted to make sure that busses were quick, able to get people where they needed to go on time. And then, as you heard him say, there maybe even a little bit early. Now, muni riders also noticing these changes, they surveyed some riders, nine, 10 of them just just shy of 10, say they reported their experience as good or excellent. But this will be a classic sierra setup. So this is a cold system, cold air. Cold air really doesnt show up until friday. Saturday. But rain arrives today. Also, Mount Tamalpais will keep an eye on that. And also in the santa cruz mountains. But todays system is just a good system. But its really all about the snow. Blizzard warning has already been issued. And again, i mean, this was issued two days ago and it goes through sunday. So travel likely impossible. 5 to 12ft of snow above the 5000 foot level by the time we get to sunday morning and there will be blowing and drifting snow. I mean, take a look at homeward. Youre looking at eight feet of snow being forecast by sunday. I mean, thats a 6 to 8ft around lake level. So whats that tell you . At some of the passes therell be 10 to 12ft, maybe even more than that above if you get some of the peaks. So Long Duration snow event whiteout conditions, heavy snow with wind 785 plus Miles Per Hour and snowfall rates tomorrow look to be in the order of 2 to 5in per hour. Im still driving up anyway. All right. Go for it. Youre on your own south wind picking up 50s on the temps. Snow level goes up today. Then itll start to come down big time tomorrow. 39 truckee, South Lake Tahoe. But it will drop a lot as that front begins to approach. But in advance of it you get a south wind and warm advection. Thats what were getting. Were getting the warm sector. So just drizzle this morning or really light rain to the north. The system comes in tonight though. But really its about the mountains 5 to 12ft extreme snow being forecast. And when you see all this these cellular clouds up here that really cold unstable. And guess what. It also has a trajectory over water, which means it can feed off of that. So thunderstorms and some pretty heavy rainfall rates i think could pick up later today. More likely into friday. Thats the main day is friday, so well get good rain out of this. But the amount of snow is just going to be incredible amounts. So Shasta Lassen 2 to 4. Donner pass 6 to 12 around lake level 4 to 8ft. All right. Doctor leon clark at Highland Hospital in oakland has been changing the way dermatologists examine skin. So were not expecting you know, 10 to 12in of rain or anything, but six would not surprise me in the Russian River between now and, say, late saturday night or sunday. This is a classic winter storm. Storm setup. Okay, rain arrives for us today. Its a cold system, lower snow levels likely by saturday evening, but 1 to 3 plus inches of rain easily could fall. I mean, were already starting to see that here. Forecast out what forecast projection are using . Im using the ten kilometer whats called the gem. The canadian model. Its been really good last month or so. So thats what im using on the forecast projection for rain. Santa rosa 1. 67 oakland over an inch of rain. Napa an inch and a third over an inch. Ben lomond, santa cruz, morgan hill over an inch. Half moon bay. Ill buy it. I dont see any reason to doubt it for right now, but its really all about the mountains and just incredible amount of dynamics set up for what looks to be travel likely impossible by the time we get to tomorrow, maybe even tonight, 5 to 12ft of snow above the 5000 foot level is likely. And i mean, just take a look at around lake level. Youre looking at 7 to 8ft of snow between now and sunday afternoon. So im going to go up there anyway. Well you can if you go now maybe you know. But after that good luck. I just dont think youre going to get very far. Snowfall rates of 2 to 5in per hour. There are possible on friday into saturday, friday is the main day though, but Long Duration snow event whiteout conditions, downed trees, downed power lines could make for a disruption of life for some. However i will tell you that here in the bay area, all the Road Conditions are pretty good. But as you heard steve say, its going to be raining later so that may factor into your decision as to whether or not to drive today at 531. Lets go back to that person i call pam. A blizzard warning in effect for the sierra driving to tahoe this weekend. And even tonight, strong, discouraged may not even be possible during the storm. Well, the chp says if you absolutely have to go to the sierra, you better do it now, because the window to do it is closing fast. Ktvu sally rasmus in the studio with us now to tell us more about the travel warning and also the advice from emergency responders. Yeah. And that window may have already closed. It may be too late because as you mentioned, this blizzard warning is now in effect. It started