Tonight. Storm clouds are moving in over lake tahoe and the region is preparing for treacherous conditions, not seen in years travel warnings are being issued, but still, people from the bay area are making that trek to the mountains. Were going to pack a bunch of games and flashlights and stuff just in case. But yeah, fingers crossed that we can at least hit the slopes 1 or 2 days. Skiers are hoping to make it up to the sierra before the conditions deteriorate. Good evening. Im Claudine Wong and im mike mibach. A blizzard warning is set to go in effect in just about six hours. We do have Live Team Coverage tonight of the storm on the way. Ktvu joey horton is standing by after talking to bay area residents who are ignoring travel warnings in the sierra. But first, lets go right to chief meteorologist bill martin. Bill, this is a major snow event here. Yeah, its a major snow event. Its a big storm for sure, but in the bay area its going to be light to moderate rain over the next three days or so. But in the mountains, its blizzard warnings for at least the next three days. And that is unusual. Blizzard warnings arent are kind of rare anyway, but this one, lasting for three days, is a long one, and so i dont i cant remember when that went for three days straight. They can get a lot of snow. This is the system here. Its coming down from the gulf of alaska. Its a cold system. So its exactly the opposite in a way of those storms we saw the last week or the week before that with that Atmospheric River moisture plume, heavy rainfall, warmer air, colder air coming in now, less rainfall, but significant snowfall in the mountains that blizzard warning will be in effect from thursday through saturday. It will drop anywhere from five to 6 to 8 to ten. 12ft of snow. Thats a real possibility that starts causing problems as well as the wind. The winds are going to be blowing really strong. Wind gusts will be upwards of 100 and 110, 120 miles an hour. On some of those ridgeline lines, power line issues, the whole bit. So lake tahoe i its not a great idea to be going up there unless youre leaving now or early tomorrow morning and coming back, its going to be dicey as well. So again, its a big storm , but its a big storm for them. For us, its a nice itll be a beneficial rain event. For us. Itll be light, itll be shouldnt cause any problems. But in the mountains its going to cause problems just by virtue of the amount of snow and the wind thats going to combine with that. All right bill, thank you. Right now caltrans is warning people to avoid driving up to tahoe without checking those road conditions, as bill mentioned. But there are those very eager to take advantage of this winter storm. Ktvu joey jorda live tonight along 80, in berkeley. You caught up with some of these individuals today, and theyre ready to go up to the mountain. Joey. Well, the people we heard from mike are hitting the road tonight and tomorrow to beat the storm. Theyre excited to hit the slopes. Theyre also worried about getting snowed in. Last minute preparation is underway wednesday night ahead of the next round of snow in the sierra at Sports Basement in berkeley. Skis are being ground down and waxed up. Snowboarders and skiers are getting ready to head up the hill up to tahoe for the weekend. Tim finnegan thinks hell beat the incoming snow. Hes headed up thursday afternoon. Soon well see how much of it stays open in. Um, worse comes to worse. Well just ski the lower mountain. Alex posey hasnt seen snow in a couple of years. Shes renting skis for a four day snow trip. Were going to try to ski. Were heading up tonight, actually, to try to miss the storm and then staying through sunday. Hopefully the roads will be clear by then and we can drive back down in the evening. Others are in search of the most extreme weather they can find, because its going to be freaking gnarly. Its going to be really bad up there. Michael steinberg has years of storm chasing under his belt. Hes prepared for the worst, including getting his truck stuck in the snow and being stranded for hours. I got sleeping bags, hand warmers, lanterns, flashlights, a bunch of nonperishable food, a bunch of water, anything that i can survive on for at least 24 to 36 hours. Palisades tahoe is preparing for slick roads, reduced visibility and closures on mountain passes as the ski resort is telling people not to give in to powder panic because they plan to be open until at least memorial day. Finnegan isnt waiting, but plans to play it safe. They just put chain controls. Weve got chains for the front tires and take it slow. I think its 25mph. Caltrans is advising people to skip this storm and avoid mountain travel altogether. If youre not prepared, you dont have to be out there. Dont go. Now for those who are headed up to the sierra, caltrans has a list of active road closures and chain control locations. Weve got a link to those on our website ktvu. Com. Mike. Hey joey, im curious and im wondering if even the ski resorts up in tahoe are like, just forget about it this weekend. Like were shutting down. Its going to be too windy, just too dangerous. Its oh, palisades is saying that theyre expecting to lose access to those higher elevations. They do say theyll be doing a lot of, uh, control avalanche control. That is, with all this snow thats coming in up there, and theyre waiting to see just how much gets dumped before they can really say what theyre hours and opening days will be after this storm hits. The utility says it expects the wind, rain and snow to cause power outages. Therefore they are staging crews in areas where theyve had trouble reaching in the past due