Yesterday at noon, the governor ordered all california counties to rollback reopening after an increase in tiktok cases. The governor says keeping activities outdoors will help slow the spread. The impact of the spread of the virus outside, we believe, is more favorable than mixing with individuals for an extended period of time. Their efforts to really organize what was meeting early, a stretch goal of 60 to 80,000 tests a day, to today, where we can probably report 14 day average of over 105,000 tests done in the state of california demonstrating our ability to bring the best of california forward as we address our response to this pandemic. We all know that testing in california as a vital piece of our response, not only to focus on taking care of patients who present with symptoms in our care Delivery System, but also to understand the patterns of transmission across the state in vulnerable communities, in different parts of our state so we can respond effectively and suppress transmission as we go forward. The governor has highlighted efforts to focus on novel testing approaches, whether thats being one of the first states in the country to explore working with our academic partners to understand how testing might be a strategy and lower prevalence populations and environments, to really scale and allow our precious testing resources to go farther. Not just depending on the typical pcr tests which i think you all have followed along our abilities and challenges to get supplies in different times, but also to look at different types of testing modalities and to really galvanize our research and Testing Laboratory and community to begin to explore which new test modalities might be available in california. Today, in announcing our new cochairs with the testing task force, that new mission to not only continue building up our testing capabilities, working on some important supplychain challenges that have reemerged with the increased demand of testing nationwide, while other states across the nation increase their need for testing, we have certainly seen increased turnaround time issues that we want to address today with our announcement of new guidelines, and a focus on making sure testing is prioritized and targeted in those communities that have the highest need for testing, because of that disproportionate impact. Ktvus Christien Kafton checks in with us with more on how county officials are trying restaurants to open up for some outdoor dining. Reporter good morning, good afternoon i should say. Alameda county supervisors meeting right now at this hour to discuss their options. They actually met early this morning at around 9 30 and went into a closed session. Just the last half hour, they begin their open session and we are waiting for them to address plans to petition the state for permission to allow some businesses to open for patio service. As of now, Alameda County does not have a variance and over the weekend, after dining drew to a close. Just yesterday, despite a crackdown for the state, the county learned it will be able to apply for that variance. The Board Meeting is going on now to discuss how to proceed with that plan. Until less than, it appeared the state was pausing the process of applying for variances or special permission to reopen some areas of the state. The county says it wants cities to follow the guidelines, because future funding for covid19 is tied with compliance to those orders. Alameda county is the only county that did not apply for a variance from the state and may, without it, outdoor dining, not allowed in places like fairyland and oakland zoo cannot reopen. Restaurants tell us at ktvu they are frustrated. Our weekend was horrible. We went so down on sales, or we get a lot of phone calls from people asking if we are open, or going to do outdoor dining. Reporter again, for now, those reopening are on pause. The board of supervisors, meeting at this hour, at last check a couple moments ago, they were discussing and updating the situation with covid19 within the county, looking at the numbers, we are expecting them to address the issue of asking for that variance from the state in the next couple of minutes, within the next hour or so. The two Largest School district in california are going to begin instruction this fall with online classes only. Both the los angeles and san diego unified School District announced yesterday that students would continue learning from home when the new school year begins. Administrators say that could change later if covid19 infection rates drop in those areas. Students the berkeley unified School District will likely start the fall semester with Distance Learning only. The district superintendent sent out a Statement Last night saying earlier plans for a master of online and inperson classes are expected to change, and thats because of the recent increase in covid19 cases. The full school board is expected to discuss plans for the fall of tomorrow school Board Meeting, and there will be a vote on august 29th. Instruction begins in berkeley on august 17. The Orange County board of educators voted to allow students to go back to in person classroom learning next month. They said facemasks or social distancing, neither of them will be mandatory. The board has no power to actually direct any of Orange Countys School District to follow those guidelines. Hes just a really good person. A really good person, and so many people love him, and respect him for what he does. We are heartbroken here right now, as hes struggling. Its been very difficult. Reporter rocha is 56 years old and has been a deputy for the past 25 years. He usually works in the superior Court Building but more recently was taking shifts at santa rita, the Alameda County jail where some four dozen inmates have tested positive. We know oscar was very vigilant in following the health guide lines but working in our job, and the requirements, some has we get put at risk. Reporter marina also had been hospitalized with the virus, but has recovered. The couple has known each other since they attended California High School in san ramon together. They now live in danville. She says the hardest part of this ordeal is being allowed just one hospital visit in the past two weeks. There have been at least two homicides in oakland in 2020. Most of them deadly shootings. A store clerk and alameda is behind bars on suspicion of murder. Police say the court pulled out a semi automatic pistol and shot a customer who use suspected was stealing items from the store. Investigators say store surveillance videos indicated the deadly shooting was not in selfdefense.