at 4 00 this morning. As steve mentioned, its expected to last for the next 72 hours in the sierra from tahoe all the way down to yosemite. They are expecting anywhere from 10 to 12ft of snow in the next several days. So people who wanted to try and beat the storm left the bay area last night. Avid skiers and boarders got geared up and took their chances. Meanwhile, in the lake tahoe area, people stocked up at grocery and Hardware Stores, preparing to possibly have to hunker down for several days. Blizzard conditions expected to bring down trees, possibly, and cause Power Outages, as tahoe locals and the chp are asking visitors to stay away this weekend and pick another weekend. Because even if it doesnt, you know, even if its half of what they say, it will still be a mess. Not only the snow on the ground, but the snow thats blowing around in the air, which limits visibility considerably. Um, and thats what causes most of our problems. Californias Emergency Operations center has been activated in anticipation of this winter storm. The chp warning that highways 80, 50 and all of the roadways basically leading into any area around tahoe likely to be closed for long stretches at a time. So the advice, again, avoid traveling to the sierra at all if you can help it. He crashed into a tree while snowboarding on sunday afternoon at a tahoe ski resort. His family says he severed his spinal cord and he cannot walk. At napa Vintage High School, blake is a talented athlete. He excels in many sports. He was just awesome as a coach, whether it be football, golf or soccer. You wish you had. Like 20 blakes. You know, with that kind of attitude on your team. You guys back in napa, blake will be getting care at Craig Hospital in colorado. They specialize in spinal cord injuries. It will probably be months before he can go back home to napa. Our time now. 534 police in san jose now have a man in custody in connection with a triple shooting back in 2018. 26 yearold Miguel Vergara perez was arrested at his home in rohnert park. Hes accused of shooting three men during an argument in 2018 at a san Jose Taqueria on almaden expressway, the three victims survived that shooting, was captured on Surveillance Video. The video shows shows just how gruesome this act was as committing this Violent Crime in a public area where multiple bystanders are located, including small children. And so you really see that in the Surveillance Video now, Vergara Perez is now booked at the Santa Clara County main jail. Hes charged with attempted homicide. A ruling in Southern California says a Riverside County School District can require teachers to notify parents when a student identifies as transgender. Now, in the same case, the judge says Temecula Valley unified School District can also ban race theory in recent lawsuits, parents and students have challenged the districts ban on classes about racism or sexual orientation. Your times now 536 in berkeley, officials at uc berkeley say it cost almost 8 million to secure and take control of peoples park last month, most of that money was spent on building a perimeter around peoples park, with 2. 9 million spent on that by itself. Cal also spent almost 4 million on Law Enforcement, with 1. 7 million of that spent on Police Overtime and another 1 million was spent on providing services to the homeless who sleep at the peoples park. That amount doesnt include the bills from other Police Departments who helped out in seizing control of peoples park. Saint Vincent De Paul high school in petaluma is now working to stay open. The school needs to raise 400,000 by the end of march to cover an operating deficit. Saint Vincent De Paul currently has 170 students and 30 full time faculty. School leadership says the funds will primarily go towards paying staff. Our mission is about a faith based education that builds kids who think outside themselves and grow leadership skills, Service Skills as saint Vincent De Paul plans to use the donations as grants and endowments to pay for future operating costs. But in the short terme, School Leaders say theyre just hoping to finish out the school year. Our time now, 537 the Health Ministry of gaza says at least 70 people were killed today in an israeli airstrike on a crowd of palestinians who were waiting in line to get humanitarian aid in gaza city. 280 other people were wounded in that airstrike. Hundreds of people in gaza city showed up to collect bags of food. It was the first major humanitarian assistance in a month. The Israeli Military says its investigating that incident. Meantime, here at home, some students and staff walked out of an Oakland Middle School after a meeting in support of a ceasefire in gaza was canceled. In this courtroom, speeches in response, free speech and free now, the walkout at Westlake Middle School was organized by the schools black Student Union. Theyre upset over the abrupt cancellation of that meeting by the School District. The meeting was organized by the group bay area labor for palestine. The School District hasnt commented yet on the student walkout or that canceled meeting. Meantime police in el cerrito arrested a man accused of pushing a woman to the ground at a protest stealing her israeli flag, and then setting it on fire. It happened on january 6th at the san pablo avenue intersection with carlson boulevard. 