to debris and snow. Pg and e says its also prepared to use helicopter tas and snowcats to gain access to affected areas. The utility is warning customers in remote areas they could experience extended outages and a reminder you can always download the ktvu weather app to stay up to date with the storm. It does have interactive radar and an hourly forecast. You can also send us your photos if you see any rain or snow, and we may feature them on air. New at ten San Mateo County says it will invest 5 million in its new mobile Mental Health program. The board of supervisors unanimously approved the program that they say will start in may. Ktvu south bay reporter Lamonica Peters is live in redwood city, with more on this program. Monica claudine San Mateo County says this is the first time that theyll use specialized teams to respond to Mental Health calls without using police. One of the board supervisors says that the community and advocates have been asking for this program for years. People can call 911 and specifically request this kind of response. And so it creates this pathway that didnt exist before. San mateo county has awarded a 5 million annual contract to telecare corporation, which will work with local nonprofits. Star vista, to operate a new Mental Health response system. Callers will soon be able to call to request help for a family member, a friend or anyone else, including themselves, and they will have of five mobile Crisis Response vans that will be located throughout the county. At the ready for inperson response, and that will be a game changer. After calls are screened, staff will arrive in unmarked vans for privacy. Corzo also says police will not go out on calls unless deemed necessary for other safety reasons. The city of san mateos Police Department says since its Mental Health Response Program began in 2021, its clinician has responded to over 2000 calls. She has access to resources that a normal Police Officer doesnt. Um, so over over the last couple of years, weve seen, uh, just a lot of success with, uh, the work that shes doing. San mateo county says they expect response times for its mobile Mental Health program to be within an hour in central county areas and within 90 minutes along the coast. Social workers work miracles. Uh, you know, therapists work miracles, psychologists work miracles. Uh, they are skilled in deescalating situations. And that is, you know, one of the big hopes of this program is. Now, San Mateo County says its also planning an Outreach Campaign that will let people know about this service. And the hotline. Claudine lamonica, when will all of this be . You know, full force up and running with all the resources that theyre getting now and money . Uh, their hoping for may. She told me that it should start in may. That seems pretty fast, but i think theyve been planning this and working on this for quite some time, so people should expect to see that Campaign Information rolling out in a couple of months. Okay. Sounds great. Thank you. Lamonica peters reporting live for us tonight. Well a man is now in Police Custody in connection with a 2018 triple shooting in san jose. Police say 26 year old Miguel Vergara perez was arrested at his home in rohnert park. Hes accused of shooting three men during an argument at a san Jose Taqueria on almaden expressway in august of 2018. All three victims survived the incident was captured on surveillance video. The video shows just how gruesome this act was committing this Violent Crime in a public area where multiple bystanders are located, including small children, and so you really see that in the surveillance video. Vergara perez is now booked at the Santa Clara County main jail on charges of attempted homicide. New developments tonight in the search for the next Oakland Police chief, mayor xiang tao says she will not participate in a public Forum Tomorrow night for this latest group of candidates. In a letter, she said that in meeting with potential candidates, some declined or even withdrew their application after being told they would need to attend a public forum. Tao told the commission a forum identifying candidates places those individuals at unnecessary risk with their current employers. It may also force oakland to enter into a premature bidding war with an individuals current employer, if they feel strongly about retaining them. The Commission Wants the mayor to consider four names it has selected for consideration in the second time around, lisa davis, assistant chief with the cincinnati Police Department, was reportedly passed over many times for chief in cincinnati. Floyd mitchell, left, as chief of police in lubbock, texas, after his department was accused of not answering 911 calls. And luis molina, an assistant deputy mayor in new york and former nypd officer, was accused of failing to improve city jail conditions. And former San Leandro Police chief Abdul Pridgen was rejected by tao when he was on the commissions first list of finalists. He was sustained for repeated acts of dishonesty, and now hes vying for the police chief in oakland. This is shameful, ktvu has learned that pridgen was put on leave after he allegedly falsely claimed that a candidate for a lieutenants job at san leandro pd had withdrawn from consideration. Pridgen allegedly favored a certain woman for that position. He left the Department Last week. Vallejo police are asking for the publics help in identifying an arson suspect who caused more than 3 million in damages inside of a target store. The man is wanted on suspicion of starting that large fire in the target on admiral callahan lane, near the Gateway Plaza