The little boy was watching fireworks with pair of conferences. One by a supervisor, and one by the chief of police to discuss this case. Thats how big of an impact this case is having here on the city of San Francisco. Police say the gunfire erupted around 10 45 sunday night with multiple shots filed in the area of ingalls and Whitfield Court in the stows bayview district. Jace young was struck by gunfire. He was taken to the hospital but died from his injuries. The supervisor for the area and the chief of police are calling on anyone who knows about who pulled the trigger the this case to come forward. Its an open homicide investigation, so theres not a lot i can add right now by way of commenting on the progress of the investigating, except for to say that were going to do everything we can to bring this case to a resolution for this child and for his family. And for the people of our city. I did just have an opportunity to visit with the family. Ive spoken with the father, as well as ive had conversations with the mother and folks representing the family, and this is an experience that i as a grandfather, as a father, asion who was worked with young people the majority of my adult life would negative wish for then to have to experience, and its just beyond words. San franciscos District Attorney also releasing a Statement Today saying quote my office and i are absolutely devastated to learn of the tragic murder o this weekend in the bayview. My team is work support his family. He asks then with information to provide that information to the homicide investigators. At this point, police are only saying theyre seeking two male suspects in this case. They are also investigating to determine who exactly was the target in that shooting. Were looking for more details on this. Well have continuing coverage throughout the day and the evening. A lot of questions. A lot of things that investigators are working on, christin, and i know that the chief said this is an ongoing investigation. Did he reveal anything about a possible motive . No, at this point, heggen, heather, he said this is an active homicide investigation. Were trying to determine the possible motivation here, whether this was celebratory gunfire, which at this point authorities havest he ruled out this appears to be a targeted incident of directed violent with these two victims caught either in the crossfire or simply in the wrong place at the wrong time. Yeah, no matter what. So, so sad to hear of the tragic loss of such a young little boy. Thank you very much. Well, sadly in other large cities nationwide, at least five other children were shot and killed this Holiday Weekend. In alabama, an 8yearold boy was killed at a shopping mall. And an 11yearold boy was killed in washington d. C. Outside his grandmothers home, and a 7yearold girl, as well as a 14yearold boy were killed while outside in chicago. Several hundred adults were also shot and many killed nationwide during the 4th of july weekend. This afternoon, two brush fires are affecting traffic in the east bay. These are live pictures here from sky fox over crockett where a wildfire is burning near the cummings skyway. This is on the east side of the freeway in gusty conditions. Contra costa county fire said this fire has burned about 60 ashes so far near the phillips 66 refinery. Were told the town of crockett itself is not threatened. Cal fire is helping with the fire attack here. One lane of eastbound 80 has been closed between willow and the cummings skyway, and traffic is very heavy in both directions, so certainly a good idea to stay away from this area this afternoon. On the other side of the cartenas lane, at least one lane of the bonicia is closed as fires are fighting a grass fire there. Drivers are being asked to avoid this area, as well. There is no word this afternoon on what caused either of these brush fires. We head to the south bay now. In rural santa cruz county, the cruz fire has grown to 2,000 jerks and has destroyed two buildings, since it started at about 2 30 yesterday afternoon. This was near cruz road and oak springs circle. Those flames raced right toward highway 152, about 70 people evacuated from their homes, and volunteers went in to move farm animals away from the area. One firefighter suffered minor injuries, but is expected to be okay. Cal fire came in and made an aggressive air attack. Were going to take advantage of the work that our crews did overnight and the mild weather before it heats up again, and we want to get our crews in, get our aircraft in, and start to strengthen those lines that we made last night. This is one of the firm big wildfires here in the bay area during the pandemic. Santa clara county fire said they are making sure that crews are Wearing Masks and keeping physical distance. The cause of the fire sun clear. Cal fire crews are making Good Progress on another fire in santa cruz county. The park fire started on saturday night. 