36 year old Christopher Hussar from hayward is now booked into the martinez detention facility. On one count of robbery, one count of grand theft and one count of arson. A warning that the wildfires burning now in texas could devastate the nations agriculture and ranching industries. There are currently 23 wildfires burning across texas. More than 1 million acres have burned and 83 year old grandmother was also killed when the fires burned down her home in the sky just turned black. I mean, the smoke was so thick and luckily we made it out and into the migrant caravan, which i think was probably about 30 miles long. Its still emotional. Its this is our life. I mean, weve been here for 50 years and its, its pretty tough. Ranchers expect thousands of cattle will be lost. Boy, we feel for them there in texas because we have all been through that. We have very different weather story here, though. In california, particularly coming in today. Steve paulson has our forecast. Well, the last two years now. Yes it took a while to get the snow up in the mountains, but boy, its making up for lost time. Theres a lot of people thought it would be back loaded for the mountains and back loaded means youd show up, you know, february, march and guess what . Thats exactly whats happening. Although we had pretty good rain even going back to december. But the sierra was waiting, waiting, waiting on the snow. They dont have to wait much longer. It is on its way. This is a cold system thursday into sunday. I dont know why people arent including sunday because there will be some on sunday. Rain arrives today. Lower snow levels on saturday. 1 to 4in of rain should cover it. Although i do think the Russian River could get five plus by the time we get to sunday or monday, maybe even more than that. By the time we get to this time next week. But i mean, if santa rosa again being forecast here with an inch and two thirds, thats easily three and a half in the Russian River, and thats just through friday night, still have to go through saturday. The rest of fridays overnight into saturday and early sunday as well. But some pretty good amounts here. You know, half inch to maybe two should cover it here. But look at the amounts being forecast out here for the i mean youre talking eight feet for some between now and sunday afternoon. So above the 5000 foot level 5 to 12ft. This will be a Long Duration snow event. Whiteout conditions, wind gusts easily 75 to 100 over some of the passes. Snowfall rates of 2 to 5in per hour are possible, especially on friday, which would make for whiteout conditions and again, maybe downed trees. Power outages. This is a Long Duration event here for them. Youre seeing wind picking up out of the south. As you might imagine. Thats a front direction. But right now were just getting low. Clouds drizzle. Rain is still on the north coast, but itll work its way down with a strong south wind. The snow level is going to go up trucking South Lake Tahoe or 39, but once that gets into tonight, then that snow level will drop off the table. But still we have a ways to go. Rain to the north, but its going to take a while to sweep through here. That is unbelievably cold air coming down, sweeping down right here. And not only that, that could give us thunderstorms, but this has an over water trajectory, which certainly helps. But the key for the mountains, this is a classic setup for the mounds because youre going to take all this moisture and youre going to have a strong southwest, a lot of moisture, 5000 to 10,000ft. And you take roaring jet stream and you lift that over the hills, you cool it, condense it. And i mean, you can get some incredible totals. And thats whats being forecast here. So i see no reason to doubt it. But again, if santa rosa gets three, if thats 5 to 6 in the Russian River. So i dont know, am i the only one seeing that or what . 