mall. This was on saturday at about 3 p. M. Authorities say that fire threatened the safety of people in the building and resulted in a significant loss of merchandise. The store is closed until sunday at the earliest. A man trapped for days after swerving off the edge of a cliff near big sur. After the break, we hear from the fire chief, who was the first to reach him and a 15 year old boy from the north bay badly hurt in a snowboarding accident. Coming up after the break, we hear from the teen about his road to recovery. His family and coaches say the teen is exceptional and well loved in the community. Ktvu is amber lee live tonight in napa. To tell us more about the incident and of course, also the challenges ahead here for the teen. Amber mike, the 15 year old is a freshman here at vintage high. Tonight he shared with me details about the accident and his determination to live his best life, despite his injuries. I caught an edge and i was trying to avoid this tree. And then i caught another edge and went boom, right into the tree. I just stopped. I could not feel my legs. Blake mendenhall of napa spoke with me while recovering in a reno hospital. He crashed into a tree while snowboarding at a tahoe ski resort sunday afternoon. Now his parents are by his side, along with his favorite nurse family members say he severed his spinal cord and cannot walk despite his life changing injuries. The 15 year old is upbeat even if somethings going wrong. Are you getting hurt . What ive realized from how much pain and suffering ive been through, is to just never, ever give up. Never back down. The family says blake, has undergone multiple hours of neurosurgery and has rods holding his spine together. And the way he handles it completely changes the way i start to think about it. And he lifts me up. We still ask for prayers of healing, and, you know, were asking for a miracle from from god still to put his hands on, on, on. Blake at vintage high blake is a talented athlete, excelling in many sports. His coaches and the community are giving his family support. Hes always smiling. Hes always just the sweetest kid and hes a tremendous athlete and just such a good big brother. So this is blake right here kicking the extra point. The ninth grader is the kicker for vintage highs freshman football team. The head coach says blake is a joy to be around. Hes just going to work so hard to get to where he needs to be. Um, even going through this tragedy. Blake wearing number 12, is also a soccer player, and he recently joined the golf team. He was supposed to be in School Monday to receive a special award for being an exceptional student athlete with a great work ethic. He was just awesome as a coach, whether it be football, golf or soccer. You wish you had like 20 blakes. You know, with that kind of attitude on your teams. I miss you guys back in napa and cant wait to see you guys again. And thanks for all that support and help. Blake tells me he will be receiving care at craigs hospital in colorado, which specializes in spinal cord injuries. Will likely be months before hell be able to be able to return home to napa. In the meantime, his family is raising money in helping with the expenses, including modifications that will be now needed in his home. Mike claudine and you tell his family were all pulling for blake here in the days and weeks ahead. Amberleigh live tonight in napa. Amber. Thank you in big sur, First Responders rescued a driver two days after he swerved over the edge of a cliff. The driver telling authorities he hit a deer and that sent his car careening off the roadway. This happened after he left work at the post ranch inn in big sur sunday night. Chp pilots were called in to help with the search and then located the man yesterday hundreds of feet down a cliffside right near the big sur inn. Authorities say he was seriously injured but alert. Sure enough, he had made a makeshift flag and was trying to flag us down. Rescuers used ropes to lower themselves down to the victim, who told First Responders he was thrown from his sunroof as the car rolled down the hillside. Big sur fire chief matt harris was the first to reach him. Hes, you know, overcome, overcome with emotion and joy. Uh, and he knows he was very, very lucky. Chp says despite the circumstances of the crash, the driver appeared to suffer moderate to serious injuries and is expected to make a full recovery. And its it looks a little like somethings coming our way. Its usually a clear night, but clouds and rain will be changing things very quickly. For most people in the central bay. But its slow. Its a slow mover. South bay is not going to notice much at all. But its the beginning. It opens up the door for whats to come, which is this very cold weather system which is sitting offshore right now. Its going to bring a bunch of snow. Its going to bring rain and kind of kind of miserable and yucky conditions this weekend. Friday, mainly friday, saturday, sunday wont be too bad. Thursday afternoon evening might be a little bit wet, but its cold air and its going to be so. Jackets light showers, sometimes heavy, maybe a thunder shower, maybe a little bit of sun. As we get into saturday afternoon. But in the mountains its game on. The whole time. It just lights up tomorrow and goes right through sunday. Thats where theyre going to get all the snow. The high temperatures today about as warm as theyve been all week except for on sunday, 70 in santa rosa, 70 in san rafael. So temperatures today increased over where they were yesterday. Temperatures tomorrow will decrease. Were going to see clouds. Were going to see a system kind of get in