Number of tested positive for covid19 yesterday, the number came in over 7000. 7212, that number was familiar four to six weeks ago. In the early part of october, we havent seen an average of 7 days above 5800 in quite sometime. Lets look at the Positivity Rate. As you can see, here the Positivity Rate, the passenger of people tested, those that tested positive, that is at 3. 7 . I should note on october 19th, not too long ago, less than a month ago when i made a presentation that Positivity Rate over 14day period was 2. 5 . 2. 5 , october 19th, when we provided you this information now at 3. 7 . The last three plus weeks we started to see not just the average number of people testing positive go up but also the Positivity Rate go up. I will remind you of why i make that point, we are not ashamed of testing people. We want to see more tests. You are seeing 143,711, average number of tests on a daily basis. Yesterday was shy of 194,000 tests. We are getting close to 200,000 tests, chose to a Record Number of tests. Thats aided by the new state lab that we announced a week or so ago. That lab is getting up, a few thousand tests conducted a day. Now over 40,000 cumulatively since the lab opened. The state lab will provide at peak, upwards of 150,000 additional daily tests, additive, to the existing protocols that are in place in terms of testing availability. The average number of daily tests go up. When you are testing at this level we anticipate more cases. Its the Positivity Rate that we track with points of obvious concern, percentage of people that are testing positive, a sense of what is happening, background cases, number of surveillance cases as relates to what is happening in communities large and small up and down the state. 3. 7 . [no audio] for a number of weeks now as we started to see a rate of decline begin to mitigate, we started to see stabilization, in the hospitalizations and a few weeks ago we started to see some increases in total number of patients with covid19 in our hospital system. Over the last 14day period, its increased 28. 6 . That trend line continues up and i will give you a sense of what that means to total system capacity represented here on this slide, 4 of our total Health Care System capacity. I want to put that number in perspective, we can run with headlines on case rates. The more important number is Positivity Rate. We can run with headlines as it relates to new cases. Capacity is the area focus for us and capacity we have been building, capacity we have been focused on 4 of our entire Health Care System capacity now has covid19 patients. Lets look at icus in the state. Those are tracking, not dissimilar to hospitalizations back up, 27. 3 increase, the total number of icu admissions over 14day period. A look at what that means in terms of our critical care, 11 of the total number of icu beds and those that are available in our system. We still have over 20,000 ventilators available, 20,390 in the state. These slides are familiar. These slides are important. These slides will become more important as we move back indoor as people begin to mix outside of their households as we see these winter temperatures increase the likelihood of people coming into our system with respiratory issues, with related flu symptoms, this twin demic we are anticipating into the winter months. Obviously its sobering, these numbers, again, the total capacity we built out, the ability to test being substantially greater than a few weeks agos let alone a few months ago and ample inventory of over 500 Million Masks and other related ppe is significant and that number of n95 masks, procedure masks is unprecedented this testimonies of storage and cash in our system, this addition to what the Health Care Delivery system is providing for themselves, meing what the hospitals are rocuring, directlies our State Hospital support combined with ventilators, in the state inventory and individual clinic s not just hospital and primary care and throughout the entire system is substantially greater than it was in the beginning of this pandemic. Trying to give you an overview of how we prepared in an dissipation of the second wave and thirdway. One of the most important things we focus on, you look forward not to mondays but tuesdays when dr. Gally gives an update on the tiered status. A fum of weeks back we came up four tiers, purple, yellow and orange, the least restrictive. We made tremendous progress since we began to socialize this new tiered status. You can get a sense here based on the continue tiered status, now, with 48 counties that are out of the most restrictive tiers and more progress made into the red and orange counties last week when dr. Gally gave his last update. You are seeing prospects of people who have limits on higher premiums due to their age and gender, those impacted by this decision and of course those of us with kids, those of you can kids that are younger than age 26, the impact obviously on the ability to keep those kids covered on the parents plans is a potential impact of this decision. Lets put it in monetary terms in terms of raw health care coverage. Medicaid system in the United States of america referred to as med acal in california, we are looking at the prospects of losing 20 billion, 20 billion in federal funding related to the aca, Affordable Care act. If it is struck down. 3. 5million californians have been beneficiaries of the expansion of our coverage pursuant to obama care and aca, 7 billion in federal premium assistance could be at play. Add those two numbers up, 27 billion is what is at stake when you read about the oral arguments tomorrow and hear this debate and national numbers. This is your numbers. People in the state of california potentially losing 27 billion, federal support that would be impacted. 1. 5Million People enrolled in covered california, the Health Exchange run by peter lee which i will introduce you to in a moment. Potentially can lose their coverage if the Affordable Care act is thrown out. These are jaw dropping numbers. Tomorrows oral argument is significant to each and every one of you watching. There are many other things the aca covers that impact you, if you dont think it impacts you because you are not on med a cal or not on Health Exchange, i encourage you to learn more about what the aca does and does not do. Dont take that from nightly cable. Investigate the impact. The end of the day, the entire system is connected to itself in one way shape or form. Many parts but one body, the impact of this unraveling in impacting you is profound. Its exactly 509 for middle income families subsidies on a monthly basis, first in the nation to help subsidize the cost related to the Affordable Care act. We deepened subsidy for people earning less than 400 of federal poverty. We are proud of that. This can be impacted if the aca is thrown out. We will hear from peteer in a moment, record low premium changes despite the vandalism, premiums are going up. I know you heard the word up,. 5 . Less than 1 . Record low premium increase because of the success and efficacy of not only aca but extraordinary leadership hear in the state of california, california led by peter lee. We have done things, no other state has done, thats provide coverage to people regardless of their status. You say how dare we do that.