50s on the temps to near 60. Low clouds drizzle 40s for lows or 50s. I think theyre going up though. Clouds increase, wind picks up, the rain develops for us, but for the mountains everything will start to tail off pretty rapidly by this afternoon. And tonight. Our time now. 546 a coalition of womens groups now accusing the Music Industry of failing to stop sexual assaults. The womens groups released a report 200 pages or more, blamed Record Companies for enabling and covering up sex crimes for years, and that report lists dozens of complaints against Music Executive and major entertainers like r kelly accused of sexual abuse. Every corner of the Music Industry that ive encountered have something in common powerful men who stood between me and my dreams. Now that report lists five demands, including no more nondisclosure agreements so Music Companies can hide abuses. The publishing of names of those credibly accused of sexual abuse, and also creating an independent Safety Organization mandate policy protocols and also the creation of a survivor bill of rights. San francisco is taking steps to better support victims and survivors of Violent Crime. The District Attorneys Office is adding trained victim advocates to two community organizations. The advocates will help victims in their healing process and make them aware of city resources. As San Mateo County will invest 5 million in its mobile Mental Health program. Now, that program will include nonarmed mobile Crisis Response teams, people dealing with mental or Behavioral Health problems will soon be able to ask for help from specialists who can connect them to the appropriate service. Social workers work miracles. Uh, you know, therapists work miracles, psychology work miracles. Uh they are skilled in deescalating situations. And that is, you know, one of the big hopes of this program, they will have five mobile, uh, Crisis Response vans that will be located throughout the county at the ready for inperson response. And that will be a game changer. Now, after calls are screened , the staff will arrive in vans that are not marked Mental Health Officials Say the police wont go out on the calls unless its deemed necessary for safety reasons. Yeah, muni ridership here in San Francisco up about 25. That brings it to about 70 of the ridership level. It was at prepandemic. Now the reason being that muni sf, sfmta a focused on a couple key things to get that ridership number back up. So Transit Agency says that weekday commuters were really the backbone of their ridership. Uh, as as those people were heading out to work, that was before the work from home wave hit. So they had to pivot and they had to focus on three things cleanliness, safety and reliability. They added staff and cameras at stops and in busses and light rails to deter criminals. They are also ensuring that stations, stops and vehicles are all clean for riders, both on those busses. And then of course, as theyre waiting for those busses and light rails before they get on. And then on top of this, delays are down more than 75. Weve made muni faster and more frequent by investing in transit priority over the last four years. We have built more than 25 miles of new transit only lanes and other transit priority treatments. And riders are noticing these changes. About 10 of riders say they are more satisfied with muni. Weve been looking into this video showing Vallejo Police investigating a scene last night at about 7 00 at bute street and allen street, the Solano County coroner was at the scene. For the first time, the public will get to see and hear all four candidates each while each finalist can make their case for chief, mayor shengtao says tonights forum is a terrible idea and a disservice to the city. The mayor sent a letter to the Police Commission in which she called the forum, quote, detrimental in attracting the best candidates. Now since december, she has met with several Law Enforcement leaders nationwide who have shown interest in the job. Mayor tao says they dropped out, though, when they were told they may need to appear in a public forum with other candidates. Now, taos letter reads in part, quote, a forum identified candidates, places those individuals at unnecessary risk with their current employers. It may also force oakland to enter into a premature bidding war with an individuals current employer, if they feel strongly about retaining them. I dont know if anybody inside wants the permanent job because they see the politics, all the things that go on there. This job is almost impossible to do. Its going to take a unicorn to do it that somebody has got to be incredibly special , unique, charismatic, great with the community. Now, the chronicle reports tao courted two people in Law Enforcement for the vacancy. One is a Current Police chief and the other is a former police chief, both from midsized cities. Each person passed when they passed on the job, when they heard about this forum, though now the Police Commission submitted four names to the mayor, all of whom have red flags. Now the assistant Cincinnati Police chief, lisa davis, now reports indicate she has repeatedly been passed over for cincinnati chief former lubbock, texas, police chief Floyd Mitchell. He left after his department was accused of not answering 911 calls. Luis molina is assistant deputy mayor for a Public Safety, mayor for Public Safety in new york city. Hes accused of failing to improve city jail conditions, and former San Leandro