here thats going to slow move in. Ill show you that i didnt i didnt load the model up for this run. I wished i had actually. Now i think about it, but as we go into the next 12 hours or so, the system is going to start to slide in and makes its way across the central bay, around noon and then into the south bay around late afternoon. But the its a big rain event . No, its scattered showers, light scattered showers. And then somewhere in the afternoon itll pick up a little and then be done. But in the mountains it keeps going. So tomorrow is mostly you start off for your morning commute, dry, except the north bay far north bay, and then you end up in the south bay in the afternoon. Thank you bill. Well, the second largest wildfire in Texas History continues to spread across the state, extending into oklahoma. Since breaking out on monday, the flames have burned more than half a million acres, scorching some rural towns and forcing mandatory evacuations across the region. The texas a M Forest Service has warned. Temperatures and strong winds have fueled the flames. Governor greg abbott issued a disaster declaration for at least 60 counties. Officials say they are assessing the damage and working to relocate residents who lost their property. Comedian Richard Lewis has died at the age of 76. Lewis was a longtime, um stand up comedian and cast member in hbos curb your enthusiasm. Lewis, who was diagnosed with parkinsons disease last year, died at his home in los angeles last night after suffering a heart attack that, according to his publicist, the brooklyn born comedian also appeared on the tonight show and late night with david letterman. Macys said it has no plans to shutter the store this year. He says macys needs to find its place in a new retail landscape. The american Shopping Mall basically lost its edge in the 1980s, and if we look at other locations across the planet, first of all, they are not malls. They are also okay. They are places that have a yoga studio. They may have childcare, they may have connected to housing. Theres a Grocery Store and a drugstore. Have you been in a high end american Shopping Mall . Supreme court has agreed to take up another high profile case involving former president donald trump. The justices will hear arguments in april about whether trump can be prosecuted on charges he interfered with the 2020 election. The former president s legal team has argued that he cannot face charges of conspiracy and obstruction. They say that president ial immunity for civil liability in office should apply to criminal charges. A decision is expected no later than the end of june. The real victory here for trump, it deals with the calendar. You know, the overriding push of smith, a special counsel, has been to get a trial before the election. Hes running out of runway. Also today, a state judge banned trump from appearing on the president ial primary ballot in illinois for his role in the january sixth riots. That ruling is delayed from taking effect until the Supreme Court makes a decision. In a similar case coming out of colorado, and that is expected soon. It is an end of an era on capitol hill, Senate Minority leader Mitch Mcconnell has announced that he will step down as the republican leader in the senate at the end of this year. As ktvu political reporter greg lee tells us, it marks the end of a historic chapter and another shift for the Republican Party. Senate minority leader. Mitch mcconnell will step down as gop leader in november. The Kentucky Republican is the longest serving leader in senate history, a position hes held since 2007. He told his colleagues from the senate floor. I stand before you today, mr. President , and my colleagues, to say this will be my last time as republican leader of the senate. Part of mcconnells influential legacy denying thenpresident obamas effort to fill a vacant Supreme Court seat in 2016, then moving through three High Court Justices under former President Trump. Mcconnells decision marks another shift for his party toward mr. Trump. Believe me, i know the politics within my party at this particular moment in time. I have many faults misunderstanding politics. Is not one of them. Mcconnell has faced opposition from members of his own party and trump for his defense of ukraine aid and the bipartisan Border Security deal. For a guy who sees americas role in the reagan mold to bring Democracy Forward and serve as a model of activism, thats a real challenge for Mitch Mcconnell and his legacy. Mcconnell has been at odds with trump blaming the former president for inciting the january 6th attack, then voting to acquit him during the impeachment trial, moving the Republican Party and the us Supreme Court and the federal bench overall. Farther to the right. But not someone who could please donald trump in the process of doing so. While many republicans praise mcconnell, the ultra conservative House Freedom caucus wrote, no need to wait till november for senate. Republicans should immediately elect a republican minority leader. President biden said this is me. I trusted him. You know, relationship. We fight like so he has never, never, never misrepresented candese charles. Now, the 82 year old mcconnell has suffered a number of health issues, including a serious fall last year and appeared to freeze twice in front of reporters. He said he intends to serve out his senate terms, which ends in january 2027. Im no longer the young man sitting in the back hoping colleagues would remember my name. Its time for the next generation of leadership. The race to replace mcconnell is already underway. Senators john cornyn, John Barrasso and