80 people had to be evacuated near morgan hill. This fire has burned 350 acres and is now 80 contained. The cause has not been released by authorities, but bay area crews contended with dunce of fairs believed to have been sparked by fireworks over the weekend. Firefighters we spoke with said this was the busiest 4th of july weekend theyve ever seen. Fairly gusty conditions up in that area of crockett and venetia, right, mark . Thats right. Ive been seeing winds of 20 miles an hour, and it only takes a wind of about 10 miles an hour to really affect a fire. Of course the brush continues to die out rapidly. We have lots of clear skies. We have been picking up over the last few hours, wind impact the fires that started today. The california fire, were showing you the overall layout here and the predominant wind direction out of the west to southwest. There is rodeo right here, and there is crockett. Looks like we have Springwood Court and springwood street right in this area. You can see the dry hillside. Lots of dry area and brush to work with here. Hercules, 80 degrees. So right now its not the temperature or humidity, the wind continues to be the biggest factor, and that will be the case over the next two to three hours. Also in the south bay, the park fire and the cruz fire, the acreage has been bumped up to 2,000 acres. You get a better look at the layout of the bay area. Today we cooled things off a little bit, but it is still fairly warm and hot inland. You can see the temperature change compared to yesterday at this time. As far as the cruz fire for tomorrow, here is the plan, showing you this, and throughout the day. Thankfully cooler conditions and the winds not too much of a factor. Well have more on your bay area forecast coming up in just a few minutes. Now to the latest on the contra costa, three more inmates at san quentin prison have died from covid19. In total, six have died from covid19 at san quentin. The governor called the outbreak a crisis and a top priority. He said the goal is to safely release some nonviolent offenders to reduce the prison population. I am going through individual by individual, people with medical needs that are acute, people we are fast tracking parole review, and individually reviewing those cases in order to move people forward. The outbreak at san quentin begin after infected inmates from a prison in chino were transferred there late may. A Field Hospital has been set up there to handle the surge of patients. Marin county is halting Indoor Dining service for at least the next three weeks as contra costa cases continue to rise. Restaurants were able to offer Dining Services for their guests for one week, before this restriction was imposed. On thursday, marin county was added to the states watch list for increased covid19 activity. Public Health Officials are urging renewed diligence when it comes to following safety protocols and shelter in place orders to help slow the spread of the virus. Well, here now is a look at the statewide numbers concerning the coronavirus. There are more than 271,000 cases here in california. 6,337 people have now died in our state. The percentage of californians who have tested positive is now 6. 8 . Thats up from 4. 9 two weeks ago. Across the country, almost 3 million americans have been infected with covid19, and more than 130,000 americans have died from the contra costa. Some coronavirus. Texas has now emerged as one of the Fastest Growing hot spots. Doctors there warning that that state could run out of icu beds in less than two weeks. Other states are also worried about more hospitalizations and deaths in the coming weeks, and some are now pushing their reopening excuse me, pausing their reopening plans. Police have identified the woman who painted over the mural, but so far no word on whether there has been an arrest. Authorities in idaho recovered third body today after two planes collided in midair over a lake yesterday afternoon. The five others in those planes are all presumed dead. The victims have not been identified. A man who was at the lake at the time with his family said he saw what appeared to be an engine explosion on a sea plane that was flying no more than 200 feet overhead. He said one of the planes wings then separated and the plane fell into the water. No word yet on what caused the planes to crash into each other. The ntsb is investigating the cause. Political consultnts and pole cities are were among those asking the Supreme Court to strike down the original 1991 law, arguing that it violating the first amendment. A major ruling from the Supreme Court today affecting the Electoral College, and it comes before the republican and Democratic National convention and about four blanchard has mo on todays decision. Reporter another landmark decision out of the Supreme Court, this time the justices ruling unanimously, upholding state laws that require electors to back the winning candidates in their states president ial race. Quote the constitutions text and the nations history both support allowing a state to enforce an electors pledge to support his partys nominee the state voters choice for president. This came after 10 socalled faiths lectors did not vote for the candidate that won in their state in 2016. The court also up held an effort to remove faithless electors who ignore the popular vote of their state. So far faithless electors have not change election. When you have close elections, you have have as the secretary of state said, that means more room for extortion or bribery. The Supreme Court still has five more cases to determine this term, including one on whether or not the president can block the release of his financial records. Joining me to talk more about todays big ruling is david levine, professor at u. C. Hastings college of the law. David, always good to have you on here. What are the implications for the president ial election coming up this november . What scenario did we avoid with this ruling . The concern, alex, was what lauren called the faiths electors. The idea is that we dont actually vote for the president directly. When you join in on your ballot, whoever you choose to vote for for president , you are vote fog are a slate of electors in the Electoral College, and the issue is