Police chief Abdul Pridgen is accused of violating Department Policy and hotel reject when he was on the commissions first candidates list. Theyre going to do it in the sierra at the phillips station off highway 50. And the last survey back on january 30th showed snow was 29in deep with a snow water content of ten inches, an increase from the first survey of the season, showing three inches of water content. The Sierra Snowpack makes up about a third of californias water supply, and people who live in the sierra are just stocking up on supplies for this weekend. And grocery and Hardware Stores are busy with customers. Theyre buying food, warm clothes, winter boots, snow shovels, batteries and more in truckee, the owners of and the workers at Mountain Hardware and sports are helping the locals and the visitors get ready for the coming storm. Its the gamut. So were, uh, shovels, tire chains, uh, ice melt generators, lanterns, flashlights, batteries. Um, anything that you can think of that somebody would need for a power outage or a severe storm. And there are coming in for it, believing. And longtime residents are telling visitors to stay away. Our time now 613 police in san jose now have a man in custody in connection with a triple shooting back in 2018, 26 year old Miguel Vergara perez was arrested in rohnert park at his home. Hes accused of shooting three men back in 2018 during an argument at a san Jose Taqueria on almaden expressway. The three victims survived that shooting, was captured on Surveillance Video. The video shows just how gruesome this act was committing this Violent Crime in a public area where multiple bystanders are located, including small children. And so you really see that in the Surveillance Video. Now, Vergara Perez is booked at the Santa Clara County main jail. Hes charged with attempted homicide. A Marijuana Dispensary in healdsburg is suing the city because it was not awarded a license to open its business. Mercy wellness operates dispensaries in cotati and santa rosa. Last year, it joined eight applicants applying for licenses to operate in healdsburg, the city approved licenses for two of the companies now in its lawsuit, mercy wellness claims healdsburg should reexamine the way it awards, permits and licenses. The Company Claims it was denied a permit, even though it scored better than the two businesses that were awarded the permits. The city of oakley will soon increase fines for illegal commercial cannabis operations, Council Members unanimously approved a charge of up to 10,000 a day for violations. The new ordinance will return for a second reading and final approval next month. San Francisco City leaders say they are working to eliminate red tape to make it easier for prospective buyers to scoop up the Macys Union Square property. The Flagship Store is among 150 macys locations that will be closed within the next few years, as the retailer refocuses on smaller spaces and luxury brands. The city may convert the 400,000 square foot site into multiple uses, including housing, office space and a nonprofit site. One thing i would think about is subdividing the space and inviting some of those activities and users that have fled the city in the in, you know, the last decades, like nonprofit organizations, ngos, artists, arts organizations and trying to track them into that space. Thats 120 years old, has now been removed from off the coast of richmond in an attempt to restore the ecosystem of that area. Everybody understood that long time there were going to be significant improvements to the bay from a Water Quality standpoint, habitat standpoint. Right now, chevron richmond removed that wharf. It was just north of point bellotti beach park in richmond. The wharf was built back in 1904. It was decommissioned in the mid 1980s. 820 wood piles and 90 steel piles were taken out as part of that removal process. Theyre hoping this will help. Uh, you know, eel grass in that area grow again and bring back wildlife as well. A lot of restoration efforts around. Nice for the bay. All right, lets check in with sal. Its the Sonoma County department of health, says the press democrat tells the press democrat that new housing has been identified for all 24 young people currently living at that dream center, a small School District in santa rosa is laying off 20 Staff Members at the end of the school year because of reduced state funding. The decision comes after overwhelming pushback from parents and teachers in recent days, according to the press democrat. The districts original plan would have cut 30 roles, including the entire staff of literacy professionals, along with a number of teaching assistants. Opponents argue eliminating the positions will negatively impact students who need that extra help. The district says it has no choice, as funding drops because of declining enrollment. The advice is avoid the area at if at all