john thune all expected to be in the running in the newsroom. Greg lee, ktvu, fox two news. House and Senate Leaders have reached a bipartisan deal to avoid a partial Government Shutdown ahead of the friday deadline. The deal would temporarily extend funding for one set of federal agencies through march 8th and another group through march 22nd, but emergency funding for ukraine, israel and other allies remain stalled. The house is expected to vote on the temporary funding bill tomorrow. The senate would vote soon after, and President Biden and former President Trump are both set to visit the southern border tomorrow. President biden is headed to brownsville. Mr. Trump is scheduled to go to eagle pass, which is about 300 miles away. Both areas have reported high concentrations of border crossings. President biden is set to meet with border patrol, Law Enforcement and local leaders and to renew his calls for congress to pass a bipartisan border agreement. Desperately needed aid arrived in gaza city today, where Officials Say hundreds of thousands of people are near starvation. The delivery is the first major assistance in a month. Hundreds of people in gaza city collected bags of food amid widespread shortages. The un says that at least 576,000 people, a quarter of the population, are on the brink of famine, leading to International Calls for a humanitarian cease fire. International negotiators are now working on a deal for hamas to free some hostages in exchange for the release of palestinian prisoners, and a six week cease fire. Some students and staff walked out of an Oakland Middle School today in support of a cease fire in gaza. In this countrys future in this country, speech is free. They walked out at Westlake Middle School on harrison street and planned to hold a rally outside of the ousd Board Meeting tonight. Its being organized by the schools black student union. They say theyre upset over the abrupt cancellation by the School District of a meeting over the weekend, organized by the group, bay area labor for palestine. Usc has not commented on that walkout or the groups complaint. And new at ten, 36 year old Christopher Ussery from hayward, was arrested today by El Cerrito Police for pushing a woman to the ground at a protest stealing her israeli flag and then burning it in the street. This happened on january 6th at the san pablo avenue intersection with carlson boulevard. Ussery is now booked into the martinez detention facility on one count of robbery, one count of grand theft from a person, and one count of arson. Coming up at 11. Ktvu Jana Katsuyama takes us to a bay area ranch that hosts the bill pickett invitational rodeo tour, celebrating the often overlooked legacy of our nations black cowboys. When jeff duvall comes to rall ranch in castro valley, its like stepping into history. The rodeo came here in 1984 at raul ranch and weve been here ever since, and hes not talking about just any rodeo. The theme of the bill pickett invitational rodeo is the greatest show on dirt, because because we are literally doing everything on dirt. Its a National Touring rodeo for black cowboys and cowgirls, now celebrating 40 years. Even though one out of every four cowboys back in the west was an African American. We were left out of the history books. Duvall manages the oakland event, which was founded by one time berkeley resident lou vincent. The san loved rodeos, but he noticed one thing was that he didnt see any blacks. Any black cowboys, any black cowgirls . Any black participants in the rodeo at all . The san did some research and thats when he discovered bill pickett, a black cowboy born in texas in 1870 and pound for pound, was one of the greatest cowboys. The world has ever known. Duvall says pickett was the inventor of whats now known as steer wrestling. But for so long in american society, black folks could not ride in all white rodeos and were all but invisible in american movies and history. Its the only western people that we saw were, of course, non African American. You know, roy rogers, gene. Gene autry in america that denied an equal place for black cowboys in history and for black americans who grew up watching those film depictions of the west being 75 years old, i came through the jim crow period. I remember going to the movies where we had to only be upstairs. We could never be in the main part of the movie theater. Lou vincent decided to change that narrative and form the rodeo. He named after bill pickett. The rodeo has grown, so has interest in the history of black cowboys at the African American museum and library at oakland, there is an entire archive of photos and documents being preserved showing black cowboys going back to the 19th century. Their stories are so often neglected, not collected, and become lost. Now that history and the dream of the san, who died in 2015, is riding strong, weve been to 33 cities across the country. We right now do, um, ten shows across the state. Margo wade, la drew and other rodeo staff have expanded to National Tv Broadcasts and say theyre determined to keep the show on the road. We want to continue this legacy for 50, 60, 70 years a living link to black history, to american history. Lou carson, as a visionary, even when even for lou to see what is the rodeo is today, i think he would well up in tears. New generations of black cowboys and cowgirls taking up the reins, celebrating a shared all america heritage. And that was Jana Katsuyama reporting. If we get a quarter inch of rain tomorrow, half inch of rain, that would be a lot. So much different than the storms that weve been seeing. So thats our first look at the model.