whether somebody who has pledged to vote for the candidate, whether its mr. Trump or mr. Biden or whoever, whether they actually carry through with that, and about 30 states have laws that say you must do that. And in washington and colorado, the two cases that came up here, are places do that penalize people, and this came up from the 2016 election, where a few electors did not vote as pledged, and what the Supreme Court said unanimously through Justice Kagan is that its okay for states to enforce the pledge and in the case of the state of washington, as in california, by the way, there was a 1,000 fine that was at issue, and the Supreme Court quite forcefully said state demise this. Now, not every state does pit them the sense aerio is that they could slow the election to the house of representatives or throw the election the other way to the other candidate. That is what has at least been the chances of that have been much reduced as a result of this strong. From the Supreme Court today. All right. So this case was brought by those four faithless electors as you mentioned from colorado and washington here and among the arguments from the plaintiffs were that the constitution does not give the states the ability to restrict how an elector votes, because they are working in a federal role as part of the Electoral College, and that these voters need the ability to weed out an unfit candidate. Why do you think those arguments just didnt work for the justices . Well, justice caken and also Justice Thomas in a concurring opinion, basically they said while the constitution does not forbid a state from doing this, saying we want our elect ofs to do what the popular vote is, now the contrary argument seems to me quite strong, the idea that why do we bother with an Electoral College . Why to we mother having these electors . Shouldnt we expect them to exercise some independent judgment, and Justice Kagan for the court said no if the state wants them to pledge on pain of some penalty that they absolutely will follow the popular vote, the states can do so. Theyre not forced to do it. They could leave their lengthors with a little bit of wiggle room to exercise judgment, to make sure that the electors do indeed follow the election returns and do what the popular of their particular state requires. So what are your concerns, when you hear that a lot of us are suffering from depression, and anxiety, and loneliness, among other things . Heather, i think these statistics shoring a picture of what the residents area are experiencing. We are seeing an increase in Mental Health issues. Everything from depression, anxiety, trauma response, suicide ideality. All of these things happening because people are hitting their limits at different points. Now people are reaching out to Mental Health services, because what we thought might be a shortterm shelter in place has turned out to be an ongoing situation that people were not mentally or physically prepared for. Yeah, and so, doctor, what are the consequences of these never meant Health Impacts . I think that we wont truly know the longterm effects until there is some normalcy returning to peoples lives. But what were learning right now is there is an increase in suicide cases. There is an compliance drug overdoses. Theres increase in people seeking out Mental Health services. Theres an increase in Prescription Medications being prescribed because of peoples distress. There is an increase across the board, and we can now readily say that the pandemic has absolutely impacted peoples Mental Health and overall mental wellbeing. Yeah, it certainly has. And as you mentioned, this is expected to go on, and as it does wear on, it is likely that numbers only increase. I think thats the concerning part, is that we have to be weighing the consequences of covid19, and we have to be weighing the consequences of peoples Mental Health and how its continuing to deteriorate the longer that we are without the support systems that are usually available. The good news is, is that Mental Health services can be accessed remotely. You can see a psychiatrist via zoom. You can have a therapy appointment through skype. All of these are Still Available in hopes that people can access them and it can be a lifeline throughout this period of time. Yes, so important that people know that help is out there. We dont have a whole lot of time, but what are some other tips for folks who may be feeling the pressures of this crisis. I think that when someone is starting to notice 0 or has already noticed that their Mental Health is being negatively impacted, that they need to start reaching out. They need to reach out to family, to friends. We arent able to track where people are at anymore, because many of us are at home, and we arent seeing the people in our lives, so were not sure how everyone is truly doing. If you start to notice any kind of decomposition of your Mental Health, please reach out and tell a friend or coworker. Pg e is starting its inspection of equipment as it prepares for this years preemptive power shutoffs during fire season. Well, the coronavirus pandemic is creating a new pandemic this fire season. A is facing a severe shortage in the number of firefighting crews made up of prison inmates. Less than half of the states inmate crews are available because of covid19 outbreaks in Northern California proves. That includes the prison where inmates are trained to serve on the fire lines. They use chainsaw shove els to create fire breaks. Although we have a bit of a break in the heat for today and tomorrow, the hot temperatures remain inland.