possible and if you do have to go, definitely take some precautions, but that is not recommended. Now. Initially, this blizzard warning was supposed to go into effect at ten this morning, but the storm is already here. The warning went into effect 4 a. M. This is a live look at the palisades, a web camera actually this way at the base you can see, uh, you cant really see much snow coming down. Now, a short time ago, we could see a little bit of snow coming down, but you can notice how windy it is. Take a look at this right here. Uh, palisades Mountain Operations Team is set in a post on exit. Theyre already seeing wind gusts of up to 100 miles an hour. As much as 10 to 12ft of snow expected in the sierra during this 72 hour time span. People who wanted to try and beat the storm left the bay area last night, avid skiers and boarders got geared up and took their chances. Meanwhile in the lake tahoe area, people were stocking up at grocery and Hardware Stores, preparing to possibly hunker down for several days. Uh shovels, tire chains, uh, ice melt generators, lanterns, flashlights, batteries , um, anything that you can think of that somebody would need for a power outage or a severe storm. And they are coming in for it. Its going to be very likely the freeway will probably end up being shut down. Uh numerous times, if not for possibly even a long periods of time. Tahoe locals and the chp asking visitors to stay away this weekend and as you heard, the chp officer mentioned highways to and from the sierra, especially 8050 expected to be closed for long stretches at a time, with all this snowfall, californias Emergency Operations center has been activated in anticipation of this severe winter storm. Again, if you absolutely have to get to the sierra for some sort of family emergency or other urgent reason this morning is really your last chance to do it. And make sure you bring chains for your tires and supplies in case you get stuck. But again, travel to the sierra right now. Strongly, strongly discouraged at this point. Pam, back to you all right. A preliminary hearing is expected to conclude today involving a san jose man accused in the death of his baby. David castro faces a charge of felony child endangerment and other enhancements that could sentence him to ten years in prison if convicted. Prosecutors say three month old phoenix died from fentanyl exposure last may. Castros attorney claims the baby was accidentally smothered while sleeping on the couch with her father. Well, new this morning, reuters reports thousands of factory workers at tesla can sue the company over accusations that they were racially discriminated against at its fremont factory, almost 6000 black factory workers say they were harassed because of their race. They sued and tesla challenged their ability to file a class action lawsuit. Now an oakland based judge has ruled the lawsuit can continue. Tesla has a hearing scheduled for tomorrow when it can challenge the judges decision. Social media platform x will defend its lawsuit against a Research Organization in court today. Last year, x sued the center for countering digital hate, accusing it of making false and misleading claims about the platform. Itll start to drop big time tonight. And really plunge as we go into friday and saturday. This is a classic setup for the mountains for a winter storm. Well get good rain out of this. I think some areas to the north, marin county north Russian River could end up with 5 to 6 between now and say, sunday. We still have a ways to go on the real rain. I mean. But boy, look at this. I mean, when you see this, thats i mean, the High Pressure is built in there and thats driving everything southward. That is cold, cold air right there. That cellular cloud thats going to be producing thunderstorm activity. But it hasnt over water trajectory, which certainly helps. And a strong jet stream to boot, which was going to funnel in a lot of moisture between 5 and 10,000ft, which is just a southwest direction, at least through about probably friday night. By saturday, i think itll start to change a little bit. But this will just produce some incredible amounts of snow for the mountains. I mean, there are some easily above, i think, uh, some of the passes, 12ft will fall in the next week would not surprise me, but three and a half in santa rosa equals 6 to 7in the Russian River. So i ill put myself out there and say, i think its being underdone in the Russian River. But for donner pass, 6 to 12 lake level, 4 to 8, Shasta Lassen 2 to 4. And i mean snow level will eventually drop all the way down 1500ft as we get towards saturday. So low clouds drizzle mainly for the morning 40s 50s, but clouds continue to roll in. The wind will pick up and rain develops here by this afternoon and this evening. 50s on most of the thompson after today will struggle to get out of the low 50s, especially on saturday day.
